1) Capacity Building Workshop for Energy Efficiency and Conservation Policy (Capacity Building Workshop)
A one-day in-person workshop that will be held in conjunction with the EGEEC biannual meeting. The host economy as well as the location for the EGEEC 65 meeting has not been identified yet and the meeting will be expected between September and November 2025, depending on the agreement of EGEEC and the host economy.
The workshop participants are around 11 economy members, 6 experts, and other participants from the host economy, APERC, and EGEEC members with the preliminary agenda as follows:
Theme – Pathways towards energy transition: The effectiveness of MEPS Annotation: The workshop will showcase member economies’ implementation of MEPS in the buildings sector (services and residential sector). The sharing from member economies will show how increasing MEPS resonates with the reduction or efficient use of energy.
INDICATIVE AGENDA ITEM
1) Host economy presentation
The workshop will kick off with a presentation of the host economy, showcasing its policies and programs on MEPS in the building sector.
- identify the setbacks that the economy encountered in implementing MEPS and what lessons were learned from these
2) Discussion on the presentation with Policy review from the experts
- Identify strong points in the policies
- Identify the host economy’s experience in implementing their policies that can be applied by the member participants
- Experts to impart to the members how those policies can be implemented in the member economies’ programs and policies
- Members participants are expected to conceptualise EE&C policies that are appropriate to their respective economies (brief example).
3) Economy presentation on their respective MEPS (6 economies)
- Discussion among the members and the experts
4) Final discussion with the experts on some of their observations and recommendations.
The main role of experts is to review the programs and policies presented by the host economy and the member economies. They will provide their observations, identify the weak and strong points of the policies presented, and finally, draw recommendations from their observations.
The workshop will consider the energy efficiency and conservation policies of the host economy as the case. The specific theme will also depend on the priority sector or topic of the host economy. The workshop involves discussion among the participants in 1) identifying common challenges; 2) sharing good practices or 3) proposing new ideas to improve energy efficiency and conservation policies.
2) Workshop Summary Report
This summarises all the discussions that took place during the Capability Building Workshop. It will include the best practices presented by the host economy as well as the member economies and possible recommendations from the invited experts on developing energy efficiency and conservation (EE&C) policies or possible improvements to the existing EE&C. The report will be published on both the APEC and APERC websites.
Outcome
1a) Enhanced participants' capacity in developing sound EE&C policies. After the Capacity Building Workshop, member participants are expected to conceptualise EE&C policies that are appropriate to their respective economies.
1b) Member participants would be able to identify EE&C policy gaps in their respective economies.
1) The report will serve as a reference in developing EE&C policies. It will compile all the EE&C best practices shared by the member participants that can be implemented in the medium-(5 to 10 years) to long-term (10 years above).
Beneficiaries
The host economy will be selected in coordination with EGEEC. The beneficiaries of the Capacity Building Workshop are twofold: primary and secondary. The primary beneficiaries are those who attend the project event. On the other hand, those who could not attend the project event may also benefit from the project impact by using the Workshop Summary report or any other related EE&C APEC publication.
The policymakers of the host economy be the direct beneficiaries of the Capacity Building Workshop as they will be the main presenters of the EE&C policies that are both ongoing and for implementation.
Among the participants, stakeholders such as junior officials and junior policymakers who are involved in recommending energy efficiency and conservation policies of the member economies in the government, non-profit organizations and private companies will also benefit from the Capacity Building Workshop. For example. government agencies such as the Ministry of Energy, Ministry of Trade or Investment of the member economy or specifically the Ministry of Trade, Industry and Energy, and Ministry of Knowledge Economy in Korea will be invited. The participants may also come from non-profit organizations, for example, the Korea Federation for Environmental Movements, Greenpeace in Malaysia, Energy Efficiency Alliance in the Philippines, among others. Policymakers in private companies may also participate such as KPower, GVT in Korea, PETRONAS of Malaysia, among others.
Indirect or secondary beneficiaries will be policymakers in both public and private sectors that will use the Workshop Summary Report as a reference.
Generally, all the participants can benefit from the Workshop Summary Report, specifically from the sharing of best practices and the Experts' recommendations, which they can use as a reference in developing EE&C policies in the medium-to-long term.
