Project Summary

The implementation of international best practices allows economies to build strong markets and design development strategies that ensure a sustainable growth. In accordance with the Energy Working Group’s mission “to strengthen national and regional energy security”, it is pertinent to highlight the need for developing a rapprochement between APEC member economies, in order to promote energy security and the integration of a strong energy sector, particularly focused on the development of competitive natural gas markets.

To achieve these goals, Mexico proposes to host a 2-day seminar, whose objectives are: i) promote discussion, analysis and regional integration between APEC economies in order to increase natural gas trade  among them, ii) encourage joint investments, iii) boost the different stakeholders’ participation and, iv) contribute to the development of a global natural gas market, favoring a low-carbon energy mix, thus improving environmental and economic conditions of APEC members.

Relevance

Relevance – Region: Natural gas is a clean and flexible fuel that presents many environmental benefits and currently plays an important role in the transition to a low-carbon energy mix all around the globe. In Mexico, the potential for domestic production is high -in the long run-. However, demand levels continue to grow considerably, thus increasing the need for imports, and placing the economy’s energy supply at risk and vulnerable to possible supply disruptions due to market volatility. While this situation is commonplace in several economies, it particularly affects non-producing economies with low diversification of supply. For the APEC region, this situation is particularly relevant due to its rapid growth for demand, highlighting the need to implement precautionary measurements to ensure a stable supply. To better attend this issue, an active international exchange would favor a global gas market growth where the security of supply is ensured and international commerce is promoted.

This seminar will be a channel that will benefit the APEC region as it will open discussion on how to lower potential trade barriers, analyze implications derived from energy reforms, market’s liberalization policies and build high-level relationships in order to ensure natural gas supply for APEC members.

Relevance – Eligibility: This project contributes to the healthy growth of members’ economies by enhancing cooperation among them. This cooperation contributes to the development of a cleaner and sustainable development, through the strengthening of the natural gas value chain and encourages the implementation of a low-carbon energy mix; in accordance to APEC’s goals and commitments. The project promotes collaboration, bilateral understanding and an experience exchange. This will favor the implementation of policies invigorating an efficient global natural gas market to reduce the energy intensity of the economies as a whole. The project seeks to improve both response and planning capacities; while simultaneously allowing for internal and regional development, at the time it increases integration and foreign trade for the benefit of member economies. 

Relevance – Capacity Building: The seminar is aimed at any APEC economy with a growing demand for natural gas and for those economies that have migrated or are in a position to migrate to a low carbon energy mix through the use of natural gas, such as Thailand; Peru; Singapore; Malaysia; The Philippines; Indonesia; Canada; and Australia, to name a few.

The project will:

i) develop the capabilities of the Asia – Pacific region by promoting greater market opening and diversification;

ii) foster long-term relationships between different stakeholders; and 

iii) contribute to the increase in productive efficiency of the members. These actions can lead to import/export agreements, joint investments between economies, international collaboration and implementation of best practices, as well as an increased efficiency on international natural gas prices. Ultimately, these actions will assist APEC economies to optimize the use of resources, income and economic wealth of the members.

A relevant part of the project will be the interaction between economies, as well as a joint evaluation of the possible next steps to be developed in order to obtain satisfactory results applicable for each member. In this matter, the seminar will seek to promote:

1) the establishment of clear, measurable and achievable objectives;

2) high-level commitments;

3) timely follow-up to the achievement of goals after the seminar is finished, and

4) the involvement of all the economies of the APEC region, even if they are not present at the event.

Finally, all the actions described will be implemented through a transverse axis of maximum transparency and diffusion, using several tools that will be explained in detail in this note.

Objectives

1) To develop a channel for the information exchange among APEC economies, with a special focus on the natural gas market; in order to share experiences, evaluate scenarios and propose joint solutions that foster regional integration and the implementation of best practices within the energy sector;

2) To promote the integration between producing, exporting and importing natural gas economies, by bringing together the private industries of the economies and the different stakeholders of the energy sector. This will be achieved through various collaboration instruments and other outputs described later in this document; and

3) Strengthen the relationship between the Asia-Pacific economies, explore different means of international cooperation to increase energy efficiency and provide supply flexibility for the natural gas sector.

Alignment

Alignment - APEC: The purpose of the seminar is to increase the regional integration of the APEC economies in order to promote the development of their energy sector, with a special focus on the creation of natural gas markets. This approach has the capacity to reinforce the role of energy as a driver for economic growth.

Its implementation allows for joint collaboration to find solutions that reduce trade barriers between economies, contributes to the region’s energy security and the creation of integrated markets, as well as the development of a sustainable business environment. These elements adhere to the mission of the Asia-Pacific community, without neglecting the respect and individuality of each economy, while increasing multilateral cooperation and intensifying international unity.

It is also aligned to the 2017 Joint Ministerial Statement in which Ministers welcomed, among others, the development of a diversified, flexible and integrated natural gas market in the Asia-Pacific region.

Finally, it is also aligned to the Osaka Action Agenda, which highlighted the need to improve the functioning of energy markets to strengthen energy security and encouraged economies to address the achievement of the 3E’s (Economic growth, Energy security and Environmental protection) by fostering a common understanding on regional energy issues, facilitating investment and reducing the environmental impact of the energy sector. 

Alignment – Forum: The mission of the EWG is to strengthen national and regional energy security and reduce carbon intensity in the use and supply of energy throughout the region, based on information exchange, joint research and development, as well as open trade and investment. Through this project, the APEC economies will be able to establish an open dialogue focused on the development of strong and reliable natural gas markets, bringing benefits to the region as a whole. The seminar will seek to promote natural gas at different levels; from being a measure to reduce carbon emissions, to provide a commercial perspective in order to enhance current trade relations.

Among the main objectives established in the EWG Strategic Plan 2014-2018 is the continuous evaluation of fossil fuel resources for the APEC region. Aligned with this objective, the project also seeks to explore different ways to bring natural gas in a sustainable manner to the market and promote actions to: 1) evaluate regional trade potential; 2) recommend cooperative actions to increase trade and investment; 3) promote the use of this fuel, and 4) reduce the volatility of prices to avoid affecting producers, traders and consumers.

Beneficiaries and Outputs

Outputs: For the seminar to have the desired impact and generate results, the following products will be created: 

1) Project itself (seminar development): The proposal consists on a 2-days seminar with the purpose of fulfilling the objectives described in section A. Each economy attending will be given a general folder of the event, containing: the full agenda and the dynamic for the two days, a printed version of the presentations, writing materials and a brief description of the next steps to follow after the event. Day 1 will consist of carrying out the following presentations: 1) Introductions by the organizing economy (Mexico) related to the natural gas market and prospective evaluations; 2) Presentations of each participating economy; 3) Presentation of one to two experts on international markets, commercial relations and possible cooperation among APEC member economies; and 4) Question and answer session (Q & A). In order to delimit the information presented, so it can be concrete and attached to the purpose of the seminar, the economies attending will be asked to give their presentations in a generic format, previously sent by the organizers.

2) Day 2 will have three formats; (i) presentation from an expert addressing the challenges and commercial opportunities in the APEC region; (ii) a series of round tables, strategically organized mixing the participating economies and several experts in the field, where a moderator will be appointed and a series of specific topics will be established for its follow-up; in order to promote discussion, analysis and develop joint proposals; (iii) the experts who participated in each round table will be part of a discussion panel to present the main conclusions achieved and open the dialogue to a final Q & A session. All the presentations, conclusions, questions and answers will be available in a webpage created for the seminar development and the follow up on commitments.

3) Natural Gas Market Catalog for the APEC region: The participating economies will be urged to invite their natural gas sector stakeholders to participate in the development of a catalog of contacts of the different agents within the natural gas value chain. This brochure will be developed by the organizers and will contain contact information and a brief description of activities of both public and private institutions, academia, consultants, researchers, etc. Its purpose is to provide international contact points that facilitate relations between economies.

4) Natural Gas Dashboard (NGD): Mexico will prepare a document that will contain the summary of the event, including: the main conclusions obtained, recommendations of members and other attendees, the results and interpretation of the satisfaction surveys to be applied once the event ends, and a description of the next steps. The aim of the document is to contribute to the fulfillment of the objectives of the seminar, and promote the maximum commitment among each participant, by requiring their feedback and follow-up on each element of the NGD.

5) Comprehensive analysis of results: With all outputs and results derived from the seminar, the Mexican economy will perform –through quantitative delimitations– a matrix of analysis to determine compatible economies in terms of commercial, technical and financial cooperation. This evaluation will be shared with the members and follow-up will be determined. 

Outcomes: The designed outputs will generate the conditions to create real and achievable business opportunities, thus developing international markets for natural gas. The Natural Gas Market Catalog for the APEC region will achieve a profitable approach among the different stakeholders, by providing specific contacts to increase cooperative relations in each economy, reducing the uncertainty to develop business in foreign countries. The NGD will give the elements to determine the scope reached by the seminar, defining improvement elements and reinforcing the commitment of each economy to share conclusions, so that the results are translated into concrete actions.

Finally, the Comprehensive analysis of results will provide data and comparative elements among the economies, increasing certainty, reducing investment risks and strengthening information exchange between the economies.

These outputs, are focused on the fulfillment of the three objectives described in this document, and have the potential to achieve a considerable compromise between APEC members, increasing the chances for the development of commercial relationships not previously achieved, collaborating with the implementation of a cleaner and more efficient international energy mix. 

Beneficiaries: 

1)
Government authorities (regulators and policy makers): The exchange of ideas, the comparison between economies and the evaluation of joint solutions will provide them with broad feedback, giving elements to define guidelines on international trade, focused on natural gas coverage; it will help the design of public policies that consider international best practices; and favor the establishment of the basis for the development of efficient and open natural gas markets.

2) Private companies: Will be able to establish close communication with government authorities, facilitating the understanding of the economy, its normativity and its procedures; they will also be able to develop relationships with a large number of potential market partners, fostering the region’s integration through the natural gas trade.

3) Experts, researchers, and academy: Will be able to use the inputs and conclusions to expand the sector’s current overall knowledge, enrich their practice and identify the market’s first-hand expectations, difficulties and characteristics. With these elements, the commitment to detect new areas of opportunity in natural gas terms, will be increased.

4) Member economies population: The objectives of the seminar are focused on the creation of international relations, in order to diversify the energy mix of each economy, reducing existing trade barriers. In accordance with the fulfillment of these objectives, the relations to be developed will increase the supply of fuel at competitive prices through trade and investment agreements, contributing to foster the economic development of woman and men; it will promote the increase in foreign investment, thereby generating employment opportunities on equal terms, and strengthen security of supply. These actions will set up the conditions to accelerate the transition towards the implementation of a more efficient energy mix with low-carbon emissions, benefiting the environment and the health of population.

Dissemination

The outputs derived from the project will be committed to maximum dissemination and transparency, through physical format (to be delivered to the attendees during the event) and electronic (through the webpage). The elements for the dissemination of the seminar will be the following:

-  Webpage: It will be designed for the development of the seminar, it will be administered and promoted by the organizers. It will include: 1) General information of the event; 2) Data logging platform for the consolidation of the Natural Gas Market Catalog for the APEC region; 3) Contact information of the organizers; 4) Presentations of each economy and experts, to be uploaded once the event is finalized; 5) Natural Gas Market Catalog for the APEC region, 6) Results and interpretation of the different surveys to apply, and 7) Comprehensive analysis of results, to be carried out by the organizers based on the results of the seminar. The platform will also allow a constant feedback by receiving doubts, questions and suggestions at all times, which will be addressed as soon as possible with all the participant economies’ collaboration.

-  General folder of the event: It will be physically delivered at the beginning of the seminar, the number of copies to print will be equivalent to the number of government representatives of each economy. The folder will also include stationary elements designed by each economy to support the development of the event; such as flyers, white sheets, pens, etc.

Natural Gas Market Catalog for the APEC region: This brochure will be available on the webpage and will be constantly updated. The organizers will design a format to be filled by anyone interested in being part of the catalog, so that the information is as complete and homogeneous as possible.

- After the event, the organizers will publish the NGD, which will include: The summary of the seminar with the highlights, conclusions and relevant ideas shared during the event, the results and interpretation of the satisfaction survey to be applied once the event ends, and a description of the next steps. 

This webpage will be the platform to disseminate all contents and allow participation of both, attendees or any other stakeholder as the all contents will be public. Therefore, the economies will be invited to promote this site and to enter constantly for its further enrichment.

None of the outputs will be sold or will generate any costs to the assistants or interested parties and all of them will be designed in accordance with the Guidebook on APEC Projects, the APEC publication Guidelines and the APEC Logo Guidelines, as well as to any other document stated for the content development.


Gender

Specialists and authorities will be invited, promoting gender equity in their attendance and participation. The invitations will be sent equally to men and women and we will urge the economies so that the invitation and attendance is formed equally between men and women (preferably half and half). During the event, a diverse conformation will be privileged, allowing the participants the approach to knowledge, innovation and business opportunities with women. A statistical analysis of the participation of women within the project will be carried out to determine the percentage of attendance and, where appropriate, design corrective actions in subsequent events carried out by the organizer. Through the visits of the webpage, and the contact information given, we will be able to determine women’s involvement in the project and in the follow-up on commitments; since the results will be published, we can evaluate gender indicators and if considered necessary, make suggestions to ensure gender equality conditions.

It is important to mention that all the efforts of integration and cooperation derived from this event, have an equitable character, allowing any interested woman or man to access to the outputs and possible benefits derived from the seminar; companies founded and/or promoted by women will be highlighted. On the other hand, the invitation will be extended to associations such as Women in Energy, so the involvement and participation of women can be fostered.

During the event, all organized activities will be inclusive and gender mainstreaming will be promoted at all times. From the organizing team (Mexico), we will ensure that women are equally involved as man during the whole development of the project, delivering real statistic to verify.

The organization of the event is planned with enough anticipation and will have strict deadlines, maintaining a constant contact with the suppliers and considering in all cases a secondary plan of action.

A general invitation will be sent at least 5 weeks before the event. We will highlight the importance that each economy should share it and promote it in its economy to as many stakeholders as possible and establish a close communication with the economies to verify the scope of the invitation.

Little integration among participants

High

As the purpose of the event is to achieve high levels of commitment, the entire Day 2 of the seminar will have the purpose of fully integrating all participants (under conditions of gender equality). The experts who will moderate the round table will have specific topics to be discussed and will seek that the participants share their opinions, points of view and comments at all times.

Low commitment level from each economy to the follow-up

High

In order to increase the commitment level, we will send the NGD and promote the economies to collaborate through their feedback. The appointment of a high-level responsible will be required (this person can be one of the physical assistants or an independent official), in order to provide any required information for the development of the seminar or the follow-up after the event.

Low level of integration from stakeholders among each economy

Medium

In order to promote a high level of integration between officials and representatives from each economy, the seminar will be an open platform for the different stakeholders of the value chain (private companies, consultants, researchers, etc.). We will also develop the Natural Gas Market Catalog for the APEC region, in which several contact points of the different economies will be included. The round tables will promote integration among members and the Comprehensive analysis of results will provide a full comparative analysis of the possible cooperation channels among the members.

Heterogeneous information for the presentation of each economy

Low

As every economy has a wide range of different indicators, we will send a generic presentation format. This document will define the required information and describe specific indicators, in order to achieve the established goals.

High development costs

Medium

The whole event will be designed and developed considering the maximum level of optimization and price efficiency. The services will be selected after a complete evaluation and cost comparison among different suppliers. External sponsorship (from Mexican stakeholders and public institutions) can be accepted.

Lack of dissemination of the event

High

So any stakeholder can take advantage of the seminar benefits, all the contents, conclusions and results will be published on the webpage. On the other hand, economies will be urged to promote the invitation to the different stakeholders to 1) assist the event, and 2) to be a part of the Natural Gas Market Catalog for the APEC region.


Monitoring and Evaluation

Satisfaction surveys, which will be applied to the assistants of the event. This survey will be applied in two moments: 1) At the end of the event to measure its impact, collect suggestions and gather doubts or questions, and 2) Periodically after the event in order to verify the impact of the Comprehensive analysis of results, to determine if commercial agreements were developed between the participants, and if any additional intervention is required from the economies or their representatives.

The results provided by the survey will be also integrated in the NGD, along with the economies feedback and will be published on the webpage. All doubts or questions registered in the platform will be answered accordingly by the organizers and the participating economies. Additionally, the webpage will be able to measure the number of visitors and interested parties, as well as the economy from which they come. In order to define measures to increase the dissemination of the project, the webpage will be monitored and updated. These tools will consider gender impact measurements.

Finally, the number of stakeholders interested in developing foreign business relationships can be measured through the contacts that make up the Natural Gas Market Catalog for the APEC region.

The organizer will sum up the results in the NGD, which will be delivered to the APEC Secretariat.

Linkages

As mentioned throughout this note, all outputs are designed to promote the participation of external agents, both from the APEC economies, and any other agent interested in following up the event. This international participation will be a benchmark of cooperation that can be replicated in different economies and regions, generating productive chains for the opening of the market. The inputs derived from the project will be useful to all participating stakeholders, as well as the various APEC fora, whose themes converge with the objectives of this seminar, such as the Committee on Trade and Investment, with which the results will be shared in order to encourage business opportunities. On the other hand, the proposed format can be replicated in other working groups, such as the Emergency Preparedness Working Group, and some of the agreements on international collaboration can be used in forums such as the Human Resources Development Working Group.

It is worth mentioning that this is the first time Mexico organizes an event with this level of complexity; although there have been several cooperation fora, none has carried out the proposed format, nor has it had such a commitment to international integration, particularly with the APEC region. Additionally, there are no records of the development of a previous international APEC forum with a special focus on the development of the natural gas market. Therefore, it is considered that the proposed event will be a pioneer in its field, establishing a precedent for subsequent actions. Finally, it is important to point out that the APEC region is a geographical area with a considerable increase in the demand for natural gas which has not been properly matched by its level of supply or infrastructure development. Large hydrocarbon producers coexist in this region, economies with intensive consumption as well as economies with export capacity and net importing economies, so the organization of events oriented towards the development of this market will allow a maximum optimization and development at those economies in transition towards the use of cleaner fuels.

Sustainability

When the event concludes, there will be a considerable increase in the development of trading agreements, joint investments as well as reduction of gaps between APEC members. These actions will derive in long-term relations that will benefit the economies.

The benefits will be evident in a medium to long term: The increase in the use of natural gas can achieve considerable environmental upgrades by reducing the use of more polluting fuels, improving the health conditions of the population; economic progress can also be considered tangible, through trade and price agreements between economies; demand for natural gas can be satisfied, ensuring a diversified supply, and joint investment in infrastructure can increase the workforce, encouraging the project’s development.

The monitoring tools are a very important part of the project, as they will show if the project’s objectives were actually achieved, this is the reason why the organizers will keep them updated and constantly sharing feedback with the participants. For the Mexican economy in particular, the studies and conclusions derived from the event will be considered for the development of policies and regulation improvements.

The indicators will be measured through periodic surveys and follow-up communications with the participants, to assess the level of use and the added value granted by the products over time.

Additionally, in order to determine a tangible measurement of the impact of the project, a baseline will be established, considering the information provided by the economies and a previous research on the part of the organizers (indicators such as natural gas production, demand, supply, number of international agreements, foreign investment levels, etc.). These indicators will be compared 3 months, 6 months and then 1 year after the event. The person responsible for each economy will provide the most current information.

A webpage will be developed and updated constantly where all the materials used during the event will be published (including the Natural Gas Market Catalog for the APEC region, the NGD and the Comprehensive analysis of results). The maintenance and updating after the completion of the project will be borne by the organizer. The platform will be developed internally and preferably linked to the government platform gob.mx, in order to avoid costs. The page will allow the integration of economies and stakeholders, who will be able to send doubts, comments and feedback at any time, which will be processed and answered for its publication. The platform will be available 7 weeks before the seminar, and its validity will be long enough to measure the results achieved in a short, medium and long term, allowing a comparison with the established baseline.

If the project gives the expected results, the seminar can be carried out more than once; the invitation can be extended to more economies and stakeholders. In case a second edition of the seminar is carried out, it would consider all the results, suggestions and conclusions achieved by in the first event.

Note 1: A hiring of 5 support staff people is considered. This people will be in charge of support activities registration, logistics, organization, accommodation and general support during 8 hours of both days of the event: 16 hours per person, total 80 hours of support.

Note 2: Considers:

-  Allocation for 3 international experts (of the 4 experts considered, one will be Mexican, so it might not require additional allocation).

-  3 allocation nights (one additional night to the two days considered of the event), including breakfast.

-  Per diem expenses equivalent to $354/day by 3 days plus 75% of additional payment
