Project Summary |
According to UNESCAP, the Asia-Pacific region is moving towards an aging population. By the end of 2022, there will be 480 million people in the Asia-Pacific region over the age of 65. Therefore, an aging society is an issue that every Asia-Pacific region must be faced, and nutrition plays a key role in elderly health. In order to improve elderly nutrition, Chinese Taipei has adopted measures to promote an age-friendly dietary environment. We referred to international practices and dietary trends, and through cross-ministerial, NGOs, and corporate cooperation, developed a manual on the quality of diet for the elderly, and set up community nutrition promotion center, providing more comprehensive and nutrition services for the community elderly. Chinese Taipei will hold an international conference, inviting international experts, NGOs and APEC economies to participate in the conference, which focuses on elderly nutrition and jointly creates an age-friendly healthy eating environment.

(1) According to UNESCAP the Asia-Pacific region is moving towards an aging population. By the end of 2022, more than 480 million people in the Asia-Pacific region will be over 65 years old. By 2050, there will be 1 billion people in the Asia-Pacific region over 65 years old. Therefore, an aging society is a matter that all Asia-Pacific regions must consider; and the “UN Decade of Healthy Ageing: Plan of Action 2021-2030” has pointed out that the elderly need to improve their own health through health promotion to be able to age with dignity. However, nutrition plays a key role. A healthy diet can not only delay disability, reduce the occurrence of non-communicable diseases, improve the life expectancy, but also reduce the financial cost of medical treatment. (2) In order to improve elderly nutrition, Chinese Taipei actively promotes the legislation of the "Nutrition and Healthy Diet Promotion Act" with reference to international nutrition policies and practices. Chinese Taipei developed elderly nutrition pamphlet, elderly nutrition manual, and elderly diet texture manuals. In addition, it also set up community nutrition promotion centers across all 22 counties and cities and hire professional nutritionists to provide comprehensive nutrition services for the elderly, such as: nutrition screening, nutrition education and nutrition surveys. In addition, for the elderly with bad teeth, the texture-adjusted diet was introduced. We also trained teaching personnel, established shared-meal locations, and coordinated restaurant operators, and through inter-professional cooperation and diverse advocacy, we jointly created an-age- friendly healthy eating environment The purpose of organizing this seminar is to promote the latest diet strategies for the elderly from the perspective of strengthening healthy aging, and to share the result of how economies cooperate with cross-departmental organizations, non-governmental organizations, and companies to promote healthy diet in an aging society with scientific evidence. We hope to organize this seminar to provide each member economy with a tool suitable for local conditions, including a platform for sharing and discussing public policies, educational resources, and scientific and technological resources, and to construct indicators for the progress of healthy eating in an aging society.
Eligibility and Fund Priorities
To qualify for the IERG sub-fund, the priority for this project is Healthy Asia-Pacific 2020 initiative, focuses on advancing the implementation of the unfinished Millennium Development Goals (MDGs) and strengthening the prevention and control of non- communicable diseases. This project aims to continue the Millennium Development Goals (MDGs) and implement the goals in the Sustainable Development Goals (SDGs) 3.4 and 3.8, which can"reduce the Non-communicable diseases deaths through prevention, treatment, and promotion of mental health and wellbeing." and " achieve universal health coverage (UHC) UHC ensures that all people and communities receive the health services they need, ranging from health promotion to prevention, treatment, rehabilitation and palliative care throughout their lives, all of sufficient quality to be effective while also preventing financial hardship."
Therefore, this project offers participating economies the opportunity to understand how to create the elderly dietary guidelines, thereby contributing to preventing non- communicable diseases through multi-sectorial approaches.
Capacity Building This project aligns with the capacity-building goals as it focuses on sharing the latest strategies and practices of changing eating habits and adjusting food texture to promote the elderly nutrition and health through the public-private cooperation, with the purpose of establishing sustainable growth and equitable development in the Asia-Pacific region. It aims to promote sustainable growth, equitable development, and improve the social well-being, create an age-friendly environment, and continue to reduce the occurrence of non-communicable diseases and the burden of care for the elderly. It is expected to generate synergistic benefits, mitigate health inequalities, and establish international communication channels to achieve the above long-term goals.

Objectives |
1. Invite international NGOs, APEC economies and stakeholders to share the latest strategies and practices on how to enhance the nutrition and health of the elderly by strengthening dietary intake and adjusting food texture. 2. Enable APEC economies to jointly create an age-friendly and healthy eating environment through the promotion of nutrition laws, systematic surveys, empirical data collection, interdisciplinary cooperation, and advocacy initiatives. Share the Chinese Taipei’s experience in promoting elderly nutrition, from guideline formulation, material design, teacher training, nutrition services, digital technology assistance, and cross-field cooperation.

This project aims to establish a framework for a healthy, safe, and sustainable elderly dietary system while promoting public policies to enhance our elderly healthy diet. It specifically addresses the interconnection between the issue of healthy diet and aging society. This project aligns with the "Strengthening Health Systems ", which is among the policy priorities of "APEC 2023 themed” “Creating a Resilient and Sustainable Future for All. It’s also in support of 2011 APEC Action Plan for Non-communicable Diseases and APEC's economic collaboration in the prevention and control of non-communicable diseases. Its overarching goal is to foster a principle of safety, health, and sustainable development.
Forum
(1) This project aligns with the 2021-2025 strategic plan goals of the APEC Health Working Group (HWG) to promote the health and well-being of populations throughout their lifespan, with a specific focus on preventing and controlling non-communicable diseases. (2) It also supports the action outlined in "North Star: A 2030 Strategy for Enabling Resilient Health Systems and Promoting the Health of our Populations in the Asia Pacific." In particular, the project emphasizes the prevention and management of non- communicable diseases and addresses the intersection of health and economic concerns. This plan also directly responds to the 12th APEC High-Level Meeting on Health and Economy, not only echoing the "balance health and economy" proposed by the meeting, but also "increasing investment in global health security" to create an era of common prosperity.

Outputs
1) Background Research
Background Research is part of pre-conference assessment. We will conduct desktop research analysis and internal discussion. The background research will be fed into the Project Summary Report. 1. Understand public policies on healthy eating in an aging society, including policies and objectives. 2. Explore available educational resources to support the dissemination of healthy eating practices.
3. Study educational tools and training plans to support the promotion of healthy eating.
Target economies and identify the potential audience: a total of all 21 APEC economies and assumed the audience needs and interests by attending this conference, and we will search for the elder nutrition of all APEC economies from existing open access data from WHO official website.
2) 1-Day International Conference This conference will be conducted through a 1-day international conference, providing a platform for the exchange of experiences and knowledge among APEC economies. 1. 1.The conference will be conducted for full day (8-hour) in Taipei City, Chinese Taipei, in March 2025, under the tentative theme "International Conference on Promoting Healthy Aging of the Elderly through Healthy Eating". The conference program will include a plenary keynote speech, three different themed presentations with 2-3 subtopics each, followed by panel discussions. 2. The topics of the presentations will cover:
(1) Building an age-friendly eating environment: conducting systematic national nutrition surveys, developing dietary guidelines for the elderly, and adjusting food texture to create a friendly eating environment. (2) Promoting awareness and behaviors of healthy eating: discussing the importance of nutrition for the elderly from a healthy eating perspective and how good dietary behaviors can reduce non-communicable diseases, lower healthcare expenses, and mitigate healthcare inequality. (3) Technological assistance to enhance nutritional care: utilizing interactive nutrition education, enhancing elderly participation and cognitive abilities, and utilizing information platforms to understand nutritional issues and provide relevant care services. After each themed presentations, there will be a 20-30 minute discussion session for all participants to engage with conference speakers. The final session to recap key discussions and recommendations resulted from the conference in the end of the conference. 3. Expert moderators and speakers specializing in elderly health and nutrition from APEC economies and NGOs will be invited to share their latest updates, practices, and experiences in this field, thus promoting awareness and societal well-being regarding healthy aging and nutrition. 4. A post-conference evaluation will be conducted through a questionnaire survey to assess the satisfaction of participants and experts, as well as to collect feedback and suggestions. 5. Target audience: Approximately 6 speakers and around 100 participants from APEC economies, including public health officials, researchers, professionals in the field of elderly health and nutrition, NGO representatives, and stakeholders, are expected to physically attend the conference.
3) Project Summary Report The working group in Health Promotion Administration (HPA), Ministry of Health and Welfare, Chinese Taipei will produce a Project Summary Report after the conference completion, which will include the summaries of key presentations, result of the surveys, conclusions and lesson learned, key findings, recommendations and successful experiences from economies regarding "Healthy Aging and Nutrition". It will also be shared with conference participants and interested stakeholders electronically. The Project Summary Report for publication will be approved by APEC members and abide by relevant APEC guidelines and project guidebook.
Outcomes
1) In this International conference on Promoting Healthy Aging through Healthy Nutrition, we anticipate achieving the following outcomes: (a) Provide a platform for exchanging experiences and policy-making, promoting the healthy aging through healthy nutrition among APEC member economies. Participants will gain insights from successful cases in different APEC economies, establishing effective policies on healthy aging nutrition through learning and exchanging ideas. Examples of such policies could include dietary texture modification and community-based nutrition promotion centers to enhance the nutrition and health of elderly individuals. After the conference, we will assess participants' acceptance of the shared knowledge and experiences, as well as their perceived applicability to their respective economies or regions, through a post-conference evaluation questionnaire.
2) Enhance participants' awareness and understanding of the importance of healthy nutrition for the elderly. Through keynote speeches, expert discussions, and research presentations, participants will gain insights into the latest research, trends, and information related to healthy aging. Additionally, we will assess participants' knowledge gain and shifts in their perspectives regarding the conference topics through a post-conference survey. This will help us evaluate the effectiveness of the conference in raising awareness and promoting understanding of healthy nutrition for the elderly.
3) Foster interdisciplinary collaboration. Throughout the conference, we will bring together experts from diverse professional backgrounds and fields, including NGOs, APEC member economies, and stakeholders. Through panel discussions, participants will have potential opportunities to collaborate and develop concrete action plans for promoting healthy aging among the elderly population.
Beneficiaries
1. Government officials: This includes health policy makers and public health officials from the health department. 2. Private organizations from APEC economies: This includes healthcare professionals and healthcare administrators, among others. 3. Other partners (including NGOs): Such as the World Health Organization or nutrition- related associations and other relevant non-governmental organizations. 4. Researchers and scholars: This includes scholars and experts conducting research in the fields of health science, nutrition, gerontology, and other related areas. They will have the opportunity to exchange ideas with colleagues from different economies, share research findings, latest discoveries, and innovative approaches to promote knowledge related to elderly health diets. This conference will share strategies, experiences, and knowledge in promoting elderly health diets and enhancing quality of life. Participants are expected to directly benefit from the following three aspects: a. Learning from the successful experiences of other economies in promoting elderly health diets, besides the elderly population within APEC economies will also benefit. b. Exploring ways to apply innovative technologies to healthcare systems to effectively reduce health issues among the elderly. c. Acquiring the latest strategies and knowledge to address challenges faced in elderly health diets. This conference will provide a multinational platform for participants to learn from each other, establish collaborative relationships, and collectively explore cooperative efforts in promoting healthy aging through a focus on healthy diets. Participants will also have the opportunity to learn about successful experiences and strategies related to elderly health diets from different economies and apply these experiences to their respective fields, thereby promoting a healthier and higher quality of life in aging societies.

Dissemination |
Prior to the conference, the presentation slides for each speaker and relevant materials such as the conference agenda and questionnaires which questionnaires including pre- conference questionnaires and post-conference questionnaires will be collected and compiled by PO. These materials will be distributed before the conference either in physical copies or via email. Approximately 100 physical copies will be distributed at the venue. The conference materials will adhere to APEC guidelines on publications, logos, and copyrights. Additionally, the project summary report will be first placed on the APEC website, and then uploaded to the official website of the Health Promotion Administration, Ministry of Health and Welfare, for public access. It will include a QR code that can be scanned to access all the information about the conference, including the APEC-produced website and links to the official website of the Health Promotion Administration. This will provide free online access to the information for public health professionals and medical practitioners, regardless of their attendance at the conference. During the conference, media publicity will be conducted through various activities such as press releases, press conferences, and social media promotions (e.g., the official Facebook page of the Health Promotion Administration). These publicity efforts will help raise awareness of the conference and attract more attention from the public. We will also invite domestic and international experts and scholars to participate in the conference, and encourage them to publish their research findings in relevant academic journals to further disseminate and share the important content of the conference. Through these communication measures, we hope to widely promote the concept of promoting healthy aging through healthy nutrition and facilitate international cooperation and exchange in this field.

We aim to involve all Ministries/Departments of Health from APEC economies in nominating eligible participants for this conference. Throughout the project preparation, we will collaborate with co-sponsoring economies and relevant institutions. Representatives from the Health Working Group (HWG) will be invited to attend the conference, ensuring their active participation and contribution. Additionally, We will invite representatives from the HWG to attend the conference. Experts from APEC member economies will also be invited to participate as either moderators or speakers.

This conference will provide a platform for APEC economies to share the latest knowledge and experiences in elderly health diets (such as dietary texture modification, elderly nutrition screening, and elderly nutrition education), and share the achievements of promoting elderly health diets in Chinese Taipei. During the conference, speakers can share successful and feasible models for promoting elderly health diets, so that participants from APEC economies can learn relevant knowledge from these presentations, review policies, improve social welfare, and establish a friendly environment for elderly diets. We hope that participants can conduct more research on elderly health diets and formulate new strategies after returning to their own economies. The relevant materials of this conference (project summary report, presentations, etc.) will be distributed to stakeholders for future reference. We will provide contact information (their contacts are shared after receiving consent) for speakers and moderators to further discussions with all participants. We also hope to enhance communication (holding regular meetings etc.) among APEC economies regarding elderly health diets after the conference. These practices will ensure that the knowledge and experiences of this conference can continue to promote standards and social welfare related to healthy aging for the elderly.

Dr. Wu is currently the Director-General of Health Promotion Administration (HPA), which is the authority responsible for managing the economy-wide health promotion system Chinese Taipei. Dr. Wu envisioned the enhancement of assessment on chronic disease risk factors and health status of older people. Dr. Wu is not only involved in the development of the health information sharing system, but also promoted the system to healthcare providers and the public.
