Project Summary

This Project aims to benefit the innovative economics growth in APEC region, by promoting fostering and connectivity of International Technology Transfer professional with a widely accepted reference and practices collected by systemized method so as to promote connectivity, which is also addressed in APEC Connectivity Blueprint. 

Project will facilitate ITT experience, knowledge and understandings sharing through workshops and seminar; and seek common vision by exchanging and communication platform building. Based on outputs of planned activities, project will provide policy recommendations and a vision statement for policy makers. 

The Project involves Workshop I in Apr, Workshop II in Jul, and one Seminar in Sep, which have already been, or are going to be held in China, and one Conference for outcome release that is intended to be held in PNG. Main output will be a manual as general APEC ITT professional reference for enhancing connectivity.

Relevance

This project aims to promote new dynamism of growth by enhancing connectivity of International Technology Transfer (ITT) Professionals.

ITT system and knowledge has been created for more than 30 years. Professional associations, like AUTM and KCA, are established by APEC economies as domestic initiatives. However, while international mobility of ITT professionals and cross-border ITT practices becomes increasingly active, connectivity at regional level faces challenges from STI itself and policy perspective.

The project maps and interprets the trend of cross-border ITT development, promote shared ITT experience, knowledge and understandings, per proposing a common vision to ITT professionals in enhance coherence and synergy of regional efforts. The project also identifies and analyzes policies and experiences learned in different economies, so as to make recommendations to policy makers on how to better facilitate STI commercialization cooperation and connectivity with ITT professionals.

China’s Law on Promoting the Transformation of Scientific and Technological Achievements is incorporated as one of the subject cases about study in this project. The Law was firstly promulgated in 1996 and then amended in 2015. It oversees one of the most dynamic growth of China’s ITT. Together with other practices, it could bring a shared reference for all member economies.

The Project mainly responds to Rank 1, as it facilitates connectivity by developing the ITT industry through shared experience and knowledge in APEC region, which aims to deliver quality and innovative economics growth, as well as promote science and technology development among economies. Moreover, the Project also facilitates human development as talents gathered during the project is going to accelerate skills mapping for international technology transfer professionals.

The Project also responds to Rank 2, as it links to technology flows, innovation policy, research cooperation, and harnessing technologies for the future, as not only the project facilitates the knowledge and skills of ITT flows, but also the ITT is an excellent measure to promote shared technologies and knowledge. As ITT facilitates knowledge commercialization, technologies for the future is going to be more easily addressed and developed.

Objectives

To develop mutual understanding: The Project will facilitate networking about ITT by organizing workshops that compromise ITT professionals who are engaged to different segments of ITT practice in APEC economies, and what different always happened between proven and new practices, primary and diversified, industrial and academic, as well as to collect the latest data in the fields. The planned workshops would be a perfect occasion for different ethical ITT practices and professionals, to communicate about solutions of conducting ITT within APEC region and with the diversities, and further develop mutual understanding.

To develop the common sense: Based on planned seminar, the Project will facilitate ITT professionals and relevant government agencies, academies from different segments to summarize mutual understandings into common sense about conducting ethical ITT practice on the basis of the workshops and data analyzing, and further contribute to connectivity of ITT resources and innovative growth of the entire region.

To create outcomes for policies building: Referring to common sense summarized, the Project can create valuable outcomes targeting to policies building for a better condition for core capacity competence of ITT, by submission of manual, academic publication and vision statement that involve the collection and analysis to the current situations in region of ITT and academy achievements commercialization, and the key comments like the common standard understanding in APEC region for ITT, and the reference guide to all professionals and relevant STI people under different practicing knowledge system to understand about requirements of conducting ITT between APEC member economies, as well as the skill map to arrive the reference standard.

Alignment

The Project facilitates ethical ITT practices, which further realizes APEC’s priorities of sustainable, inclusive and innovative growth by ensuring quality of ITT professionals and guiding people to learn about ITT in a systematic way.

The Project promotes sharing of ITT knowledge and experience between the practitioners and guides practitioners to share technology and experience efficiently and appropriately, which responds to APEC’s priorities of physical connectivity, institutional connectivity and people-to-people connectivity of ITT practitioners and institutions.

The Project contribute effort to mapping of ITT skills, which facilitates developing ITT professionals and responds to APEC’s priorities of human resource development.

The Project responds to APEC’s strategy of RAASR in facilitating more open, well functioned, transparent and competitive markets by creating easier innovation environment fort MSMEs; promoting deeper participation in those markets by attracting talent from all segments of society to be engaged to ITT works; and contribute to building of sustainable industry policy by developing standard for ITT projects and practitioners.

Meanwhile, the Project supports PPSTI’s mission of supporting the development of S&T cooperation as well as effective STI policy recommendation, and PPSTI’s vision of achieving quality and innovative economic growth through PPSTI’s effort by 2025. The Projects include workshops and seminars that help making recommendation about ITT policies, and facilitate development of assessment standard on quality of ITT practitioners and performance of ITT institutions.

TILF/ASF Justification

The project will support APEC economies without developed ITT system through innovation collaboration and cross-border communication capacity building and information sharing in knowledge commercialization, technology transfer and innovation entrepreneurship and multilateral cooperation in ITT field. Effective ITT practice will significantly promote connectivity and mobility of innovation accomplishments in APEC economies, make contribution to value created by universities, research institutions and other technology inventors, and further motivates quality innovation growth of APEC region.

Existing knowledge systems for ITT field have already covered basic and essential problems for ITT, yet lack specific status in APEC economies, especially in developing APEC economies. By making reference to information and knowledge learned from cases in economies without developed ITT system, the project may help ITT professionals in APEC region to learn about more particular issues in this field. Such exchange will further facilitate skill mapping for ITT businesses, capacity building for ITT professionals, and policy building related to STI fields of APEC economies.

Events:
Project contains four important activities, including 2 workshops in April and July that aims to guide ITT professionals to develop mutual understanding, 1 seminar in September for concluding common sense on the basis of developed common sense, and 1 conference in 2018 for releasing outcomes of the project to the public. A specialized website will be established to release summary and written materials related to each event, and sharing of written outcomes for the entire project.

Workshop I: Has already done in April, Shenzhen, China. With the goal of helping ITT practitioners from different economies to develop mutual understanding about each other, the Workshop I invited 26 participants from 11 AEPC economies to the event. The Workshop gathered ITT practitioners from APEC economies and PPSTI representatives, shared the existing standard of this particular industry in some economies with developed ITT system, which include professional organizations, knowledge systems, institution of registered technology transfer professionals, etc. After the Workshop I, we will produce summary materials and news report that help dissemination of findings and achievements of Workshop I.

Workshop II: Similar with Workshop I, Workshop II carries on the goal of developing mutual understanding between ITT practitioners, but will attach more emphasis to diversified practices in economies without developed ITT system. Participants will know how those ITT practitioners outside that standard system work, and discuss about the mutual understanding of the industry in different conditions. Case study would be the main content of this workshop. As the two workshop will be held in early 2017, we may self-fund the two events due to project management schedule of APEC’s rules.

Seminar: Based on collected mutual understandings, outputs summarized from former 2 Workshops, including a draft ITT knowledge system framework and draft ITT manual that we compose according to former 2 workshops, will be proposed and recommended on the Seminar for discussion by delegates from different APEC economies, so as to conclude some consensus nof ITT practitioners about current status of ITT in APEC region, and present outputs of the Project that could be used as reference for making policy recommendation to APEC economies.

Conference: Catch the opportunities of APEC PPSTI meetings in 2017 or 2018, we will cooperate with PNG host, and organize an outcome release conference, that will invite ITT experts that have participated in former planned events of the Project, as well as all PPSTI delegates to attend the release conference. On the Conference, we will organize activities for experts and PPSTI delegates to make policy recommendations about ITT arena in APEC region, and officially release Manual.

Tools: Project follows a designed operating framework on events organizing, and will use designed questionnaires to collect information related to the two workshops.

Framework: The mutual understanding on ITT of both economies with and without developed ITT system will be collected in the first stage, then common sense will be concluded based on these contents. These contents will be summarized into outputs of the project.

Questionnaire: In order to collect viewpoints from participants more efficiently, questionnaires will be designed for the two workshops, indicators and other key information are main contents of the events as well. Moderators, speakers, and attenders will all be interviewed with the questionnaires.

Website: Project is going to establish a website to serve participants of the Project and potential practitioners in APEC region, not only all materials about the project events, further achievements like knowledge system, industrial reports will also be released on the website.

Knowledge: Project is designed to confirm the ITT industry in APEC region, and compose an industrial report (manual) as the achievement. All participants will improve their skills for ITT career by participating the project.

Manual: As the core achievement of project, the Manual is expected to be considered as a tool book or dictionary for ITT field, as well as a comprehensive industrial report of ITT industry in all APEC member economies, which makes it a reference and recommendation for all ITT practitioners and STI policy makers. All influential elements, including objects, areas and fields, and the ITT knowledge system, will be reference for ITT practices in APEC region, and will be taken into consideration for composition of the Manual, so as to facilitate the STI development and connectivity in APEC region.

To be specific, the manual will be one reference material for ITT practitioners in APEC region that will also involve lecture materials, recommended books and other referable materials relevant to content of the framework of the ITT and knowledge commercialization the Project plan to establish by organizing 4 planned events. The Manual includes these four types of main contents below:

Achievements: The main part of the manual, makes of all the core achievements of the project, include the outline framework of technology transfer and knowledge commercialization system, the innovation and skills maps of ITT in APEC region etc.

Collections: All the information collected through processes of the project will be listed in this part, as both the basis of r of achievements above and reference for potential readers in APEC region.

Recommendations: According to contents, announce several recommendations for policy makers in APEC economies.

Background: Describe the like and history of ITT industry in global situation, as well as the logical issue and research methodology of the project.

Abilities: All participants will be able to get promotion on their ITT abilities, which related to the development of ITT industry, and the existing knowledge system of the economies with developed ITT system.

Policy Recommendation: Project aims to provide policy recommendations based on the event contents, research, and participants’ feedback. Recommendations will be robust and significant to APEC member economies, benefit to the ITT industry development and technology transformation. 

Outcomes: With implementation of planned events, the ITT industry in APEC region will be summarized, and all participants will benefit from discussion about ITT practices in APEC member economies. Project is designed to elaborate existing ITT systems and knowledge, which contains practices of the United States, Canada, Australia, etc. In the meantime, project is designed to discover how ITT practitioners behave in economies without developed ITT system, so ITT experts can understand status of ITT industry in APEC region, and consummate their understanding and working standards with what they learn from planned events (opinions, discussion, outputs, etc.)

For practitioners and organizations in economies with developed system, their impacts will be spread, and learn the status and demand of economies like China, Vietnam, Russia, Mexico, Indonesia etc., as well as those economies with developed ITT system like Chinese Taipei and the United States. These beneficiaries can share their experience and cases to ITT practitioners, and even ITT system in their economies.

For practitioners in economies without developed ITT system, with the improvements of their knowledge and understanding on ITT industry, and realization on the existing ITT system in those economies with developed ITT system. They can improve their abilities during their work, and get more opportunities to collaborate with those ITT experts and organizations, bring the benefits of ITT and innovation technology to their economies, which means main force driving economics growths.

For the ITT industry in APEC region, it has been highly facilitated because of the efforts made by all project managers and participants, so that more technology would be transferred from academic organizations to the public and to the industry, both S&T stuffs and policy makers will get reference and recommendations from the project. Job opportunities as ITT professionals and ITT organization members in institutions like government, universities, and enterprises will be created.

Project is going to work on an ITT and knowledge commercialization system, which will also be a main part of the manual. It can be the basis of ITT professionals training not in only APEC region, but also other regions in the world. Moreover, it will also be useful reference for Education Work Group. The knowledge system of RTTP (Registered Technology Transfer Professional), AUTM, PraxisUnico and other technology transfer associations contain knowledge sectors like intellectual property (IP), patent, taxation, technology identification, authorization, as well as practical skills like marketing, negotiation, risk management etc. The Project aims to compromise the diversified industrial conditions of APEC regions and technical fields into the original standard system, which will be further applied to ITT talents fostering. As for knowledge and skills that requires resources out of capability of universities, this part of training and talent raising works can be carried out by industries in form of innovation business management.

Below is one brief version of the planned knowledge system framework, as well as the linkages to the work plan of the project. The outline framework contains three parts, The technology transfer and knowledge commercialization part focuses on the knowledge and skills related to ITT, when saying knowledge, it means that the contents are professional issues of ITT, like IP, Technology licensing, and TTO, and skill means the business capacities related to the practice of ITT; The innovation mode part focuses more on the ways of ITT and types of related behaviors, like innovation thinking, business strategy and international open innovation etc.; And the third part is designed particularly for the research of ITT strategy on international cooperation and innovation mapping.

The workshop 1 of the project concentrates more on the academic issues, in order to collect mutual understandings of the ITT knowledge, thinking, and international cooperation among APEC representatives; The workshop 2 will concentrate more on the practical and industrial issues, when the basis of project has already been established, participants need to discuss more on operative skills and real cases in the region, as well as related business modes, international open innovation, and innovation mapping. When all parts of the framework have been covered, the Seminar will be hold to produce on common sense of the system, and summarize several recommendations for ITT practitioners in APEC economies.

Beneficiaries:

Direct beneficiaries: Representatives from developed and economies without developed ITT system will both be invited to workshops and seminar. These participants are supposed to be ITT practitioners, professionals, and organization directors. The project outputs will be reference to all science and technology policy makers related to ITT field in APEC region.

Participants from economies with developed ITT system: Project is going to invite participants from economies with developed ITT system to attend the events, with the opportunities of making presentations and discussing, these participants can share their experience of ITT practices, and the existing standards in their areas. Participants are supposed to represent professional ITT organizations and institutions (e.g. AUTM, KCA, UNITTJ, ATMT etc.), as well as government departments and PPSTI system. When presenting their standards of the proven industry, participants will be able to better working on their purpose and programs, and spread their influence to economies without developed ITT system in APEC region and potential partners. When getting information from developing-economy-participants, it helps them to develop their understanding, further plans and businesses in those areas.

Participants from economies without developed ITT system: In the meantime, project will invite participants from economies without developed ITT system as main attenders of the events, in order to collect their mutual understandings of ITT industry. These participants are expected to be STI practitioners who have relevant work experience about knowledge commercialization incubator, VC, IP licensing, or work experience in STI authority and or relevant policy making authorities. No matter how these participants behave as ITT practices, and what the industries like in those areas, ITT practice should be summarized and analyzed by every stage. When realizing the existing ITT industry in economies with developed ITT system, these participants will get knowledge and experience from those experts and professionals of ITT system. These participants could get opportunities to introduce proven ITT institutions to their economies. Outputs like Manual, knowledge system etc. are designed to bring benefits to all ITT practitioners in APEC region, which contains industrial reports and practical standards as reference for understanding development of ITT.

Policy makers: As one of the main achievements, the policy recommendations will shape the demands of APEC economies on ITT clearly, so that S&T policy makers of all APEC economies will get references and suggestions when working on promoting ITT and knowledge commercialization, in order to get the economics growing, driven by innovation and technology transformation.

Indirect Beneficiaries: The achievements of the project contents will be able to complete the ITT industry of economies with developed ITT system in APEC region, and bring job opportunities and high quality, innovation driven economic growth society in some economies without developed ITT system, as the establishment of ITT industry is highly relevant to S&T development. Both men and women will be able to attend project and make use of the outputs, as the ITT industry has been always equal to both genders.

Economies with developed ITT system: Besides what ITT professionals have been working on for decades – the basic knowledge of IP and knowledge commercialization, knowing how practitioners behave in those economies, especially who have not joined the existing system, is helpful for transferring particular technologies to those areas, which is an important step for these essential ITT institutions. The condition of APEC member economies is a key part of the planned ITT knowledge system, and it can be a foundation for spread the standard ITT system to APEC region in next stage.

Economies without developed ITT system: ITT promotes science and technology, and these factors drive the economic high quality growth. Project brings the concept and resources of ITT to those economies without developed ITT system, which would be able to reshape the society by innovation technology and ideas.

For women beneficiaries: ITT is an industry that gives equal treat to both male and female practitioners. Promoting ITT industry in APEC region, can provide job opportunities to those potential women ITT professionals.

Dissemination

Publications: All project events will be recorded in forms of text and audio record, which will be shared as materials to participants. After planned events, these contents will be summarized and organized into reports, which will be announced through academic channel. There will be websites designed for the project, anyone who is interested in ITT can read and download its contents without any limits. Manuals will be designed for every single step as publicities and achievements of the step, and the Manual will be published for all APEC member economies. Such materials will be open for free public sharing.

Records: Project will assign labors like shorthand typist and simultaneous interpreters for all events, so as to recording all the contents of activities, and share these resources to participants and ITT beneficiaries in APEC region. Slides, speech draft, cases will be considered as main materials.

Reports: Project will produce reports for all events, including participants, contents, feedbacks, and achievements. These reports will be released to participants and their organizations in APEC region, benefiting to their ITT behaviors, and also as the announcement in advance to the project contents.

Websites: the website will be designed as a product to the public, which is possible to be profitable in the future.

Brochure: There will be brochures designed and printed to participants of the events, which is going to be comprehensive description of the project that contains important the ideas, schedules, and long-term plans. These brochures will be well-designed and prepared, though they will be shared for free.

Press releases: We will organize press releases of the project and its relevant events jointly with medias. These articles will be published on website, as well as traditional channels like local newspaper, journals, televisions and radios.

Manual: By summarizing information and knowledge shared over 4 planned events, researchers of MaTRineX Academy will composite this manual under guidance of the Steering Committee of the Project and invited speakers who have attended the 4 events. Soft copy of the Manual will be e-mailed to all ITT professionals who have participated in the Workshop, and will be open for being downloaded from our website, and APEC website if possible.

Audience: Participants will get all the details of the project, as most publications above will be pushed to them for their information. ITT practitioners in APEC region will know these publicities through multiple channels, and the outputs of project will benefit to all S&T innovation departments of APEC member economies.

Gender

Women in the project: Both male and female practitioners will be invited to attend planned events as speakers and participants. In planning of project events and plans, all details will be involved in consideration, so as to make sure that the events are accessible for all.

Speakers: At least 1/2 speakers are expected to be female in the workshop, and these speakers will all be industry leaders of ITT in their economies and working areas.

Participants: Projects will be designed as equitable for male and female. All requirements for participants will be without gender discrimination, invitations will be sent to every group.

Women in ITT industry: ITT is a field that male and female practitioners treated equally. For four major TT organizations of the world (AUTM, ASTP-Proton, KCA and PraxisUnico), female practitioner takes about 50% of boards of the 4 organizations. AUTM, ASTP-Proton and PraxisUnico are chaired by female practitioners, while KCA is chaired by male practitioner. Such equality will significantly encourage more female talents to engage to this industry, and make contribution to innovation growth of APEC region together.

Status: Many industry leaders of ITT are female, like Ms. Mary Albertson, President of AUTM, Senior Licensing Associate of Office of Technology Licensing of Stanford University; Ms. Lita Nelson, Director of MIT Technology Licensing Office; Ms. Katherine Ku Director of ITT Office in Stanford University; and Ms. Ling Loerchner, Director of the TT Office in University of Waterloo in Canada etc., and these female experts are all planned to be invited to attend the project events.

Potential: ITT industry is equal to both male and female, when project benefits to the development of the industry, job opportunities in APEC member economies for female will also increase. Engagement of such female ITT leaders could encourage all female ITT practitioners. Moreover, outstanding female ITT practitioners like Ms Albertson, Ms. Nelson, Ms. Ku and Ms. Loerchner will motivate even more women who haven’t yet engaged themselves to ITT, to participate in ITT industry, and make contribution to innovation growth with their own effort

Work Plan

Workplan: From multi-lateral activities we’ve experienced before, we have found that practice in ITT field appear obvious diversity in different economies. Such diversity is result of different environment and situation in different economies, which also indicates people’s passion to ITT business. By inviting ITT practitioners from APEC region, we wish to strengthen connectivity and mobility of innovation accomplishments and useful ITT knowledge between APEC economies by turning our activities into platform for ITT practitioners in all 21 economies. We plan to cover all 21 member economies by involving delegate from all economies in participants of 4 planned events, so as to realize stronger connectivity of ITT knowledge and skills in APEC region.  

By organizing 2 workshops in Phase II, we may learn about diversity in innovation practice in APEC economies by inviting innovation practitioners in APEC region to have discussion on several aspects of ITT. On Seminar in Phase III, we will may summarize information and knowledge we’ve collected over the 2 workshops with help from invited experts and practitioners in APEC region, which will serve as reference for composition of planned outcomes of the project. 

As the project compromises MSMEs development, which is concerned priority of ABAC and MSMEs work group, IP, which is priority of IPEG, and capacity building, which is concern of Education Work Group and HRDWG, we will seek for professional support from the 5 work groups, so as to ensure effectiveness and profession level of planned activities.

Risks

Attendance of events: Project is designed to promote connectivity, and benefit all APEC member economies, so that presenters of all members are supposed to attend the events, or it will not be as effective as expected. Although, it is not easy to gather all 21 economies. In order to confirm the planned achievement of project, we are going to well-connected with co-sponsors to invited participants, and at least 1/2 economies will be measured to be involved in the events. 

Identities of participants: Similar to the attendance, the identities of participants are also worthy confirming. As project focuses on the ITT industry of APEC region, participants are supposed to be direct ITT experts and practitioners rather than program managers and business person. Project is going to work closely with S&T departments of APEC economies, get their support on participant invitations. 

Challenge on seeking common sense: When all invited participants will be experienced experts in characterized ITT field of their own economies. The process of developing mutual understanding may take a long time for invited practitioners to firstly understand different definition and indication of relevant ITT concepts in different regions and economies. The first two workshops are meant to serve as a platform for invited practitioners to develop mutual understanding. Meanwhile, we will also unite government effort, private effort and effort of private sectors to further promote concept about ITT, so as to build a more solid public basis for ITT and following works. The outcome of the project will also belong to PPSTI, which is supposed be widely disseminated to all beneficiaries in APEC region

Monitoring and Evaluation

For planned workshops and seminar, we will make sure that each workshop has at least 30-50 representatives, and at least 100-130 attendees from at least 15 member economies in the seminar. All representatives and attendees will be male or female practitioners from different segments of STI field. 

Different understandings on international technology transfer in APEC economies will be summarized and discussed in order to summarize common sense about ITT in APEC region. We will do pre-activity interview and post-activity feedback interview for each activity, so as to better understand how practitioners from different economies think about different aspects of ITT field, and changes that our activities make to their opinions

Linkages

HRDWG: process of technology accomplishment transformation usually causes transfer of science and technology research talent to enterprises. Knowledge commercialization system that the project plans to develop can facilitate research talents to cooperate with industry on their technology accomplishment without quitting their job as researchers. Such mitigation will facilitate research talents to stay in universities, and to work on research about more innovation accomplishments. Meanwhile, business of ITT can directly create job opportunities for university students interested in this field, and links academic teaching courses with actual needs of the society.

SMEWG: ITT promotes mobility of technology accomplishments by transferring technology accomplishments from universities, research institutes and other innovation entities to private sectors for commercial application. Such transfer will result in long-term promotion to innovation capability and competitiveness. ITT practitioners can provide MSMEs with effective consultancy in valuation and other important works in commercialization of their own technology accomplishments.

IPEG: As IP is an important and essential issue in discussion about technology transfer, participation of ITT practitioners from economies developed ITT system may help economies without developed ITT system to learn more conventional understanding about IP and other relevant issues, and further facilitate introduction of innovation accomplishments from innovation advanced economies. Meanwhile, other economies with developed IP knowledge system can also learn about appropriate pattern for communication about IP issues with economies without developed ITT system.

ABAC: Essentially, ITT is a trade about knowledge accomplishments. With development of digital communication and network, it would be easier and easier for innovation practitioners in different economies to conduct ITT trade with each other, which would result in an industry with uncountable value

Sustainability

All participants will not be only invited for one or two events of the project, instead, they will be long-term partner of the whole framework. And the outputs will be kept on updating, include the industrial report, knowledge system, and websites. For some key events, if possible and necessary, they will be followed up into normalized activities. 

Keep in touch with participants: In order to further collaborate with those ITT experts and organizations, as well as ITT practitioners in APEC region, project operating team is going to keep in touch with all participants of the events, to collect their feedback, status, and demand for next stages. These participants will be resource and potential partners for follow-up events. 

Steering committee: considering complexity of the Project and need of long-term effort on continuous communication with ITT experts from APEC economies to promote ITT and collect first-hand ITT information, we have started to work on establishment of a specialized Steering Committee of the Project. Chinese Taipei and Peru have already recommended 3 experts as their representative in the Steering Committee. 

Publication updates: As project outputs, the Manual, which may contain industrial report of ITT in APEC region, knowledge system, policy recommendations, and status of specific area and economies, will be kept updating. These contents could be published through traditional channel, as well as websites and new medias. These achievements will be disseminated as the main impact to APEC member economies of the project. 

Follow-up activities: After project completion, follow-up activities of the workshops, seminar, conference will be organized, like training programs for ITT professionals, forums, discussions and exchange visits between participants’ organizations. 

After project completion, project team will apply APEC fund project next year. Then, project will shift, spread, and perfect the object of ITT industry development, working on the ITT and knowledge commercialization system, follow-up activities and further business as the next stage.  

ITT and knowledge commercialization system: One of the most important project achievements is the knowledge system. Project aims to collect mutual understandings and produce one common sense on what ITT industry should be like in APEC region. Next, other parts of the system, like innovation ideas, outline framework etc. will also be completed through follow-up activities or APEC fund projects. 

ITT professionals training program: Based on the knowledge system, there is going to be ITT professionals training programs following a specific business mode. As preliminary plan, there will be four types of training for potential ITT practitioners, they are ITT Junior (ITTJ), ITT Professional (ITTP), International Chief Technology Officer (ICTO), and MSc in International Management on Innovation Entrepreneurship (IMIE), which can be found designed for different stages of talents. 

APEC ITT network: With the materials, resources include knowledge, experts, organizations etc. gathered by the project, one ITT network will be able to be established in APEC region. Such ITT Network will be a mechanism on basis of all 4 events, that will serve participants and their institutions as a platform to promote their knowledge about ITT in their own economy, and to learn about other economies. Moreover, the ITT network can also help to keep participants and their institutions updated about outputs of our Project. Focal entity of the network will be an executive group, which we plan to invite 1 official PPSTI delegate from each economy as members of the executive group, to lead and guide the ITT network. 

Long-term and profitable work: Some project accomplishment can be long-term profitable businesses, so that the income can cover the cost. The profit may be remunerations, payment of copyright, consultants’ fee, and publication sales. In the meantime, contents within next steps of the project will be able to be tracked through the work on these issues.

PO: John Zhang, Secretary General of International Technology Transfer Network (ITTN)

John Zhang was employed with Beijing C&B united international trade in Service Co. Ltd of China council for the promotion of international trade. He was responsible for Business information center and provided international trade, technology trade and investment cooperation information and consultancy service. In 2006, John founded green word public relations & consultant (Beijing) co. Ltd. He integrated original services of company as the general manager of green word. From 2008 onwards, John started developing pharmatable (www.pharmatable.com). In 2011, as the company founder, John Zhang invested green word innovative technology development co. Ltd. in 2013, G.W. is entrusted by Beijing Municipal Science and technology commission (BMStc) to carry out work of ITTN Secretariat. 

Specialist:

Andy Sierakowski, Chairman of ITTN International Committee; Former President of Knowledge Commercialization Australasia

Dr. Sierakowski is the Co-chair of the International Committee of International Technology Transfer Network. Before ITTN, he has been Chair of Knowledge Commercialization Australasia (KCA) since 2006. In this capacity, he has developed international linkages with overseas technology transfer organizations such as AUTM USA, UNICO UK, ACCT Canada and ASTP Europe. Dr. Sierakowski gained wide experience with Kodak working in manufacturing, technical marketing, and quality assurance in Australia, France, Asia and the US. From 1992 to 1997, he was Business Unit Manager of Kodak Professional with responsibility for Australia and New Zealand with a sales turnover in excess of $100 million.

Considering objectives of the Project, which is to help ITT professionals in APEC region to develop mutual understanding about each other’s economies, and to develop common vision about ITT, it would be necessary for the Project to invite more than 6 experts for planned events stated in Guidebook 9-42, as the diversified ITT status in different APEC economies can only be learned about by collecting first-hand information and knowledge from experts in different economies. Such first-hand information would also serve as useful reference for composing the Manual. We will support experts not included in the 6-expert standard by self-funding.
