Project Summary |
As the topic of the 2022 APEC Economic Policy Report on “Structural Reform and a Green Recovery from Economic Shocks” implies, a better platform will be provided for economies to compare green policy approaches and their contribution to inclusive and sustainable growth. As a very important incubator of green development, creating more green jobs now is at the heart of the COVID-19 recovery to facilitate a resilient and sustainable socioeconomic recovery. However, many economies still lack in a holistic and updating policy frameworks and specific policies to support the green jobs development. Workers in the region are also in demand for fostering and sharpening green skills to meet the requirement of green jobs and sustainable socioeconomic recovery.The project objective is to promote capacity building of policymakers in APEC economies by figuring out priority areas, challenges and exploring good practices in human resources development to support green jobs and green skills in the region. Through joint research and international forum, policy recommendations will be proposed to promote the “the structural reform and a green recovery from economic shocks”, which reflects the concern in Policy Paper: Priorities for APEC 2022 Thailand, 2017 APEC strategy for Green, Sustainable and Innovative MSMES and the APEC Putrajaya Vision 2040.

Relevance |
Issues: Green jobs are central to sustainable and resilient development in creating decent jobs, enhancing resource efficiency and helping build a low-carbon sustainable society. After 2008 financial crisis, green jobs rose to the forefront and were expected by governments to play an important role of expanding employment and driving global economic growth. According to the ILO (2018a), up to 14.2 million net green jobs can be created by 2030. The LinkedIn's Global Green Skills Report 2022 states that green workforce is increasing as a percentage of the global workforce, from 9.6% in 2015 to 13.3% in 2021, a growth rate of 38.5%. Therefore, it is of great importance for APEC economies to conduct in-depth research and exchanges in promoting green jobs to achieve a resilient and sustainable recovery in the aftermath of the pandemic, responding to the call of the Joint Ministerial Statement of the 31st APEC Ministerial Meeting 2021 to achieve sustainable recovery and climate change. Firstly, the project seeks to address the resilient and sustainable recovery from the COVID-19 impact by promoting industry restructuring and expanding employment in the region. In the face of both the severe recession and accelerating environmental challenges in the post-COVID era, a green recovery will significantly enhance the resilience of economies and societies. Therefore, green jobs should also be at the heart of the COVID-19 recovery in the region, not only facilitating a strong socioeconomic recovery by offering more decent jobs, but also contributing to the long-term objectives of addressing climate change and sustainable development. Secondly, the project seeks to address the insufficient human resources strategies and policies for fulfilling the environmental targets. In 2020, China announced that it would aim to achieve peak CO2 emissions before 2030 and carbon neutrality before 2060. Other APEC economies also put forward various strategic goals and action plans in terms of sustainable development. To achieve such goals, it is essential for economies to develop and implement green jobs related strategies and policies, to speed up human resources development. Thirdly, the project seeks to provide implications for policy making for APEC economies, so as to promote and upgrade the green skills of workers, especially the youth, in the region. Since more than eight in every ten workers in the Asia-Pacific region are in either low-skilled occupations or medium-skilled occupations, another major challenge is that workers, especially youth, need green skills upgrading and transformation to meet the requirement of green jobs and sustainable socioeconomic recovery. Through joint research and international forum, this project aims to address above challenges facing green jobs development by analyzing underlying problems, making practical policy recommendations, and sharing expertise, knowledge and good practices among APEC economies. The ultimate goal is to promote an inclusive and resilient recovery in the region.
Eligibility and Fund Priorities: This project will directly support one of the priorities in the ASF: Developing Human Capital and the priority in the Sub-Fund on APEC Cooperation on Combating COVID-19 and Economic Recovery: it particularly meets the followed two criteria listed in this sub-fund:1) address and manage the economic impacts of COVID-19; and 3) expedite economic recovery, build resiliency against future large-scale economic disruptions. The research and sharing of good practices among APEC economies will give implications to policy makers to promote the development of green jobs in the post-pandemic era, so as to boost sustainable and resilient socioeconomic recovery. The output of the project will also enable the region’s labour force, especially vulnerable groups, to get equipped with skills needed in green jobs, and contribute to the inclusive and sustainable recovery of APEC economies. Capacity Building: By identifying common challenges, highlighting best practices and strengthening knowledge sharing among APEC economies in the field of green jobs, specifically human resources development and green skills upgrading, this project is anticipated to enhance the capacity of policy-makers especially that of developing economies to develop, improve and implement relevant policies to support green jobs development and ultimately achieve the goal of sustainable and resilient recovery from COVID-19. The project will also build the capacity of researchers in APEC economies by gaining in-depth knowledge of status quo, challenges and opportunities facing economies in green jobs development as a foundation for further research.

Objectives |
The project’s objective is to promote capacity building of policymakers and researchers in APEC economies through joint research and international forum, by figuring out priority areas, challenges and exploring good practices regarding to green jobs development in the wake of COVID-19. Policy recommendations will be proposed aiming at helping APEC economies to improve policy systems supporting green jobs development and to achieve sustainable and resilient socioeconomic recovery in the post COVID-19 era, thus to better support the goal of Strong, Balanced, Secure, Sustainable and Inclusive Grow in APEC Putrajaya Vision 2040.

Alignment |
Alignment to APEC: This project will respond to the requirement put forward by Joint Ministerial Statement of the 31st APEC Ministerial Meeting 2021 to achieve sustainable recovery and climate change. It is also in line with the APEC PUTRAJAYA VISION 2040,and Aotearoa Plan of Action with the objective of “promote economic policies, cooperation and growth, which will support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”, and calling for APEC economies to Cooperate in relevant APEC fora to develop, encourage and exchange best practices and policies, improve capacity building programmes, that address environmental challenges. It also echoes the 2022 APEC theme of “Open, Connect, Balance” and the priority area “Promoting Balance, Sustainability, and Inclusivity in all Aspects”. It will also respond to the call by The APEC Strategy for Green Sustainable, and Innovative MSMEs, which is to play the important role of government, to provide training and skills development for MSMEs to adopt green practices. Alignment to Forum: This project addresses one of the three major objectives highlighted in the HRDWG: Integrate human resources development into the global economy, since the ultimate goal is to build the capacity of APEC economies to promote green jobs for all groups of people in the region to achieve inclusive and resilient economic recovery.

Beneficiaries and Outputs |
Outputs: (1) Research Work and Research Report Researchers from China and other APEC economies (five to six), especially co-sponsoring economies will be invited or recommended, with the assistance of the Secretariat and working groups when necessary, to conduct the joint research. A survey and several online interviews will be conducted at the beginning of the research among APEC economies to have a general picture of the current situation and common challenges facing in field of green jobs. The research will focus on 1) definition, categories, measurement and roles of green jobs in promoting resilient recovery;2) status quo of green jobs development in the region, including amounts, distribution in industries, legislation and strategies, occupational qualifications, challenges met etc; 3) status quo of green skills development in the region, including skill gaps, key measurement, competency frameworks, demands in new skills, upskilling and reskilling in post COVID-19 era, etc; 4) good policies and measures by economies in terms of promoting green jobs and green skills, for resilient recovery; 5) future policy recommendations. Researchers should be experts in relevant field of employment, HR development, skills development, sustainable development, etc. A general report of 100 pages and several case reports will be finalized and published as APEC publication. Policy recommendations from the research will be disseminated among APEC economies for future reference. (2) Case Reports Five researchers from China and other APEC economies will be engaged to draft five case reports on following themes, with each report containing 3-5 cases of 40 pages: Green jobs classification and measurement, green skills upgrading policies and strategies, green jobs and economic transformation, green jobs promoting resilient economic recovery from COVID-19,green human resources development policies . (3) 1-day International Hybrid Forum A 1-day International Forum on Promoting Green Jobs for a Resilient Economic Recovery from COVID-19 Will be held in China, October 2023. The forum will consist of sessions including the opening ceremony, keynote speech, dialogue, and 2 parallel sessions. Discussions will be focused on concepts and measurements of green jobs, green jobs and green skills upgrading, strategies and policies of APEC economies to promote green jobs and green human resources development, and roles of stakeholders in promoting green jobs to achieve resilient recovery. Government officials, researchers, TEVT institutions’ delegates from APEC economies and international organizations will be invited to share their perspective, knowledge, experiences and confusions on promoting green jobs to achieve resilient recovery, as keynote speakers, speakers or panelists. For the dialogue session, the moderator and interviewees will be representatives from the government, research institutions and enterprises related to green jobs. It will be conducted in a Q&A form, for the interviewees to answer questions from the moderator and then have a free discussion on the topic. Takeaways and suggestions from the forum will be integrated effectively into the research report and the project report. A field study in vocational skills related agency and/or TVET institutions with green skills training courses and/or well-known manufacturing enterprises with good practices in green transformation will be arranged for onsite participants. Participants may learn good practices from, give suggestions or have an exchange on topics of interests with these organizations. Transportation fee or any other cost from the field study will be self-funded. Through the results from questionnaires, interviews and research, the project will give a general picture of the status quo of green jobs development as well as common challenges among APEC economies. By bringing up to date the knowledge in green jobs for project participants, this will lay a foundation for future research and policy-making. (2) Sharing good practices among APEC economies in promoting green jobs. Through joint research and international forum, economies are supposed to share good practices and policies that have been adopted in green jobs in APEC economies to give implications and enhance capacity building of policymakers in the region for future policy-making. (3) Proposing best practices and policy recommendations for capacity building of APEC economies in promoting green jobs for a resilient recovery. Based on information collected through research and international forum, the project will propose best practices and policy recommendations in terms of green jobs development, green skills upgrading, human resources development strategies, which can be adopted by APEC economies, so as to improve policy systems supporting green jobs development and to achieve sustainable and resilient socioeconomic recovery in the post COVID-19 era (4) Disseminating knowledge among APEC economies. Upon completion of the research report, the project will disseminate the information and statistics collected, questionnaire report and policy recommendations among APEC economies. A feedback form will be sent to economies participating in the research and international forum for assessment and evaluation of the project as a whole. Beneficiaries: The beneficiaries of the project will be participants joining the research and forum, including policymakers from government department related to labour and employment, education, industrial development, etc, researchers in filed of labour and employment, education, industrial restructure, etc, and entrepreneurs in APEC economies, both developing and developed ones. For entrepreneurs, the project aims to invite executives from leading start-ups in field of green energy, electornic automobiles and other green industries, to share good practices in green jobs creation and, green skills promotion, as well as difficulties facing and policy demands. The project will also engage other APEC fora such as the SMEWG, EWG, and ATCWG. Participants will be invited to join the research and international forum to share and exchange challenges met and good practices in promoting green jobs, and draw upon each other’s experiences, to better realize a resilient recovery as a whole. Policymakers will benefit from the project by gaining knowledge of green jobs development and good practices from other economies, so as to better make and implement green jobs related policies to support the sustainable and resilient recovery. Experts and researchers will benefit from the project by conducting in-depth, joint and comparative research with counterparts among APEC economies in green jobs related field, so as to draw upon each other’s experiences and lay a foundation for future research. The outputs and outcomes of the project will ultimately benefit workers in APEC economies, especially youth by enabling them to upgrade essential green skills and to better adapt to the transformation to green economy.

Dissemination |
The research report. five case report and the project report will be published as an APEC publication in English as well as a domestic publication in Chinese. A copy of the electronic version of report will be available on the APEC website, and will also be disseminated primarily to APEC economies with the assistance of HRDWG. The target audience of the final research report are policymakers, researchers, and practitioners in field of green jobs in the region, for them to identify status quo, common challenges, important issues and policy recommendations for promoting green jobs to realize a resilient and sustainable recovery from COVID-19.

Gender |
It is essential to ensure the gender balance during the implementation of the project. For participants to the joint research and international forum, the project will ensure an adequate participation of women, including female researchers, policymakers, and speakers, so as to make the voice of women heard. The key performance indicator will also include one as the percentage of women engaging in the survey, research, and international forum. The research will devote length to current situation and future challenges met by women under the background of green jobs development and economic recovery, such as lower skills level, lack of digital skills, and difficulties in upskilling. The project will also provide longer-term recommendations to address these challenges, so as the outcomes benefit more women, especially young girls in the region. Meanwhile, the survey questions will be developed related to impact on women. In parallel sessions of the forum, there will also be best practices shared related to female empowerment in this field. The PO is committed to collecting sex disaggregated data for all speakers and participants (not only those funded by APEC) at the project event. This project will also engage other APEC fora such as the SMEWG and EWG, and related international organizations such as ILO, which keeps promoting green jobs and people-centered recovery as the priority. In proposing the project concept note, the APEC project database has been examined thoroughly to ensure there is no duplication. Previous research done by economies and international organizations mainly focus on the general concept of green jobs and related policies, but not the role of green jobs in achieving resilient recovery from major crisis, especially the COVID-19 pandemic. Therefore, by now, this project is not duplicating previously approved projects. To avoid duplication, the PO will continue to monitor APEC’s project database for approved projects that may complement, overlap or duplicate this project. APEC is the best forum to fund and implement this project. First, compared with other international forums, the project aligns largely with APEC themes, HRDWG priorities, and priorities of its ASF and sub-fund. Second, as the highest level, most extensive and most influential economic cooperation mechanism in the Asia-Pacific region, APEC covers economies with great diversity, which allows economies to better draw upon each other’s experiences, and help with maximize the beneficiaries of the project. Third, APEC as a multilateral mechanism will effectively help with disseminating the policy recommendations proposed among economies, for them to consider in future policymaking and practices.

Sustainability |
This project highly values the importance of sustainability. Based on the findings and policy recommendations from the project research report and international forum, policymakers and researchers among APEC economies are able to continuously implement and improve policies and conduct in-depth research regarding to green jobs development to achieve resilient recovery from COVID-19, addressing challenges in a targeted manner under the context of each economy. The ultimate beneficiaries, workers, especially youth in the region will continuously benefit from favourable policies. In this way, the project will continue to have an impact after the funding period. After project completion, the next steps to build on its outputs and outcomes may include: (1) further and more detailed research in related field (2) a cooperative network of policymakers and researchers to support economies to achieve and implement better policies in promoting green jobs for resilient recovery. If necessary, a continuing APEC project will be proposed to build on outputs and outcomes of this project, to conduct further study into related topics. (3) periodic or annual surveys to determine if the findings of the report remain up to date or if alternate trends emerge after the report, in order for the report to continue to sustain its relevance with the economies. Progress on the outcomes could be measured by circulating surveys among APEC economies to track the impact of this project on policy reforms, new research findings, and development of green jobs.

The project overseer is Ms. Xiong Ying. She is director and associate professor of the Research Division of International Human Resources and International Cooperation of the Chinese Academy of Personnel Science. Her main research areas include human resource development strategies, talent mobility, and public sector personnel management.
