Output1) Background Research (Report on Cleaner and more efficient Operation of the Fossil Energy Industry in APEC Region)The aim of the background report is to have a brief diagnostic of the energy consumption, energy efficiency and emissions in the fossil energy industry in the APEC region. For this study, we will leverage energy own use and losses data from EGEDA for all the APEC economies. We will also use emission data and will make estimations to complete information if necessary. Our goal is to breakdown the aforementioned information for the upstream, midstream and downstream sectors whenever enough information is available.
The results of the study will be linked to opportunities to improve the operations of the fossil energy industry in APEC in terms of electrification of the fossil energy industry as well as advanced energy management systems to improve energy efficiency and avoid energy losses (heat and fuel).
With this information we will produce a written background report that will enable us to refine the contents of the workshop. Additionally, the background report will be shared with the workshop participants and will be included in the workshop summary report.
2) Capacity Building Workshop (on Cleaner and more Efficient Operation of the Fossil Energy Industry)The capacity building workshop will take place in person in Tokyo, tentatively scheduled on 11 - 12 June 2025 to provide the fundamental technical knowledge for policymakers and other relevant officials to improve the fossil energy industry in terms of energy efficiency and the associated emissions savings. We plant to have a one-day workshop on the Day 1, followed by a half-day session for recap of the key takeaways and discussion among participants on the Day 2 to maximize capacity building outcomes. The expected number of participants will be approximately 30 - 35.
The sessions in the workshop will consist of presentations by experts from the APEC region. We plan to have 6 speakers and the preliminary agenda is as follows:
Day 1
Session 1: Electrification opportunities in the fossil energy industry
-Electrification of upstream operations
-Electrification of midstream and downstream operations and opportunities for the integration of renewable electricity
-Best practices in energy integration in refineries
Session 2: Advanced energy management systems and energy efficiency opportunities in the fossil energy industry
-Latest developments in energy information monitoring across the fossil energy industry
-Energy loss monitoring and optimization (includes heat and fuel losses) in the fossil energy industry
-Best practices in energy efficiency in upstream operations (includes the implementation of new technologies like AI, machine learning etc.)
Final session: Discussion for the key learnings -"what participants gained most from the workshop and how they can or plan to apply new information, resources or learning in their roles
Day 2
A half-day session for Recap and Discussion
A half-day site visit after the half-day session.
-Tentative names of potential sites: ENEOS Kawasaki Oil Refinary (TBC),

The site visit is essential for participants to understand practical challenges and solutions to achieve cleaner and more efficient operation in the Fossil Energy Industry. Participants can obtain lessons learned and challenges to overcome during implementation of projects designed to improve cleaner and more efficient operation through presentations by and discussions with management and operating workers of the facilities. It provides chances to identify areas for improvement and potential solutions, which leads to maximizing the outcomes of the in-person event and achieving project's capacity building goals.
The background research report will help us refine the capacity building workshop agenda to cover the most relevant topics for the APEC region.
3) Workshop Summary ReportThe workshop summary report will include the following information:
- Background research report that supported the design of the capacity building workshop and highlights the relevance of the topic for the APEC region.
- A summary of all the presentations and discussions that took place during the capacity building workshop
- A summary of the key improvement opportunities identified in the fossil energy industry and suggestions for further work on the topic in the APEC region
We estimate that the report will be 30 pages long, minimum 20 pages, excluding annexes. The report will be published on the APEC and APERC websites.
Outcome1) Capacity building workshop: After the workshop, participants are expected to understand the challenges and solutions related to emissions and energy efficiency in the fossil energy industry. This would enhance the participants' capacity to develop policies that promote a cleaner and more efficient operation of the fossil energy industry in their respective economies and in international operations.
2) The workshop summary report will serve as a reference for increased ability of the Participants to identify action opportunities and creating policies that promote a cleaner and more efficient operation of the fossil energy industry. It will compile all the information and best practices shared by the participants.
BeneficiariesThe direct beneficiaries will be the Workshop participants nominated by the APEC economies. The ideal profile of participants will be policymakers or other relevant officials of energy ministries of each member economy government. It is expected that the added capacities during the workshop help the participants to develop policies that support a cleaner and more efficient operation of the fossil energy industry.
The written reports derived from this project, background research report, and workshop summary report can be used as reference documents for policymakers who did not directly participate in the workshop and can also support other capacity- building efforts.
