Project Summary

In the global race to energy transition toward decarbonization, APEC will play an important role as the region includes some of the world's largest energy-consuming member economies. There should be various pathways in energy transition based on different economic and energy situations. Each economy needs to have the energy policy formation capacity to choose its best pathway. The need for this capacity is especially high in the diverse APEC region where members are in various stages of development with different resources and infrastructure. Japan, through APERC, has been conducting peer reviews on energy efficiency (PREE in 2009) in the past. Based on the results of these peer reviews, it is clear that for the energy transition to be successful, the policy capacities of the APEC economies must be greatly improved.

Relevance

Region
The project seeks to address APEC members’ increasing concern in developing policies that will guide them towards energy transition. The need for this capacity is especially high in the diverse APEC region where members are in various stages of development with different energy resources and infrastructures. Each economy needs to have the energy policy formation capacity to choose its best pathway taking into account its economic and energy circumstances.

Eligibility and Fund Priorities

The project meets the following criteria of Energy Efficiency, Low Carbon and Energy Resiliency Measures (EELCER) Sub-Fund:

-  4 co-sponsoring economies from the project’s originating forum;

- Focus on activities which will contribute to achieving APEC's aggregate energy intensity reduction goal of 45% by 2035 which was agreed at the APEC Leaders Meeting in Honolulu in 2011; and/or

-  Focus on activities which contribute to achieving the goal of doubling the share of renewables by 2030 which was endorsed by the APEC Leaders Meeting in Beijing in 2014; and

- Demonstrate that the proposed project will meet capacity building needs for APEC developing economies.

Capacity Building

In the global race to energy transition, economies need to develop sound policies to achieve its goal. To come-up with sound policies, members should have the capability in policy formulation, for example:

1) The Philippines – The Philippines continuously exerts efforts to enhance its human resources’ capacity to cope with the increasing challenges in adapting strategies to mitigating the effect of climate change. One of the plans and programs stated in its Philippine Energy Pan (PEP) 2018-2040 is the need for capacity building or guidelines in understanding the barriers in implementing energy efficiency or low carbon programs/projects (DOE, 2024).

Indonesia – There is also a growing interest in Indonesia to develop policies for its energy transition. During the Follow-up PREE in the economy, one of the recommendations indicated in the Follow-up PREE held online in 2022, there should be a unit that will issue energy efficiency standards and regulations. The development of energy efficiency standards and regulations lead to development of energy efficiency policy, and hence the need to enhance the capacity in policymaking.

Objectives

Given that member economies will need to develop their respective pathways towards energy transition, capacity on policy formulation should be built. The main objective of the project is to develop policies addressing issues on energy efficiency and conservation. Specifically, the project aims to:

-  identifying common challenges on energy efficiency of the member economies;

-  Sharing best practices of the selected case; and

- Proposing new ideas to improve energy efficiency of the member economies.

Alignment

APEC
The project is aligned with the APEC Putrajaya Vision 2040, the Aotearoa Plan of Action, and the Bangkok Goals on Bio-Circular Green Economy, that more intensive efforts are needed for economies to accelerate their clean, sustainable, just, affordable, and inclusive energy transitions, consistent with global net-zero greenhouse gas emissions / carbon neutrality by or around mid-century, while taking into account the latest scientific developments and different domestic circumstances. This is further aligned on the statement that this project aims to support energy transitions by promoting energy security, and ensuring access to affordable, reliable, sustainable, and modern energy for all, and resilient energy systems including by fostering collaboration, such as voluntary sharing of emerging and available technologies under mutually agreed terms, capacity building, transparent and interoperable regulatory frameworks, and exchange of best practices and experience.

Forum

This project is aligned with the Energy Working Group’s vision in APEC region as stated in the Strategic Plan for 2019 – 2023, specifically:

- Strengthen coordination and cooperation through sharing best practices, accelerating innovation and promoting the deployment of advanced technologies, including renewable energy, energy efficiency, cleaner and more efficient fossil fuels, hydrogen, and nuclear energy for interested economies, adhering to nuclear safety, security, safeguards, and peaceful use;

- Transition to a lower carbon economy through the continued development of cleaner energy sources and technologies, to achieve our individual and regional energy aspirations and goals.

This is aligned with the APEC Expert Group on Energy Efficiency and Conservation (EGEEC) mission of enhancing cooperation within the members to achieve greater energy efficiency to reduce APEC’s aspirational goal of reducing energy intensity by at least 45% by 2035, using 2005 as a base year.

Beneficiaries and Outputs

Output

1) Capacity Building Workshop for Energy Efficiency and Conservation Policy (Capacity Building Workshop)

A one-day in-person workshop that will be held in conjunction with the EGEEC biannual meeting. The host economy as well as the location for the EGEEC 65 meeting has not been identified yet and the meeting will be expected between September and November 2025, depending on the agreement of EGEEC and the host economy.

The workshop participants are around 11 economy members, 6 experts, and other participants from the host economy, APERC, and EGEEC members with the preliminary agenda as follows:

Theme – Pathways towards energy transition: The effectiveness of MEPS Annotation: The workshop will showcase member economies’ implementation of MEPS in the buildings sector (services and residential sector). The sharing from member economies will show how increasing MEPS resonates with the reduction or efficient use of energy.

INDICATIVE AGENDA ITEM

1)  Host economy presentation

The workshop will kick off with a presentation of the host economy, showcasing its policies and programs on MEPS in the building sector.

- identify the setbacks that the economy encountered in implementing MEPS and what lessons were learned from these

2) Discussion on the presentation with Policy review from the experts

- Identify strong points in the policies

- Identify the host economy’s experience in implementing their policies that can be applied by the member participants

- Experts to impart to the members how those policies can be implemented in the member economies’ programs and policies

- Members participants are expected to conceptualise EE&C policies that are appropriate to their respective economies (brief example).

3) Economy presentation on their respective MEPS (6 economies)

- Discussion among the members and the experts

4) Final discussion with the experts on some of their observations and recommendations.

The main role of experts is to review the programs and policies presented by the host economy and the member economies. They will provide their observations, identify the weak and strong points of the policies presented, and finally, draw recommendations from their observations. 

The workshop will consider the energy efficiency and conservation policies of the host economy as the case. The specific theme will also depend on the priority sector or topic of the host economy. The workshop involves discussion among the participants in 1) identifying common challenges; 2) sharing good practices or 3) proposing new ideas to improve energy efficiency and conservation policies.

2) Workshop Summary Report
This summarises all the discussions that took place during the Capability Building Workshop. It will include the best practices presented by the host economy as well as the member economies and possible recommendations from the invited experts on developing energy efficiency and conservation (EE&C) policies or possible improvements to the existing EE&C. The report will be published on both the APEC and APERC websites.

Outcome

1a) Enhanced participants' capacity in developing sound EE&C policies. After the Capacity Building Workshop, member participants are expected to conceptualise EE&C policies that are appropriate to their respective economies.

1b) Member participants would be able to identify EE&C policy gaps in their respective economies.

1) The report will serve as a reference in developing EE&C policies. It will compile all the EE&C best practices shared by the member participants that can be implemented in the medium-(5 to 10 years) to long-term (10 years above).

Beneficiaries

The host economy will be selected in coordination with EGEEC. The beneficiaries of the Capacity Building Workshop are twofold: primary and secondary. The primary beneficiaries are those who attend the project event. On the other hand, those who could not attend the project event may also benefit from the project impact by using the Workshop Summary report or any other related EE&C APEC publication.

The policymakers of the host economy be the direct beneficiaries of the Capacity Building Workshop as they will be the main presenters of the EE&C policies that are both ongoing and for implementation. 

Among the participants, stakeholders such as junior officials and junior policymakers who are involved in recommending energy efficiency and conservation policies of the member economies in the government, non-profit organizations and private companies will also benefit from the Capacity Building Workshop. For example. government agencies such as the Ministry of Energy, Ministry of Trade or Investment of the member economy or specifically the Ministry of Trade, Industry and Energy, and Ministry of Knowledge Economy in Korea will be invited. The participants may also come from non-profit organizations, for example, the Korea Federation for Environmental Movements, Greenpeace in Malaysia, Energy Efficiency Alliance in the Philippines, among others. Policymakers in private companies may also participate such as KPower, GVT in Korea, PETRONAS of Malaysia, among others. 

Indirect or secondary beneficiaries will be policymakers in both public and private sectors that will use the Workshop Summary Report as a reference. 

Generally, all the participants can benefit from the Workshop Summary Report, specifically from the sharing of best practices and the Experts' recommendations, which they can use as a reference in developing EE&C policies in the medium-to-long term.

Dissemination

The Workshop Summary Report will be published online on both the APEC Publication database, as a APEC Publication, and APERC websites. Members will be informed of its readiness and availability.

Linkages

The project is a close collaboration with EGEEC. Collaboration with EGCFE is through provision of experts while with EGEDA on data in analysing energy intensity reduction goals.

Stakeholders of the host economy’s energy efficiency and conservation policies and new and renewable energy policies (governments, non-profit organizations, private companies, etc.) will be invited to make presentations on the specific theme of the policy.

Sustainability

The effectiveness of the policy capacities is important. After the Capacity Building Workshop is completed, a follow-up survey or assessment will be conducted on the participating economy to determine whether the recommendations will be applied in the medium term. The survey will also determine which recommendations have been adopted or what the economy further needs to develop sound EE&C policies.

The Capacity Building Workshop is a continuing project and will be done in Phases. The effectiveness of the issues addressed and lessons learned from the previous workshop attended will be reported in the next phase of the Capacity Building Workshop.
