Workshop on Over The Top (OTT) Services, aim to propose a guidelines for APEC economies on bussiness model based on experiences and case studies how to cope with the growing OTT applications. OTT is un-stoppable since it is benefitted to consumer, and yet it will reduce the revenue of the fixed and mobile telco operators. The activities will involve the survey by designing and circulating questionnaires to APEC member economies, report the result in the next APECTEL 51 in Philippine, and to hold a ½ ( half) day workshop back to back with the 52th APECTEL WG Meeting.

Most developing economies are obseving and studying how to handle the OTT as it is unstopable but on the other hand the ecosystem broadband should be balanced, and should maintain heathly competition in the industry. The balance of the industry among stakeholders i.e governent, telco network providers as well as content providers is indeed required.
Until today, a number of APEC member economies are still pursuing universal broadband access, and OTT service providers have enormously benefited due to the acceleration of broadband network expansion around the world. On the other hand, telecommunication operators are under pressure to achieve universal broadband access due to the pressure of making the subscription fees as affordable as possible to all people regardless of their economic background.
