Project Summary |
The project aims to promote marine debris recycling by collecting marine debris to turn plastic wastes into consumer products and further launch a certification mark with an effective tracing mechanism and label on the product to prove that made from a portion of marine debris. Relevance |
Relevance – Region: The problem of marine debris has gradually endangered our marine ecology and directly impacted human life. Several APEC member economies started to develop methods for solving problems such as technological monitoring and investigation. This project aims to promote marine debris recycling by collecting marine debris to turn plastic wastes into consumer products and further launch a certification mark with an effective tracing mechanism and label on the product to prove that made from a portion of marine debris. In partnership with local businesses, non-governmental organizations, government officials, and institutions among the APEC member economies, connecting with a regional cluster of marine debris sustainability. The project plans a one-day workshop hybrid event to provides a cross-economy networking platform for the participants from APEC member economies, especially APEC developing member economies. Relevance – Eligibility and Fund Priorities: This project meets the criteria of ASF Sub-Fund: Marine Debris Management and Innovation for the following reasons, 1) The project delivers capacity-building activities that inform efforts to reduce and prevent marine debris in one or more APEC developing economies, with lessons applicable for APEC members more broadly. 2) The project builds the capacity of individuals, local businesses, non-governmental organizations, business associations, civil society organizations, or government officials and institutions charged with implementing programs or policies focused on managing land and sea-based plastic waste and reducing the impact of marine debris. 3) The project promotes and builds the capacity of individuals and non-government organizations to develop technical innovations that create value from plastic waste or that create secondary products from plastic waste to incentivize plastic waste collection and recycling to prevent and reduce marine debris. Relevance – Capacity Building: The project will conduct a one-day hybrid workshop in Taipei, to strengthen the capacity building. Through the workshop, all participants can exchange their skills, knowledge, and experiences on collecting, classifying, clearance, disposal, and disposal manufacturing of recycled materials products. It also offers an opportunity to assess the validity of the findings and provide the check, peer reviews, and consultations. The PO will ensure that most representatives from APEC economies participate in the workshop; Non-APEC members speakers are also in consideration for sharing the experience. In addition, the project will also share the best practices completed by local and/or overseas private companies that had been authorized with the certification mark and label on their products to prove that made from a portion of marine debris. It also benefits the private companies and APEC developing member economies to understand the technical process and tracing mechanism for future joint study, enabling a market mode for effective marine debris collection and product manufacturing to solve the plastic waste problem.

Objectives |
The project's objective is to build capacity building and regional networking in APEC Region through a workshop in Taipei. This project expects to promote the certification mark of marine debris recycled products with an effective tracing mechanism among local and/or overseas industries in the APEC Region. The project will also display product biography via the website and encourage the public to voluntarily purchase a portion of marine debris-based products to deliver all authorized certification marks with information disclosure and transparency. The project will then offer the policy recommendations concluded in the project report and then disseminate in the APEC Region, strengthen the further collaboration on environmental protection, and connect to the suppliers of marine debris technical solutions and equipment suppliers from the target cluster.

Alignment - APEC: This project meets APEC’s 2021 strategic priorities of supporting sustainability and green recovery by promoting marine debris collection and recycling, which will create new economic opportunities and reduce economic shocks in the form of waste-to-wealth generation. On the issue of marine debris, Chinese Taipei has solid recycling and management capabilities. Combined with a complete supply chain, it can create a closed-loop resource circulation system and energy regeneration that functions. Therefore, this project aims to promote marine debris recycling by collecting marine debris to turn plastic wastes into consumer products and further launch a certification mark with an effective tracing mechanism and label on the product to prove that made from a portion of marine debris. In partnership with local businesses, non-governmental organizations, government officials, and institutions among the APEC member economies, connecting with a regional cluster of marine debris sustainability and toward sustainable growth aligned with the APEC Ministerial Declaration 2020 and APEC Leader Declaration 2020. Alignment – Forum: This project aligns with the OFWG priority of “Sustainable Development and Protection of the Marine Environment” by applying the in-need technologies to the local cluster and “Blue Economy” by turning marine debris into value-added consumer goods. Furthermore, this project corresponds to Chemical Dialogue (CD)’s strategic framework for supporting marine sustainability and promoting innovative solutions, such as funding models and technologies; thus, it will be an excellent opportunity to combat marine debris jointly. The APEC Growth Strategy further pointed out the APEC objectives include Sustainable Growth.

Outputs: The project will conduct the research work on case study review, including an online questionnaire survey and workshop to share the best practices in traceability mechanism of marine debris recycled products in the APEC Region. The purpose of conducting these activities is to ensure the representatives of APEC member economies, especially developing economies, can fully exchange ideas, experience, and feedback on their economies. The project concerns the importance of female participation in the promotion of the field of marine debris recycled products. Therefore, the event would take the goal of at least 30% of female attendance and boosting the female representation to ensure a diverse female perspective and complete discussion of the impact on female gender. In addition, Ocean Conservation Administration (OCA) and Ocean Affairs Council (OAC) will share the Project Report on their websites after being published by APEC Secretariat. Outcomes: The outcomes are expected to achieve including 1) The research work expects to identify the best practices for the traceability program of marine debris recycled products on collecting, classifying, clearance, disposal, and manufacturing of recycled materials products in the APEC Region. The compilation would be concluded in the review report. 2) Sharing of the best practices through workshops, and vigorously promoting the international cooperation of cross-border marine waste recycling technologies, jointly developing and drafting the most suitable marine waste recycling route. The project is expected to lead the collaboration with the problem of international marine waste pollution among participants and toward the vision of marine conservation together. 3) Through the workshop, the project expects to collect the ideas, experience exchange, get feedback from all participants as a demonstration of the development of new marketing and trends on marine debris recycled products. In addition, the project will discuss policymaking restrictions and breakthroughs under different circumstances to reduce the end-of-treatment cost in the APEC region. Also, the project will evaluate the feasibility of implementing prevention measures to reduce marine debris in the APEC Region to develop the preliminary findings on policy review. Beneficiaries: The project plans to invite the speakers, experts, and participants who are representatives of APEC member economies, APEC OFWG delegation (including decision-makers), invited speakers, and experts from regional development agencies, academia, research institutions, and private sectors representatives. etc., to attend the workshop. The participants from diverse backgrounds and expertise will bring valuable outcomes to the project to strengthen the capacity building, networking, and gender equality among APEC member economies. The beneficiaries are divided into three duration as follows: Short term: a) Policymakers: they can learn from the best practices shared by member economies regarding prevention measures, solutions and strategies of resources integration. b) Participants from member economies: through the workshop, they can utilize knowledge and skills and bring them back to their region as an approach reference. c) Experts from research institutes and academia: Discovery the needs of private sectors Medium term: Experts from research institutes and academia: Modify and upgrade current technologies or further develop new technologies to enhance private sector capacity. Long term: a) Policymaker: Formulate an enhanced edition of public policy on prevention measures and traceability programs in their region and advance the cross-economy collaboration in the future. b) Private sectors: Advanced Technology will be introduced to establish a new production model c) For government officials that attend the event, they are expected to be recommended by the related government sectors (Marine, Fisheries, Environment, Technology, Industrial Development Related) from each economy and should have sufficient experience in marine debris or waste management or related background, and those with experience in policy-making are especially welcomed. d) For private sector participants, they are expected to come from related enterprises that are related to the mission of waste management and marine debris or recycled products manufacturing. Furthermore, the enterprise shall have an influence on the industrials and the representative should be a senior executive (or at least mid-level with the permission of decision and policy making). In order to have an adequate conversation, the attendee should have at least 5 years of experience in the related field and the application is required for reviewing the qualification. In order to promote more discussion of waste management technologies, the front liners and technicians from the enterprises with recommendations of senior supervisors are welcomed. Participants with academic and research background are expected to have related experience in the major or subject as follows: Marine, Fisheries, Environment, Technology, Industrial Development, and Economics related ). Those from the national research council of each APEC region are especially welcomed. The project shall request the information of publications and related details to ensure eligibility. For the participants above, the project would also request the recommendation of the APEC OFWG Focal Point to ensure the participants could be fully involved in the implementation of the related policies and industrial development in their individual regions.

Dissemination |
The project expects that the target audiences are the APEC OFWG delegation (including decision-makers), invited speakers and experts from regional development agencies, academia, research institutions, and private company representatives in APEC Region and Non-APEC member economies. The Project Report expects to disseminate publicly no later than December 2022 after reviewing by APEC Secretariat, followed by the endorsement of fora members and reporting to APEC OFWG meeting. The endorsed Project Report will be published in electronic publication on the APEC Publication Website and APEC Project Database. OCA and OAC will share the Project Report on their related website after being posted by APEC Secretariat. The project plans to share the publication with the participants who have to attend the event via e-mail to advance the circular supply chain and sustainable society and enhance capacity building. The purpose of sharing the project report is to allow the domestic enterprises and following to get to know more about how could the cooperation possible and reference as modeling that could strive to develop the possibility of marine debris recycling in products manufacturing and technologies. On the other hand, those who might attend the event from other APEC regions would get to know more about the current achievements and lead to future international collaboration afterward. The OCA and OAC would share the information with the related government policy analysis units, NPO (Trade association / Fisherperson's Associations), privately held companies, etc. It would be disseminated through the newsletter and editorial coverage from social media, expecting to reach the stakeholders of these topics. The female speakers/experts and participants were invited to attend events to disseminate project outputs. The project will have a 30% goal is targeted at women's participation in the Workshop both as speakers and participants. Through Workshop, the women speakers/experts and participants will share their experience and perspectives and learn from marine resources conservation studies and related mechanism procedures. The women from developing member economies can benefit significantly from this project and further expand their learning experiences to correspond to their region's future vision of a complete circular supply chain and sustainable society. Therefore, both male and female participants have the same opportunity to share their opinions and feedback. The project is committed to collect gender-disaggregated data for all speakers and participants from the project event. This data will be included as part of the submission of the Completion Report to the APEC Secretariat when the project completes and will serve to guide future POs on their gender parity targets. The project positively pertains to the female perspective and strives to have a good grasp of the impact on women in relation to the topic. Aside from sharing the best practice of female participants in the topic, the project would implement the investigation and cross-analysis of the feedback of the event in the questionnaire to know if the measures of the event handling have met the mission of addressing satisfactorily gender issues related to the topics. Linkages |
The representatives of APEC member economies have an opportunity for sponsored travel by the project to attend the workshop according to APEC guidelines. The project builds on the concept of traceability mechanism and marine debris governance, and it’s also a cross-fora collaboration with CD, namely for exchanging information, and technologies and seeking potential collaboration opportunities for consideration, joint forums, advising, and professional exchange. This project collaborates with local business individuals, environmental protection groups/associations, and female experts in ecosystem protection.

The beneficiaries can learn a lot from this project and further expand their learning experiences to correspond to the future vision of a complete circular supply chain and sustainable society in their region through Workshop. By developing the policy recommendations on preventative measures to reduce marine debris in APEC Region, the project expects to demonstrate further actions to reduce the end-of-treatment cost and share it on the cross-economy cooperation platform system. APEC member economies and/or Non-APEC member economies can further discuss bilateral or multi-regional exchanges experience and share the latest best practices to achieve a long-term collaboration and enhance long-term capacity-building opportunities through the platform. This platform is an essential tool for conducting international joint research, building capacity, and promoting public-private partnerships to promote the conservation of marine resources. The project meets the APEC Growth Strategy for a comprehensive long-term growth strategy to complement and mutually reinforce the trade and investment plan to achieve sustainable growth. The OCA and OAC will be uploaded the Project Report to the related website for free access once APEC Secretariat publishes it. The project encourages APEC member economies and/or Non-APEC member economies to establish, modify, and upgrade current technologies or further develop new generation technologies to enhance private sector capacity in the future. In addition, the policymakers can refer to the project outcome and further formulate an enhanced edition public policy on prevention measures, marine resources conservation, and traceability program in their region and advance the cross-economy collaboration.

Project Overseers |
The Project Overseer is Mr. Chen, Hung-Wen, Section Chief of Marine Environmental Management Division at Ocean Conservation Administration (OCA), Ocean Affairs Council (OAC). Mr. Chen has dedicated his career to marine environment and protection, especially in marine debris prevention and marine resources conservation. He has been involved and promoting several projects on solving the marine debris issue locally and attending the related Workshop funded by APEC OFWG and annual meeting. The other point of contact is Mr. Jung, Chun-Hao, who works at the Department of International Development, Ocean Affairs Council (OAC), and currently served as a focal point of APEC OFWG Chinese Taipei.
