Project Summary

Broadband infrastructure and services play a role in promoting private sector productivity by facilitating information exchange, process improvement, and technological innovation. It also creates new markets such as e-commerce, contributing to economic growth. Additionally, it enables various public services like healthcare, education, and administration to be provided online, enhancing efficiency and transparency within the public sector by promoting information sharing among government agencies and between the government and citizens.

This project will recognize the importance of broadband infrastructure and services for economic growth, social development, and inclusive societies and also emphasize the need for policies and strategies to promote the deployment of broadband infrastructure and services, particularly in undeveloped areas. 

1.  A survey across all APEC economies is conducted for an In-depth Analysis on the current status of broadband infrastructure, policies, economic environments, and social aspects by economies

2.  Research cost-effective broadband technologies and trends, and study on effective policies and best practices ensuring sustainable digital connectivity

3.  Study on the structuralizing of government financial support and public-private investments, including Major Internet Service Providers;

4.  Propose measures for supporting the activation of profitable e-business aimed at enhancing digital accessibility within local communities and fostering their development;

Benefits to Region
Around the world, economies are recognizing the crucial role that broadband infrastructure and services play in driving economic and social development. Efforts are being made to bridge the infrastructure and information gap by introducing broadband in rural, remote, and mountainous areas with limited access to information. APEC can contribute to the development of broadband infrastructure and services in underserved areas by conducting policy research and capacity building programs, ultimately enabling more equitable and sustainable development for all members of society.

Eligibility and Fund Priorities

The Digital Innovation sub-fund will be leveraged to support the project's capacity development efforts for policymakers across several Asia-Pacific economies.

Specifically, this initiative seeks to activate broadband in underserved areas and contribute towards ‘achievement of universal broadband access’, which is the third priority areas outlined in the APEC Internet and Digital Economy Roadmap. Through this project, policymakers will receive the necessary support to develop their capacity and enhance their understanding of rural broadband infrastructure and services. This will enable them to create policies and strategies that promote the development of rural broadband and enhance digital connectivity across their respective economies.

Capacity Building

This project seeks to strengthen participants' capacity in various aspects of broadband expansion, including policy development, technology adoption, community engagement, and sustainable implementation, thereby empowering them to drive effective broadband initiatives in underserved areas of developing economies.

the following capabilities can be strengthened overall:

1.  Understanding of Broadband Network Trends: Participants will gain insights into the latest developments and emerging trends in broadband technology, enabling them to make informed decisions regarding infrastructure development.

2.  Knowledge of Korean Broadband Policy and Service: Learning from the Korean experience will provide participants with valuable insights into effective policy frameworks and service delivery models for broadband expansion.

3.  Strategies for Bridging the Digital Divide: Through panel discussions and sharing of experiences from different APEC economies, policymakers will learn about various strategies and approaches to enhance broadband connectivity in underserved regions, fostering a deeper understanding of the challenges and potential solutions. 

4. Analytical Skills in Assessing Broadband Status and Best Practices: Participants will develop the ability to analyze the current state of broadband infrastructure in their respective economies and identify best practices from other economies that can be adapted to their own contexts. 

5. Customization of Broadband Technology-Policy-Service Models: Sharing customized models from different economies and types of regions will empower policymakers to tailor broadband initiatives to suit the specific needs and characteristics of their own communities, fostering innovation and flexibility in implementation. 

6. Promotion of Sustainable Broadband: Emphasizing the importance of education and promotion in sustaining broadband initiatives will equip participants with strategies for garnering community support, encouraging adoption, and ensuring the long-term viability of broadband infrastructure projects.

Objectives

The objective of this project is to increase access to digital technologies and promote sustainable and inclusive growth by improving public internet access to bridge the digital divide in underserved areas within APEC member economies in line with the APEC Putrajaya Vision and Aotearoa Action Plan.

This project meets the following APEC priorities by facilitating broadband infrastructure deployment and service activation in underserved areas in APEC member economies through studies and evaluations of effective policies and practices, knowledge-sharing workshops and capacity building programs, and appropriate technology research. 

Firstly, the APEC Putrajaya Vision 2040 recognizes the need for "enhancing human capital development through education and training" and "promoting sustainable economic growth through the use of technology and innovation." The capacity building workshop, which aims to develop specialized educational programs for public officials and residents, would contribute to enhancing human capital development in underserved areas. Additionally, the study on policy to promote broadband infrastructure and services would contribute to promoting sustainable economic growth by improving public internet access, thereby facilitating the use of technology and innovation. 

Secondly, the Aotearoa Plan of Action highlights the importance of "improving digital connectivity" and "fostering innovation and digital literacy." The study on policy to promote broadband infrastructure and services in underserved areas would contribute to improving digital connectivity by identifying barriers to deployment and recommending policies to encourage investment in broadband infrastructure.

Furthermore, the capacity building workshop would contribute to fostering innovation and digital literacy by providing education and training to stakeholders on the benefits of broadband infrastructure and services, as well as how to use them effectively.

Forum

The technical and policy research project aimed at enhancing broadband penetration in underserved areas of APEC member economies aligns with the priorities, objectives, and strategies outlined in the APEC Digital and Internet Economy Roadmap. 

Firstly, the project aligns with the priority of "enhancing connectivity" by promoting broadband access in underserved areas. The project aims to bridge the digital divide and create opportunities for individuals and businesses to access and utilize the internet, thus contributing to the inclusive economic growth and development of APEC economies. 

Secondly, the project aligns with the objective of "promoting digital innovation" by fostering the use of new technologies and solutions to increase broadband penetration. Through policy and technology sharing workshops and study tours, policymakers from APEC member economies will gain insights into the best practices and innovative approaches for promoting broadband access, which can be adopted and implemented in their respective economies. 

Thirdly, the project aligns with the strategy of "strengthening digital trust and security" by promoting the use of secure and reliable broadband infrastructure. The project aims to provide policymakers with the necessary knowledge and tools to develop policies that ensure the security and reliability of broadband networks, which are essential for the trust and confidence of users. 

Overall, the project's objectives align with the APEC Digital and Internet Economy Roadmap's priorities, objectives, and strategies, and its successful implementation can contribute significantly to the achievement of these goals.

<Research and Analysis of Broadband Status in All APEC Economies through Desk Research >

Desk research is undertaken across all APEC economies to access the current state of broadband infrastructure, policies (including goals, plans, initiatives, budgets, governance structures, legal frameworks, financial system, etc.), business aspects (such as monthly/annual sales for broadband services, subscription fees, service tiers, most popular broadband offerings, and future strategies), and social indicators(broadband and PC penetration rates, education levels, ICT adaptability, ICT literacy, average income, preference in broadband services, etc.).

A key aspect of this research is to broaden the scope beyond merely examining broadband-related policies and technologies to also include a thorough analysis of each economy’s social framework. This comprehensive approach is crucial for understanding the extent to which each economy is equipped to integrate and leverage broadband technology effectively. 

<Develop Sustainable Broadband Strategies for Underserved Areas in APEC Economies>

This study begins with desk research to identify regions within each APEC economy that are underserved by broadband services. It then categorizes these regions into specific types such as mountainous areas, remote islands, and rural areas, mapping each type across the APEC economies. The accuracy of these findings will be further validated through a comprehensive survey targeting all APEC economies.

2) Workshop for Building Consensus and Sharing Knowledge on Broadband in Underdeveloped Areas

a. The Capacity Building Workshop will be held in Seoul, Republic of Korea, and the event will be structured with capacity building, project outcome reporting, and field visits, spanning a total of three day;

b. For those who are not able to participate in the workshop in Seoul, the workshop will be video recorded for sharing the results of the workshop; and

The analysis primarily focuses on successful cases from various economies, including Korea, which have effectively transformed their broadband underserved areas into well-connected regions. This will involve an in-depth look at factors such as demographics, social characteristics, policy environments, relevant initiatives, and business aspects specific to these regions.

Building on the desk research that identified broadband underserved areas within each APEC economy, and the analysis of successful transformations in regions including Korea, this study will develop sustainable strategies tailored to the specific characteristics of each type of underserved area.

These strategies will leverage insights gained from both the identification process and the successful cases to propose comprehensive and targeted interventions. The aim is to create tailored approaches that address the unique challenges and opportunities in mountainous regions, remote islands, and rural areas, facilitating their development into well-connected broadband regions. 

※Methodological Approach

This research methodology involves conducting case analyses and surveys to identify successful cases of broadband activation in underserved areas across APEC economies, comparing and analyzing these cases alongside survey findings to formulate tailored broadband activation strategies, and refining these strategies through stakeholder feedback. The study identifies broadband underserved areas in APEC economies through desk research, analyzes the reasons for their underserved status from various perspectives, and typifies underserved areas in APEC economies based on their similarities. Building on these typologies, it analyzes successful cases of activating underserved areas by type. It then compares and analyzes the results of underserved area typology analysis and successful case analysis across APEC economies to formulate broadband activation strategies tailored to each typology of underserved areas. Finally, these formulated strategies are refined through surveys targeting APEC economies.

3) Final Report

The Final Report, including the key takeaways from the workshop, will be completed and circulated across APEC economies for endorsement.

Third, the study contributes to the typification of underserved areas in APEC economies based on their similarities, facilitating a more nuanced understanding of the challenges and opportunities for broadband activation. Fourth, by comparing the results of the analysis and successful case analysis across APEC economies, common patterns, and unique factors influencing broadband activation are identified, informing the development of effective strategies. Fifth, the formulated strategies are refined through stakeholder feedback, ensuring that they are relevant, feasible, and responsive to the needs of APEC economies and their underserved areas. Sixth, by participating in a workshop where the findings of this research are shared and the status and challenges of their respective broadband underserved areas are discussed, it is anticipated that contributions will be made to the vitalization of broadband in underserved areas across all APEC economies.

Outcomes
1) Success Case Studies: Investigate and analyze concrete examples where internet use has led to transformative changes in different type of underserved areas. This approach not only provides theoretical insights but also enhances understanding through real-world applications.

2) Policy Suggestions and Collaboration Models: Include policy suggestions that facilitate the construction of sustainable digital infrastructures through collaboration between governments, local communities, and the private sector.

Beneficiaries

The output from this project bridges the digital divide and supports sustainable economic growth through the realization of universal accessibility to underdeveloped areas within APEC member economies. Potential beneficiaries of the outcome of the project include:

1) Primary beneficiaries: Government officials such as policymakers from the Ministry of Information Technology and communications, Directors of Digital Infrastructure, heads of Rural Development Programs, etc.

- This study enables these officials to have the tools, connections, and knowledge they need to effectively drive and innovate broadband service expansion in their region, and their ability to drive meaningful changes in digital infrastructure development.

2) Secondary beneficiaries: Local Communities, SMEs, Public sector entities

- Enhanced broadband connectivity fosters socio-economic development, improved public services, and digital inclusivity across all sectors.

Dissemination

Korea's primary aim is to share the final report with APEC economies, primarily through distribution via the TELWG’s ICT Development Steering Group (DSG). Additionally, a copy of the report will be accessible online on the APEC website and subsequently on the website of Korea's National Information Society Agency. The final output will take the form of a comprehensive document, the Final Report, which will identify three region- specific policies for the introduction of broadband technologies and services. These policies will reflect the unique characteristics and needs of local residents.

Furthermore, the Final Report will include a financial model, a business strategy model, and a legal system model. 

The intended audience for this project includes stakeholders from relevant government bodies (communications, telecommunications, industry and science promotion, etc.), industry representatives, academia, and technology experts in the APEC region. It's important to note that the Final Report will be published as APEC Publication and Korea has no intention to sell any outputs resulting from this project.

The project will promote links with various APEC forums, committees and working groups involved in research on broadband infrastructure and policies to promote services in underserved regions within APEC member economies:

- APEC Human Resources Development Working Group (HRDWG) focuses on developing digital skills and promoting entrepreneurship development, which are key to realizing the benefits of broadband infrastructure and services in underserved areas. 

- APEC Economic Committee (EC) focuses on promoting innovation and digital development, including policies and strategies to promote the deployment of broadband infrastructure and services in underserved areas. 

- APEC Policy Partnership on Science, Technology and Innovation (PPSTI) focuses on promoting policies and strategies to support the development and deployment of new technologies, including broadband infrastructure and services. 

In addition, the Organization for Economic Co-operation and Development (OECD) undertakes a comprehensive array of initiatives and investigations pertaining to economic and social advancement, encompassing subjects relating to digital technology and broadband infrastructure. These interconnected projects and research endeavors facilitate the provision of valuable perspectives and recommendations to policymakers and stakeholders in diverse economies and regions.

Sustainability

The final report can be used as a policy reference for many economies including non- APEC members that are still making policy efforts on broadband to develop not a common broadband policy and services, but a locally customized policy and services and provide broadband services economy-wide without underdeveloped areas. 

The outcomes of this project can be brought as a major agenda at various APEC meetings related to broadband policy and services, and it will play a pivotal role in triggering a series of meetings and workshops for economies having broadband underdeveloped areas and services. 

It is expected that the outcomes of this project will be used as basic data to accurately understand the characteristics of the areas and the needs of local residents in building a more advanced network beyond broadband in the future.
