Project Summary

Background: Routing and Domain Name Systems (DNS) are two key internet infrastructure components that enable global accessibility to various forms of services. Their availability and hence, security is critical to the stability and resiliency of the Internet. 

In recent times, attacks against the routing infrastructure in the form of BGP hijacking had led to not only unavailability, but also information and financial losses. Similarly, the internet community have witnessed the devastating impact of the Mirai botnet when it targeted the DNS provider Dyn in 2016, affecting major websites globally. Additionally, open recursive DNS resolvers are known to be abused. 

There has been a number of initiatives carried out by relevant stakeholder groups to address security challenges of both routing and DNS. However, the success of measures taken can only be effective or successful with the support of the all stakeholders including policy makers and regulatory bodies. 

Project Description: In accordance with the APEC TEL Strategic Action Plan 2016-2020, item 3: Promote a Secure, Resilient and Trusted ICT Environment, the Papua New Guinea government would like to host a half-day workshop intended to bring together experts on routing and DNS. All economies are invited to share initiatives, trends and lessons learned, best practices in deploying and securing the routing and DNS infrastructure.

Timeline: The ideal timing for this project would be a half-day workshop at the APEC TEL 57 meeting in Port Moresby, Papua New Guinea, which is scheduled for 3-8 June 2018. We will finalize the agenda and secure participation in the workshop by May 2018. After the workshop, we would circulate the report and related materials to all member economies.
