Project Summary

The project is dedicated to transportation and cargo flow management performance improvement by introduction of location-based Automated Transportation Management Systems (ATMS) to main freight routes in APEC economies.

The project complies with APEC Supply-chain Connectivity Framework Chokepoints 2 and 6 and resolves a number of issues listed in Chokepoints 3 and 7 related to improvement of APEC economies’ logistics services, management and logistics safety.

The project shall be implemented in two stages:


- Preliminary study on existing transportation and cargo flow monitoring applications and logistics management systems in APEC  economies (July-September 2012);


- A workshop, including technical tour to an operational Logistics and Transportation Centre (Sochi, October 2012).


The results of the work will be used to formulate possible ways of transportation and cargo flow management improvement including recommendations for greater harmonization of locations-based ATMS utilization approaches, including use of GNSS.

The final report on the project shall be delivered by December 2012.
Relevance

APEC economies are playing an important role in world's economy globalization processes where a great deal of attention is paid to development of an integrated international transportation and logistics system as a key link of the seamless supply chain. Automated Transportation Management Systems (ATMS) are proven to be effective tools of improvement of supply chain efficiency and thus, should be, developed and established to take advantage of each transportation mode and enhance overall system capacity.

 

Importance of achieving an APEC-wide target of a ten percent improvement in supply-chain performance by 2015 was repeatedly confirmed at APEC Leaders and Transportation Ministers meetings. Today to achieve the goals set within APEC one has to follow the global trends, e.g: the consignors apply stricter requirements to the delivery time, and transportation service offering and quality; increased multimodal transportation;  transportation standards are being unified for fast switching between cargo transportation modes; geo-reference and navigation systems are developing, international trade and customs treaties and conventions are expanding their coverage; transportation safety requirements are getting more rigid (accident rate and negative environmental footprint reduction); public-private partnerships become more and more popular in sourcing investments for implementation of transport infrastructure development projects from the sources other than state budget.

 

In 2010, the Committee of Trade and Investment formalized the APEC Supply-Chain Connectivity Framework and developed action plans to address the 8 key chokepoints. The project matches such APEC priorities as Chokepoint 2 encouraging the efficient use of transport infrastructure within the APEC region; Chokepoint 6 – encouraging enhancement of efficient land and multimodal connectivity. 

Cooperation which is stated under General Principle 9 of the Osaka Action Agenda is achieved through intensified implementation of innovations in all transportation and logistics areas including ITS and GNSS location-based guidance and navigation systems. It is playing one of the key roles in improvement of transportation system quality which is of specific importance for trade facilitation.

 

Intermodal cargo flow may escalate substantially by adopting location-based ATMS, including use of GNSS, - the practice shows that cargo flow and in particular the railway cargo flow may go up by 20% using existing infrastructure.

 

What is particularly important is that project contributes to studies on intensification and optimization of traffic avoiding costly investments into infrastructure construction during the times of economic uncertainty.

Objectives

Project objectives aim at resolution of an issue related to location-based transportation and relevant cargo flow management and optimization.

 

The main objectives of the project are as follows:

 

1. To analyze existing location-based logistics and transportation centers that allow improving on-line transportation and cargo flow management, reducing delivery cost and time.

 

2.  To share experience and best practices in construction, harmonization of approaches of transportation and cargo flow monitoring and logistics management systems utilization.

 

3.  To formulate recommendations for unified APEC-wide standards for transportation and cargo flow management systems.

 

4.  To establish a mechanism of coordination of activities aimed at enhancement of global supply chain routes in the Asia-Pacific region through advanced ATMS technologies on the basis of APEC TPTWG and its IIEG and GIT expert teams.

Alignment

The project is a direct contribution to one of the major APEC priorities for 2012 that were announced in November, 2011 on APEC CEO Summit in Honolulu: establishment of reliable supply chains. The task was formulated in the following way: “Making commodities less costly and enhancing the reliability of their movement along the entire logistic chain, from producer to consumer, is a key factor in international trade”. This involves forming economically viable and secure supply chains, coordinating various types of transport, providing transport hubs and corridors with state-of-the-art information technology and satellite navigation systems, and harmonizing transportation security standards.

 

The Ministerial Statement in 2009 in Manila, Philippines, stressed the necessity of “implementation of selected integrated technologies in the management and operation of intermodal transportation such as ITS, the Global Navigation Satellite System (GNSS) and the Secure and Smart Containers (SSC).”

 

Also the project goes in line with the tasks placed by the Ministers in their Joint Ministerial Statement adopted at 7th Transportation Ministerial Meeting held in San Francisco in 2011 – “We also express our support for enhancing seamless interconnectivity among the modes and direct the TPTWG to continue its work to ensure the safe, secure and efficient movement of people and goods, while improving the conservation of natural resources and mitigating environmental impacts”.”We particularly stress the importance of enhancing physical connectivity through reducing choke points and integrating markets through the implementation of the APEC Supply-Chain Connectivity Framework Action Plan, to which the transportation sector is a key contributor”. 

 

And obviously this project aims at addressing Chokepoint 2: Inefficient or inadequate transport infrastructure; Lack of cross border physical linkages (e.g. roads, bridges); Chokepoint 6: Underdeveloped multi-modal transport Capabilities; inefficient air, land, and multimodal connectivity; as well as addresses a number of Chokepoint 3 issues: Lack of capacity of local/regional logistics sub-providers and Chokepoint 7: Variations in cross-border standards and regulations for movement of goods, services and business travelers regarding improvement of quality of APEC economies’ logistics services and management and logistics safety evolution.

 

Thus the project will facilitate APEC transport system improvement and transportation service export enhancement by securing the transportation, expediting the cargo flows, and cutting transportation costs.


As already mentioned above the project is going to significantly contribute to the APEC 2012 top priority policy direction – establishment of reliable supply chains. The “Development of Intelligent Supply Chains” initiative seeks to bring more attention to the application of modern technologies in transportation making the overall supply chain greener, smarter and more efficient and visible.

Therefore, the project is directly linked to the ongoing APEC activities and is scheduled for discussion during the TPTWG36 meeting in St. Petersburg, Russia on 29 July – 2 August 2012.
 

Moreover, the project corresponds to this year’s Special Transportation Ministerial Meeting Theme – “Integrated Supply Chains Development for Innovative Growth in the Asia-Pacific Region”.

TILF/ASF Justification

The proposed project corresponds to the APEC priorities of trade facilitation and investment liberalization, also stated in Osaka Action Agenda.

 

The implementation of this project will contribute to trade facilitation and investment liberalization of APEC economies due to:

 

·    reduction of delays and increase of communication speed of all transport
    types based on creation of transport management systems operating on a
    real time basis;

·   
organization of automated transport and cargo flow monitoring and
    management;


·   
improvement of information support of all transport logistics chains
    participants;


·   
reliability and safety improvement of APEC economies transport
    infrastructures.

Beneficiaries and Outputs

The project beneficiaries are:

 

1)  APEC-economies governments, both developed and developing. The Workshop outcomes will show the way for harmonized and coordinated planning and development of transportation and logistics systems which is of specific importance for trade facilitation and overall infrastructure capacity enhancement. The mechanism of public-private partnership (demonstrated during the Technical tour) will show advantages in sourcing investments for implementation of transport infrastructure development projects from sources other than state budget.

 

2)  TPTWG and other connected APEC fora. The project meets the priorities stated in the APEC Supply-Chain Connectivity Framework that aim in enhancing of transport infrastructure efficiency and as a result - reducing cargo delivery cost and time.

 

3)  Business sector, especially logistics service providers, carriers are also interested to be informed on best practices and technologies of transportation and cargo flow monitoring and logistics management systems that help to accelerate delivery time and reduce costs.


4)  
All stakeholders will have a chance to exchange the best practices and see an advantage of the transportation and logistics centre being on-line, functioning, and actively using location-based technologies.

 

5)  The project is being implemented due to the demand from the industry for such activities, therefore its results will be highly expected.

Dissemination

The project Overseer will work closely with the APEC Secretariat to ensure maximum outreach for this project.

 

Preliminary findings will be firstly reported at the APEC workshop. Research proceeding, Workshop presentations and final report along with recommendations will be distributed among APEC parties and key external stakeholders through publication on the event web-page and through CD copies publication. The reports and CDs will comply with the APEC Publications Guidelines and copyrights. APEC will be invited to publicize project results and report through APEC media outlet and communication channels.

 

The project will be under special attention in the year of the Russian Chairmanship in APEC, the results of the Project will also be disseminated by the mass-media. That will underline the high interested to the issue raised by the Project and status of APEC events.

 

PO will distribute the results of the Workshop through official channels to responsible authorities of the APEC economies and regional organizations. PO will also make a request to GIT and IIEG Chairs to make the recommendations official document of the TPTWG to be approved by the whole group.

 

The target audience

 

The target audience of the project includes APEC policy makers, private and public sector experts, officials from transportation, space, communication and information agencies, research and development centers.

 

The project will contribute to studies on intensification and optimization of transportation and cargo flow to improve supply chain efficiency avoiding costly investments into infrastructure.

Business sector, especially logistics service providers, carriers are going to be interested in new ways to meet stricter requirements to the delivery time and quality. They will consider opportunities and solutions for more efficient business processes, money and time savings during transportation by applying the most up-to-date innovation technologies.

 

Any intention to sell outputs arising from this project.

 

Results of the of the project will be reported officially in accordance with APEC procedures. No sale of the project documents is implied.

Gender

The project Steering Committee will make every effort to involve women as researchers, speakers and participants. Special care will be taken to integrate women in the project by requiring representation of both genders in the execution of the project and stakeholder workshop. Women have been involved in the planning of this project. Women officials of participating economies will be also actively involved in the implementation of the project.
 

All the views of participants (men and women) will be considered and taken into account on equal terms.

Preliminary study on existing transportation and cargo flow monitoring and logistics management systems in APEC economies. 

The study will be conducted by the Researching team (representatives of the leading Russian transportation institutes,

Project executors in collaboration with co-sponsors and TPTWG members). The RT will start own study based on open resources on development of transport and motorway systems, enhancement of transportation service quality and efficiency, improvement of transportation process arrangements, and construction of APEC-wide transportation and cargo flow management systems. At the same time the RT will circulate a special questionnaire for TPTWG members concerning  existing location-based ATMS in APEC economies, their advantages and disadvantages, other methods and tools used in APEC region, etc.  

The results of the survey will be included in the study and analysed. Following the preliminary study a model will be created of an existing transportation and cargo management approaches, including either GNSS or ITS or other methods. The study results will lay down in the basis of the draft recommendations.  

The project executors make necessary Workshop and Technical tour arrangements.

The risk of contracting delays will be prevented by early legal documents preparation.

 

Lack of information gathered from APEC economies and lack of expert involvement during the preliminary research will be prevented by close collaboration with co-sponsor economies and other APEC experts through TPTWG members, case collection of relevant methods and tools used in APEC economies.

 

Workshop preparation risk: the project executor, Project Overseer and Steering Committee members (including Government bodies; Research Institutes and experienced event-managers) will start Workshop arrangements as early as possible.

 

The Steering Committee will closely collaborate with TPTWG members, APEC economies and APEC Secretariat to nominate best-experienced experts and make all the necessary travel arrangements in time, including visa support.

Special effort will be made to women-speakers invitation.

Oct 2012

A 3-days workshop and technical tour to the fully functional  new-generation Logistics and Transportation Centre in Sochi and to the intermodal logistic hub equipped with GNSS-based AMTS (port-, railway- and truck terminals).

 During the workshop participants will discuss and analyze the outcomes of the preliminary research stage, make comments and amendments to the recommendations for harmonization of approaches to transportation and cargo flow management. This workshop will consider the type of data, format, exchange protocols etc. for location-based positioning data that needs to be exchanged to support supply chain connectivity.  Location-based positioning data will include, but not be limited to, GNSS. 

The technical tour will show the facilities of the transport infrastructure used to prepare the 2014 Winter Olympics in Sochi, as well as the multimodal transportation monitoring system for the equipment and cargos brought in to enable the Olympic Games.

The following facilities are expected to be visited:

·       Logistics Hub (LH) that provides management and coordination of Olympic cargo transportation.. During the tour, the visitors will see the organizational and engineering solutions used to manage and coordinate the traffic, and the necessary legislative amendments put in place.

·       RWY Station Vesyoloye (Goods Yard No. 1) used as a hub for the transhipment of Olympic cargoes delivered by rail

·       The seaport Port Sochi – Imereti

·       Olympic facilities and the sports facilities to see the scale of Olympic construction and learn about the scope of the transportation in progress.

·      Workshop arrangements completed

·      1,5-days Workshop and 1,5 days Technical tour are implemented

 

 

 

 

·      Final document containing recommendations for harmonizing relevant approaches is elaborated under supervision of PO

During the Technical tour there will be showcased:

·       End-to-end planning of shipments by all modes of transportation, approval of shipment plans, coordination of the operations of various modes of transportation and transport infrastructure facilities

·    The LH bespoke software, used to interact with the IT systems of Russian Railways, Sochi – Imereti port, Sochi Airport, and the IT systems of Carriers

·    The navigation and communications equipment installed on motor vehicles of carriers

·    Coordination between rail and road transport, and Freight Yard operator

·    The management of authorized motor vehicles' access to Freight Yard

·    The activities of Freight Yard operators using portable equipment that allows for multimodal transportation

·    Organization of cargo transhipment at the seaport

·    Coordination between the seaport and road transport

·    The IT solutions used for the management of cargo delivery and transhipment processes

 

The project executors will pay a lot of attention to Workshop and Technical tour planning. The Steering Committee will get all required allowances to visit the Logistics and Transportation Centre in Sochi beforehand (key point of the Technical tour).

 

The Research team will take into account the views of APEC economies and reflect common opinion in the final document to avoid incompleteness of the final document (recommendations).

 

Employees of LH operator, Autonomous non-commercial organization “Transport Direction of Olympic Games”, will be involved in the Technical tour as guides to ensure the most up-to date information for the workshop participants.

Final stage of the project implementation

·  Final document is approved by the Workshop participants, the ideas included reflect the views gathered during the research and Workshop time.

 

·  PO distributes the results of the Workshop through official channels to responsible authorities of the APEC economies and regional organizations.

·  The project report distributed by PP among TPTWG members with request for further discussions

The possibility of insufficient quality of the final documents will be minimized by close cooperation with participants, speakers, experts before and during the Workshop. The final document will also be circulated for comments and amendments to the TPTWG members.

 

Project executors and Project Overseer will make every effort to submit the final report and close the contracts in time.

Monitoring and Evaluation

Project overseer will use the following evaluation indicators:

 

·    Compliance with the timeline elaborated by the Steering Committee and generally reflected in Section 5 of the Project Proposal.

 

·     The PO will gather information from economies through nominated experts and circulated questionnaires to perform initial research. Then, once the recommendations of the workshop are issued a comparative analysis with the current situation will be performed and further Action Plan will be developed by PO and GIT/IIEG members for economies to comply with recommendations. The Action Plan is to be adopted by GIT and IIEG and will be discussed during the upcoming meetings and checked against its implementation. Further action is to be proposed for higher levels (ECOTECH/TMM) through TPTWG mechanisms.

 

·     The Project overseer will circulate a questionnaire to the Workshop participants to gather the feedback on the Workshop itself (topic, organization etc) and possible follow-up ideas to spread the outcomes of the Workshop to broader audience in APEC and non-APEC economies, to use the Workshop outcomes in upcoming and future projects.

 

·    Number of Workshop participants (approx. 60 participants are planned)

 

·    Number of ideas officially approved by the relevant government authorities with reference to workshop results.

 

·    The PO will participate in the upcoming TPTWG36 meeting to discuss the project and include the wording on the mechanism of exchange of information and coordinating activities into the final report of IIEG. The issue of using advanced ATMS technologies will be raised at future TPTWG meetings as one of the best ways to enhance the global supply chain routes in the Asia-Pacific region. The PO will also share the results of the project with non-APEC economies that are also involved in the global supply chain and are major consumers (Europe, Middle East, CIS countries).

 

·   Project results will be taken into account by Russia as one of the major supplier of space services.

Linkages

The Project helps to contribute to the framework established in APEC fora and to the initiatives recently launched by the Russian Federation as APEC 2012 Host Economy. In particular, the project was announced to be in support of the “Development of Intelligent Supply Chains” initiative presented at SOM-1, CTI-1 and to TPTWG (intersessionally) and further discussed during the Friends of the Chair Meeting and SOM-2 in Kazan this June.

As soon as the project is finally approved project co-sponsors and other interested APEC-economies (with the help of TPTWG (incl. IIEG, GIT) members) will be invited to determine local institutions, agencies or experts to attend the Workshop and share their experience and studies results to contribute to the discussions and final documents of the Workshop. At the same time the Workshop Agenda will be elaborated to consider the largest range of experience on the Workshop issue.

Key experts working in the Russian Logistics and Transportation Centre in Sochi will be invited as speakers to share unique and up-to-date experience.


The project outcomes can contribute to costs reduction for infrastructure investment and removal of bottlenecks in supply chains. The importance of economic aspect of the project’s topic is in a direct way underlined by
2012 Meeting of APEC Ministers Responsible for Trade and its Statement^


“We instruct officials to advance the discussion on the technological enhancement of supply chains with a view to forming intelligent supply chains and making them greener, smarter, more efficient and visible. We support continued discussion by officials on enhancing supply chain visibility and better coordination through tracking technologies, developing early warning systems, and better control of transportation of bulky and dangerous goods or hazardous materials, and enhancing logistics sub-providers capacity”.

The project develops ideas from previous APEC projects, e.g. “Management of Security, Safety and Emerging Technology in Global Intermodal Transportation and Supply Chain Systems” and takes into account findings of the Policy Support Unit report “The Economic Impact of Enhanced Multimodal Connectivity in the APEC Region” (May, 2010).

 

The results of other relevant projects such as “Supply Chain Visibility” Workshop and "Transborder Control and Optimal Transborder Logistics” Workshop are to be considered as well. The key point will be developed in a practical manner - the number of international trade-related parties continue to increase, and work related to the global supply chain becomes even more complicated. So manufacturers, logistics operators and others need to be aware of the changes in real time, and modify their global sales, production, and logistics plans accordingly. The main driver in this process is broader usage of new technologies in transactions of intermodal transborder cargo movement.

 

The project is largely based on recommendations elaborated during the APEC Workshop “GNSS Application for Seamless Transport Supply Chain Connectivity in APEC”, Vladivostok, Russia, 2011. It aims at further development of the workshop key outcomes to study the necessity and feasibility of setting up dispatching centres on main freight routes in APEC economies, borderline areas, ports, etc. to promote a seamless supply chain; to define goals, objectives and a clear structure of dispatching centres.

 

The recommendations of the previous project directly mention the need to transfer the concept of dispatching centres into the concept of automated logistics and transportation centers equipped not only with GNSS-based, but also with ITS technologies. Lessons learned from the previous workshop showed that GNSS-based technologies are not sufficient enough for establishing seamless supply chains. The application of ITS along with GNSS-technologies tracking and monitoring technologies will greatly contribute to enhancing the effectiveness of transportation management and transport system in the Asia-Pacific region as a whole which is also noted by the previous workshop final document.

APEC is the best source to support the project, because APEC as an intergovernmental forum pays a lot of attention to the topic of transportation industry.

 

The issue of intensified implementation of innovations in all transportation and logistics areas including ITS and GNSS location-based guidance and navigation systems is widely discussed on different levels at APEC meetings. The project develops the ideas from previous APEC projects and will be useful for all APEC economies.

 

APEC serves as a perfect framework for expertise sharing as regards to exchange of best practices and technological solution within the Asia-Pacific, being the most rapidly developing region of the world.

Sustainability

The project will continue to make the appropriate effect even after termination of its financing from APEC budget by means of conditions arrangement for the “launching” of horizontal integration processes aiming at coordinated development of transport and logistics infrastructure in order to get a synergetic effect in the sphere of the world trade.

 

The development of the project will contribute to the harmonization of specifications for information exchange between all transport logistics chain participants which will stimulate the increase of efficiency and quality of transportation and terminal services.

 

Agreed forward-looking solutions (reflected in the elaborated recommendations) will be generated in respect of implementation of other projects aiming at development of transport and logistics infrastructure and information networks integration for the purpose of competitive growth on the world transportation services market as a result of the project development.

 

It is particularly important that the project largely builds on the results of the previous work and thus, ensures the sustainability of overall topic of discussion. Application of experience of the APEC Workshop “GNSS Application for Seamless Transport Supply Chain Connectivity in APEC”, held in Vladivostok, Russia in 2011 in the new project is to be seen as a sustainable development of innovative agenda in IIEG and GIT.

 

The sustainability will be ensured by the Russian delegation (incl. PO) to TPTWG via inclusion of the ATMS topic into upcoming TPTWG meetings. Possible new projects on this topic will be further discussed, based on the outcomes of the Project.

 

The results of the project will be published on the related web-site with links on APEC fora web-sites with open access. This will make the Project outputs available for interested authorities, stakeholders and beneficiaries to use in their work.

- This project will make possible the cooperation between the Russian Federation and APEC economies on issues of development of all transportation types, transport infrastructure, information and logistics technologies, as a result of which all concerned and beneficiary parties will receive information support;

 

- This project is targeted to synchronize the development of documents, technologies and specifications, used for information exchange in the sphere of transport and logistics service performance in the Russian Federation and APEC economies, due to the above actions all concerned and beneficiary parties will be able to reduce their time consumption and cut their costs;

 

- This project will lay the basis for efficient performance of the reliable information acquisition system in respect to the transportation and logistics performance and its monitoring, required by both concerned and beneficiary parties in order to make their justified forecasts and development programs;

 

- This project will predetermine all necessary conditions for attraction of potential investors for financing in the sphere of transport and logistics development on a long-term basis and for possibility for all concerned and beneficiary parties to agree their plans and act jointly in the field of transport infrastructure and information technologies development.

Upon the completion of the project the integration processes in the sphere of transport and logistics and practical creation of all mechanisms and information technologies supporting the process will be further implemented which will let the original information and logistics product for monitoring of transport and cargo flows enter the global markets (world, European, Asian, etc.), as well as the inner market of Russia. Successive implementation of the further steps will be specified within the project in detail.

Moreover, as stated in project objectives it seeks to establish a mechanism of experience sharing as regards to AMTS use and to bring this issue to the agenda of relevant TPTWG bodies.


Preliminary discussions are already scheduled for TPTWG 36th meeting agenda in St. Petersburg later this year.
Project Overseers

The Project overseer is Mr. Alexander Bochkarev, Deputy Head of International Contractual Department of the Federal Space Agency (Roscosmos). Mr. Bochkarev has worked on APEC related issues in Roscosmos since 2009 and currently covers a portfolio of issues in APEC related to navigation, transportation, satellite technologies etc. He has relevant experience in international projects as project overseer. Prior to this he used to work for Aeroflot - Russian airlines company. Graduated from Moscow Aviation Institute.

 

Ms. Anna Prokopchik is an expert of International Legal Unit of International Contractual Department of the Federal Space Agency. Ms.Prokopchik has worked on APEC related issues in Roscosmos since 2010. Graduated from Moscow Pedagogical State University.


The project is to be implemented with major support and under supervision of the Ministry of Transport of the Russian Federation, which will bring the required expertise in the field of transport and logistics and is a coordinating authority for Russian representation in TPTWG.

The project is also supported by the Ministry of Economic Development of the Russian Federation – the key governmental body responsible for APEC activities.

Cost Efficiency

The cost-efficiency of the project is to be ensured through its compliance with the APEC Project Guidebook requirements.

 

Payments for the Workshop participants will be made for travel-eligible economies only and for 6 best experienced speakers. Per diem allowances are calculated within the limits of the UN Per Diem Rate. 

 

The venue choice is made due to the close distance and possibility to organize the unique Technical tour to the Logistics and Transportation Centre that will significantly enhance the participants’ interest and involvement to the issue.

 

The Workshop time (October) has also been chosen intentionally – after the end of the high season in Sochi, so the accommodation and hosting costs are lower.

The Steering Committee will consist of mostly experienced representatives of governmental bodies, research institutes and executors that will ensure minimized budget and time spent for the project implementation.

Direct Labour

No contracts will be signed with government employees, representatives of international organizations, or Roscosmos staff.  

 

Short-term clerical workers should speak English fluently. They will help to organize final arrangements on the Workshop venue, register and assist participants during the Workshop.

     

Contractor’s staff will plan and prepare the Workshop, will form and disseminate up-to-date information about the project, supervise the researching process, communicate to the participants, sub-contractors (researchers), speakers, experts, hold the Workshop, prepare final documents and reports, incl. photo-report.

 

Technical tour guides are highly skilled technical specialists working for the Logistics Hub operator, ANO Transport Direction of the Olympic Games. They will be involved in the Technical tour to ensure the access to all of the LTC infrastructure facilities (the detailed plan of the tour is described in the Workplan), to provide the most up-to date technical information on the organizational and engineering solutions used to manage and coordinate the traffic and cargo, and the necessary legislative amendments put in place.

The Technical tour addresses the key objectives 1 and 2 of the project and will demonstrate efficiently functioning Logistics and Transportation Centre (combining the Logistics Hub, Railway station Vesyoloye, Seaport Port Sochi – Imereti, Olympic facilities), the on-line system for multimodal transportation and cargo flow management, that enhanced cargo flow in this region by 20% using existing infrastructure.

Waivers

A  waiver is sought for advance payment for project executors to cover the expenses of the preparation stages of the project implementation.

 

In accordance with APEC project Guidelines a waiver is sought for advance payment for the speakers and travel-eligible participants travel expenses and per diems. All funded participants and most of the speakers are from travel-eligible economies and have no possibility to attend the Workshop without the advanced payment.
