Project Summary

In 2022, the APEC Leaders have reaffirmed their commitments to addressing today’s challenges, including climate change, extreme weather and natural disasters,and sustainable energy transitions that reduce greenhouse gas emissions, while ensuring energy resilience, access and security in the region. In pursuit of sustainable energy, material evolution, particularly smart materials is expected to hold the potential to broaden energy sources. Continued research and innovation can enable these new materials to unlock a broader array of energy sources, further reshaping our sustainable future.

In that sense, we would like to propose a 2 day workshop with the aim of disseminating knowledge and information about the latest scientific advancements and technologies associated with new materials for sustainable energy as an efforts and urgent push towards ensuring energy sustainability and security.

Relevance

Region
While climate change is in the spotlight with highly rise global temperature and increasing erratic and severe weather patterns, it is increasingly recognized that more joint efforts should be made for sustainability in general, sustainable energy in particular. In that sense, smart materials such as smart rooftops, thermoelectrics, photovoltaics, pyroelectrics, chromoactive, photoluminescent, as well as other innovations, help to conserve renewable energy smartly and sustainably. However, APEC member economies, especially developing ones might have limited capacity, technologies, resources, as well as experiences to promote innovation and/or mechanism for innovation, especially in developing and adopting new smart materials. Through identifying the challenges, the workshop aims to disseminating information and knowledge about the latest scientific advancements and technologies associated with new materials for sustainable energy; identifying and sharing experiences in addressing challenges under promotion of new materials; as well as promoting network opportunities through fostering collaborations, partnerships, and shared initiatives.

Eligibility and Fund Priorities
The project seeks ASF - Energy Efficiency, Low Carbon and Energy Resiliency Measures (EELCER). It is deemed eligible since it meets the criteria, namely: (i) focus on activities which will contribute to enhancing energy access, which was underlined by APEC leaders in 2016, 2017 and 2020; and (ii) the project will meet capacity building needs for APEC developing economies.

Capacity Building
While the project focuses on promoting new smart materials for sustainable energy, developing economies will be beneficiaries given the fact that they have limited capacity, knowledge, technologies and experiences in developing new smart materials. Through sharing knowledge, information, experiences, as well as addressing challenges in the development and promotion of latest scientific and technological advances in sustainable energy, developing economies can raise the awareness and capture the opportunities to bridge the gap and promote the adoption for sustainability.

Objectives

The project aims to provide capacity building for member economies, especially developing ones in promoting innovation of new materials and technologies to promote sustainable energy through disseminating information and knowledge about the latest scientific advancements and technologies associated with new materials for sustainable energy; identifying and sharing experiences in addressing challenges under promotion of new materials; as well as promoting network opportunities through fostering collaborations, partnerships, and shared initiatives.

This project is in line with the Chair’s Statement of the 13th APEC Energy Ministerial Meeting (EMM 13), APEC members economies are committed to “promoting energy security, and ensuring access to affordable, reliable, sustainable, and modern energy for all, … including by fostering collaboration, such as voluntary sharing of emerging and available technologies under mutually agreed terms, capacity building, transparent and interoperable regulatory frameworks, and exchange of best practices and experience”.

Forum
This project is in line with the EWG’s strategic plan 2019 – 2023 that states “Strengthen coordination and cooperation through sharing best practices, accelerating innovation and promoting the deployment of advanced technologies, including renewable energy, energy efficiency, cleaner and more efficient fossil fuels, hydrogen, and nuclear energy for interested economies, adhering to nuclear safety, security, safeguards, and peaceful use”.

Outputs

1) 2-Day Workshop

The 2 full-day workshop is proposed to take place in the 2nd quarter in 2025 (tentatively in June - July 2025), in Hanoi, Viet Nam

All APEC member economies’ representatives will be invited to attend as speakers or participants.

The purpose of the workshop is improve capacity building for APEC member economies through sharing information, experiences, best practices in promoting new materials for sustainable energy.

The tentative agenda might cover the below themes: Day 1:

Theme 1: An overview of the opportunities, challenges, potential of new smart material for sustainable energy

Theme 2: Sharing the promotion of new smart material for sustainable energy from the perspective of promulgation and implementation of policies, regulation.

Theme 3: Factors of technologies and innovation in promoting new smart material for sustainable energy.

Session 4: Finance support for promotion and development of new smart material for sustainable energy.

Session 5: Multi-stakeholders engagement in the process of new smart material for sustainable energy.

Session 6: Sharing case studies.

There will be Q&A sessions, discussion session accordingly.

There will be a recap session to capture/summarise what have been shared and takeaways that participants might have gained and able to apply after the workshop. 

The post - workshop evaluation will be held right after the workshop. The evaluation will include a question of whether the workshop has satisfactorily addressed gender issues related to the main topic. When processing the results of the feedback, the PO will disaggregate them by gender to evaluate if the satisfaction level varies according to the participant’s gender.

2) Workshop Summary Report

The Workshop Summary Report will contain summary of presentations provided by speakers as well as present substantive content such as the best practices, recommendations.

Speakers' presentation (slides) can be included as annex, not in the main document.

The Summary Report will include an introduction; background; key issues discussed/shared at the workshop; key lessons/recommendations; annexes if yes.

At least 6 recommendations will also be presented in the Report. The Workshop Summary Report is expected with the minimum of 15 pages, excluding annexes.

The Workshop Summary Report will be APEC publication.

Outcome

1) Improved participants' in-depth understanding of sustainable energy and new materials for sustaianble energy.

2) Increased participants' knowledge and experiences on how to promote new materials for sustainable energy.

3) Recommendations on how to promote new materials for sustainable energy.

The outcomes will be measured by a post-workshop evaluation, details as in Section C, item No. 11.

Beneficiaries

The project will primarily aim to target:

Primary audiences:

-Governments’ officials who are involved in regulating, implementing polies in energy, renewable energy with at least 1 year experiences;

-Representatives from relevant business associations related to sustainable renewable energy.

-  Academics and experts in the area of technology, science, innovation such as those from research institutes, technology and energy universities and associations related to new smart materials for sustainable energy.

Secondary audiences: Business people, relevant associations, researchers, etc., who might not attend the workshop physically but benefit from APEC publication documents.

Dissemination

The electronic publication will also be used to disseminate the workshop’s documents widely. APEC’s official website will be the main one to upload the documents. The workshop’s summary report (minimum of 15 pages) will be shared on the APEC publication data base, and remain as an APEC publication.

Other Vietnamese Ministries’ websites (e.g.: the Ministry of Industry and Trade) could also be used to disseminate the information with a hyperlink to the APEC website.

A press release on the Workshop will be published in Vietnam’s media mass (Viet Nam News, Viet Nam News Agency, Economics Times, etc.,). It will also be sent to business associations, research centers, etc., to attract attention to the event to encourage people to visit the documents online.

There is no intention to sell outputs arising from this project.

All the reports and related communication materials will comply with APEC Publications, IP, and Logo Guidelines.

The workshop summary report will be published as an APEC publication. It will be noted that personal data (name, gender, economy, social media handles, name of employer, etc.) of project participants (including speakers, experts, and contractors) does not appear in any APEC Publication or APEC project report (such as Summary or Final Reports) produced in relation to this project.

Linkages

EWG will be the group which oversees this Project and will be responsible for disseminating information about the Workshop to APEC member economies. The outcomes of the Workshop will be submitted to EWG for consideration and further action.

The EWG’s sub working groups/expert groups, and PPSTI and PPWE will also be consulted and called for cooperation during the development and implementation of this project.

Sustainability

Following the workshop, participants are expected to have more in-depth knowledge and experiences how to promote new materials for sustainable energy.

To make sure that the workshop meets its objectives, the organizer will report to and seek approval from EWG for the recommendations in particular and the workshop summary report in general. Based on the recommendations from member economies, the organizer will consider proposing new activities/initiatives to follow up the outcome of the project.

The Organizer also considers proposing the phase 2 of the project based on the participants’ recommendations. The networking will be used to review the implementation of recommendations.

Project Overseers

Ms. PHAM has directly involved and contributed to the economic and trade integration of Viet Nam over the last 20 years. She has involved in APEC cooperation in the past years and served as Viet Nam SOM in 2015 and 2016; and Viet Nam Alternative SOM in last 2017. Ms Mai has been Viet Nam Senior Official to APEC since 2018.
