Project Summary

The overall goal of the project is to set the foundations for the exchange of in-depth information on carbon neutral and to strengthen capacity of reducing emission through low carbon technology and improve competitiveness of APEC SMEs/MSMEs. Specifically, the project aims to provide a venue to discuss best practices and technologies, and share strategies for energy efficiency in the APEC region, including mechanism to reduction of greenhouse gas emissions (GHG). 

In this context, Republic of Korea proposes to hold a one-day forum which will bring together energy policy makers, technology developers, SME industry representatives and government officials from the APEC member economies. 

The forum will focus on technical lectures and presentations about low carbon technologies and innovative best practices of APEC SMEs/MSMEs. In addition, discussion on further actions to promote carbon neutral in APEC economies will be made. The forum will be an opportunity for all participants to build capacities on low-carbon-driven industrial ecosystem.

Relevance

Relevance – Region: APEC has identified green growth as an important issue, and it has received a great deal of attention in the Ministerial statement in 2011 and the Leaders’ agenda in 2012. Currently, the most active discussions regarding green growth deals with lowering carbon emissions and avoiding climate change while still maintaining economic growth. As we all know, SMEs/MSMEs account for over 97% of all enterprises and employ over half of the workforce across APEC region. In addition, they generate new jobs in the economy, thereby positively contributing to employment generation and poverty reduction. Most of them in the manufacturing sector are part of multinational companies in APEC region. Enhancing the SMEs/MSMEs competitiveness will likewise improve the value chain product competitiveness. SMEs and MSMEs that become embedded in the value chain of larger business can be spurred on to improve their own human and technological resources, thus improving their own productivity and performance. In this regard, low carbon technologies, such as the utilization of energy-efficient and cost-effective renewable energy systems, can result in the reduction of energy costs as well as GHG emissions. This will improve SMEs/MSMEs product cost competitiveness allows them to gain wider market and compete at the global level, which eventually contributes to the GDP growth of developing economies.

However, most of SMEs/MSMEs have limited technical capability and financial resources to invest in and utilize low carbon systems. Therefore, they generally encounter challenges on the significant cost of adopting resource conservation measures in low carbon to reduce cost of their energy utility and bring about change in patterns of demands for environment-friendly goods and services.

In this light, the project will be an opportunity of providing and sharing experiences, best practices regarding low carbon technology, transfer mechanism as well as identification of financing opportunity window for the utilization of low carbon technologies for SMEs/MSMEs especially in developing economies.

Relevance – Eligibility and Fund Priorities: This project is aligned with the founding priorities of APEC Support Fund (ASF) – General Funds established by the Senior Official Meeting (SOM) and ECOTECH Priority Themes to develop and strengthen the dynamism of SMEs.

(1) Develop Human Capital: The project will facilitate and enable SMEs in the APEC region to nurture and develop core human resources to prepare countermeasures against low-carbon-driven industrial ecosystem.

(2) Develop and Strengthen the Dynamism of Small and Medium Enterprises: Through the project, people from SMEs related fields will share their experiences and have precious opportunities to strengthen their capabilities to move on to the green economy by mitigating impacts in the future

Relevance – Capacity Building: SMEs and MSMEs play a critical role in economic development in all APEC developing economies. They are also the largest source of domestic employment across all economic sectors. In this context, this forum is expected to be a venue for SMEs and MSMEs, especially in developing economies to obtain comprehensive knowledge about low carbon driven industrial ecosystem including the concept of carbon neutral and carbon labeling in the region so that they can better prepare for the smart green economy within the APEC objectives. During the forum, experts from energy, technology, and policy makers will share best practices and knowledge to help SMEs/MSMEs move on to the green economy in the future. Lastly, all the participants are expected to disseminate the useful knowledge to the SMES and MSMEs in their economies.

Objectives

The key objectives of the proposed project that could improve the competitiveness of the SMEs/MSMEs in APEC region are the following:

(1) To identify best practices relating to promoting the voluntary adoption and diffusion of low carbon technologies and supporting their development and utilization through appropriate technology transfer and financing policies, and discuss relevant policies affecting SMEs/MSMEs in APEC;

(2) To enhance understanding of benefits and challenges of the low-carbon-driven industrial ecosystem;

(3) To build interest for further action including making collective action to introduce the concept of low-carbon industrial ecosystem  through a panel discussion; and

(4) To strengthen public-private partnership on data collection and sharing.

Alignment

Alignment - APEC:  In the 2016 APEC Ministerial Meeting (AMM), they welcome “the Paris Agreement and commit to its ambitious and effective implementation and it will promote the global transformation required for a low carbon economy”. Furthermore, improvement in energy efficiency has been recognized in the 2012 APEC Energy Ministerial Meeting as one of the fastest and the most environmentally-sound and cost effective ways to address energy security, economic growth and climate. At the end of the forum, all participants will have an increased awareness of energy efficiency.

Alignment – Forum: 
(1) According to the “Critical Success Factors” of the SMEWG Strategic Plan, enhanced cross-for collaboration efforts within APEC and greater engagement with a variety of stakeholders will be a critical pillar for this project to draw fruitful results.

(2) In the priority area “Market access to international markets and GVCs”, the project promotes green awareness for enhancing SMEs competitiveness to access international market and GVC by adopting low-carbon-driven industrial ecosystem.

Day 1 – Forum

The key objectives of the proposed project that could improve the competitiveness of the SMEs/MSMEs in APEC region are the following:

The forum also will focus on building capability among APEC member economies through best practices and lesson learnt in Low Carbon Driven Industrial Ecosystem for SMEs and MSMEs. Furthermore, the event will be an opportunity of providing and sharing experiences, best practices regarding low carbon technology, transfer mechanism as well as identification of financing opportunity window for the utilization of low carbon technologies for SMEs/MSMEs especially in developing economies. The forum will gather various stakeholders such as government officials, experts, academia, private sector, business associations, and etc. Speakers in the forum should have profound knowledge on the Low-Carbon-Driven Industrial Ecosystem the latest trends.

To ensure the depth and breadth of the information to be shared, PO would conduct a pre-survey to measure a level of understanding about the low-carbon industry and identify current status of SEMs when speaker/experts/participants to attend the forum are fixed. The results of the pre-survey will be used in the panel discussion section expecting it will be elaborated.

Summary report

A summary report (estimated 15-20 pages) with outcomes and recommendations from the forum will be produced for dissemination/information to SMEWG. The report will be composed of the following, but not limited to, sections: introduction of the forum; briefings of the presentations made at the forum; including best practices (if any); briefings on discussion and suggested recommendations made by the attendants and experts.

Outcomes: This forum will be a catalyst and facilitator to bring the policy change with the strong bond between public, private, and cross-fora among SMEWG, ABAC, and EWG. With this momentum, it is expected to develop cohesive domestic strategies to ensure a trusted, secure and sustainable business resilience environment. The expected outcomes of the project will be:

1)  Heightened awareness among participants in the forum on best practices relating to low carbon driven industrial ecosystem and benefits of using low carbon technologies in SMEs/MSMEs and the environment. While SMEs/MSMEs may initially view low carbon economy as challenging, there are several opportunities that they respond to – access to low carbon technologies and financing window would stimulate demand for green technologies. These innovations would translate to lower costs and increased profit margins in SMEs/MSMEs, as a result of maximizing energy efficiency and measures on resource conservation, of which the project endeavors low carbon opportunities for SMEs/MSMEs in the APEC region.

2) Increased knowledge, awareness, and accessibility to sustainable energy technologies, manpower development and financing opportunities for low carbon industry. The event is expected to be a venue to discuss on how to move on to the low-carbon industry for SMEs/MSMEs in APEC region and all participants will seize a change to share ideas, best practices, and financing opportunities given by experts and speakers in the forum. . Furthermore, capacity building through presentations by experts, speakers, and panel discussion in the forum will forces all participants to identify the specific actions which need to be addressed.

3)  Strengthened public-private partnership on data collection and sharing will be measured by the number of participants representing the public and private entities and the number of policy recommendations relates to enhancing public-private partnerships. Furthermore, source of big data is not limited to government side and more valuable data sets are operated by private sector. In addition, channels to disseminate low carbon technology related information should be utilized in a platform run by private sector that will enhance information coverage.

Governments and SMEs will have a better perspective that helps boost the importance of establishing a comprehensive strategy for low carbon economy at the domestic level. It will provide more competitive environment for MSMEs and SMEs. This will be possible through the combined contributions of a wide range of organizations and actors such as Ministry of SMEs and Startups, Korea SMEs and Startups Agency. In the forum, low carbon policies and action measures of Korean government would be presented and it could be a leading policy measurement which can be adopted by other member economies. Furthermore, Korea SMEs and Startups Agency (KOSME) is planning to hold another forum under the theme of ESG business management strategy to support SMEs/MSMEs.

Beneficiaries: The target participants include public and private sector of APEC economies and non-governmental organizations, energy related policy makers, technology developers who can promote the Low-Carbon-Driven Industrial Ecosystem achieving carbon neutral for SMEs/MSMEs in the member economies. The direct project participants include working-level policymakers from governments and experts from low-carbon related fields, who are in charge of designing and implementing domestic regulations for the low-carbon-driven industry with relative experiences of at least 3 to 5 years, in the APEC region. In particular, officials from government agencies which are responsible for transformation of SMEs towarding  the low-carbon society such as Ministry of SMEs and Startups (Korea), Ministry of Economy and Finance (Korea), Korea SMEs and Startups Agency (Korea) and Korea Technology and information Promotion Agency for SMes and etc., are encouraged to take part in the forum. This forum aims to provide them with information and insights to help improve their policies to step forward heading the low-carbon industry.

In addition, the results will be circulated to APEC for a such as SMEWG and EWG as well as PPSTI. They will be also available to other relevant international organizations such as organizations can benefit from the outputs of the forum in furthering discussion on sharing and coordination policies related to the low-carbon-driven industry.

Dissemination

All relevant materials relating to the outcomes of this project will be provided to the SMEWG focal points and other main stakeholders of the APEC member economies in electronic format after being reviewed by the APEC Secretariat. In addition, the news about the forum will be reported by local Korean newspapers, and also be posted on APEC SME Innovation Center’s website at www.apec-smeic.org.

Gender

This proposal potentially meets  3 out of 5 Gender Criteria pillars as per Appendix G of the Guidebook on APEC Projects, Edition 15 namely: Skills, Capacity Building, and Health;  Leadership, Voice and Agency, and Innovation and Technology. Gender balance in implementing projects can facilitate in-depth discussions and innovative thinking. We will proactively seek balanced representation by men and women in the project’s agenda, from identifying female experts, to targeting forum attendees. Women will be prioritized to be invited as speakers to the forum. We are confident there will be robust participation by both genders in the event. Women play a particularly important role in the success of APEC SMEs. They will benefit from the project’s efforts to increase our knowledge about productivity and management capability. It is also important to note that women are vital contributors to the project team as well as the extensive network of champions supporting this effort. The project organizers will ensure that the evaluation forms to be distributed at the end of the Forum will include information on gender for disaggregating data for project assessment

We set the target of 40% of forum participants will be female including female experts and speakers. In this regard, the forum will encourage active participation of women from APEC economies by implementing a survey questionnaires pertaining to the female perspective to engage in the forum as both speakers and participants. This is important since women-owned MSMEs and SMEs face heavy barriers including the lack of access to information related to technologies and markets. The organizers will make an effort to include women who range from experts in low carbon driven industrial economy to MSME and SME business owners.

In addition, PO is committed to collect sex-disaggregated data for all speakers and participants (and not only the APEC funded) from the project event. This data will be included as part of the submission of the Completion Report to the Secretariat when the project completes and will serve to guide future POs on their own gender parity targets

Management Strategy

COVID-19 situation

The global economy is reeling from the impact of the pandemic, a health and economic crisis of unprecedented proportions. If the pandemic continues, travels to other economies will not be possible so that the forum should be implemented in a form of virtual or hybrid.

Recruiting appropriate speakers

It might be difficult to find experts or speakers. Through internal discussions, the PO and his team are planning to utilizing a contractor also  will ask SMEWG representatives of member economies to recommend speakers or experts.

Low engagement

There may be a risk of low interests and participation in the forum. If the gathering process is not as expected, in response, we will use social media to attract more participants. The participation of the forum is critical so the project team will contact with the stakeholders in the early stage of the preparation.

NMP approval

This risk can be eliminated by receiving an approval from APEC Secretariat in advance as usual. Also, PO will try to finalize a list of NMP early and check with APEC Secretariat to receive the approval on time.

Not creating impact necessary to achieve the objective of the project

Regarding the theme of low-carbon industry ecosystem, the project targets SMEs are in general without a focus on specific industries. PO and his team will try to narrowing down the scope of the targets, and it would be focused on manufacturing industry. In addition, specified agenda items will be established to achieve the objectives of the project and to create added value in terms of capacity building to all participants.


Monitoring and Evaluation

PO and his team will conduct the ex-post survey inquiring awareness improvement of the participants, so that there are data available to accurately measure the level of knowledge achieved. Thus, an on-site evaluation will be included to collect participant’s feedback for the forum as well. The evaluations will allow participants to assess the quality of the event, not only on the substantive program but also on the organization, logistics and key issues or topics covered during the forum. This information will be reported through a completion report with a project summary report.

If the project can be implemented physically, the measureable indicators of this program include: (1) Approximately 22 active participants from APEC member economies base on APEC funded and about 70 other domestic participants are expected to be attended to the forum (30~40 percent of the participants will be women);

PO and his team will conduct an on-site evaluation and survey to collect participant’s feedback for the forum.  The evaluations will allow participants to assess the quality of the forum, on the substantive program as well as on the organization, logistics. The evaluation will also try to measure the level of knowledge gained by participants on key issues or topics covered during the forum. Data disaggregated by gender will be collected to endure that the impacts on women are measured and monitored including the number of participants as well as the number of technical experts as speakers and experts. This information will be reported through a completion report.

The measurable indicators of this program are as follows.

a) SME Innovation Center website will be renovated as an online platform if the project is implemented on an online base or a designated website will be created only for the project

b) We would like to invite more within the budget limitation and other domestic participants

c) At least 10 APEC funded speakers/experts in the forum

d) Participation percentage of women-led business or women entrepreneurs will be 40% of total participants

e) Summary report will be made available to forum participants and the APEC Secretariat. The draft summary report on the forum will be sent to APEC Secretariat for review before finalization

As mentioned above in the risks section, if the current COVID-19 pandemic situation continues, the project will be conducted as a form of fully virtual or hybrid. Nevertheless, we will put utmost efforts to organize the forum to draw fruitful results for all APEC member economies.

Linkages

This forum will be actively engaged with EWG to promote cross-fora collaboration opportunities in the forum by sharing information focusing on low carbon driven industrial ecosystem and capability building of SMEs/MSMEs. Also, governmental organizations, private sector, and non-governmental agencies will be involved to support the project. Close cooperation between APEC’s other fora will help consider all aspects of problems and establish an essential system for SMEs and MSMEs. In addition, APEC Support Fund will be a great help to achieve success of the project. Lastly, SMEs/MSMEs are critical pillar of the economy in most of APEC economies so that this project will pave the way to the smart green economy of SMEs/MSMEs in the APEC region. 

Engagement: We will ask for support from APEC to have expert/speakers from EWG because the topic of the event is also related to EWG. If we can collaborate with the relevant for a, it is expected to draw much more efficient, effective, and applicable results for SMEs/MSMEs in the APEC region. The forum will initiate inter-for a coordination and information sharing with EWG as it focuses on capacity building of SMEs and MSMEs. Furthermore, there will be opportunities for collaboration in the forum by sharing useful information and distributing a completion report. 

Previous work: This forum builds on APEC Carbon-Labeling Workshop (SME07 2012 A, Korea), APEC Low-Carbon Model Town (LCMT) Project Dissemination Project from 2011 to 2019 and Implementation of Low-Carbon Motel Town through Green Building Infrastructure and Management Platform in 2020. This project differs as it focuses on SMEs and MSMEs and will explore on low-carbon driven industrial ecosystem with other preparedness strategies to transform the current industrial system into smart green economy. Despite the number of previous works undertaken in this area, it will be interesting to see the current state of knowledge gap among SMEs and MSMEs on low-carbon industry and the capacity building topics to be focused on. 

APEC’s comparative advantage: APEC is the best source of funding for this project because APEC supports the project with involvement of governmental bodies, private sector, representatives of international and non-governmental organization. Close cooperation with other APEC fora allows considering all the aspects of the problems, and developing a system and coordinated approach. MSMEs and SMEs are the economic backbone of most of the economies in APEC and this project will provide alternative for business sustainability of SMEs and MSMEs in the APEC region. 

Sustainability

The forum will focus on how to advance and enhance a low-carbon driven industrial ecosystem of business environment in APEC economies. It will contribute to capacity building efforts to ensure SMEs, Startups, and MSMEs are able to take advantage of opportunities to develop a roadmap in order to transform their business into smart green industry, which is identified as an important goal of APEC. 

Achieving the “2050 Carbon Neutral” strategy in Korea as well as other economies, the forum represents a critical step to move forward to net zero emissions for SMEs and MSMEs. Regionally, this project is planned to be able to develop networks among APEC economy government, academics, or experts in the development of low-carbon driven industrial ecosystem. It is expected that innovative ideas and practice related to low carbon technology and green economy will emerge after the forum is completed. To ensure the sustainability, coordination with other economies will be a key to benefit for SMEs/MSMEs in the region. 

The case studies, lessons learned, best practices, and international experiences with the low carbon issues shared during the forum will enhance the dialogue among stakeholders and help build capacity among beneficiaries to carry reforms forward and align efforts in their economies. 

Lastly, it will be difficult to apply or change policies right after the event. PO will keep trying to contact all participants in order to receive feedbacks from them. Also, PO will be able to make a follow-up event if it is necessary and the project result will be presented in the subsequent meeting such as SMEWG meeting, etc. Furthermore, there will be a concerted effort to build upon the forum’s outputs through a continued call for regional cooperation to implement APEC principles and highlight cross sectoral collaboration.

Project Overseers

Sangwoo Kim is a Director of Global Business Department of Korea SMEs and Startups Agency (KOSME) for the years has worked in the KOSME and as a Director of Global Cooperation Department. He is in charge of global business cooperation including APEC SMEWG. He is highly experienced project manager as a certified management consultant.
