Project Summary

Marine plastic litter is evidently a serious threat to marine biodiversity. The severity of the marine plastic litter is now alarming in the Asia-Pacific region. The APEC Roadmap on Marine Debris is a guideline to promote research development and implementation of innovative solutions for marine debris such as environmentally friendly alternative materials. The development and innovation of bioplastic materials can play an important role in reducing marine plastic litter. Bioplastics are produced from renewable natural resources and are completely degraded by microorganisms.

This Workshop will focus on identifying the barriers and opportunities faced by APEC economies in promoting bioplastic materials as well as developing strategic recommendations to overcome barriers in the application of bioplastics. The Workshop will invite scientists, government officials and relevant stakeholders from all APEC economies. This 3-day Workshop is planned to be held in Bali, Indonesia, in September 2023.

Relevance

Issues: A significant portion of the economy of APEC members are based on the marine industry. Many people depend on the marine sector in terms of marine ecosystems supply humans with food in the form of seafood and seaweed, as well as medicinal ingredients from coral reefs. Maintaining a healthy ocean is one of the important factors to ensure the sustainability of the marine industry and keep the marine ecosystem providing its services. Healthy oceans are also important for achieving a resilient Asia-Pacific Community and the prosperity of all people and future generations, as stated in Putrajaya's APEC Vision 2040.

The Third Senior Officials Meeting in Chile in 2019 resulted in the APEC Marine Debris Roadmap. Plastic debris is one of the most serious perceived threats to biodiversity, due to its abundance, durability and permanence in the marine environment. It was reported that at least 690 species have come into contact with marine debris, 92% of individual encounters with marine debris are associated with plastic encounters, and at least 10% of species that have come into contact with marine debris have ingested microplastics. The severity of the marine debris problem is now a concern for the APEC region. Thus, the need for this innovative approach to pollution reduction is inevitable.

Many economies have developed new approaches to find plastic substitute with their own strategies. The strategy involves finding environmentally friendly materials such as seaweed and starch-based compound to produce bioplastics. The worldwide bioplastics market is expected to grow at a rate of 20% to 25% per year. They provide a number of advantages, i.e. reducing carbon footprint, supporting circular economy, providing energy efficiency, as well as environmental security. However, bioplastics have significant drawbacks, including high costs, raw material reduction, and a lack of regulation.

To ensure sustainability, techniques for recycling and producing bioplastics should be developed, as well as the use of by-products in their manufacture. It is very important to establish standard techniques that are equivalent among economies. Thus, the project aims to identify barriers and opportunities faced by APEC economies in promoting bioplastic materials to reduce marine plastic litter and to develop recommendations for policy arrangements and capacity building activities needed to promote the use of bioplastic materials in the Asia-Pacific region.

Eligibility and Fund Priorities: This initiative encourages all economies to establish recommendations for reducing global marine debris in particularly plastic waste by developing and promoting creative and innovative solutions to marine debris such as bioplastic materials. Moreover, this topic is in accordance with the ASF sub-funding on Marine Debris Management and Innovation, which focuses on marine debris reduction/prevention through creative and innovative solutions.

Capacity Building: This project is designed to raise awareness of the plastic waste problem among APEC member economies and to stimulate preparation and preventive action from the APEC community, which is also consistent with the ongoing APEC marine debris action plan.

The project will bring together researchers, government officials, and stakeholders from the APEC economy to discuss barriers and opportunities for research and development of bioplastic materials to reduce marine plastic litter as well as official programs aimed at reducing the use of conventional plastics.

This initiative aims to strengthen APEC's economic capacity and contribute to the development of innovative marine debris solutions. In addition, the Workshop in this project will encourage collaboration among developed and developing APEC economies, in the context of developing bioplastic materials through sharing best practices and transfer technology. Integrating bioplastic material information from all APEC economies will benefit the entire APEC economy by conveying information and introducing all aspects of bioplastic materials to all APEC economies. The data collected will be used to provide strategic recommendations to overcome obstacles in the implementation of bioplastics.

Objectives

The aim of this project is to identify the barriers and opportunities faced by APEC economies in promoting bioplastic materials to reduce marine plastic litter through research and workshops to better support the APEC Roadmap on Marine Debris, as well as develop strategic recommendations to overcome barriers to the application of bioplastic materials in all APEC economies.

Alignment

Alignment to APEC: This project aims to support sustainable growth in the Asia-Pacific region by supporting the implementation of APEC commitments on managing marine debris, especially the APEC Roadmap on Marine Debris that encourage Economies to develop and implement the innovative solution to marine debris such as promoting bioplastic materials.

This initiative also in line with Thailand’s Priorities (2022) which is “Promoting Balance, Sustainability, Inclusivity in all Aspect”, and with New Zealand’s Priorities (2021) which is “Increasing Sustainability and Pursuing Innovation for Recovery” through research, development and implementation of innovative solutions to marine debris.

Alignment to Forum: This project is designed to support APEC Ocean and Fisheries Working Group (OFWG) priority work areas “Sustainable Use of the Marine Environment” as stipulated on OFWG Strategic Plan 2021‐2023 through promoting the protection and conservation of the marine environment and the sustainable use of fisheries.

This project is also in-line with OFWG 2021-2023 objective “Advance the implementation of the Roadmap on Marine Debris (MD)” especially by promoting research, development and implementation of innovative solutions to marine debris such as environmentally sustainable alternative materials.

Beneficiaries and Outputs

Outputs: 

1. Pre-Workshop Research Report

a. The pre-workshop research is conducting focus group discussions with various stakeholders in order to fulfill the project objectives. The target economies include three APEC member economies; Indonesia, Chile, and Republic of Korea. The pre-workshop research will be detailed by PO upon discussion with the team and contractor of pre-workshop research. The data collection, data analysis, and survey report will be carried out by contractor. The number of participants from each economy will be decided by PO and contractors upon the confirmation of contract for survey research. The report of the pre-workshop research will be distributed during the workshop for further discussion.

b. The questions made related to the existing policies of each economy are related to efforts to reduce plastic waste and how to implement it, is there a law that regulates it, what are the public perceptions of each economy towards policies and their implementation related to efforts to reduce plastic waste, what innovations already exist in each economy towards efforts to reduce plastic waste, is there a program of cooperation between various parties in each economy in an effort to reduce plastic waste, steps that have been taken by each economy to promote the use of environmentally friendly plastic and efforts to encourage public awareness to use environmentally friendly plastic

c. The Pre-workshop Research Report will be maximum 45-50 pages long, pages consist of Executive Summary two pages, Backgrounds 10 pages, Research Methodology five pages, Result of research and Study Case 30 pages, References three pages. The Pre-workshop Research will consist of encouraging the formulation of policies, regulations that will create the legal basis for the transition to bioplastic use in every economy and case studies. This will be APEC Publication.

d. The final draft of pre-workshop Research report is targeted to be completed before the 3-day workshop. 

2. A Three-day Workshop (September 2023 in Denpasar, Bali, Indonesia)

a. Review of delivery format 4 month before the workshop. The tentative schedule 25 – 27 September 2023.

b.  The workshop has tentatively 3 main sessions including (i) sharing best practices and innovations including new renewable, bio-degradable and compostable materials that are not toxic or less toxic than fossil-based plastics (Day 1 session 2 and 3, Day 2 session 1 and 2); packaging and products that use a single or small number of synthetic polymers; (ii) developing policy recommendations to encourage the development of bioplastic innovations and start-ups, particularly those related to new biodegradable material (Day 3 session 3); (iii) developing a Project Report with key findings of the Workshop and recommendations to encourage cooperation in research, development and implementation of innovative solutions to marine debris such as environmentally sustainable alternative materials. The findings in the Pre-workshop Research Report will be shared during the Workshop

c. To encourage cooperation in research and development between economies, a session will be designed in the last day (Session 3)

d. Implementation workshop attended by participants from 11 travel eligible Economies and 10 non-travel eligible Economies.

e. The workshop will be audio/video recording to facilitate the note taking. However, only 3 hours per day will be livestreamed, with the approval of the registered participants to facilitate public dissemination.

3. Compendium of Recommendation concerning new bioplastic material is one of the important and main outputs that will be generated from this workshop. The material should be renewable, bio-degradable and compostable. The APEC region has the potential for diverse materials that can be used for bioplastics, as APEC economies spread across the America, Asia and Australia. Invited experts and workshop participants from APEC economies are expected to inform the potential of bioplastic materials and new materials that have been explored through research in each economies. Workshop participants will be expected to generate recommendations for providing evidence-based progress action towards reducing Marine Plastic Waste in the Asia Pacific Region, promoting innovation in the effective management of bioplastic materials in member economies and supply chain models in the Asia Pacific region, strengthening extensive collaborations and work closely with value chain partners to develop a stable demand for marine and terrestrial bioplastic materials as an initial move to reduce Marine Plastic Litter in the Asia Pacific Region, encouraging the formulation of policies, regulations, guidelines that will create the legal basis for the transition to bioplastic use in member economies, developing networks and partnerships to enhance learning, exchange and update of data, best practices and the latest solutions and strategies applied in APEC in promoting bioplastic and sustainable bioplastic material management, promoting public awareness of bioplastic and increasing behavior change in daily plastic use and encouraging cooperation between international and regional organizations on reducing Marine Plastic Waste in the Asia Pacific Region and sustainable bioplastic material management. The recommendations may include in 3 pages. Consisting of Table of Contents (1 page), and Recommendations (2 pages).

4. A Project Report provides information related to the execution and achievements of the workshop.  The PO will compile and produce a project report of 45 pages, which will be published through APEC Project Database (PDB) website. The report will cover information from the expert panels and participants during sharing and discussion session about the challenge and best practices of bioplastics production including provision of raw materials, and its alternative solutions. The report will contain the following:

Outcomes: The outcomes of the project are expected as follows

1. Increased knowledge amongst APEC member Economies on technology and innovation of bioplastic materials to reduce marine plastic litter. Participants will learn from each other through sharing practices and experience on bioplastic.

2. Increased network and collaboration amongst APEC member Economies to promote the use of bioplastic materials to replace synthetic plastic. It is expected that the project would be an opportunity for economies to network and cooperate in the future if they have interests in further developing this issue.

3. Increased companies and the local communities participation on production and implementation of bioplastic materials to increase their income and institutions to invent new bioplastic materials.

4. The project team expect a great number of participants from APEC economies can share what they learnt from the Workshop with their local organizations and take this into consideration during the process of building long-term development masterplans of APEC economies, making new regulations on bioplastic.

3Beneficiaries: 

1.  Direct primary beneficiaries of the projects include medium to high management level policymakers, practitioners, senior researchers, and practitioners directly in the events and written outputs of the project. Policymakers, academics, researchers and practitioners from APEC member economies who concerned with bioplastic materials with at least 5 years of experience in their position or work will be targeted as the primary beneficiaries of the projects. Gender participation for both participants and experts will certainly be considered.

2.  Secondary beneficiaries of the projects include but are not limited to policy, technical or research agencies bioplastic materials in each respective economy (e.g., ministry/agency of marine/environment/trading/industry, marine/fisheries research institution and marine and environmental NGO). Project outputs provide information, practice and policy/regulatory recommendations for developing and implementing bioplastic materials.

Additional beneficiaries including business owner, private companies and investor in bioplastic materials in APEC Economies. These beneficiaries can be reached by disseminate the Publication through each Economies agency to the strategic level of each beneficiary by formal letters or by email. The development and innovation of bioplastic materials can play an important role in efforts to reduce marine plastic litter.

Dissemination

1. Final drafts of Pre-workshop Research Report and Project Report will be prepared and submitted for approval of publication to the APEC secretariat. 

2. The outputs of the project such as Pre-workshop Research Report and Project Report, including the experts' presentation materials during the Workshop, will be provided to all involved participants and their agencies via formal correspondence and mainly via APEC Website pending approval of the final draft of the reports from APEC Secretariat.

3. In addition, the Pre-Workshop Research Report will be developed into scientific papers for submission to peer-reviewed international journals. The PO and project members will engage closely with the APEC secretariat to ensure compliance with APEC Intellectual Property Policy. Outputs arised from this project are not intended for sale. The submitted journal article will comply with APEC Intellectual Property Policy.

Gender

As the proposed topic of the workshop is universal, participants and speakers are invited equally from men and women. At least 50 percents of female delegates will be targeted to attend the forum. Priority for female delegates will be stated clearly in the invitation letter or information flyer to reach the target. Similar condition will be applied also for invited speakers. The commitee is commited to invite at least 50% of female experts with high capability in the related topic area as speakers.

In prior to the workshop commencement, a pre-workshop research will be conducted by the contractor, which is inviting local experts/researchers/goverment officials from the targeted representative regions. The selected economies are included Indonesia, and four other representative economic regions. This is in purpose of obtaining preliminary information about women's perspective and their engagement in bioplastic use and plastic marine litter through online discussion and interview. It will be held and accomplished within two weeks after the project contract approval.

During the workshop, discussion on women contribution and achievement in this issue will be delivered in several sessions guided by the speakers, which is stated in Term of Reference (TOR). Sharing session with female practitioners such as entrepreneur, academic/researchers, or NGO about the topic will be also included in the event. The participants and speakers data also information collected during the project event will be reported to the Secretariat. Moreover, PO is committed to collecting sex disaggregated data for all speakers and participants (not only those funded by APEC) at the project event. This data will be included when submitting a Completion Report to the Secretariat upon completion of the project, as well as providing guidance to future POs on their own gender parity targets.

This project has committed to strengthening the pillars of women’s economic empowerment. At least four pillars are considerably promoted, including the opportunity of opening access to the market,  improving the female participant's knowledge, skills/capacity building, and introducing innovation and technology, which are facilitated through interactive learning session,  practical training, and company visit that will be held at the day-1 and day-2 of the workshop. The participant's networking will be also developed upon the workshop sessions through interaction among the participants, as well as with the invited speakers and industries. Moreover, the workshop will triger or improve the self-confidence and leadership of female participants to be actively involved in promoting bioplastic use and plastic litter reduction after coming back to their economy.

The Workshop canceled due to the emergence of a new disease outbreak

The covid pandemic is expected to end soon, but the threat of other disease outbreaks that can limit human movement is unpredictable. The PO will work closely with all parties involved to monitor field conditions related to the implementation of the Workshop

Linkages

This project is linked with relevant APEC fora/Working Groups, including: Oceans and Fisheries Working Group (OFWG), Virtual Working Group on Marine Debris, Chemical Dialogue, Policy Partnership on Science, Technology, and Innovation (PPSTI), Agricultural Technical Cooperation Working Group (ACTWG), and Small and Medium Enterprises Working Group (SMEWG) as mandated in APEC Marine Debris Management Roadmap. This project intends to share the results with the above fora, and can be used as reference for further initiatives in managing marine plastic litter in the future.

The project will also complement APEC's previous work on marine debris by promoting sustainable materials to effectively deal with Marine Plastic Litter in the Asia-Pacific Region. Finding environmentally friendly alternative materials will also benefit many sectors including private companies and investors who are interested in implementing environmentally friendly alternative materials to replace plastics in all APEC Economies.

Recommendations can also be circulated to other relevant APEC fora, and since the recommendations will be published on the APEC website, this project has the potential to enrich discussions on marine plastic litter management.

Sustainability

We expect this project to continue to have an impact after APEC funding is completed. The participants from APEC economies can benefit from the outcome by having research-based information around novel bioplastic materials to reduce marine plastic litter as a tipping point information to compose recommendation, policy and/or regulation to minimize the use of traditional plastic. During the project, the workshop will encourage participants to creating a network to open the possibility of conducting more collaborative projects that benefit all APEC economies, such as publications in scientific journal or book, and research and development projects. Participants can share the information learned with other government officials or relevant agencies and industry in their economies. As part of the outcome of this Workshop, a series of publication is expected in the form of journal articles, policy briefs, manuals, fact sheets etc.

The project will use social media to publicize the output from the workshop and to help attract many audiences to be more concern about the marine litters and will make the project impact after its completion.
