Introduction: The use of broadband services by people, including access to new contents and over the top applications to satisfy their communications needs or interests is increasing on the Internet economy. For that reason and taking into account the asymmetry of information between operators and customers, it is imperative to ensure consumers understand their rights when using telecommunications services.
In this context, Economies adopt guidelines and rules in order to protect the rights of such users, developing ICT applications, adopting streamline procedures, improving rules and regulation.
For example, some of these rules establish that service operators must provide information in a clear, transparent, truthful, timely, sufficient, verifiable, accurate, complete and free of charge way, through websites, mobile applications or social media, so users make informed decisions regarding the services offered.
Project Description: The aim of this project is to identify and share best practices in order to protect the rights of telecommunications services users, so ministries, regulators and policy makers could have key elements at regulatory level for planning appropriate actions and establishing proper guidelines and policies.
This project is in line with the priorities set out at the TEL Strategic Action Plan 2016-2020, endorsed by Ministers at TELMIN and updated during TEL54 Meeting, which establishes as one of the actions to Develop and Support ICT Innovation to “identify and share best practices and strategies to encourage adoption of ICT services”.
In this context, a half day workshop would be a platform where policy makers and regulators will share their best practices in order to promote the protection of the rights of telecommunication service users within APEC economies.
The workshop will cover the following topics to protect the rights of telecom users:
- ICT developed applications.
- Enhanced / Improved regulation.
1) A half-day workshop that will be held during TEL55 meeting, with the participation of APEC member economies experts. Economies will share their views in a roundtable.
2) Final report with outcomes and recommendations will be presented at TEL 56.
