Project Summary

Background: Papua New Guinea proposes that a seminar on Digital Government planning and implementation in APEC during TEL 57  The overall objective is to share experiences  in implementing solutions for moving e-government initiatives from WHY to WHAT to How. The seminar will provide participants with in-depth understanding of the possibilities of a holistic government approach to e-Government by introducing and or sharing innovative solutions as responses to current problems in public administration, highlighting the innovative and collaborative design dimension, sustainability and interoperability and corruption prevention. 

Papua New Guinea will, through the APEC TEL Secretariat, seek the assistance of all other Member Economies to prepare power point presentation for the seminar to share their own experiences in relation to these matters.  Papua New Guinea considers digital government is of importance and acute interest to all Member Economies.

A draft of the proposed half day workshop agenda for the proposed half-day day workshop in June 2018 is contained at Appendix A. At the same time Member Economies will be approached to ascertain the interest in producing papers and/or PowerPoint slide packs for presentation at the seminar on  on digital government strategies, policies, projects and initiatives currently implemented in APEC economies.


Project Description: In accordance with the APEC TEL Strategic Action Plan 2016-2020, item 1: Develop and Support ICT innovation, the Papua New Guinea  would like to host a half-day seminar intended to bring together experts to share experiences and best practices in digital government strategies, policies, programs and initiatives in APEC. All economies are invited to share initiatives trends and lessons learned, best practices in deploying, maintaining and digital government projects. The seminar outputs include knowledge and skills acquisition but may also produce recommedations for follow up that may be used for further developments and improvements of e-government systems in APEC. 

Timeline: The ideal timing for this project would be a half-day workshop at the APEC TEL 57 meeting in Port Moresby, Papua New Guinea, which is scheduled for 3-8 June 2018. We will finalize the agenda and secure participation in the workshop by May 2018. After the workshop, we would circulate the report and related materials to all member economies.
