The project proposes to develop an ‘APEC Framework on Food Safety Modernisation’ (the Framework) to assist economies that are modernising their food safety systems to do so while facilitating trade. The Framework will include principles and guidelines to food safety modernization outlining approaches to apply transparent, risk-based food safety controls based on international standards, such as those established by Codex Alimentarius Commission. The framework will also include a roadmap covering existing and future work on trade facilitation through food safety modernisation. The project will be facilitated by three expert meetings:
- The first meeting (Vietnam – Nov 2017) will outline a draft and key principles of the Framework and roadmap of work required.
- The second meeting (PNG – May 2018) will consult APEC member economies and build consensus on the Framework.
- The third meeting (China – early 2019) will road-test the Framework through real life examples, demonstrating its application and utility.
Intersessional meetings, in-country framework validation, and other activities may also take place depending on the framework’s roadmap. The Framework will be submitted for endorsement by APEC Food Safety Cooperation Forum (Chile - May 2019) for publication in July 2019.
