Relevance of the proposal to APEC: Workforce resilience in the energy sector is one of the key pillars of energy resilience as it involves building a sustainable and vibrant workforce in the energy sector. Besides helping to meet the changing demands of the energy industry a resilient energy workforce will ensure that the relevant expertise will be available to respond to emergency situations. To address these challenges and other issues, the Energy Resilience Taskforce (ERTF) recognises the importance of building a resilient workforce in the energy sector, in line with the 2015 APEC Energy Ministers’ instructions in the Cebu Declaration for establishing an energy resilient APEC community.
Project Summary: To raise awareness of the challenges facing the energy workforce, Singapore proposes to organise a Workshop on “Workforce Resilience in the Energy Sector”. This Workshop will serve as a platform for greater discussion on the key human resource challenges in the energy industry and facilitate dialogue on the best practices in strengthening energy workforce resilience among the APEC economies. In particular the Workshop will identify solutions, such as attracting and retaining talent, skilled labour mobility in APEC, as well as responses to market changes in the energy sector.
Experts of member economies, including the private sector, will be invited to share their experiences, policies, and best practices from multiple perspectives. In addition, they will explore opportunities for solutions and regional collaborative efforts to address these issues. The Workshop will be held in 25 April 2017, in Singapore.
Key Outputs and Outcomes of the Project: The Workshop will serve as a platform to (i) raise awareness on key human resource challenges, (ii) share best practices implemented by APEC economies to enhance workforce resilience, and (iii) identify potential solutions to attract and retain talent for the energy sector in the APEC region. These outcomes of the Workshop will be reported to the 4th ERTF meeting, which will be held during the APEC EWG53 in Singapore.
Workshop presentations and any other tabled materials will be made available through APEC’s Meeting Document Database, with support from the APEC Secretariat. A brief summary report of the discussions and conclusions from the workshop will also be circulated to APEC member economies.
