Ensuring and protecting consumer safety has been one of the core policy objectives of APEC Economies. In the area of product safety regulation, the surge of online shopping enabled by internet platforms in recent years creates challenges that require new approaches and methods in achieving such objective. Lockdowns and social distancing measures introduced in light of the COVID-19 pandemic further prompt traditional brick-and-mortar business to adapt and migrate to online shopping business mode under the concept of “low-touch economy", pushing regulatory authorities to update and reform their product safety regimes to be more effective.
Against this backdrop, this project aims to enhance the understanding of the challenges product safety regimes face and experiences in regulatory updating and reform. The project will include two phases of work, with a survey for the first and followed by a Public-Private Dialogue (PPD). Based on the outcomes of the survey and the PPD, a completion report will be produced and shared among APEC economies to underpin future discussion and cooperation.
