1994-2013, 40% of the world's natural disasters occurred in Asia-Pacific; and especially in 2014, this figure rose to more than 50%, and about 6,000 deaths, 79.6 million people are affected. This region has experienced the most harmful natural disasters in the world, including: the Indian Ocean tsunami that killed 200,000 people in 2004, Nargis typhoon killed 138,366 people in 2008 at Burmese and Sri Lanka, and 19,846 people are killed in the earthquake and tsunami at Japan in 2011. The earthquake in Nepal recently caused 8,000 deaths, loss and damages approximately are 10 billion dollars (Government of Nepal). In addition, the regions see more severe damages by climate induced disasters by both frequency and quantity as the recent flood and landslide in Sri Lanka.
Sendai Framework for Action (2015-2030) is adopted at the Global Conference on Disaster Risk Reduction (DRR) in Japan at March 2015. The overall objective of the Sendai Framework is to significantly reduce the risks of natural disasters and loss of lives, livelihoods, health and economic, natural, social, cultural assets and environment of the people, businesses, communities and nations. In order to achieve the expected results, one of the recommended activities is to promote advanced technology innovation to effective emergency response. It is also the preferred solution of EPWG in integrated process to develop APEC Framework for Action on Disaster Risk Reduction.
The 11th Senior Disaster Management Officials Forum (SDMOF) will focus on enhancing inter-regional cooperation and advance technology innovation and application to effective emergency response facing "New Normal. This will be a forum for representatives of the economies to exchange knowledge and experiences of implementation and discuss recommendations for enhancing cooperation among the APEC region.
The meeting will be held on 21st and 22nd September 2017 at Vinh city, Vietnam and will be attended by delegates from APEC economies, private sector, non-government organizations and others.
The theme of the Forum is “Enhancing inter-regional cooperation and advance technology innovation and application to effective emergency response facing the New Normal” in the APEC Economies.
The general objective of the meeting is to identify priority actions for APEC leaders to ensure that our communities, businesses, and economies could become more prepared against natural disasters and to collaborate with each other for strengthening the efforts of DRR. Specific objectives include:
· Identify advanced science and technology solutions in preventing and controlling natural disasters and good policy practices of successful application of science and technology to DRR;
· Identify ways to enhance cooperation among APEC economies to develop innovative solutions and policy advocacy in science and technology to effectively support inter-regional emergency response to new disaster phenomena "New Normal Natural Disaster" in the APEC economies; and
. Create a forum for representatives of research institutions, technology service providers and other focal points of technical lead agencies on disaster risk reduction among economies and discuss potential needs, appropriate policy advocacy to develop science and technology orientation in prevention and control natural disaster in Asia-Pacific.
