APEC Ministers Responsible for Trade acknowledged in their May 2020 COVID-19 statement “it may be necessary for economies to implement emergency measures designed to address COVID-19 challenges. These measures should be targeted, proportionate, transparent, temporary and should not create unnecessary barriers to trade, and are consistent with WTO rules. We recognise the need to notify any such measures in line with existing WTO rules”.
In order to provide APEC members with the best information and guidance on notifying emergency measures to the WTO, as well as monitoring other members’ notification, this project includes a series of online workshops with the WTO Secretariat to provide guidance to trade and health officials on notifying measures, as well as new tools to monitor notifications. The workshops will also provide an opportunity for APEC members to share experiences and practices in their notifications and in coordination with stakeholders.
The project will cover notifications under the agreements on Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary Measures (SPS). Two online two-hour workshops and guidance material will be organized in June, with further workshops a possibility depending on demand.
