Project Summary

The project will assist APEC economies in implementing the 2021 APEC MRT Statement on Services to Support the Movement of Essential Goods.

The Project will help economies understand the role services play in supporting the movement of essential goods (“essential services”) and outline the impact that barriers to this type of trade may have in responding to COVID-19.  The outputs of the project will be:

·  A state of the region survey on essential services – to understand where barriers to services critical for moving essential goods exist, and their impact on business and consumers;

· A research report – to canvas the policies APEC economies have towards essential services during the COVID-19 health crisis, if any, and drawing from the survey, to develop recommendations for APEC that should help streamline the movement of essential goods;

· A series of workshops/trade policy dialogues with government, industry, and NGOs – to build a regional understanding of services critical to the movement of essential goods; and

.  A set of Non-binding Guidelines for the Treatment of Services that Support the Movement of Essential Goods for policy makers on services policy to facilitate essential goods in a crisis – showcasing regulatory best practice for regulatory bodies in crisis.
