Project Summary |
Micro-Small-and-Medium Sized Enterprises (MSMEs) continue to lead growth and development in APEC economies. Data from the World Bank indicates they create 7 out of 10 jobs and contribute up to 40% of gross domestic product in emerging markets. For MSMEs to be successful, they must meet customers in the channels they choose to use - whether a physical store, a digital marketplace, or both. Therefore, MSMEs must increasingly become “omni-channel,” seamlessly integrating their operations across the physical and digital (traditional vs emerging/innovative) realms. This project will strengthen policymakers’ ability to 1) facilitate “integrative” policies that enable MSMEs to participate in physical and digital channels; 2) develop “balanced” policies that do not inadvertently favor one channel over another; and 3) collect purpose-driven data (quantitative information that reflects a company’s business operations, e.g., customer engagement) from originating platforms (physical or digital) to inform policy decisions.

Benefits to Region | Micro-Small-and-Medium Sized Enterprises (MSMEs) continue to lead growth and development in APEC economies. Data from the World Bank indicates they create 7 out of 10 jobs and contribute up to 40% of gross domestic product in emerging markets, serving as the backbone of their economies. As identified by a 2023 OECD SME and Entrepreneurship Paper, getting MSMEs “fit for the era of hybrid [business models] is critical”. However, MSMEs “face challenges in seizing these opportunities” to grow in an omni-channel environment. This project seeks to strengthen MSME ability to become “omni-channel” – seamlessly integrating their operations across physical and digital channels – increasing their access to customers worldwide and enabling them to grow their business, ultimately improving their ability to successfully integrate into the global economy. This project also seeks to strengthen policymakers’ ability to develop “balanced” policies that do not inadvertently favor one channel over another and collect purpose driven data from the originating platform (physical or digital) to inform policy decisions. This project will benefit all APEC economies that seek to support and enable their MSMEs to engage in the global value chain and marketplace, including those government officials that support citizen-facing government services. This includes women-owned MSMEs who are negatively impacted by “unfavorable institutional and regulatory frameworks that have made it more difficult for female SME owners to effectively collateralize their assets or to deal with regulations and procedures.” | Eligibility and Fund Priorities | As required by the Sub-Fund for Digital Innovation, the project directly supports: facilitating greater participation of businesses in global commerce, in particular MSMEs; promoting adoption of innovative technologies and services; and enhancing trust and security in the use of ICTs. The project will benefit all economies, particularly developing APEC economies, by building on and complementing earlier digitalization initiatives both within the DESG and other APEC committees, like the SMEWG, as outlined in the earlier sections. It will engage a broad range of stakeholders, including policy makers and regulators, the private sector and relevant private sector organizations, and civil society, where appropriate. The project also contributes to the Cross-Border E-Commerce Facilitation Framework priority to encourage and facilitate MSME participation in global commerce by leveraging physical and digital marketplaces to make them successful regionally and globally. | Capacity Building | This project will build long term capacity in APEC economies that will contribute to more sustainable and equitable economic development. It also builds upon DESG 05 2022A “Catalyzing Stakeholders for Effective Implementation of Digital Licensing and Permitting Measures for Post-COVID-19 Economic Recovery” by improving the facilitation of MSME assets through the omni-channel environment. The planned workshop will also allow participants – both government and private sector – to build mutually supportive networks across the region for MSME integration in the global economy. The project will have value-add for all APEC economies, specifically the travel eligible economies. |

Objectives |
The objective of this project is to improve the capacity of APEC economies to develop policies that enable MSMEs to grow by operating seamlessly across an omni-channel environment – participating in both physical and digital marketplaces. This project aims to strengthen policymakers’ ability to 1) facilitate “integrative” policies that enable MSME agility to seamlessly integrate their operations between physical and digital channels (e.g., classifications in tax, labor, and zoning regulations) to allow for blended operations; 2) develop “balanced” policies that do not inadvertently favor one channel; and 3) collect purpose driven data from the originating platform to inform policy decisions.

APEC | This project aligns with the APEC Putrajaya Vision 2040 to “foster quality growth that brings palpable benefits…to all, including MSMEs” and to “foster an enabling environment that is, among others, market-driven and supported by digital economy and innovation”. Fostering an enabling environment for MSMEs is also emphasized in the Aotearoa Plan of Action, which identifies that through collective action, economies will “promote ecosystems that support MSMEs, including those in the creative industry, to take advantage of the digital economy.” This project aligns with the APEC Leaders’ Golden Gate Declaration which states “We emphasize the importance of creating pathways for MSMEs and start-ups to grow, including through opportunities to become more competitive, specialized, and innovative. We will support MSMEs to expand into regional and global markets, including by integrating into global value chains, through collaboration with large enterprises, and through the use of digital tools and technologies.” The project also indirectly supports the implementation of APEC’s The La Serena Roadmap for Women and Inclusive Growth (2019-2030) by “promot[ing] and facilitate[ing] cooperation in the public and private sector to help ensure that women, including women of diverse backgrounds, and women-led MSMEs, can access capital and assets, in both local and international markets.” | Forum | This project contributes to the DESG’s implementation of the APEC Internet and Digital Economy Roadmap (AIDER), and several of its pillars, Specifically, this project will support AIDER’s pillar 5 commitment to address “legal and procedural uncertainties” and “promote mutual understanding and strengthen cooperation” for MSMEs and larger businesses. It will also support the pillar 6 commitment to encourage public and private sectors to “share best practices on the business transformation” and “promote innovation in products, services, processes, organizations, and business models”, and the pillar 10 commitment to “support and globalize MSMEs…to use ICTs to enhance productivity, nurture innovation, improve competitiveness, and to address challenges to access new markets.” This project also supports the EC’s Enhanced APEC Agenda for Structural Reform, particularly Pillar #3: Ensuring that all groups in society have equal access to opportunities for more inclusive, sustainable growth, and greater well-being. The EC identifies “MSMEs [as] one group with untapped economic potential” and “are also significant drivers of enterprise growth, an important link across sectors and a backbone of local communities.” |

2) Project Summary Report The Project Summary Report with a minimum of 12 pages excluding annexes will include an executive summary, case studies, workshop takeaways, and policy recommendations based on desktop research and feedback from DESG and other APEC subfora partners during the In-Person Workshop.
Outcome 1) Better Knowledge of Best Practices - The Workshop (and the subsequent completed Project Summary Report) will serve as a capacity building effort and resource to support APEC SME's integration into the global supply chain leveraging omnichannel, and also support APEC policymaker's ability to develop balanced policies that do not inadvertently favor one channel over another. The Post-workshop Evaluation will support the PO's understanding of how many Workshop participants gained new knowledge and are likely to recommend a similar future workshop or share the recommendations (via the Project Summary Report) with colleagues.
Beneficiaries: Target participants are mid-to-senior level public and private sector representatives from APEC economies, industry (financial services, electronic commerce, retail, etc.), and industry associations (including primarily MSMEs) that participate in the DESG, SMEWG, and EC, as well as women-owned MSMES who will benefit from capacity building. Public sector representatives will include policymakers tasked with developing classifications in tax, labor, and zoning regulations; policymakers in commerce or trade ministries that engage with MSME processes and procedures; and policymakers responsible for digitalization of government services (e.g. permits and licensing officers, IT officers, payment processors, auditors etc.).The Workshop will also benefit government agencies, suppliers, investors, local communities, and future entrepreneurs.

The In-Person workshop will be available to all DESG participants, and invitations will also be shared with the Economic Committee and ACTWG. The Project Summary report (with included policy recommendations) will also be accessible on the APEC website for broader use for all APEC economies and stakeholders. The Project Summary Report will be published as an APEC Publication.

This project builds upon the DESG 05 2022A project “Catalyzing Stakeholders for Effective Implementation of Digital Licensing and Permitting Measures for Post- COVID-19 Economic Recovery”, but does not duplicate the work, as it focuses on MSME integration into the global economy through leveraging the omni-channel environment. This project also contributes to the DESG’s implementation of the AIDER, and several of its pillars, as noted above. This project specifically encourages cross-fora collaboration with the SMEWG and the EC by encouraging their participation in the Workshop and contributions to the Project Summary Report. As noted above, it directly supports the SMEWG Strategic Plan 2021 – 2024 and the EC’s Enhanced APEC Agenda for Structural Reform (EAASR).
