Project Summary

Advertising is the lifeblood of manufacturers, retailers, and service providers established in or seeking to establish in APEC economies.  Advertising not only serves to establish a product line in a market, it also is a means of consumer education. Inconsistent standards for advertising act as market access barriers for manufacturers, limit market entry, and reduce consumer information and choice. The work builds on, and will aim to promote the local implementation of tools developed during, five years of APEC efforts to promote advertising standards, first initiated in Hanoi in 2012.  Since the endorsement by APEC Ministers (AMM) and Leaders of the APEC Action Agenda on Advertising Standards and Practice Development in 2014, economies have made progress implementing the agenda, including by developing government principles as well as completing studies showing the economic value of advertising and the benefits of self-regulation. However, the capacity of self-regulatory organizations (SROs) to become an integral element of an economy’s consumer policy toolkit has lagged behind. Thus, in 2016 the AMM directed officials to develop a five year plan to help economies align advertising standards and establish and operate SROs. Well-functioning SROs will help governments free up resources previously spent on routine complaints, provide more predictable, faster, and cost-efficient dispute resolution for industry, and increase consumer trust in the market by providing an accessible mechanism for consumers to discuss their concerns. Together the product and service components of advertising foster economic growth, expand regional trade, and reduce non-tariff barriers. A two-day workshop focused on developing SROs in APEC economies is proposed for August, 2017 in Ho Chi Minh City on the margins of SOM3. The five year implementation plan will be finalized after the workshop and submitted to CTI, Senior Officials and AMM/APEC Leaders for consideration.
