Project Summary

This project supports Bogor Declaration and Osaka Action Agenda and responds to Malaysia 2020’s Priority in Improving the Narrative of Trade and Investment in inclusive and responsible business, and contributes to a more inclusive APEC community by 2030.

The project is set to study Inclusive and Responsible Business (IRB) practices by digital businesses in the APEC region, and how these activities help to improve people’s livelihoods, address social challenges and facilitate sustainable economic growth. In case of the impact COVID-19 pandemic might not get better for a while, one webinar is proposed for warm-up and preparatory discussion before the 2-day workshop. Participants will be representatives from public and private sector from all member economies nominated by CTI members. It aims to facilitate knowledge sharing among APEC member economies, foster public-private partnerships to better facilitate business and investment in APEC economies, promote innovative, inclusive and sustainable growth, and bridge digital gap in the region.

Relevance

Relevance – Region: Integrate existing research and in consistent with the OECD’s Guidelines for Multinational Enterprises, inclusive and responsible business (IRB) approximately refers to the practice of conducting business with consideration for ethical, environmental and community goals and address the needs for all, especially the underrepresented while investing for profit and achieving quantitative growth[1]

The unprecedented COVID-19 outbreak has brought forward severe challenges for business and investment activities as well as employment across the region. Corporate social responsibility actions in digital business have been fully leveraged to protect lives and livelihoods of APEC community and create new channels for fighting against worldwide epidemics. The APEC region calls for increasing IRB activities, which could be enabled by sound policy environment, to make digitalization more inclusive and bring sustainable development for all. 

As policies and IRB activities have already been initiated in member economies to create jobs and enable economic recovery, the project will organize a webinar, as a preparatory session of the capacity working workshop, to collect practices from both government and businesses in the APEC region in securing employment and foster economic sustainability, which will be shared in the offline workshop. 

The capacity building workshop will target at policy makers to map the key elements of IRB and share practices of Corporate Social Responsibility initiatives by digital business which foster economic, financial and social inclusion and address community challenges. It will have sustained benefits in enhancing public-private dialogue in IRB and reaping the benefits of digital technology for economic recovery after the Covid-19 pandemic. 

The project in general will establish a common understanding of importance of IRB for sustainable development in the APEC region and how businesses and investors could work together with governments and academia to utilize digital technologies to improve the livelihoods of our people

Relevance – Eligibility and Fund Priorities: The capacity building program will study cases of how the evolving economy, through inclusive and responsible business activities, increase consumer welfare and promote innovation and economic efficiency. This project addresses the capacity building needs of developing economies in confronting opportunities and challenges in digital transformation, improving the capacity of authorities in developing appropriate policies for the evolving economy, and promoting innovative development through inclusive approaches in the region. 

The project echoes with the Statement on COVID-19 by APEC Ministers Responsible for Trade and helps to establish a shared understanding on how IRB activities by digital economy could “facilitate the flow of essential goods and services to fight the pandemic” (for example, bringing medical supplies, equipment and staff to hospitals and quarantine centers in a timely manner during lockdown) and encourages sharing of practices promoting “inclusive policy instruments to fast-track economic recovery”(with the supply of flexible job opportunities). 

The project will meet TILF funding criteria by enhancing capacity building and better understanding of the impact of globalization and evolving economy in the APEC region so as to bridge the digital gap and promote public welfare through IRB activities in the region. 

Relevance – Capacity Building: Capacity building is an important and critical success factor in establishing a sound policy system and conducting inclusive and responsible business activities. Acknowledging that APEC participants came from different background and with different expertise, this capacity building project will emphasize the following areas:

1) Key elements of IRB;

2) Case studies on IRB activities which enable industry recovery and secure people’s lives during and after the pandemic;

3) Public-private partnership facilitating IRB; 

The capacity building program also serves as a platform to identify and share practice. At the conclusion of the project, the practice collected will be shared with member economies which will be a useful reference for developing further capacity building initiatives. 

The project, as the first capacity building program under CTI focusing on IRB, will share knowledge and experience to member economies who intend to host relevant events to extend sustained benefits to more economies and deepen the spirit of APEC community.

Objectives
The overall objective of this project is to enhance capacities of economies through exchange of information and sharing of practices in promoting inclusive and responsible business activities by digital economy, restoring economies’ confidence in business and investment, harnessing the opportunities of the digital society in advancing economic sustainability, thus contributing to the well-being of society. The project will also, by making the best of digital technologies, providing fresh perspectives and innovative means to navigate new realities, facilitate the revitalization of regional economy, and work toward a healthy, resilient and inclusive APEC community.
Alignment

Alignment - APEC:  The project contributes to a more inclusive APEC community by 2030 and shared prosperity in APEC region by advancing “Economic, Financial and Social Inclusion”. This project also, through case studies on business practices, responds to APEC’s call for the private sector to play a larger role in narrowing the gap by embedding social impact models in their businesses. In addition, the project responds to ABAC’s recommendation in its report to APEC leaders in 2016 to “institutionalize and incentivize inclusive business models that promote MSME participation in global value chains”, as well as APEC Malaysia 2020 Priority: “Improving the Narrative of Trade and Investment” by “making IRB practice fundamental to day-to-day activities and long-term strategies”. The project also responds to the Statement on COVID-19 by APEC Ministers responsible for trade to mitigate the health and economic impact caused by the pandemic and work together towards a healthy, resilient and inclusive APEC community. 

Alignment – Forum: The project reports to CTI and is in line with CTI’s current priorities of promoting innovative development and inclusive approaches and engagement with business sector and industry dialogues as detailed out in the 2019 CTI Annual Report to Ministers. The project’s focus on inclusive growth and digital society conforms with CTI’s 2019 highlighted priority areas. The approach of the project echoes with CTI’s on-going 2019 initiatives of capacity building workshops to promote digital economy.

Beneficiaries and Outputs

Outputs: The capacity building project will target at policy makers and entrepreneurs to map the key elements of IRB, share best practices of Corporate Social Responsibility initiatives by digital businesses and enhance public-private dialogue facilitating IRB and reaping the benefits of digital technology for economic recovery after the Covid-19 pandemic. The project will deliver following outputs: 

1)  Research work. External contractors will be selected to conduct research study throughout the project with a purpose to focus the shared cases and discussion on key concerns of CTI and forge consensus among member economies, by collecting background materials, details and additional information not thoroughly addressed at the events and making analysis based on the requirements of PO team. One expert nominated by the external contractor will participate all project events as well as gather needed information through literature study, video interviews and focus group discussions targeted at policy makers, academicians and entrepreneurs from co-sponsoring economies. An ex-ante survey will be conducted before the workshop on the basic understanding of IRB among participants, including concept, characteristics, policy in home economy and challenges. An end survey will take place after the workshop to compare how the event build on capacity of participants. The research study results will be presented at the workshop and contribute to the Summary Report.

To maintain sustainability of the project, the research study will also include follow-up interviews to participants on feedbacks of project implementation so as to develop suggestions on ways to improve workshop of the same kind in the future. 

2)  IRB Webinar. As a number of enterprises have developed IRB activities to counter the negative impact of COVID-19 across the APEC region, a 3-hour webinar will be held in November, 2020 to share best practices of IRB activities assisting the fight over COVID-19. Topics for discussion will include success stories, lessons learned, challenges and the role of public-private partnership. Six speakers from business community will be nominated by CTI and member economies to present over effective IRB activities supporting government’s efforts addressing the outbreak. After collecting the practices through webinar, analysis and study will be conducted through research work, so that the cases could be presented more comprehensively to participants at the workshop for review and reflection. 

3)  Capacity Building Workshop. A 2-day capacity building capacity building workshop will be held in Beijing in March 2021. 8 speakers, 4 from public and 4 from private sectors will be selected to address the following topics:

a.  Key elements of IRB;

b.  Case studies on IRB activities which enable industry recovery and secure people’s lives during and after the pandemic. The cases will be based on practices collected at the webinar and research study by external contractor. Background information and details of cases will be collected through research work.

c.  Public-private partnership facilitating IRB. A special session of the workshop, such as a roundtable, will be designed to discuss how public-private partnership could be better formulated to promote more effective responsible business conducts.

The research study outcomes on definition of IRB, policies and activities among member economies will provide basic contents for discussion at the workshop. 

Intended speakers include:

-  officials from the commerce department of China and Malaysia (TBD),

-  Eli Liu, Agency Head of Customer Solutions, Google (TBD)

-  Kevin Huang, Business Director of E-commerce, Facebook (TBD)

-  academic expert from Association of Pacific Rim Universities (TBD).

As the project relates to digital economy, one of the speakers will focus the presentation on digital gender divide and how IRB activities may help mitigate the gap. 

4)  Summary Report. A 25-page summary report will be drafted with the assistance of external contractors, including content-based summary of presentations delivered at both webinar and workshop, results of project surveys, best practices collected, conclusion and recommendations for policy makers and entrepreneurs. The summary report will seek endorsement of CTI and APEC Secretariat and put on APEC publication website to be accessible not only to member economies, but also a wider audience, as a useful reference for formulating IRB-friendly policies as well as developing IRB activities and capacity building initiatives. 

Outcomes:  

The capacity building workshop is designed to:

1)  Enhance knowledge of inclusive and responsible business among participants in the APEC region by exploring a full range of IRB related issue, including key elements, policy, initiatives and challenges, etc. It can be helpful for member economies to understand the definition and characteristics of IRB activities.

2)  Enable a better acknowledgment of the role played by IRB activities in fighting COVID-19 pandemic by sharing practices by digital businesses amid the outbreak, and facilitate the initiation of similar activities for economic revitalization in the region.

3)  Foster closer public-private partnership to enable IRB activities. Recommendations will be made to promote favorable policy framework for IRB so government, businesses and non-profit institutions are enabled to work together to promote IRB activities. 

The project also, as the first capacity building program under CTI focusing on IRB, provide basis for future joint work on cross-fora knowledge, data, and experiences sharing and partnership with international organizations and non-APEC experts in terms of IRB. 

Beneficiaries: Direct beneficiaries are the speakers, participants and audience of both webinar and workshop. 

The speakers of the webinar will be nominated by member economies, mainly business leaders from digital economy who have initiated IRB activities amid the COVID-19 outbreak, whereas speakers of the workshop will be extended to include government officials from commerce department, experts from international organizations and academic institutions studying IRB to provide targeted and in-depth knowledge to the participants. By communicating with each other and with the participants, the speakers will be updated on IRB activities during the pandemic and current challenges in conducting IRB activities in the region. 

The participants of the webinar will mainly be representatives from the business community; and participants of the workshop will be nominated by participating APEC economies, preferably two members from CTI in each participating APEC member economy, who could be government officials from central banks, economics and trade ministries, or experts from relevant academics or organizations. They must currently work in the field that is directly relevant to business and investment facilitation or IRB activities. 

Government policy makers in the field of sharing economy and digital technology, particularly from APEC developing member economies, are primary target beneficiaries of the capacity building program. PO team will invite CTI members to disseminate the project report, after improved and endorsed, to policy makers of their economy. The document will be a useful reference in policy making and enable policy makers to access broader opinions from private sector. 

Private sector, especially SMEs and start-ups in sharing economy and digital technology business, will also benefit from the project, since the project report will be put online as APEC publication. The project will inspire them to look for opportunities working with public sector. The project will avoid specific description of any commercial product or service, while staying focused on how to establish public-private partnership.
Dissemination

The summary report, including case studies, common vision of participants, findings and recommendations, will be disseminated electronically to workshop speakers, participants and CTI members. The summary report will also be published on APEC website to reach a wider audience. Other target audience are policy makers and entrepreneurs in sharing economy and digital technology in APEC member economies and participating economies. 

Storing all the documents online will allow all economies have equal access to the documents and be able to share them with their relevant home economy parties. 

The PO has no intention to sell outputs arising from this project.

Gender

The project supports pillars 3-5 of women’s economic empowerment in the APEC region: 

Pillar 3. Skills, capacity building and health, by including women entrepreneurs in the participants and audience; 

Pillar 4. Leadership, voice and agency, by selecting women speakers and presenting their perspectives and opinions on IRB; 

Pillar 5. Innovation and technology, as the project will also address how digital gender gap could be mitigated by empowering women’s technological capability through IRB activities. 

The PO will ensure that digital gender divide is addressed at the workshop and make suggestions on how government and business can work together to bridging this divide. 

The project will ensure a conducive environment is created during project planning and implementation stages to enable the effective representation of the views of both men and women. PO will keep record of the proportion of different gender’s participation in the webinar and workshop. Preferences will be given to women when inviting speakers and the target value of women speakers is set at 40%. Sex aggregated data will be used where possible to inform the project. 

PO will ensure that call for nominations from economies will place due consideration in ensuring that there are no gender biases in selection of speakers and participants from economies and that there are sufficient numbers of women nominated for the event. In addition, the project proponents will ensure that the evaluation forms to be distributed at the end of the workshop will include information on gender for disaggregating of data for project assessment and will help in evaluation of specific responses of women and men. 

The project is currently managed by a team of females and this ensures that gender considerations are taken into careful consideration during all stages of the project. To involve participation from both genders, the project’s minimum target value of women participants is set at 40%.

Risks

1)  Interest in initiative or workshop. This will be managed by engaging co-sponsoring member economies and CTI members (and other related fora) continuously throughout the different stages of the project. 

2)  Quality of outputs. This can be managed by ensuring that expectations on quality and standards are communicated prior to the commencement of the work. PO will also consult co-sponsors for thoughts and inputs. 

3)  Appropriate participants/experts/speakers. This will be managed by contacting speakers at least two months in advance and also actively engaging multilateral organizations in seeking nominations from member economies for targeted officials and experts with the skills and experience to implement the identified recommendations put forth in the study. 

4)  Time constrains and failing to deliver outputs in time. The project is planned shortly after BMC decision on project proposal. PO will work closely with co-sponsors and partners to ensure to deliver output in time. 

5) Economies not applying knowledge learned or adopting recommendations from the project. To facilitate adoption of knowledge and recommendations of the project, PO will designate external contractors to study policy environment and limitations for member economies and make suggestions for application. 

There is a risk of failing to obtain appropriate speakers and participants, or postponement or cancellation of the workshop due to the situation caused by COVID-19. In this case, we will consider video conference or change of venue.

The project will collect feedback from project committee members and CTI on background paper, draft outcome paper and project report. Start and end survey to participants will be conducted and survey to audience will be done additionally. In addition, the project proponents will ensure that the evaluation forms include information on gender for disaggregating of data for project assessment and will help in evaluation of specific responses of women and men. 

The PO team will collect above information through questionnaire survey, interviews and emails and video meetings. PO will self-fund video and tel-meetings using company’s global conference system.
Linkages

Other APEC stakeholders, such as start-ups from APEC economies and research institutions like DESG will be invited to share their know-how in the workshop. The project would be implemented closely with Investment Experts Group (IEG) and other regional and international organizations. The summary report with findings and recommendations on IRB, will seek endorsement of IEG and contribute to its permanent agenda. The PO, as the advisor to ABAC China’s alternative delegate, will also seek nomination of one expert from ABAC to speak in the program. The project summary report will seek ABAC’s co-endorsement, or the project’s development and outputs be presented in ABAC’s meeting as cross-fora contribution.

The project is first of its kind on IRB capacity building under CTI. There is no previous or ongoing similar project supported by APEC funding. OECD has been working on inclusive business and responsible business conduct, but this project distinct itself from OECD initiatives by focusing on public private partnership in digital economy and against the backdrop of global health crisis.

The project is designed as one of the actions under Osaka Action Agenda and its topic is refined according to APEC and CTI’s annual priorities. The project responds to APEC’s call for the private sector to play a larger role in narrowing the gap by embedding social impact models in their businesses. In addition, the project also echoes APEC Malaysia 2020 Priority: “Improving the Narrative of Trade and Investment” by “making IRB practice fundamental to day-to-day activities and long-term strategies”.

Sustainability

Following the workshop, participants are expected to have a deeper understanding of inclusive and responsible business in general, those enabled by digital technologies in the region in particular, which will serve as a valuable reference for the member economies to enhance their policy environment and foster synergies between public and private sectors to enable more responsible business activities towards sustainable growth and development.

As next steps of this project, the PO team will collect thoughts on follow-up initiatives from participants by surveys and interviews and report to CTI for information. Future initiatives include in-depth comparison study of best IRB practices in different economies. The PO will also conduct a follow-on survey one year after project completion to assess any changes or improvements of IRB activities in participating economies.

The engagement of the private sector and multilateral organizations also assist in leveraging the benefits of this project to ensure sustainability.

Project Overseers
Ms. Wang Lian is a professional in international cooperation at DiDi Chuxing. She is experienced in collaborating with government agencies and multinational organizations, and has been engaged in multiple projects with World Health Organization, Inter-American Development Bank, and Department of Economic and Social Affairs of UN. The PO is also familiar with digital economy and sharing economy development in China as well as many APEC member economies. She has been personally engaged in responsible business activities in the digital sector during the COVID-19 outbreak.

Direct Labour

A short-term clerical (not staff from DiDi organization or government) will be contracted as project assistant to be responsible for coordinate with all parties, including Contractors, participants and audience (640h):

1) Assist PO to draft Administrative Circular, seminar briefing, summary report, press release and other documents related to the event and disseminate all necessary documents to all stakeholders (450h)

2) Assist PO to confirm the list of participants to ensure the qualification of participants that meets the objectives of the project (50h)

3) Be the primary contact for participants regarding logistic issues and provide support of visa information (110h)

4)  Assist with the venue selection of the workshop (30h) 

An institution will be contracted for event management in Beijing, with main duties include (320h):

1)  Host Workshop: design and produce the layout of the meeting venues including exhibition boards, background boards, timetables, cards of the attendance, meeting instructions, IT support, etc. (250h)

2)  Logistics services: deliver logistics services for participant during the event, such as flight registration (if needed), hotel room registration, guests’ guidance, meeting record, order maintenance and functional services (including photo area, opening ceremony area, multi-function area, etc.) (80h) 

A domestic institution or senior experts, preferably with extensive link to academia and has reach experience in international studies, will be contracted for providing consultation to the event and assisting to draft project report, with main duties (300h):

1)  Project related research: collect background information about IRB in China and analyse policy environment and limitations (100h)

2)  Support designing of surveys of the project, collect results and make analysis (200h). 

External institutions, preferably with extensive link to academia and has reach experience in international studies, will be contracted for providing consultation to the event and assisting to draft summary report, with main duties (600h):

3)  Project related research: collect background information about IRB in the APEC region and analyse policy environment and limitations (100h).

4)  Support drafting and dissemination of summary report: engage in drafting of report, including collection of cases shared at the project, summarizing presentations, making conclusion and recommendations, and assist the publication and dissemination of the report (400h).
