Project Summary |
Garment and textile industry is one of the oldest and largest industries in the world. Nowadays, garment businesses that often pollute during the production process and do not apply solutions to save energy are at risk of having their orders refused. Along with that, consumers around the world are also increasingly concerned about the environmental responsibility of businesses when choosing products. These are the challenges as well as motivation for textile and garment enterprises to improve themselves, and transform impressively in the future. Using clean and renewable energy and promoting energy efficiency in the "greening" journey also helps reduce energy security pressure, contributing to the overall goal of cutting greenhouse gas emissions. In this regards, Viet Nam proposes to hold 2-day Workshop in 2025 with an aim to help stakeholders to share about the experiences, good practices, challenges and recommendations on how to promote sustainable energy development in the garment and textile industry.

The development of textile market depends on the growth of population, economic development and rapid change of fashion . Garment businesses that pollute during the production process and do not apply solutions to save energy are at risk of having their orders refused. Along with that, consumers around the world are also increasingly concerned about the environmental responsibility of businesses when choosing products. These are the challenges, as well as motivation for textile and garment enterprises to improve themselves, and transform impressively in the future. By using clean and renewable energy and promoting energy efficiency in the "greening" journey also helps reduce energy security pressure, contributing to the overall goal of cutting greenhouse gas emissions. Therefore, sustainable energy development in this sector is not an option for the multi- billion-dollar industry but a must in the context of increasing requirements for sustainability around the world . Promoting sustainable energy development in garment and textile industry has significant environmental impacts. In this regards, Viet Nam proposes to hold a 2-day Workshop on Promoting Sustainable Energy Development in Garment and Textile Industry in 2025 with an aim to help APEC non APEC economies and stakeholders to share about the experiences, good practices and recommendations on how to promote sustainable energy development in garment and textile industry. Eligibility and Fund PrioritiesThis project is eligible for Energy Efficiency, Low Carbon and Energy Resiliency Measures Sub-fund since Category 2 projects are defined as all other energy efficiency, energy access and low carbon measures projects, including renewable energy projects. Information and experiences shared in the Workshop will contribute to achieving APEC's aggregate energy intensity reduction goal of 45% by 2035 which was agreed at the APEC Economic Leaders in Honolulu in 2011. Capacity BuildingThrough project’s outputs (Workshop; Workshop Summary report), the proposed project will help to enable participants from member economies – particularly developing economies – to exchange information, experiences and good practices in promoting sustainable energy development in garment and textile industry. Developing economies who send participants to the Workshop will benefit most since their participants’ capacities are built while economies that are unable to send participants may somehow get information from uploaded presentations and Workshop Summary Report.

Objectives |
The main objective of the project is to hold a 2-day Workshop on Promoting Sustainable Energy Development in the Garment and Textile Industry in Viet Nam in 2025 with an aim to help stakeholders to share about the experiences, good practices, challenges and recommendations on how to promote sustainable energy development in the garment and textile industry.

APEC In 2017, APEC Ministers welcomed “the efforts toward reducing aggregate energy intensity, accelerating clean, efficient, and renewable energy deployment, pursuing sustainable and resilient energy development, and developing diversified, flexible and integrated natural gas market in the Asia-Pacific, which in particular may contribute to reducing greenhouse gas emissions.” They also urged “economies to strengthen coordination and cooperation through sharing best practices, and deploying advanced technologies, including waste recycling.” In 2022, the APEC Economic Leaders stated that “we affirm our commitment to promote strong, balanced, secure, sustainable and inclusive growth. We recognize that more intensive efforts are needed to address today’s challenges, including climate change, extreme weather and natural disasters, food security, and sustainable energy transitions that reduce greenhouse gas emissions, while ensuring energy resilience, access and security in the region, including by facilitating investments in relevant activities”. Also in the APEC Ministerial Statement in 2023, it is said that “we… ensure the energy security, resilience, and access in the region, taking into account the latest scientific developments and different domestic circumstances”. By promoting sustainable energy development in garment and textile industry, the project will contribute to implement the APEC Economic Leaders’ aspirational goal to reduce aggregate energy intensity by 45 percent by 2035 and address climate change challenge, contribute to reducing greenhouse gas emissions. The project also aligns with APA Objective: Environmental & climate challenges and natural disasters: “We will promote economic policies, cooperation and growth, which will support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”.
Forum
This project will contribute to meet the aspirational goals of APEC Economic Leaders in 2011 to energy intensity by at least 45 percent by 2035 and doubled renewable energy in the regional energy mix by 2030. In addition, the EWG’s Strategic Plan 2019- 2023 has a vision that the APEC region will “transition to a lower carbon economy through the continued development of cleaner energy sources and technologies, to achieve our individual and regional energy aspirations and goals. Under the overarching theme of “Empower, Include, Grow” for the 2024 APEC host year, the project also contributes to one of five key deliverables, which is the proposed “ APEC policy guidance on green and low-carbon hydrogen”.

Output
1) Pre-Workshop Survey
We intend to conduct a Pre-Workshop survey (online survey questionnaire), before the Workshop, in order to develop a view on the current state of sustainable energy development in garment and textile industry. The survey will cover some aspects such as: current situation of energy development in garment and textile industry, challenges and opportunities in sustainable energy development, policies sharing in sustainable energy development in garment and textile industry and some case studies in APEC economies. The Survey will be sent to all participants and EWG focal points before the Workshop and will also help the Project focus on issues most pertinent to the member economies and develop substantive recommendations. The result of the survey will be incorporated and summarised in the Summary Report.
2) Workshop
A 2 - full day Workshop will be held in Viet Nam in September 2025. We expect there will be 8-10 speakers/ moderators and about 60 participants attending the Workshop. The first day of the Workshop will be presentations of speakers, followed by Q&A Sessions and break-out session. The second day of the Workshop will be presentations, Q&A, group break-out and a panel discussion. The Workshop may include presentations on overview, information, experiences, best practices on current states-of-play and promoting sustainable energy development in garment and textile industry. Participants and speakers can continue to share ideas, experiences and discuss further in the Q&A Session at the end of each Session. The group break out and panel discussion Sessions will focus on suggestions at economy and APEC levels for consideration of activities/ policies to promote economies on promoting sustainable energy development in garment and textile industry. This Session also recap the key learnings and facilitates discussion amongst participants about what they gained most from the event and how they can or plan to apply information and resources gained at the Workshop to apply in their economy. Participants can actively share their perspectives and clarify their concerns on this topic, discuss on solutions to solve the problems for practical implementation. Organizers will encourage recommendations with substantial guidance or requirement on necessary resources to implement such recommendations. Also, the Organisers will try to include gender issue in the Discussion session and encourage the speakers to include gender- issue in their presentations. The Post-event evaluation will help Organisers to assess the level of knowledge/capacity of participants regarding the topic. This Evaluation will help the Organizer to collect additional recommendations/suggestions from speakers and participants on promoting sustainable energy development in garment and textile industry. The Workshop will gather various stakeholders such as energy or garment and textile related-government officials, private sectors (domestic and international energy companies and garment and textile companies), energy or garment and textile association, international organisations (for example IEA, UNEP, IRENA, etc.) and/or researchers from APEC economies.
3) Workshop Summary Report
A summary report (minimum of 15 pages, excluding annexes) with outcomes and recommendations from the Workshop will be presented to EWG. Such report will include substantive content of continuing value for members, such as Pre-workshop Survey findings, summaries of key presentations and discussions, case studies, best practices, recommendations etc. and be composed of the following, but not limited to, sections: introduction of the project; briefings of the presentations made at the Workshop, including best practices; briefings on discussions at the Workshop; suggested recommendations made by Workshop participants and the speakers. Participants will provide recommendations by 2 ways: (i) during discussions at the Workshop, (ii) at the Post–event Evaluation forms that are provided at the end of the Workshop.
Outcome 1) Increased knowledge and awareness amongst participants regarding how to promote sustainable energy development in garment and textile industry The Workshop is expected to increase capacity for participants, the regulators, policy makers and businesses in garment and textile industry. Awareness level of participants will be measured by the Post-event evaluation; key policies, legal and regulatory settings will be made at Discussion session and written in the Workshop Summary Report. Targeted audience of the Workshop Summary Report: project attendants, EWG, Expert Group on New and Renewable Energy Technologies, Expert Group on Energy Efficiency and Conservation (EGEE&C), experts from garment and textile companies, Policy- makers/ regulators in the energy or garment and textile sector in APEC economies. Purpose: summarise discussions and recommendations at the Workshop.
2) Improved coordination/collaborative actions and recommendations to promote sustainable energy development in garment and textile industry In the short term, the organisers expect these stakeholders can integrate knowledge and information absorbed from the Workshop to apply in practice. Participants from developing economies will also have a chance to learn about good practices from APEC economies, from which they can draw lessons, experiences to apply in their economy. In medium and long term, the recommendations made at the workshop will be a resource/ reference guide for APEC economies to consider in developing policies at economy’s or APEC’s level. This outcome will be measured by question(s) in the Post – Event Evaluation form, asking participants which recommendation they consider most relevant and applicable to their own economy.
Beneficiaries
The targeted participants of the Workshop are: - Government officials and policy-makers, from APEC economies, who are from Department of Energy, Energy Regulatory Body, Energy Efficiency Agency, etc. and government officials / policy makers working in garment and textile industry. The level of those people are from junior- to mid-level. The skills required are: can communicate in English; have experiences in policy making. - Local and international experts from private sectors/businesses specialized in energy, sustainable energy development and garment and textile sector. The expertise, number of years and level will be defined by the organizations sending the participants. - Local and international experts from academic sector who has experiences in research in energy and garment and textile sector. Additional beneficiaries include stakeholders in multilateral fora and academic and research institutes such as Representatives from international/ regional organizations such as International Energy Agency (IEA), International Renewable Energy Agency (IRENA), UN Environment Programme (UNEP) etc. These are people who can benefit from the recommendations of the Workshop.

Dissemination |
For eco-friendly purposes, we will try to conduct paperless meeting as much as possible. Electronic copies of Workshop presentations and Workshop Summary Report will also be circulated to speakers and participants. All Workshop presentations and materials will be uploaded to Google drive and the link will be shared to speakers and participants to download prior to the Workshop. The Workshop Summary Report will also be prepared and submitted to the EWG (minimum of 15 pages, excluding annexes) with outcomes and recommendations from the Workshop will be presented to EWG. Target audience of the Workshop Summary Report: Workshop speakers and participants, EWG, EGEE&C and Expert Group on New and Renewable Energy focal points and other interested persons/organization; related government officials, business association working on renewable energy and garment and textile industry; and/or researchers from APEC economies. Given APECs strong focus on electronic and digital publishing, workshop material and other documents will be disseminated electronically as much as possible. The Workshop Summary Report will not be an APEC publication. No intention to sell outputs arising from this project.

Engagement: APEC EWG will take the leading role in implementing this project. Information will be disseminated to other relevant fora such as Expert Group on New and Renewable Energy Technologies, APEC Expert Group on Energy Efficiency and Conservation, etc. to encourage their participation in the Workshop. Organizers will work closely with relevant regional and international organizations (International Energy Agency, UNEP, ITAA, IRENA) and representatives from APEC groups with related policy to get inputs, benefit from the perspectives and expertise from these groups and enhance engagements. Previous Work: There were many some touching on low carbon/ green garment and textile industry such as IST 03 2021A, CTI 03 2022. However, the topic on sustainable energy development in garment and textile sector has never been discussed before. Realizing this scarcity, the Organisers intend to focus on this topic. The main objective of the project is to help APEC and non-APEC economies and help stakeholders to share about the experiences, good practices, challenges and recommendations on how to promote sustainable energy development in the garment and textile industry. Session on recommendation will not only include further activities/ initiatives but organizers will also encourage participants to provide recommendations on actionable policy (policies) after the Workshop that can contribute to achieving the project’s goal. APEC’s Comparative Advantage: APEC is the best source of funding for this project because APEC has been working actively on sustainable energy development towards the APEC aspirational target of reducing aggregate energy intensity by 45% from 2005 levels by 2035. The results of the Workshop will contribute to the overall APEC energy-related work.

Sustainability |
APEC economies can take in recommendations and spread the experiences and lessons in a wider range. Experts can make use of results or outcomes of this project in expected future projects. Participants can create cooperative network or means of future exchange of ideas and discussions. Possible future actions to be reflected in the Workshop Summary Report will be discussed at EWG, in close consultations with other related APEC sub-fora. In the Workshop, since the final Session will be devoted to floor discussion, participants will be encouraged to suggest policy/ actionable recommendations, which will then be submitted to EWG for their review. This can be a valuable resource for economies and organizations to consider their future activities, actions, regulations. Besides, since the beneficiaries of the workshop will be policy- makers/ trade regulators and businesses and/or researchers from APEC economies, it is important that these stakeholders share the Workshop Summary Report which include best practice and recommendations come out of the workshop to other relevant stakeholders. Project overseers will engage in dissemination and follow up engagement with project participants to ensure they feel equipped, have information they required. The Workshop Summary Report will suggest next steps (future APEC Workshop, seminar, events, capacity building, study, research, survey etc.) based on the discussions of the Workshop. Such Workshop Summary Report will be submitted to EWG.

Ms Vu Lien Huong got her Master Degree in the University of Leeds, the United Kingdom. Since 2003, she has been actively engaged in APEC cooperation activities, including those under the Committee on Trade and Investment, SOM supervision, SCE and APEC Ministerial processes etc.
