This project aims to advance net-zero based on bioenergy with innovation and entrepreneurship, contributing to the growth and development of the BCG economy in the APEC Region. Its main idea, Green Synergy, produces biofuels and biohythane through biorefinery and converts the technology into the bioeconomy via business models. It meets the APEC 2023 United States Theme “Creating a Resilient and Sustainable Future for All” and matches the APEC 2022 Bangkok Goals on the “Bio- Circular-Green (BCG) Economy.” The project outputs include Policy Review, Green Synergy Solutions Event in Chiang Mai, Thailand in September, 2024, and Project Report. The event will involve speakers and participants such as representative regulators, technology developers, and young entrepreneurs from academia, institutes, and public and private sectors such as MSMEs. Through the outputs, the project will facilitate resilience, sustainability, and inclusivity of APEC economies in line with the strategic orientations of the PPSTI, SMEWG, and EWG.

Relevance

Benefits to Region

Inappropriate treatments for biomass processes have caused greenhouse gas emissions in the APEC region over the past decades. Biomass is rich in carbon, nitrogen, and phosphorous nutrients. It is suitable to be utilized for biofuel, especially biohythane, and biofertilizer production through the synergetic biorefinery process, which could further transform into the bioeconomy via business models. This project aims to facilitate net- zero emissions based on bioenergy technologies that convert biomass to green biohythane. Thus, it sets a collaborative and connective platform among academia, research institutes, and public and private sectors such as MSMEs to discuss Green Synergy based on advanced, affordable, innovative, and practical green hydrogen energy to advance net-zero emissions and mitigate greenhouse impact in the APEC region to fulfill a resilient, sustainable, and inclusive future.

Eligibility and Fund Priorities

The project concerns building capacity for MSMEs on entrepreneurial and innovative solutions to the traditional energy transition toward cleaner, renewable, and green energy, advancing net-zero emissions for the resilience and sustainability of APEC economies. It plans to encourage entrepreneurship, innovation, and start-ups, to empower young entrepreneurs to recognize BCG economic issues, and to ensure business competitiveness for MSMEs. Thus, ACABT intends to apply for the APEC Support Fund (ASF), the Sub-Fund on Micro, Small and Medium Enterprises (MSMEs).

Furthermore, the project’s concept aligns with the eligibility criteria with its capacity building and networking activities to meet the beneficiary economies’ specific needs by developing and strengthening the business models for MSMEs. It features the perspectives of resilience and sustainability for BCG that could be achievable by the net- zero based on bioenergy. The Policy Review, Green Synergy Solutions Events, and


Project Report will lead written and oral discussions among government, academia, research institutes, and public/private sectors such as MSMEs and conclude countermeasures for economies to protect energy supply from disasters considering various economy-specific circumstances concerning geographical, environmental, economic, and social conditions.

Capacity Building

This project plans to hold the Green Synergy Solutions Event, including the Workshop, Training Course, and self-funded Demo-site Best Practice to promote state-of-the-art bioenergy and net-zero technologies. The participants, especially entrepreneurs, will acquire practical viewpoints, knowledge, and experience for entrepreneurial solutions to improve the circumstances of social and environmental issues in their economies. The developing APEC economies will obtain, maintain, reinforce, and cultivate capabilities to advance the policies and regulations in their economies on bioenergy and net-zero development. The above is to build capacity for APEC economies with knowledge, abilities, skills, and technical know-how in Green Synergy Solutions, which then improve the economic and social well-being of the people in the APEC region. Besides, it will encourage entrepreneurship, innovation, and start-ups, empower MSMEs to recognize BCG economic issues, and ensure their business competitiveness. Moreover, as the economies' needed capacity is built, the long-term effect of the above will benefit co- prosperity and intergrowth in a more resilient, sustainable, and inclusive future, allowing the project beneficiaries to advance the attending economies and even the connective community spirit among the APEC members.



Objectives

The project objective is to promote Green Synergy Solutions through a collaborative and connective framework among academia, research institutes, and public and private sectors. Green Synergy Solutions Event, including Workshop, Training course and Demo- site Best Practice, will equip participants, such as young entrepreneurs from MSMEs, with theoretical knowledge and technical know-how on bioenergy and net-zero to solve problems and improve circumstances for social and environmental issues. It will build the capacity of MSMEs to encourage entrepreneurship, innovation, and start-ups in bioenergy and net-zero businesses. Moreover, policy recommendations from legal analyses in the Policy Review and panel discussions in the Workshop will guide representative regulators, technology developers, and young entrepreneurs on the pathway to BCG economic growth and ESG development with resilience, sustainability, and inclusivity in the APEC region.

This project meets the APEC 2023 United States Theme “Creating a Resilient and Sustainable Future for All (1),” followed by the goals of building resilience, strengthening environmental sustainability, and advancing inclusive policies. With an emphasis on facilitating green growth, clean energy, and agricultural biotechnology, the theme’s conceptual framework matches the project objective which is to facilitate net-zero based on bioenergy through Green Synergy. Moreover, the APEC 2022 Bangkok Goals on the “Bio-Circular-Green (BCG) Economy (2),” under the 2022 Leaders’ Declaration, integrates economic approaches where STI are for creating value, reducing waste, advancing resource efficiency, and promoting sustainable business models, which corresponds with the concept of Green Synergy Solutions. ACABT (3) has well-developed bioenergy technologies such as biohythane production and storage as the basis of net- zero emissions for resilience and sustainability in this project. Through the Green Synergy Solutions Events, MSMEs with youth, female, and groups with untapped economic potential in the APEC region will move closer toward the ideal BCG economy with an essential condition of the local’s prospects to build an interconnected APEC region with resilience for economic prosperity, to enable an innovative environment with sustainability, and to affirm an equitable future with inclusivity for all.

Forum

The project aligns with PPSTI Strategic Plan 2016-2025 (4), SMEWG Strategic Plan 2021-2024 (5), and EWG Strategic Plan 2019-2023 (6). First, the Policy Review, Green Synergy Solutions Events, and Project Report will follow the PPSTI Strategic Plan that underlines the enhancement of capacity building in innovative growth and infrastructure development at the individual and institutional levels regarding knowledge, abilities, skills, and uptake of innovation outputs. Second, to improve entrepreneurship, innovation, and start-ups as the SMEWG Strategic Plan suggests, the Workshop, Training Course, and Demo-site Best Practice (Self-fund) for building capacity from STI to MSMEs will strengthen young entrepreneurs’ business competitiveness. Third, this project agrees with the EWG Strategic Plan that emphasizes the enhancement of energy resilience and access by achieving an affordable, reliable, resilient, and sustainable energy supply. It features best practice sharing on energy availability with state-of-the- art biohythane technologies through Green Synergy. By strengthening MSMEs’ capacity and promoting bioenergy and net-zero, this project will solidify STI’s role in pursuing resilience, sustainability, and inclusivity through technical and social solutions, aligning accordingly with the above APEC fora’s strategic orientations.

Policy Review will be a written legal analyses (with at least 8 pages in outlines and 24 pages in full-text excluding appendixes) by desktop research with secondary data and information on two themes – “Green Energy Technologies Empower Net-Zero Energy Transition (General APEC region)” and “BCG Economy Models Enhance Net-Zero Societal Transformation (Thailand).” It will indicate critical issues in the APEC economies that lead to the key findings that help us make valid policy recommendations as references for the panel discussion. As the authorities are engaged in the international treaty and comply with its obligation by net-zero for ESG, we need legal studies that focus on developmental policies regarding the role of bioenergy technologies and BCG models in achieving net-zero and how it will contribute to resilience, sustainability, and inclusivity of APEC economies.

2) Green Synergy Solutions Events

Green Synergy Solutions Event will include a Workshop, Training Course, and Demo-site Best Practice in Chiang Mai, Thailand. Workshop speakers such as policymakers and experts will address BCG-related policy issues and share knowledge and experience of cutting-edge Bioenergy, BCG, and Net-Zero development. Training Course participants are young entrepreneurs from MSMEs, colleges, and universities. Experts with relevant academia or industrial backgrounds will guide and teach the entrepreneurial trainees to present innovative and entrepreneurial solutions to environmental and social issues with feasible business models. Demo-site Best Practice will be held at the Asian Development College for Community Economy and Technology (AdiCET), Chiang Mai Rajabhat University (CMRU) (https://www.adicet.cmru.ac.th/web2019/about-us/). AdiCET features a demo-site of renewable energy technologies to showcase real applications for sustainable living, which will provide participants a place to practically explore how the application of Green Synergy mechanism works to realize the Net-Zero Emissions. The event will ensure participation with at least 14 economies, 8 travel-eligible economies, 12 experts, 40 participants, and 40% female for gender equality. Besides, this project set target goals of 55% of participants, 60% of participants from developing economies, and 50% of female participants with knowledge increase. Green Synergy Solutions Event will occur in Chiang Mai, Thailand in September, 2024. An Event Summary Report will capture the key takeaways of this event.

3) Project Report
Project Report will contain the project introduction, Green Synergy Solutions Event, outlined and full-text Policy Review, conclusion, and other annexed information such as agenda. In the Project Report, the section of Green Synergy Solutions Event will mention implementations and outcomes of the Workshop, Training Course, and Demo-site Best Practice (Self-fund). Policy Review will be outlined at least 8 pages (minimum) in the main body and appended in full-text 24 pages (minimum) as an annex of the report. The review will comprise descriptive and analytical studies on STI policies and regulations and at least 2 policy recommendations on “Green Energy Technologies Empower Net-Zero Energy Transition” and “BCG Economy Models Enhance Net-Zero Societal Transformation,” respectively. Project Report will be at least 24 pages in total excluding the annexes.

Policy recommendations of net-zero based on bioenergy:

Policy Review with recommendations will guide representative regulators, technology developers, and young entrepreneurs from MSMEs in practicing ESG approaches. The policy recommendations will elaborate on issues such as clean and renewable energy transition for net-zero and BCG economic transformation based on net-zero MSMEs through various pathways reflecting the different circumstances in the APEC economies. During the panel discussion, the above delegates will share and exchange ideas or opinions on policies and regulations regarding the development of affordable and practical bioenergy and net-zero technologies for ESG.

Capacity Building and Networking on Green Synergy Solutions:

Green Synergy Solutions Event, including the Workshop, Training course, and Demo-site Best Practice (Self-fund), will equip participants with theoretical knowledge and technical know-how on Green Synergy Solutions to innovatively solve problems and improve circumstances for social and environmental issues. Besides, the Training Course for young entrepreneurs will build capacity for MSMEs on BCG approach practices with technical and social solutions of Green Synergy, improving opportunities for MSMEs by making them more competitive, specialized, and innovative in ESG markets. Furthermore, the event will strengthen cooperation and collaboration via a connective network among governments, academia, research institutes, industries, and other public and private sectors in the APEC region.

Resilience, sustainability, and inclusivity in the APEC region:

Project Report’s informative and knowledgeable content will be accessible as a paperback and electronic publication. Its dissemination will benefit units and sectors such as MSMEs in making ESG impact and raising awareness of the importance of advancing affordable and reliable bioenergy access for energy resilience, facilitating clean and renewable energy for environmental sustainability, and promoting net-zero MSMEs for inclusivity of BCG economic growth. It will facilitate long-term co-prosperity and intergrowth across the APEC economies in pursuing a resilient, sustainable, and inclusive future for all.


Beneficiaries

Green Synergy Solutions Event will involve representative regulators, technology developers, and young entrepreneurs from public and private sectors in the APEC economies. Representative regulators are policymakers responsible for regulatory issues of ESG, net-zero emissions roadmap, energy transition, and economic transformation in governmental sectors. Technology developers are experts with professional backgrounds in cutting-edge biohythane, net-zero, clean and renewable energy, BCG economy, etc., working in academic, industrial, and other public and private sectors. Young entrepreneurial trainees from MSMEs can be undergraduates, graduates, and postgraduates interning or working on relevant green business models and innovative green products. The above speakers and participants will be the main attendants of the Workshop, Training Course, and Demo-site Best Practice (Self-fund).

Policymakers will address their investigations and observations on retrospective and prospective ESG development in their economies. Experts will share their knowledge and findings on relevant theoretical and technical applications of Green Synergy Solutions.

Young entrepreneurs will understand more about bioenergy, net-zero, and BCG from the Workshop delivered by policymakers and experts, develop skills to find and present innovative entrepreneurial solutions in the Training Course, and gain Green Synergy technical practice experience from the Demo-site Best Practice. Representative regulators, technology developers, and other participants may exchange ideas and opinions with each other on relevant issues during the event. Finally, yet essential for gender equality, there will be at least 40% female speakers and participants in the event.

Since this project applies the Aotearoa Plan of Action, it enables policymakers and experts to transfer knowledge and experience, developing human resources and skills for the future. It also encourages participants to propose innovative and entrepreneurial solutions, addressing the current environmental and social issues. Through the outputs, including Policy Review, Green Synergy Solutions Event, and Project Report, the outcomes will build a resilient and interconnected APEC region for economic prosperity, enable an innovative environment for a sustainable future, and affirm an equal and inclusive future for all. On the above basis, this project will move APEC economies closer to fulfilling the Putrajaya Vision 2040.

Dissemination

There will be a paperback and electronic publication for this project - the Project Report “Green Synergy Solutions to Net-Zero Emissions Based on Bioenergy Technologies for Resilience and Sustainability” in the APEC Project Database with ISBN and APEC Publication Number. APEC is the most suitable fund source for the project - “Green Synergy Solutions to Net- Zero Emissions Based on Bioenergy Technologies for Resilience and Sustainability.” The main idea of the project meets the APEC 2023 United States Theme “Creating a Resilient and Sustainable Future for All” and aligns with the APEC 2022 Bangkok Goals on “Bio- Circular-Green (BCG) Economy.” It supports the strategic orientations of APEC Working Groups such as PPSTI, SMEWG, and EWG with MSME-related capacity building and networking events on bioenergy-based net-zero, which will help youth, women, and groups with untapped economic potential move toward BCG for resilience and sustainability to enable an inclusive, innovative, and interconnected future. While in line


with ACABT’s long-term mechanism, these characteristics make this project consistent with APEC’s distinctive and prospective initiatives nowadays. Green Synergy Solutions Event are open to the attendance of stakeholders such as government officials, industrial specialists, academic professionals, and young entrepreneurs from APEC and non-APEC member economies engaged in bioenergy technologies and net-zero emissions.

Additionally, the event participants will include the attendees mentioned above as long as they register and take part in building their relevant capacity by acquiring knowledge, abilities, skills, and technical know-how from the Workshop, Training Course, and Demo- site Best Practice (Self-fund). The above reasons are APEC's advantages as the fund source for this project.

For cross-fora collaboration, this project will have SMEWG involved in the event for the forum’s emphasis on the priority of entrepreneurship, innovation, and start-ups, which agrees with this project’s idea to create opportunities for business model development as an essential part of ACABT’s mechanism, through the Training Course for young entrepreneurial trainees, especially those who are from communities in the APEC region, presenting groups with untapped economic potential. Besides, this project will facilitate the collaboration between PPSTI and EWG for its integrative main idea of net-zero emissions based on bioenergy technologies, of which the concept includes energy resilience, environmental sustainability, economic growth inclusivity that corresponds with EWG’s mission to reduce the carbon intensity of energy supply and usage across APEC members and agrees with EGNRET’s objective to facilitate innovatively clean, efficient, and renewable energy in developing economies. Moreover, ACABT will invite other specialized centers to the event. They could be the Asia Pacific Energy Research Center, APEC Sustainable Energy Center, APEC Center for Technology Foresight, APEC Center for Technology Transfer, and APEC SME Innovation Center. Finally, Non-APEC stakeholders like OECD and ASEAN will be welcome to the event for sharing various outlooks on resilience, sustainability, and inclusivity of community, society, economy, and environment.

Sustainability

ACABT has a long-term mechanism for operation and maintenance that will support the beneficiaries to carry forward the project results. This mechanism utilizes biomass resources from bio-wastes for conversion to biohythane/biofuels for bioenergy through biorefinery, which then turn into a bio-economy via business models. It will continue the project's main idea of promoting bioenergy-based net-zero to reduce CO2 and produce green biohythane and biomaterials for energy security and environmental protection through building ESG capacity for MSMEs. Green Synergy Solutions Event will feature capacity building on encouraging entrepreneurship, innovation, and start-ups, empowering MSMEs to recognize BCG issues and ensuring their business competitiveness. The project will empower communities and economies for resilience, sustainability, and inclusivity through BCG in the APEC region.

All the project documents about the outputs, such as Policy Review, Workshop, Training Course, Demo-site Best Practices, and Project Report will be available on the ACABT website for free open access. The Project Report will be published and disseminated to promote net-zero based on green biohythane through BCG with MSMEs for a resilient, sustainable, and inclusive future in the APEC economies. PPSTI, SMEWG, and EWG members will assist in delivering the paperback and electronic publication to the APEC economies. PPSTI representatives may translate the report into their language if needed. Any communities accessible to this knowledgeable and informative publication will benefit from the Green Synergy Solutions in the APEC region. The project outcomes will be available for other APEC working groups and specialized centers, such as SMEWG, EWG/EGNRET, Asia Pacific Energy Research Center, APEC Sustainable Energy Center, APEC Center for Technology Foresight, APEC Center for Technology Transfer, and APEC SME Innovation Center, to make sustainable ESG impacts on APEC economies.

The project will fulfill the increased utilization of clean and renewable bioenergy and the decreased utilization of traditional fossil fuels for contributing to net-zero emissions.

Thus, APEC economies will benefit from less greenhouse gas emissions and the impact mitigation on human health and welfare. This project will facilitate the developmental progress of the economic growth priorities and goals toward the Putrajaya Vision 2040 with resilience, sustainability, and inclusivity by applying the Aotearoa Plan of Action to build capacity for developing skills to address environmental and social issues. Last but not least, ACABT and co-sponsoring APEC economies, such as Chile; Indonesia; Malaysia; The Philippines; and Thailand will track the member economies interested in taking forward the policy recommendations in the Policy Review as a part of the Project Report annually.


Project Overseers

The Project Overseer is Prof. Dr. Chen-Yeon CHU, the Executive Secretary of the APEC Research Center for Advanced Biohydrogen Technology (ACABT). He works as a Professor at the Green Energy and Biotechnology Industry Research Center (GEBC) and a Director of the Institute of Green Products (IGP), Feng Chia University. Besides, he serves as an Executive Secretary of the World Bio-HyLinks (WBHL) and a Vice President of the Biohydrogen Division, International Association for Hydrogen Energy (IAHE).

Prof. Dr. Chen-Yeon CHU has skills and expertise in Chemical Engineering, Energy Engineering, and Environmental Engineering.
