Project Summary |
COVID-19 has emphasized the importance of digital technology. As the response to the pandemic has shown, to deploy digital technologies in contain measures is critical and effective. With technologies like mobile, cloud, analytics, robotics, blockchain, Artificial Intelligence (AI) and 5G, the government is able to prevent the spread of diseases. However, governments often lack the financial and human resource capabilities to use state of the art technology to develop digital equipment quickly and efficiently that can support contain measures during the pandemic. Therefore, building partnerships with private technology companies or academics can represent an effective way for public authorities to make use of existing technologies to meet their needs and mitigate the impact of the crisis. This project aims to provide economies with a platform to share and discuss the best practices or models of collaboration between public authorities, industry, and academia in developing digital health system or apps in response to pandemic, especially how the public authority deals with the regulations or principles of data privacy while cooperating with private sectors or academics. The workshop will be held in 2023 in Taipei and will include (1) interactive sessions to share experience and discuss practical case studies (2) booths to display practical applications.

Relevance |
Relevance – Region: Throughout history, nothing has claimed more human beings than infectious disease. Emerging infectious diseases have been increasing in frequency during the past decades and being the major public health challenge in Asia-Pacific region. It has not only caused a devastating loss of life and the economy but also a crisis in health system. The COVID-19 pandemic is unquestionably a major event in our history. As the response to the pandemic has shown, to deploy digital technologies in contain measures is critical and effective. With technologies like mobile, cloud, analytics, robotics, blockchain, Artificial Intelligence (AI) and 5G, the government is able to prevent the spread of diseases. However, public authorities often lack the financial and human resource capabilities to use state of the art technology to develop digital equipment quickly and efficiently that can support contain measures during the pandemic. Therefore, building partnerships with private technology companies or academics can represent an effective way for public authorities to make use of existing technologies to meet their needs and mitigate the impact of the crisis. In addition, it is necessary to address the potential breaches of privacy and human rights concerns that their implementation might entail, such as the use of geolocation and access to medical records. Public authorities need to take into consideration the principle of collection, retention and sharing of personal data to what is necessary and rationally linkable to the purpose of overcoming the health crisis to prevent misuse and violation of data privacy. Therefore, this project aims to provide APEC member economies a platform to share and discuss the best practices or models of collaboration between public authority, industry, and academia in developing digital health system or apps in response to pandemic, especially how the public authority deals with the regulations or principles of data privacy while cooperating with private sectors or academics. Relevance – Eligibility and Fund Priorities: This project aims to demonstrate the successful cases of public and private sector cooperates in combating infectious disease. Such as building a resilient health system to strengthen pandemic preparedness and ensure health security, developing digital apps/devices to support public authorities’ contain measures during the pandemic. By learning the appropriate public governance measures of cooperating with private sector or academic, member economies will advance their ability to develop collaboration mechanism during and beyond the pandemic. This project is in line with the eligibility of Human Security Sub- Fund on building capacity in the areas of health security and pandemic preparedness. Relevance – Capacity Building: The universal healthcare system has implemented in our economy since 1995, accumulating over 850 million structure medical information annually and building the one and only large-scale economy level database of medical images. As COVID-19 outbreak, chest X-ray screening is a very important inspection indicator in the process to determine whether the patient has symptoms of COVID-19. In order to assist the detection work, our organization cooperated with academic institute to jointly develop the AI-based chest X-ray pneumonia detection platform for COVID-19. Through AI, chest X-ray images can be automatically interpreted in a short period of time, which will then send information to doctors. With that information, doctors are able to make decisions and provide a treatment plan for the diagnosis. The system is built on the Virtual Private Network (VPN) of health insurance system, so that medical institutions do not need to purchase additional AI equipment, and can work together to achieve AI technology used to detect diseases. This demonstrates that applied cutting-edge technologies in combating pandemic not only advance the resilience of the healthcare system, but also save lives. In this project, participants can learn from practical applications, experiences, interventions and lessons derived from member economies. To meet the capacity building goals of improving the economic and social well-beings of the people, this project aims to strengthen the capacity of APEC developing economies on learning the practical applications of digital technologies, collaborating with private sector or academic in supporting public authority’s policy, as well as accelerating the implementation of innovative digital technologies.

Objectives |
The overall objective of this project is to establish a platform for APEC member economies to exchange experiences and learn from the demonstrating successful cases, best practices of collaboration between public authority, industry or academia in developing digital health systems or apps timely to respond the pandemic and strengthen the preparedness to future health threats.

Alignment - APEC: 1) This project supports the APEC Putrajaya Vision 2040: “Inclusive Economic Participation through Digital Economy and Technology” by promoting innovative technologies, fosters a reliable, accessible and secure ICT environment, and encourages development in digital infrastructure and transformation. 2) This project echoes 2021 APEC priority: “Pursuing Innovation and a Digitally Enabled Recovery”. The COVID-19 pandemic has highlighted how essential digital technologies are for work, commerce and the provision of health services. Effective public-private partnerships, through sharing technologies, knowledge and resources, can enhance the innovation in healthcare and accelerate the economy to recover and thrive. Alignment – Forum: This project aligns with the APEC Health Working Group (HWG)2021-2025 Strategy Plan and "The North Star " strategic document to strengthen health systems and improve health emergency response by facilitating the public-private partnerships to enable the implementation of innovative digital technologies.

Beneficiaries and Outputs |
Outputs: This project will be carried out in the form of hybrid workshop. It consists of 2 days workshop (events with a mix of both physical and remote access participation). The workshop will be held in Taipei in March 2023. Outputs: 1) A Pre-Workshop Online Survey: by collecting data and information regarding the current state of digital health systems application to the COVID-19 containment measures and its adherence to personal data protection laws in the APEC region, this online survey is supposed to roughly establish a benchmark for the relevant practices and status in member economies, as well as help the PO refine the agenda design for this Workshop accordingly. It is planned to issue the questionnaire to every representative of HWG members, using social media platform. Phone reminders can be mobilized to increase the rate of response from HWG members. 2) Hybrid Workshop: a) Purpose: Introducing practical applications of digital technology that cooperates with private sectors or academics in responding to COVID-19 and future crisis. b) Duration: 2 days. The length of any virtual session will be within 3 hours per day. c) Location: Taipei City d) Participants: policy makers in public and private partnerships, public health officers, professionals and experts in digital technology and data privacy, as well as the representative of the private sectors. e) The discussion topics in the workshop will include: i. The experience and case sharing of public- private partnerships that are addressing COVID-19 pandemic and other infectious diseases. ii. The regulations or principles of data privacy while cooperating with private sectors or academics. iii. Demonstration of innovative care or delivery models developed by digital health technologies in iv. Responding to health crisis. v. Roundtable discussion among invited key participants and speakers to wrap up the key issues/ challenges identified in the Workshop and formulate the very original recommendations targeting at them for practical purpose. During the workshop, utilization of public-private partnerships and data protection regulations, speeches and posters will be shared and discussed. We expect that through the sharing of professional information and practical experience, participants can understand effective strategic actions APEC member economies have taken, learn from other economies’ experience to improve their capacity implementing and adopting the best practices of collaborating with private technology companies or academics in their economies. f) Workshop manual: the workshop manual includes an agenda, presentation slides, and brief introduction of moderators or speakers will be prepared. g) Evaluation survey: conducting the workshop evaluation by a questionnaire survey to assess participants and experts’ satisfaction comments and suggestions. 3) Project Final Report: A Project Final Report will be generated after the workshop. It will comply with the APEC publications logo guidelines and copyrights. The project report will not exceed 50 pages and will include title page, introduction, session summary, discussion and recommendation as case studies for enhancing member economies’ capacity to apply innovative digital technologies such as cloud, analytics, blockchain and AI to combat the pandemic and strengthen the preparedness for future crisis through public and private partnerships. Outcomes: 1) The workshop provides a platform for case studies, best practices and sharing experiences regarding to build the partnerships with private technology companies or academics. Through the speaker's presentation during the workshop, participants' knowledge and strategy in collaborating with private sector can be built and enhanced, hence participants may use to guide plans in their economy. 2) The workshop discussions will help to identify areas where the data privacy and human rights concerns when cooperating with private sector or academic such as use of geolocation and access to medical records may be addressed. Findings will provide practical insights that can be formulated into recommendations. 3) Through the demonstration of innovative digital technologies such as AI-powered, blockchain and cloud technology, the workshop will strengthen awareness of participants the importance and benefits to invest in these technologies can tremendously support the future resilience of health delivery system and pandemic preparedness. In addition, participants may find their interests in further collaboration with the private sectors or academics which have demonstrated in the workshop. Beneficiaries: The targeted beneficiaries of this project are health policy makers, public health officials, health care workers, researchers/scholars/analysts whose works are related to digital technology, public-private partnerships and pharmaceutical professions from APEC economies and relevant partners in the private sector. They can be divided into the primary and secondary ones. The former refers to those who participate the Workshop, as the latter includes those that may not attend the event but may benefit from the project impact. We wish to invite managerial or supervisory level government officials to participant in the workshop. To promote public-private partnerships, we will also invite experts from both business sector and the academia. For business sector, we will have senior doctors or managers from hospitals that have utilized AI for imaging diagnosis, and those from companies that develops apps for containing measures. For academia, professors from Dept. of Computer Science that devote into the application of big data and cloud computing in digital health will be targeted by us. Furthermore, through this project, the participants will find an adequate space to explore opportunities and future cooperation between different public and private sectors from different economies. This will help further the generation of impacts of this project.

Dissemination |
1) To ensure a productive workshop, the workshop manual which includes workshop agenda, presentation slides and brief introduction of moderators or speakers will be prepared ahead of the workshop and digital copies and soft copies will be distributed to the participants. In addition, a QR code will be developed and included in the workshop manual. All information can be accessed online through scanning the QR code linking to the workshop website. Free online information will be available for public health workers and health care professionals to obtain even if they are not able to attend the workshop. 2) Project Final Report will be generated after the workshop. This final report will be complied with the APEC publications guidelines and logo guidelines, which include title page, introduction, session summary, discussion and recommendation, and will not exceed 50 pages. We will review and follow the Privacy Provisions of the Guidebook on APEC projects before we submit to the Secretariat. In addition, the final report will also be uploaded to our administration’s website for general public to access. 3) The target audience of the project includes public health officials, health care workers, researchers / scholars / analysts interested in exploring the application of digital technology, as well as learning other economy’s strategy and approach to build and enhance the capacity of planning and cooperating with private sector or academic. 4) There is no intention to make any profit from this project.

This project will encourage both men and women to attend. Invitation will be circulated to all APEC member economies, and we will ensure there are no gender biases in selection of participants. The target value of women participants is set at 50%. In addition to promote women’s economic empowerment, preferences will be given to women when inviting speakers, moderators and the target value is set at 30-40%. Risks |
Risk 1: The Impacts of the COVID-19 pandemic continue to restrict human mobility Solution: COVID-19 is continuing its spread across the APEC region; most member economies have different border control measures and travel restrictions. To address this issue, we plan to hold a hybrid workshop to ensure that all member economies have no limitation to participant in the workshop. We will work with workshop organizing team to ensure participants can learn and interact during the workshop no matter they are joining on site or remotely. Risk 2: The topics might not meet the needs of all HWG members Solution: We will confer with HWG members during preparation stage. And, we will provide the latest agenda and related information of the workshop to HWG members frequently and anticipate getting feedback from them. Besides, we will work closely with speakers to ensure their presentations meet the needs of all HWG members. Finally, the outputs of the pre-workshop survey will help manage this issue as well. Risk 3: If some speakers are unable to attend the workshop unexpectedly. Solution: During the planning stage of the workshop, we will prepare a backup speaker list to cope with this kind of situation. If there is a cancellation of speaker, we will contact with the backup speaker, and send out invitation promptly. Risk 4: Technical issues encountered for the virtual session. Solution: the organizing team will conduct 2 technical tests with every speaker and offer necessary technical advice before the event. Pre-recording of the presentations will be proceeded so as to reduce the exposure to risk, when needed. If any technical disturbance happens during the Workshop, the Team will help moderators to adjust the sequence of presentations, so as to buy more time for problem solving. Risk 5: Low Participation Solution: Invitation will be circulated to all APEC member economies as well as domestic related organizations, and we will request confirmation early. Therefore, the percentage of participation can be continuously followed up and a backup participant list will be developed. For those travel eligible economies, except for circulating the invitation to all APEC member economies, we will also initiate to inform the workshop information to health authorities/ experts who we have been contacted in recent years. Risk 6: Economies not applying knowledge learned or adopting recommendations from the project: Solution: We know that each economy has different medical care structures/system, regulations and growth level. In the workshop, there will be member economies to share their development experiences and plan strategies. The final report which will include summary of each session, comments or recommendations will be disseminated and be a reference or case study when member economies plan for their own. And the benchmark presented in the pre-Workshop survey will assist to create proper, practical recommendations to member economies.

Monitoring and Evaluation |
We will set a strict internal timeline of actions for the project, which includes duration, activity, output, deadline, person in charge, etc. Each task will be assigned to a staff to conduct, and the team leader has to call for a meeting at least once a month to have team member to report the progress. Minutes will be made at each meeting for progress tracking. This can ensure all the substantive and logistic arrangements for the workshop are on track. In addition, we will work closely with co-sponsor economies during the planning and implementation stages. Linkages |
We plan to engage all health authorities of APEC economies in nominating eligible participants. During the preparation, we will engage the co-sponsoring economies and related agencies. Experts from non-APEC member economies and other international organizations will be invited to participants as either moderators or speakers. In addition, we will also invite the representatives from the Life Sciences Innovation Forum (LSIF) to attend this workshop, and experts from APEC, non-APEC member economies, the private sector, academia, NGOs and research centers will also be invited to attend the workshop as speakers and moderators. We will remain in close contact with the APEC Secretariat for advice on non-member participation and ensure that the non-member participation guidelines are closely followed. This project is not built on previous APEC funding project but supports numerous works in HWG and LSIF to adopt of digital technologies and the need to strengthen digital infrastructure to improve health emergency preparedness. We wish to build APEC member economies’ capacity to accelerate the implementation of innovative digital technologies through collaborating with private sector or academic. COVID-19 pandemic has a devastating impact on lives, livelihoods, and economies around the world. This highlight the importance of international and regional collaboration on health, and the value of partnerships between governments, academia, industry and civil society. Our project aims to provide a platform for member economies to exchange views and enhance collaborations between member economies or with private sectors. It also supports the APEC Putrajaya Vision 2040: “Inclusive Economic Participation through Digital Economy and Technology” by promoting innovative technologies, encourages development in digital infrastructure and transformation. Therefore, it is considered that the APEC has the most appropriate platform and intent to fund this project.

Sustainability |
The workshop materials such as workshop manual and final project report will be disseminated to relevant stakeholders and beneficiaries for future recall and reference. Participants are encouraged to exchange contacts during the workshop to keep constant information exchange. We hope to establish a communication channel that facilitates further interaction among economies after the workshop. It is recognized that digital information technology is vital for strengthening health systems. After project completion, we expect that through knowledge sharing, capacity building and strategy discussions, participating economies can gain a better insight into digital health technology and public – private collaboration. This will enable to achieve the vision of APEC Health Working Group (HWG) 2021-2025 Strategy Plan, "The North Star " strategic document and to support the 11th APEC High-Level Meeting on Health and Economy Joint Statement. We will encourage member economies continue sharing the latest strategy to strengthen the resiliency of health systems and foster public-private partnerships at HWG and LSIF meetings. Furthermore, we would continue to work closely with speakers and moderators to maintain a long-lasting cooperation relationship. The PO is intended to use the regular online/ offline activities and events organized by the Administration in the Ministry to establish closer relationships with everyone connected by this event. When any economy encounter obstacle in collaborating with private sector or academic, we can identify and consult with experts directly and provide practical suggestions for member economies. They will be invited to join future relevant conferences or activities we host.

Project Overseers |
Dr. Po-Chang Lee is the primary Project Overseer. Dr. Lee is currently the Director General of Ministry of Health and Welfare, who is in charge for managing the universal healthcare system (NHI system) in Chinese Taipei. It was his idea to upgrade bandwidth of NHI’s health information system. This expansion of health information system not only enabled collecting the medical images but also paved the critical foundation for multiple effective epidemic control strategies to be implemented soon once COVID-19 occurred. He is also engaged in the promotion of public and private collaboration through gradually make available NHI database to the public for developing value-added applications with the priority of ensuring the privacy of patients by abiding related laws and regulation.
