Project Summary |
In the interest of facilitating APEC’s role in promoting regional economic cooperation, there is a course of action to increase awareness of the incorporation in trade agreements, provisions related to sustainable development. These provisions can be included in a chapter devoted to sustainable development, environmental or social matters.
However, the effectiveness of the design of these provisions in contributing to sustainable development may be debated. This project aims to provide policy makers with an understanding of how Voluntary Sustainability Standards (VSS) could be implemented and could contribute to sustainable trade. Also, the project will analyze the interaction, if any, of VSS with international trade obligations, including free trade agreements (FTAs) and World Trade Organizations (WTO) Agreements.

Relevance |
Region: In the interest of facilitating APEC’s role in promoting regional economic cooperation, there is a course of action: to consider the incorporation of objectives, such as sustainable development provisions or social and environmental protection provisions in international trade obligations. The idea to foster sustainability provisions as part of economic partnerships may be beneficial for the APEC member economies, not only to contribute effectively to promote sustainable development practices in the region, but also to increase support for an open trading system. How these provisions are designed can help address challenges faced by developing economies. This project thus seeks to advance the knowledge of this discourse through the use of Voluntary Sustainability Standards (VSS), and to explore their potential role in facilitating trade and promoting sustainable development. Furthermore, the project will look into the link of VSS in the context of international trade obligations, including FTAs and WTO agreements. When VSS are expected in order to enter a market or when public bodies incorporate VSS in their regulatory frameworks, questions can be considered about (1) whether VSS constitute technical barriers to trade and (2) whether the non-discrimination principle (discrimination of products and of standards) is maintained. In essence, this project will explore the opportunities of cooperation with regards to VSS.
Eligibility and Fund Priorities: This project meets the eligibility criteria of the ASF - General Fund, because it supports “capacity building need for APEC developing economies”. This project is also aligned with the following priorities: (i) Developing Human Capital; (ii) Safeguarding the quality of life through environmentally sound growth; and (iii) Promoting the development of knowledge-based economies.
Capacity Building: Building upon the APEC SCSC 06 2019A project, the capacity building of this projectaims to identify APEC priority areas, where cooperation among the member economiescould facilitate the uptake of VSS. This project seeks to study the opportunities andchallenges of embedding sustainability measures provisions and explore how VSS, mightcontribute to sustainable trade. This capacity building is especially needed for developing member economies to contribute to understand the potential effects of VSS in sustainable trade.

Objectives |
The objective of this project is to advance the APEC member economies’ understanding of Voluntary Sustainability Standards (VSS), including related opportunities and challenges of their implementation as well as how VSS could promote cooperation mechanisms among APEC member economies when VSS are based on science and follow internationally agreed methodologies, and analyze the interaction of VSS on the WTO Agreements.

APEC: This project is aligned to the APEC forum, because one of the drivers of the Putrajaya Vision to 2040 named “Strong, Balanced, Secure, Sustainable and Inclusive Growth ”talks about economic and technical cooperation towards achieving sustainable growth in the region, because APEC promotes cooperation and growth which support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet. Also, it is aligned with the driver of the Putrajaya Vision named “Trade and Investment”, which aims to promote the stability and predictability of international trade flows according to agree upon rules of the WTO.
Furthermore, is in line with the Aotearoa Plan of Action, since according to the driver “Strong, Balanced, Secure, Sustainable and Inclusive Growth” economies have to cooperate in relevant APEC fora to develop, encourage and exchange best practice policies, and promote capacity building programs, that address all environmental challenges and support sustainable growth. In addition, in line with the driver “Trade and investment” economies will increase trade predictability and openness by improving economies’ transparency through trade measures and policies.
Forum: This project overall aligns with APEC SCSC’s initiatives, namely cooperation on technical infrastructure development, enhancing the information exchange and knowledge on matters related to standards and conformance, further increasing the transparency and access to information across the APEC region, and encouraging business awareness and involvement in the whole process. Also, this project is in line with “The Medium and Long-Term Action Plan” of the APEC Sub-Committee of Standards and Conformance(SCSC): Alignment of national standards with international standards in priority areas.

Output 1 - Research Analysis and Research Report: The Research Analysis endeavors to deepen the understanding of Voluntary Sustainability Standards (VSS) and their role as a tool for fostering market development and trade. Moreover, it is aimed to comprehensively examine both the opportunities and challenges inherent in the implementation of VSS. By delving into these aspects, the analysis aims to provide actionable insights for policymakers and stakeholders with a focus on APEC member economies. The research analysis report will contain a minimum of 20 pages in length (excluding annexes), and will comprise the following sections:
1.1 Diagnostic report: This section will offer a general overview of VSS and address challenges in implementing VSS in particular for APEC member economies (for example VSS acting as trade barriers in certain cases). This will be based on prior APEC Projects related to VSS, as well as UNFSS publications and research papers from UNFSS Academic Advisory Councilmember universities, as well as material from APEC member economies. Duration: 1,5 months.
1.2 Survey Analysis: It will conduct an online survey to gather information on challenges related to VSS, areas where VSS can be leveraged, challenges in implementing VSS as it pertains to the WTO Agreements, among other findings. The analysis will be compiled in this section.. Duration: 3,75months.
The Research Analysis report will not be an APEC publication but will be distributed to SCSC members and participants of 15th SCSC Conference prior to the conference as background information. The findings of the Research Analysis will be included in the Final Project Report.
Output 2 - Dissemination15th SCSC Conference: Preparation and delivery of 15th SCSC Conference discussions to be held face-to-face in Lima, Peru. To disseminate the findings of the research, provide an exchange of knowledge and gather feedback from the APEC member economies. Preparation: 3 months; 15th SCSC Conference: 2 days.
15th SCSC Conference: Leveraging Voluntary Sustainability Standards (VSS) to strengthen APEC member economies’ trade partnerships and economic cooperation.
The event aims to: 1.Provide knowledge on the various VSS in the APEC region. 2.Discuss issues related to VSS in selected sectors in the APEC region and sharing of best practices on implementation of VSS by APEC member economies. 3.Present the Research analysis and report on Leveraging VSS to Strengthen the APEC member’ trade. 4.Propose Policy recommendations to SCSC for consideration. The two days Conference will be organized as follows: Session 1: Understanding Voluntary Sustainability Standards: introduction, emergence and evolution of VSS, drivers behind the rise of VSS, stagnation of VSS Session 2: How VSS Work: Setting Sustainability Standards, ensuring compliance with standards (conformity assessment and compliant system).Traceability Session 3 VSS in International Trade: market access regulation (including WTO SPS and TBT agreements), trade policy, public procurement and due diligence, Session 4: Breakout session to identify gaps and opportunities through discussion on topics such as key challenges/ issues/ research findings/ case studies, and reflect on practical application to their home economies. Session 5: Key learnings and Future perspectives in the context of APEC Economies
Output 3 - Final Project Report: The Final Project Report will include the findings of the research analysis and report, summary, key learnings and conclusions of the 15th SCSC Conference as well as policy recommendations to provide guidelines in the manner of learning outcomes and considerations to explore future perspectives in the context of APEC Economies. The length of the report will be 30 to 40 pages (excluding annexes and references). The Final Project Report will be an APEC publication and it will be published electronically on the APEC website.
Duration: 2 -3 months.
Outcomes: 1) Increased knowledge and understanding of the participants of Voluntary Sustainability Standards (VSS) includingrelated opportunities and challenges of their implementation.
The knowledge and understanding will be measured by % of participants reporting increased knowledge andunderstanding of VSS in the Post-event Survey.
2) Strengthened capacities of the participants in evaluating how VSS could contribute to sustainable trade and serve as a cooperation mechanisms among APEC member economies when VSS are based on science and follow internationally agreed methodologies.
This outcome will be measured by the % of participants reporting their capacities were strengthened related to how VSS could contribute to sustainable trade in the post-event survey.
Beneficiaries: Beneficiaries of this project include policy makers, accreditation bodies, certification bodies and industry players, SMEs and trade promotion bodies.
This project focuses on policymakers at this initial stage as project participants. Policymakers, which include those involved in the WTO Agreements, trade facilitation, agriculture, and commodities, are expected to benefit from this project. Through better understanding of VSS, policymakers will be able to better assist at the relevant levels involved in the supply chain.

Dissemination |
The number, form and content of any publications: The results of the research analysis and report, survey questionnaire, workshop, and policy recommendations will be captured into a written document named Final Project Report that can be published electronically on the APEC website. This information will be accessible to the public following the workshop to ensure that only updated information is reflected therein.
UNCTAD logo will be reflected on the reports / conference materials to recognize the partnership and contribution. A sponsorship agreement will be signed in the initial stage of the project implementation. -Channels of dissemination: Only the APEC website will be used to share the publication so as to track how many times it has been downloaded. -The target audience: The target audience would include government regulators, trade officials, representatives of industries, and national standards bodies. -Any intention to sell outputs arising from this project: There is no intention to sell the outputs arising from this project. Member economies will be encouraged to disseminate results of the workshop with their respective agencies and business communities through their websites.

At the APEC level, cross-fora collaboration can be benefited with CTI and groups such as MAG, Policy Partnership on Food Security (PPFS), Agricultural Technical Cooperation, Experts Group on Illegal Logging and Associated Trade (EGILAT), Oceans and Fisheries and SMEWG. This project may also leverage on work done in some of the existing initiatives by both APEC and non-APEC interested parties such as the PPFS Principles for Achieving Food Security Through Sustainable Agri-Food Systems in the APEC Region, the United Nations Forum on Sustainability Standards (UNFSS), an initiative of 6 UN agencies FAO, ITC, UNECE, UNIDO and UNEP, coordinated through UNCTAD; international standardization organizations such as ISO; standardization alliances such as the ISEAL Alliance; multilateral trade institutions like the WTO; and those actors participating within these initiatives.
UNCTAD's role in this partnership involves providing in-kind support, including, but not limited to, sharing subject matter expertise and a roster of experts. This support will be acknowledged in the various reports, including the final report, and in the 15th SCSC Conference. UNCTAD logo will be reflected on the reports / conference materials to recognize the partnership and contribution. A sponsorship agreement will be signed in the initial stage of the project implementation.

Sustainability |
Dissemination of publication will be encouraged through participants, and access to the Final Project Report through APEC's website monitored. One year following the Conference, a follow-up questionnaire will be circulated with participants to monitor outcomes. Feedback will be reported in SCSC meetings. In order to further disseminate the project outputs, the PO will work with co-sponsors, all interested APEC economies and stakeholders, to explore the possibility of using other information distribution networks to disseminate the project deliverables. This will be a way to engage stakeholders, and it is expected to increase the application of experiences and knowledge shared in the workshop. Also, the PO will disseminate the information of the project in different standardization forum and workshops.

Mrs. Soraya LASTRA is Executive of Planning, Project Management and TBT Information Center in the Standardization Directorate of the National Institute of Quality – INACAL. She is the Project Leader of ISO/CD 17317 Biodiversity — Guide for the characterization of products derived from native species which belongs to ISO/TC 331 Biodiversity. She has experience implementing APEC Projects as she was the APEC Project Overseer CTI 202015T – 11th Conference on Standards and Conformance. She has been working in the Peruvian Standards Body since 2007 and have occupied different positions in the Peruvian Standards Body such as Senior Standardization Specialist and Technical Expert in the Standardization and non-tariff barriers Surveillance Commission in INDECOPI (past Peruvian Standards Body). As part of her duties, she was involved in SCSC activities since 2008 and she was technical support of the Project Overseer of the 7th Conference on Standards and Conformance, which was held in Peru in 2008.
