Project Summary

Today, family farmers face numerous challenges in reaching end consumers and commercializing their produce effectively. This is mainly due to the fact that producers sell their products to the first link in a wider distribution chain before reaching the final consumer, which results in producers receiving very low prices for their products.
In this context, innovative and inclusive digital platforms can play a transformative roleby interconnecting family farmers with consumers in an efficient and direct way.

A workshop will be held in Peru to share tools and platforms that promote digital trade for small farmers with the aim of generating knowledge and encouraging APEC economies to develop policies, programs and activities that promote the adoption of ICTs. Policy and decision makers, researchers/experts, involved in the topic are expected  to participate. A report summarizing the results of the survey and workshop will be prepared.

Relevance

Region:
Today, family farmers face numerous challenges in reaching end consumers and commercializing their products effectively. This is mainly due to the fact that producers sell their products to the first link in a wider distribution chain before reaching the final consumers, which results in producers receiving very low prices for their products.
APEC has developed projects focused on digitalization, such as electronic certificates and innovative technologies to reduce food loss and waste, as well as the use of smart agriculture to improve production; however, very few have been developed focused on the use of digital platforms for the commercialization of family farming products, with the product commercialization stage being one of its main gaps.

At the rural level, Internet use is increasing and there is a positive perception of the opportunities it creates for marketing and attracting new customers. Additionally, consumer participation in e-commerce is growing, creating high expectations for this business model. It is therefore crucial to continue strengthening and adapting e-commerce in family farming to improve their products and services. Implementing e-commerce systems provides a viable solution to effectively reach the end consumers who seek products with a recognized origin and high quality from family farming. This proposal is in line with the APEC Policy Support Unit, which stresses the importance of enhancing small businesses participation in digital commerce, evidenced in publications such as “Digital Technology and Global Integration: Opportunities for Innovative Growth”; “Trade Networks amid Disruption: Promoting Resilience through Digital Trade Facilitation”; “APEC Regional Trends Analysis (Rethinking Skills Development in the Digital Age)”and “Stepping Outside the Shadows: Informality and Digitalisation”.

Thus, by providing better information to small producers, it will be possible to give visibility to their offer and increase their sales, which in turn will contribute to increasing their economic income, especially for small family farmers. Besides, consumers will benefit from access to better prices.

Eligibility and Fund Priorities:
The proposal meets the eligibility criteria of the APEC Support Fund (ASF) - Digital Innovation Sub-Fund, as it aligns with APEC’s digital economy priorities identified by the APEC Internet and Digital Economy Roadmap, specifically in the key area on facilitating e-commerce and advancing cooperation on digital trade. It aims to promote the exchange of viewpoints, host public-private dialogues, and identify practices to expand and promote digital trade in the Asia-Pacific region. It is also in line with the APEC Cross-Border e-commerce facilitation framework by promoting the development of information and communication technology infrastructure to facilitate e-commerce of agricultural products.

Capacity Building:
The Project aims to generate information and knowledge on technological platforms(ICTs) that promote and facilitate digital trade, particularly for small-scale producers in APEC member economies. This project will ensure that input from APEC developed and developing economies are captured and incorporated into the development of best practices and resources that economies can apply to empower small-scale producers, especially women and rural youth, in their entrepreneurial endeavors.

Objectives

The objective of the Project is to generate information to encourage APEC member economies to develop policies, programs and activities that promote the adoption of digital platforms (ITCs) for the commercialization of products from small farmers within the framework of the Implementation Plan of the Food Security Roadmap Towards 2030.

Alignment

APEC:
The project will contribute to the implementation of the APEC Food Security Roadmap Towards 2030, specifically in the key action area of digitization and innovation, within novative technologies having the potential to transform the Food System and improve food security by increasing productivity and efficiency; and reduce costs and facilitate trade in food. Besides, its implementation will contribute to promote digital transformation in the agricultural sector through the use of information and communication technologies (ICT) . In the same way, the project will contribute to the goals of the Putrajaya Vision 2040, specifically in the area of Innovation and Digitalisation, stimulating the practical application of digital technologies for inclusiveand sustainable growth in areas such as trade and cooperating to accelerate the digitaltransformation in agriculture, established in The Aotearoa Plan of Action.
Furthermore, it will also contribute to the implementation of the 14th key action area of inclusion of the Food Security Roadmap Towards 2030, which establishes taking actions to implement the La Serena Roadmap for Women and Inclusive Growth (2019-2030) in PPFS work, by contributing to address the key action area on empowering women through access to capital and markets, specifically through the exchange of experiences and best practices that can effectively increase women's participation in local, regional and global markets. In addition, this project contributes to the Declaration of Leaders2022, within the framework of deepening cooperation to facilitate access to digital infrastructure and close digital gaps, improving access to services and opportunities to generate income and improve the means of life, including promoting the transition of economic actors from the informal to the formal.

Forum:
The objective of the project is to generate information to encourage APEC member economies to develop policies, programs and activities that promote the adoption of digital platforms for the commercialization of small farmers' products to improve their income. In this way, a workshop will be held to share the main tools and technological platforms (ICTs) that promote or facilitate digital trade, especially for small producers, which will help to advance the goals of the ATCWG Strategic Plan for 2021-2025, as it is aligned with the objective of "creating agricultural value chains and commercialization channels''.

It also aligns with the ATCWG 2023 Work Plan, as this project promotes innovation and the application of digital technologies, especially in youth and women entrepreneurship in electronic commerce to improve the digital supply chain and the professional training of farmers with policies and best practices.

Beneficiaries and Outputs

Output 1 - Survey and Virtual Consultation:
A consultant will be hired to prepare and monitor a questionnaire or template to collect information on tools and platforms that promote digital commerce for smallholder farmers, whether initiated by the public or private sector. The target audience will include policymakers and stakeholders, researchers and experts closely related to the topic, from all APEC member economies, with a focus on countries that have expressed interest in actively participating in the project: Canada; Chile; China; Chinese Taipei; Thailand; Indonesia; Korea; Malaysia; Mexico and Philippines.

Simultaneously, the consultant will conduct a brief review of the literature about the current challenges of family farmers in APEC on issues of information and communications technologies (ICT) used in the digitalization of agricultural trade. Subsequently, will prepare an initial report minimum of9 pages excluding annexes, which will be the basis of the final report and will cover an analysis of the current state of digitalization for small producers within APEC economies and will incorporate the findings from the distributed questionnaire. That information will be presented during the workshop.

Output 2 - Workshop:
The workshop scheduled for August 2024 aims to showcase tools and platforms promoting the use of information and communication technologies(ICT) among smallholder farmers in APEC economies. This 8-hour event will include the presentation of survey findings on ICT adoption, expert presentations on digital tools, discussions on best practices from various economies, and interactive group sessions. Participants will include policy and decision makers, as well as researchers and experts closely related to the topic.

Session 1: Workshop Introduction and Context, introduction to the workshop, its objectives, and the importance of digitalization in agricultural trade within the APEC region.

Session 2: Understanding the Challenges of Family Farmers in APEC, presentation on the specific challenges faced by family farmers in APEC economies with a focus on the role of digital tools and platforms.

Session 3: Building Trust and Security in Digital Agricultural Inclusion, delves into the critical aspects of building trust and ensuring security in digital transactions for farmers, emphasizing best practices and solutions.

Session 4: Spotlighting Transformative Digital Agri-Startups, will explore how digital agricultural startups have significantly benefited family farmers by improving access to markets, increasing productivity, etc. (with focus on production, sustainability, inclusion and commercialization).

Session 5: Digital Tools and Platforms in APEC Economies, share experiences from at least three APEC member economies in implementing digital platforms for family farmers, highlighting lessons learned and best practices.

Session 6: Panel Discussion and Workshop Conclusion, invite the speakers and key stakeholders for a discussion on insights gained throughout the workshop, with a focus on policy implications, future directions, and the broader impact of digitalization in agriculture. A wrap up and brief discussion on the recommendations and insights on how the Workshop contribute to their role in their economy.

Additionally, right after the workshop, the post-workshop survey will be conducted

Output 3 - Final Report:
After the workshop, the consultant will prepare a final report that will cover a detailed analysis of the survey results and will be enriched by the ideas, comments and feedback generated during the workshop, especially on the panel. This final report is expected to be an APEC publication of minimum 17pages, containing an executive summary, analysis of the virtual review of the literature, survey results, presentation of the tools and platforms that promote digital trade for small farmers, summary of the conclusions of the workshop and some recommendations for for future initiatives aimed at facilitating the adoption of digital technology among smallholder Farmer.

Outcomes:

1) Increased awareness of available tool and/or platform options: Policymakers attending the workshop are likely to be more aware of the tool and/or platform options they can replicate to support ICT adoption in agriculture. This impact can be measured through surveys or interviews to measure understanding and knowledge before and after the workshop.

2) Strengthened APEC Collaboration: The project will seek to identify tools and platforms that can be replicated in APEC economies as a direct result of the workshop and project activities. That would be measured through the post-workshop survey.

3) Increased knowledge and resourced to guide APEC economies in promoting ICT adoption in the agricultural sector with a focus on smallholder farmers, which would be measured through the delivery of written project products, such as the reporting of the results of the survey and the Final Report.

Beneficiaries:
The direct beneficiaries of the project will be the authorities, policy and decision-makers, and private sector involved in the development of digital technologies and platforms in the agricultural sector for the benefit and interconnection of small farmers, who will use the product that provides specific recommendations on tools and platforms derived from the workshop discussions. It will serve as a tool to assist in the decision-making processes for future initiatives aimed at facilitating the adoption of digital technology.

●Indirect: Farmers' associations, women, and youth in small-scale agriculture will also benefit from the implementation and development of tools and platforms that provide the possibility of interconnecting in an innovative and direct way with consumers, giving visibility to their offer and increasing their sales, which will contribute to increasing their economic income.

Dissemination

Electronic copies of the workshop materials will be circulated to both speakers and participants. Following the workshop, all meeting documents will be uploaded to the APEC Meeting Document Database (MDDB).
The final report will be published electronically in the APEC Publication website. Likewise, it will be disseminated electronically to the speakers, the participants and to those pertinent forums. This report seeks to be a tool to assist in decision-making processes for future initiatives aimed at facilitating the adoption of digital technology among smallholder farmers in APEC economies.

The target audience for this publication includes authorities, officials, decision makers, policymakers, researchers, experts and private sector stakeholders who are actively involved in policy formulation, planning and adoption of digital technology among smallholder farmers in the APEC economies. Therefore, the main channels to disseminate the report will be the APEC Publications website and the social media platforms of the Ministry of Agrarian Development and Irrigation of Peru. It is crucial to emphasize that there are no intentions to commercialize any product resulting from this project.

Finally, the cosponsors of this project will be encouraged to promote electronic publication through the social networks of the related institutions and on their respective websites, with the aim of maximizing its reach and impact.

Linkages

To facilitate meaningful information exchange, we should extend invitations to participants and experts from other APEC groups and forums, including the Policy Partnership on Food Security (PPFS) and the Digital Economy Steering Group (DESG) is anticipated to actively participate in this information exchange process. They can provide valuable feedback and perspectives on various aspects, including the facilitation of e-commerce, fostering cooperation in digital trade, enhancing internet inclusion, and developing digital infrastructure. Such collaboration serves the dual purpose of promoting innovative, inclusive, and sustainable growth while addressing the digital divide that exists in the APEC region.
Our collaboration with other APEC forums will help our project effectively align with their work and integrate their perspective and objectives.
By leveraging the resources and expertise already present within APEC, our project avoids redundancy and benefits from the knowledge and networks of other APEC groups. This approach maximizes efficiency and effectiveness in achieving our shared goals.

Finally, it is important to consider the Policy Association on Women and the Economy(PPWE), as it seeks to have your comments on the use of Innovative and Inclusive digital platforms. Also, it's important to consider the input from the APEC Business Advisory Council (ABAC), which can provide relevant contributions from the private sector regarding developing technological capacities and empowering small producers. Recognizing the integral role of businesses and the value of representative business advice on key issues.

Sustainability

The team responsible for the project expects to have a series of opportunities to ensure that the impact of the project is maintained in the medium and long term.

In this sense, once the workshop has been completed, the work plan foresees a period of about four months to finish preparing the final report that will cover a detailed analysis of the survey results and will be enriched by the ideas, comments and feedback generated during its development. For this purpose, a post-project survey should be conducted 9 months after the workshop’s completion to assess progress in tools and platforms that promotes the use of information and communication technologies (ICT)among smallholder farmers and their impact. Additionally, a virtual meeting is expected to be held at the 12-month mark, where economies can voluntarily share their progress, allowing the measurement of results based on the percentage of advancements in the developed tools and platforms ideas.
It is expected that the content of the final publication will be a tool to support decision-making processes for future initiatives aimed at facilitating the adoption of digital technology among smallholder farmers, and that its impact will be relevant for several years. The project manager will ensure that the report can be easily downloaded from the Internet.

Project Overseers

Mrs. Noemi Marmanillo Bustamante, Director of the Office of Cooperation and International Affairs of the Ministry of Agrarian Development and Irrigation of the Republic of Peru. Her experience in the public service expands more than 30 years, including executive positions in the agriculture and irrigation sector, promoting negotiations for the development of projects and initiatives with multilateral and bilateral organizations; as well as positioning the sector's participation in international spaces and forums such as the United Nations, APEC, COP, Binational Cabinets, among others.
