Introduction: Mexico´s delegation is interested in conveying the industry’s perception and prospective of Mexico’s telecom business environment, which has been directly and intentionally affected by the new Mexican regulatory framework.
As per agreement at TEL54 an Industry Roundtable on Emerging Regulations on the Internet Economy was proposed to be held in the next TEL Meeting.
Project Description: The key objective of this project is to cover Mexico’s telecom business environment after the Constitutional Reform, as mean for capacity building and information sharing at APEC TEL 55 sharing the experiences and challenges that the industry have faced since the Reform, as well as the actions that they have undertaken to comply with the regulatory framework.
This project is in line with the priorities set out in the TEL Strategic Action Plan 2016-2020, as endorsed at TELMIN10, which seek to promote innovation and value creation in ICTs, trough facilitating cooperation with stakeholders. It is also in line with the objective of the APEC TEL LSG to promote investment liberalisation in information technologies and effective policy and regulatory frameworks. This workshop is part of the LSG projects under implementation.
Planned Activities: The key deliverable of this project is to organize a full-day roundtable -under the framework of TEL55- that consists of three discussion panels. This roundtable would benefit multi-stakeholder approach, since it would bring together speakers from multiple backgrounds that affect Mexico´s business environment. In this this roundtable the Ministerial Declaration on the Digital Economy Innovation, Growth and Social Prosperity or Cancun Declaration will be presented, underlining the critical need for continued multi-stakeholder, consensus-driven approaches to developing global technical standards that enable interoperability and a secure, stable, global, open, and accessible Internet; also, as a roadmap towards an inclusive digitization in Mexico. This was presented by the Mexican Ministry of Economy through Cristina Carreón, Deputy General Director of Innovation. The advance in e-government and Open Data will be presented by Yolanda Martínez Mancilla, Head of the Digital Government Unit, from Mexico´s Digital National Strategy.
The second discussion panel: "Emerging Internet Economy Standards" will have the presence of Google, Facebook, Uber and Huawei. In this panel, the role of the regulator in Mexico will be discussed from the industry perspective.
The third panel entitled: "Promotion of investment in telecommunications In Mexico" will be hosted by ProMexico (Federal Government Agency that promotes the attraction of FDI and strengthens the economy's image as a strategic business partner) and Bancomext the (Development Bank of Mexico). In this panel the telecom investment environment in Mexico will be discussed.
