Project Summary |
Marine debris is a global problem which becomes a threat to food security and the environment. Rivers are recognized as a major pathway that collects and transports marine debris to the marine environment as experts estimated that 80% of marine debris comes from land-based sources. As most member economies are surrounded by the ocean, this project is ideally positioned to address challenges of marine debris reduction, and promoting sustainable development in line with APEC’s objective. The aim is to develop capacity building on marine debris management and monitoring from the river source. Due to the COVID-19 pandemic, the capacity building activities will be carried out through online. Therefore, government officers from various relevant agencies from member economies will be identified as the participants for a 4-days webinar and a focus group discussion to understand this issue and relate experiences of member economies.

Relevance |
Relevance – Region: Marine debris is a global pollution concern faced by many local communities in member economies. As rivers are major pathways for the transportation of marine litter from land to the marine environment, this project will be focusing on the capacity building on marine debris management and monitoring from source as river is the major transport pathway. Capacity building through the empowerment of community particularly the government officer is an important component in reducing, managing and monitoring marine debris to promote sustainable development. The online webinar and a focus group discussion are targeted to government officer from various relevant agencies who are actively involved in solid waste/ marine debris, fisheries and environmental field to support the development of capacity building. This approach is expected to be useful and beneficial to all member economies. Relevance – Eligibility and Fund Priorities: The project is designed to develop capacity building on marine debris management and monitoring from source as river is the major transport pathway for all member economies. a) The project meets the eligibility criteria under APEC Support Fund (ASF) – Sub-Fund on Marine Debris Management and Innovation. The capacity building among government officers from various relevant agencies is very important by implementing specific programs or policies tailored to their own economies, focused on managing land and sea based waste, and reducing the impacts of marine debris, b) The project supports APEC’s objectives and one of the seven priority areas in Ocean and Fisheries Working Group (OFWG) Strategic Plan (2019-2021) on promoting capacity building for sustainable development and protection of the marine environment. Relevance – Capacity Building: This project will develop the capacity building on marine debris management and monitoring from source as river is the major transport pathway in addressing the issue of marine debris and the associated environmental and economic loss. Through this project, member economies will be encouraged to share their marine debris issue, including policies and management practices. This will foster the awareness among member economies and enable direct comparisons to be made between different management practices leading to innovative approaches that are regionally applicable. Therefore, the Malaysian policies such as Towards Zero Single Use Plastics Roadmap 2018-2030 and National Marine Litter Policy will be discussed and referenced will be made against similar policies across member economies in highlighting the challenges and key indicators. Besides, this project will develop network and create a long-term impact among member economies. Specifically, this project focuses on the needs of member economies in tackling the issues of marine debris, which is highly relevant as most member economies are socioeconomically dependent on rivers and the marine ecosystem. The intervention through this project is believed to become an enabler for member economies to make a change while assisting knowledge transfer towards those directly impacted by marine debris, either socially, environmentally or economically. This project is designed to be inclusive and collaborative-based, so as to sustain the capacities built in achieving the objective of this project, and also supporting the four major aims of APEC in capacity building.

Objectives |
The main aim of this project is to develop the capacity building on marine debris management and monitoring from source as river is the major transport pathway among member economies. This project is expected to achieve the following objectives: 1. To create awareness on marine debris management and monitoring from source as river is the major transport pathway. 2. To share and compare marine debris management practices and experiences from member economies. 3. To strengthen the network for monitoring, prevention and reduction of marine debris as addressed in the vision of APEC Roadmap on Marine Debris 2019.

Alignment - APEC: To implement the Xiamen Declaration 2014, Oceans and Fisheries Working Group (OFWG) have had strong work programs on marine debris with several initiatives such as Developing Public-Private Partnerships to Support Waste Management Infrastructure and Reduce Marine Litter (OFWG 02 2017S), Capacity Building on Global Marine Debris Monitoring and Modelling: Supports Protection of the Marine Environment (OFWG 01 2019A), Good Practice and Innovative Workshop for Marine Debris Prevention and Management in APEC Region (OFWG 01 2019A), and Promoting APEC Innovative Models In Reducing and Managing Land-Based Debris into Oceans for Sustainable Development (OFWG 04 2019A). In addition, APEC Roadmap on Marine Debris 2019 was endorsed in recognizing the pressing need for a collective and coordinated vision and long-term strategy with high-level endorsement to encourage member economies to take voluntary and concrete steps in this issue. Therefore, this project is aimed in improving solid waste management and reducing debris to the oceans by developing the capacity building on marine debris management and monitoring from source as river is the major transport pathway. It also presents an opportunity to build the capacity of member economies to effectively address land-based marine debris through sharing of policy measures and best management practices in utilizing new technologies in the future. Alignment – Forum: This project supports the APEC effort in reducing marine debris to promote sustainable development by building capacity in implementing programs or policies focused on managing land-based waste and reducing the impacts of marine debris. It also complies with one of the seven priority areas in Ocean and Fisheries Working Group (OFWG) Strategic Plan (2019 - 2021) on promoting capacity building for sustainable development and protection of the marine environment. Besides, this project is also aimed at fostering innovation for the development and refinement of new management methods and solutions for monitoring, preventing and reducing marine debris as addressed in the vision of APEC Roadmap on Marine Debris 2019.

Beneficiaries and Outputs |
Outputs: The outputs of this project will be as follows: a) A four-day webinar and a Focus group discussion will be conducted with selected government officers from member economies, with the aim of assisting knowledge transfer and sharing of best practices by key experts in highly relevant topics in marine debris management and monitoring at source. A Focus group discussion will also be hosted during the webinar program where two-way feedback regarding existing and planned technological, legal and institutional arrangements within the scope of combating marine debris issue are exchanged by panelists and participants. The sessions conducted during the webinar will produce outputs in terms of data (analytical inputs) which will be used as research and reference material for the conception of the final report. These analytical inputs include: i) knowledge evaluation tool which was used after each session during the webinar to analyze the knowledge attainment of participants; ii) a feedback survey which collected inputs from participants regarding awareness about marine debris management and monitoring at source; iii) results of discussions from the forum and overall forum will highlight specific issues and concerns of economy members at regulatory, enforcement and policy-making levels with regards to waste management in rivers and marine debris management. b) A final report (minimum of 10 pages) will be produced which include a general overview of marine debris management and monitoring at source across member economies and attempt to suggest implementation and action plans which can be taken as a general guideline for managing and monitoring marine debris in APEC region. This report shall include the cover page, a table of contents, an introduction, an executive summary, summaries of the six topics (as dictated in the agenda) presented by the experts, summary of the Focus group discussion findings, conclusions and actionable recommendations.
Outcomes: The outcomes expected for this project are: a) Understanding the participant’s knowledge and awareness towards the marine debris issue in their economy. This is measured through the deployment of the knowledge evaluation tool which will determine the knowledge attainment of each participant after the webinar session. b) Facilitating knowledge transfer and capacity building of participants in implementing action through sharing of best practices and real-life examples of member economies. Positive feedback through the survey results imply that they feel empowered in their knowledge about the marine debris issue, the management and monitoring approaches from source. c) Supporting regional and global marine debris management and monitoring effort through creating networks and facilitating integrated efforts across member economies. Beneficiaries: The participants will be selected from member economies. The primary beneficiaries are experienced senior government officers from the Department of Fisheries, Ministry of Natural Resources and other relevant government agencies such as the Ministry of Housing and Local Government and the Economic Planning Unit that are capable of directly supporting the development of capacity building in reducing and managing the marine debris issue within their social, administrative or economic capacities. Meanwhile, the secondary beneficiaries include researchers, members of the academia, consumer representatives, enforcement officers and members of non-governmental organizations (NGOs). And due to the COVID-19 pandemic, all the planned activities will be carried out through online.

Dissemination |
The outputs of the project shall be disseminated accordingly; the webinar resources including presentation slides and videos will be promoted through social media (Facebook page managed by PO team) and APEC website (https://www.apec.org/) under the Publications page (https://www.apec.org/publications/listings) while the final report will be published and distributed as APEC publication. Any and all dissemination will follow APEC Project Event Recording Policy, APEC Social Media Guidelines, APED PDPA Policy and other relevant privacy policies. Video recording will be done to facilitate note-taking and production of report. There is no intention to sell the outputs of this project.

Gender |
Marine debris issue affects both men and women while also transcending social strata. However, the impact is felt differently by the different groups. Therefore, the speakers will also be requested to highlight and discuss the gender issues faced in marine debris management and monitoring from source as river is the major transport pathway. The member economies involved will be strongly encouraged to nominate a gender balanced team of participants in the invitation. To ensure the equality of both genders (men and women) participating in the project, the targeted number for women as participants is 40% while women as speakers/expert is 30%. Therefore, the list of participants and speakers will be carefully scrutinized to ensure all participation and benefits of the program are gender-inclusive. The results of the webinar and forum feedback survey conducted during the project will include gender disaggregated information to evaluate a balanced perspective of both men and women participants towards the marine debris issue. The project outcomes and project objectives are expected to benefit women by highlighting these different impacts and types of considerations that should be included in marine debris management and monitoring from river at source to meet two APEC Gender pillars; Pillar 3, Skills, Capacity Building, and Health pillar and Pillar 4, Leadership, Voice and Agency. Through Pillar 3, women are prepared both educationally and technically for success in the workforce, in business, and in entrepreneurship, while through Pillar 4 women are valued as contributors, professionals, and leaders in the private, not-for-profit, and public sectors. It is our hope that this mix will give a more potent view of the phenomena as well as add value to the proposed solutions. With the targeted bigger number of women’s participation, it is also our objective that this would enable more recognition to their work, views and contribution. Risks |
a) Inability to identify speakers for the webinar and a Focus group discussions To manage this risk, early communication with the experts will be done to increase the chances in identifying and appointing them as the speaker. Besides, this will be managed by actively engaging co-sponsoring economies (Chile, Thailand and Viet Nam) and other member economies. Early screening will also be done involving renowned experts from established organizations that are relevant to the marine debris issue such as the US National Oceanic and Atmospheric Administration, private sectors and other international organizations. b) Lack of involvement and commitment due to the online delivery method One of the risks that could negatively impact the project is to sustain the involvement and commitment from the participants due to the online delivery method. They may lack reliable internet service or face limited access to technology. This risk will be mitigated through the strength of formative assessment, which provides critical information about each participant’s commitment throughout the webinar and Focus group discussions, while giving opportunity to the speakers to adapt their approach according to the needs of the participants. Eventually, participants will be attending interactive sessions with timely and action-oriented feedback, increasing their attention and commitment. c) Difficulty in obtaining sufficient female participants for the webinar In the call for participants, member economies will be requested to adhere to the targeted mix of representatives which is gender-balanced and advised to allow everyone to speak as equals, be it with regards of time or environment. Other than that, regular monitoring will be conducted to ensure adherence to gender requirements throughout the sharing sessions and group discussions, and continuous check-ins with the project team throughout the 4-day session for real time feedbacks and actions.

Monitoring and Evaluation |
The evaluation of the knowledge aspects of capacity building of the participants in this project will be determined through the knowledge evaluation tool and feedback survey conducted. The former enables a quantitative measurement of knowledge attainment while the latter provides recommendations and challenges identified which are specific to each member economies and their experiences. These findings as well as summaries of the discussion from the forum session will be reported in the final report on “Capacity Building on Marine Debris Management and Monitoring from Source as River is the Major Transport Pathway” which will be disseminated to the member economies to ensure effective sharing information on cross-fora issues and activities. Sex-disaggregated data from feedback survey will be collected to evaluate any differences related to the knowledge and awareness gained between male and female participants, giving valuable inputs to the project especially towards successful adoption at the grassroots level regardless of gender and socioeconomic background. Linkages |
This project builds on work carried out by OFWG on promoting capacity building of marine debris management and monitoring from river source for each member economies. In the meantime, the issue of marine debris from member economies will be explored such as its characteristics, management options, policies and law enforcement, economic impacts and other relevant factors. Expert speakers are expected to be invited from APEC economies such as the US which naturally includes the US National Oceanic and Atmospheric Administration, one of the most well-known proponents of marine debris field. Speakers may also be invited from private sectors and other international organizations to share their knowledge and experiences. The project output will be disseminated to the member economies to ensure effective sharing information on cross-fora issues and activities.

Sustainability |
In future as continuity to this project, participants are expected to plan and organize a similar training at the community-level for Marine Debris Management and Monitoring from Source. Although it will be up to each individual economy whether to utilize the training materials and best practices discussed, the beneficiaries will be supported through availability of the training materials in electronic form which can be easily accessed and utilized by the beneficiaries. That is the main reason on why this project will include a Facebook page for participants to update and be undated on the issues to ensure that the research outcomes as well as methodologies employed remain relevant and significant. The key outcome indicator for this project is the strategic framework to be utilized in managing and monitoring the marine debris issue in APEC economies. To build on the outcomes of this project, next steps could include identifying and assisting APEC economies who have a desire to implement a similar training at their respective economy level but need still further assistance in capacity building. The outputs and results of the project are the experiences and lessons learnt which are shared by the committee members the workshop modules and materials, as well as the practical experience in development of Strategic Framework Marine Debris Management and Monitoring from Source. These materials and the experiential learning obtained can be used in a long-term nature for many years after the training.

The Project Overseer is Assoc Prof. Dr Latifah Binti Abd Manaf has more than 20 years’ experience in waste study and supported by Dr Ferdius @ Ferdaus Mohamat Yusuf, Dr Zufarzaana Zulkeflee and Dr Irina Harun as the team members. They are lecturers in the Department of Environment, Faculty of Forestry and Environment, Universiti Putra Malaysia.
