In order to further implement the APEC Counterterrorism and Secure Trade Strategy and the CTWG Strategic Plan, the United States proposes to hold a self-funded workshop on protecting soft targets in a counterterrorism context. The workshop would examine the current terrorist threat against and unique challenge of protecting public spaces, or soft targets, such as hotels, stadiums, and restaurants. This workshop would also serve as a timely opportunity to discuss the implementation of the UN Security Council Resolution (2341) on protecting critical infrastructure against terrorist attacks and public spaces and the non-binding Global Counterterrorism Forum (GCTF) “Protection of Soft Targets in a Counterterrorism Context” good practices, published in September 2017. Furthermore, the meeting would provide targeted capacity building for developing, expanding, and/or implementing approaches to preparedness with regard to identifying and protecting potential soft targets. As such, this workshop would build upon lessons learned from the 2013 U.S.-sponsored APEC CTWG Dialogue and follow-on 2014 U.S.-sponsored APEC workshop on Critical Infrastructure Security and Resilience (CISR).
