Project Summary

While APEC members economies have been committed to increasing clean energy supply and promoting energy transitions, fossil energy is still an important part of their energy supply due to the circumstances of resource endowment and stage of development, and expected to be so for some time. It is imperative for the fossil energy industry in APEC region to be as sustainable as possible by reducing emissions and improving efficiency to reduce negative environmental effects while maintaining energy security.

This project consists of a capacity building workshop that will provide the fundamental technical knowledge needed to improve the fossil energy industry in terms of energy efficiency and the associated emissions savings for policymakers and other relevant officials. The project outputs include Background research report, Capacity building workshop, and Workshop Summary Report.

The proposed project is consistent with the goal of APEC’s EWG to maximize the energy sector’s contribution to economic and social well-being while mitigating the environmental effects of energy supply and use.

Relevance

Region

The fossil energy industry in the APEC region has great potential to decrease the negative impact of its operations while supporting the energy transition and providing energy security to the region. However, there is still a gap in technical knowledge regarding the best solutions to improve energy efficiency and decrease emissions in the fossil energy industry.

The project aims to provide fundamental technical knowledge to identify feasible solutions for the fossil energy industry in the different member economies. The information provided in the capacity building workshop will help policymakers and relevant officials in APEC economies identify opportunities for electrification in the fossil energy industry, integration of zero and low-carbon energy in its activities, and energy and fuel efficiency measures. The workshop will also highlight the benefits of the associated emissions savings.

This capacity-building project will help accelerate the clean and efficient use of fossil energy in all APEC economies.

Eligibility and Fund Priorities

The topic of the project aligns with the sub-fund for Energy Efficiency, Low-Carbon and Energy Resiliency as it promotes the reduction of the carbon footprint in the fossil energy fuel value chain, and it also targets energy efficiency in the fossil energy industry. The project promotes a cleaner and more efficient use of fossil energy resources in the APEC region.

The activities of the project align to the sub-fund as they promote capacity building on the technical aspects emissions reduction and energy efficiency in the fossil energy industry. Both developing and developed member economies will benefit by enhancing the capacities to identify the best solutions to improve the fossil energy industry operations in their respective economies.

Capacity Building
A cleaner and more efficient fossil energy industry is vital for all APEC members, as every economy depends on fossil fuels to meet its energy needs. Developed and developing APEC economies will benefit from learning about the current challenges and opportunities to improve operations in the fossil energy industry in terms of emissions and energy efficiency. The capacity building workshop will also offer the space to share experiences and best practices among all the member economies. The sessions will consider the unique situations of member economies to support feasible actions throughout the region.

Objectives

The key objective of the project is building capacity on the following improvement opportunities in the fossil energy industry:

Electrification opportunities in the fossil energy industry Electrification of upstream operations

Electrification of midstream and downstream operations Cogeneration systems in refineries

Integration of low-carbon electricity in fossil energy industry operations

Advanced energy management systems and energy efficiency opportunities in the fossil energy industry 

Energy information monitoring

Energy loss monitoring, waste heat recovery, and optimization

Energy efficiency in upstream operations (including opportunities for AI, machine learning, etc.)

APEC

The benefits of a cleaner and more energy-efficient operation of the fossil energy industry aligns to the APEC Putrajaya Vision 2040, specifically the Strong, Balanced, Secure, Sustainable and Inclusive Growth economic driver that promotes economic policies, cooperation and growth which support global efforts to address environmental challenges.

The project seeks to engage all APEC member economies to build capacity and technical know-how in improvements in the fossil energy industry targeting emissions reduction and energy efficiency. The target audience is relevant officials of energy ministries and energy companies of each member economy to support policy with tangible effects on emissions and energy efficiency.

Forum

The project aligns with APEC’s Energy Working Group objective of maximizing the energy sector’s contribution to the economic and social well-being in the region, while mitigating the negative impacts of energy production and consumption.

The project specifically aligns with the Expert Group on Clean Fossil Energy (EGCFE) objective to reduce the negative impacts from the fossil energy value chain. As the project also targets energy efficiency and conservation in the fossil energy industry, it aligns with the Expert Group on Energy Efficiency and Conservation (EGEEC).

Beneficiaries and Outputs

Output

1) Background Research (Report on Cleaner and more efficient Operation of the Fossil Energy Industry in APEC Region)

The aim of the background report is to have a brief diagnostic of the energy consumption, energy efficiency and emissions in the fossil energy industry in the APEC region. For this study, we will leverage energy own use and losses data from EGEDA for all the APEC economies. We will also use emission data and will make estimations to complete information if necessary. Our goal is to breakdown the aforementioned information for the upstream, midstream and downstream sectors whenever enough information is available.

The results of the study will be linked to opportunities to improve the operations of the fossil energy industry in APEC in terms of electrification of the fossil energy industry as well as advanced energy management systems to improve energy efficiency and avoid energy losses (heat and fuel).

With this information we will produce a written background report that will enable us to refine the contents of the workshop. Additionally, the background report will be shared with the workshop participants and will be included in the workshop summary report.

2) Capacity Building Workshop (on Cleaner and more Efficient Operation of the Fossil Energy Industry)

The capacity building workshop will take place in person in Tokyo, tentatively scheduled on 11 - 12 June 2025 to provide the fundamental technical knowledge for policymakers and other relevant officials to improve the fossil energy industry in terms of energy efficiency and the associated emissions savings. We plant to have a one-day workshop on the Day 1, followed by a half-day session for recap of the key takeaways and discussion among participants on the Day 2 to maximize capacity building outcomes. The expected number of participants will be approximately 30 - 35.

The sessions in the workshop will consist of presentations by experts from the APEC region. We plan to have 6 speakers and the preliminary agenda is as follows:

Day 1

Session 1: Electrification opportunities in the fossil energy industry

-Electrification of upstream operations

-Electrification of midstream and downstream operations and opportunities for the integration of renewable electricity

-Best practices in energy integration in refineries

Session 2: Advanced energy management systems and energy efficiency opportunities in the fossil energy industry

-Latest developments in energy information monitoring across the fossil energy industry

-Energy loss monitoring and optimization (includes heat and fuel losses) in the fossil energy industry

-Best practices in energy efficiency in upstream operations (includes the implementation of new technologies like AI, machine learning etc.)

Final session: Discussion for the key learnings -"what participants gained most from the workshop and how they can or plan to apply new information, resources or learning in their roles

Day 2

A half-day session for Recap and Discussion 

A half-day site visit after the half-day session.

Tokyo Gas Sodegaura Plant (TBC) etc.

The site visit is essential for participants to understand practical challenges and solutions to achieve cleaner and more efficient operation in the Fossil Energy Industry. Participants can obtain lessons learned and challenges to overcome during implementation of projects designed to improve cleaner and more efficient operation through presentations by and discussions with management and operating workers of the facilities. It provides chances to identify areas for improvement and potential solutions, which leads to maximizing the outcomes of the in-person event and achieving project's capacity building goals. 

The background research report will help us refine the capacity building workshop agenda to cover the most relevant topics for the APEC region.

3) Workshop Summary Report

The workshop summary report will include the following information:

- Background research report that supported the design of the capacity building workshop and highlights the relevance of the topic for the APEC region.

- A summary of all the presentations and discussions that took place during the capacity building workshop

- A summary of the key improvement opportunities identified in the fossil energy industry and suggestions for further work on the topic in the APEC region

We estimate that the report will be 30 pages long, minimum 20 pages, excluding annexes. The report will be published on the APEC and APERC websites.

Outcome
1) Capacity building workshop: After the workshop, participants are expected to understand the challenges and solutions related to emissions and energy efficiency in the fossil energy industry. This would enhance the participants' capacity to develop policies that promote a cleaner and more efficient operation of the fossil energy industry in their respective economies and in international operations.

2) The workshop summary report will serve as a reference for increased ability of the Participants to identify action opportunities and creating policies that promote a cleaner and more efficient operation of the fossil energy industry. It will compile all the information and best practices shared by the participants.

Beneficiaries

The direct beneficiaries will be the Workshop participants nominated by the APEC economies. The ideal profile of participants will be policymakers or other relevant officials of energy ministries of each member economy government. It is expected that the added capacities during the workshop help the participants to develop policies that support a cleaner and more efficient operation of the fossil energy industry. 

The written reports derived from this project, background research report, and workshop summary report can be used as reference documents for policymakers who did not directly participate in the workshop and can also support other capacity- building efforts.

Dissemination

The Workshop Summary Report will be published online on both APEC and APERC websites. Members will be informed of its readiness and availability. The information generated during this project will also be disseminated during EWG meetings.

The project will be carried out by APERC in a joint effort with the Expert Group on Clean Fossil Energy (EGCFE) and the Expert Group on Energy Efficiency and Conservation (EGEEC). The project will also employ expertise by the Expert Group on Energy Data and Analysis (EGEDA). The workshop will engage speakers from the public and private sectors and international organizations to offer a well-rounded perspective on the topic.

Sustainability

APERC, in a joint effort with the Expert Group on Clean Fossil Energy (EGCFE) and the Expert Group on Energy Efficiency (EGEEC) will continue to monitor and highlight the importance of improvements in the fossil energy industry. Further surveys or studies on the performance of the fossil industry in the APEC region will be carried out in the coming years to track improvements. Data and expertise from the Expert Group on Energy Data and Analysis (EGEDA) will be employed to track the trajectory of the fossil energy industry in terms of emissions and energy efficiency.
