Project Summary

The United States proposes, with Australia and New Zealand as co-chairs, a two day export certificate workshop organized on the margins of the Codex Committee on Food Import and Export Inspection and Certification Systems (CCFICS) in October 2018 in Brisbane, Australia.  This workshop will further the work of the FSCF Regulatory Cooperation Roadmap on Export Certificates that began in 2013.  The workshop will focus on eliminating unnecessary and duplicative requirements, discuss the legitimate basis for establishing new export certificate requirements, and the use of good regulatory practices and relevant trade obligations under the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) and the Agreement on Technical Barriers to Trade (TBT).  This workshop builds on the 2017 FSCF PTIN Export Certificate Workshop that took place in Ha Noi, Viet Nam, and will build on topics raised in that meeting, including:  assurances that can be provided by commercial documents, addressing issues of fraudulent food shipments and operationalizing use of model certificates based on risk.
