Project Summary

In 2014, APEC Leaders agreed to double the share of renewable energy in the overall energy mix by 2030 to achieve sustainable and resilient energy development within the APEC region. The main objectives of this project are to evaluate the renewable energy development potential in the APEC region, and to develop a strategic roadmap toward the goal of doubling renewable energy. 

This project aims to assess the gap in renewable energy development and evaluate how much capacities and renewable energy development potentials could fill this gap toward the doubling renewable energy goal. 

This project will develop a strategic roadmap toward reaching the goal and establish a cooperative network among APEC economies to develop and promote renewable energy in the region. 

Research results will be published in a final report describing a strategic roadmap for renewable energy development. A workshop will be held to deliver the outcomes and discuss best practices to fill the gap. The project outputs could act asa reference for all APEC economies to help revise their goals to reach the doubling of renewable energy application.

Relevance

In 2012, the APEC Leaders’ Declaration unveiled that APEC energy security should be strengthened to develop cleaner energy sources for sustainable development. In 2014, Energy Ministers at APEC Energy Ministerial Meeting (EMM11) reaffirmed the UN “Sustainable Energy for All” (SE4All) initiative, and instructed the EWG through the EGNRET to develop the roadmap for the aspirational goal of doubling the share of renewables in the APEC energy mix.” Moreover, APEC Leaders in 2014 reached an agreement to double the share of renewable energy in the overall energy mix by 2030 in order to achieve sustainable and resilient energy development within the APEC region. To attain this target, APEC economies should enhance cooperation and promote innovation in renewable energy technologies to reduce costs and improve the competitiveness and sustainability of renewable energy in the energy market. 

To respond to this goal, the project will develop a strategic roadmap toward the aspirational goal of doubling the share of renewables in the APEC energy mix, including in power generation by 2030. The roadmap could act as a reference for all APEC economies to follow in revising their goals to reach the doubling of renewable energy application. Developing economies will be benefit from developing renewable energy facilities, since they have more room to improve technologies and more potential to develop renewable energy, and could learn from sharing experience and technologies by developed economies. Furthermore, the investment in developing economies might increase after implementing strategic plans.

This project falls under Rank 2, because it directly supports the APEC Leader’s Sustainable Growth Strategy.  Specifically, it ensures energy security and green growth in the APEC region by optimizing the renewable energy development, creating a pathway leading the APEC society into low-carbon civilization, and developing renewable energy promotion strategies.

 The project also falls under Rank 1, for the development of renewable energy to build sustainable and resilient communities in APEC region.

Objectives

The objectives of this project include: 1) Investigating the potential of renewable energy development in the APEC economies; 2) Analyzing the gap to reach the goal of doubling renewable energy and evaluating how much capacities and renewable energy development potentials could fill this gap; 3) Establishing a strategic roadmap toward doubling renewable energy goal; 4) Conducting a workshop to deliver the outcome, and discuss the practices to fill the gap; 5) Publishing a final report including research findings, policy recommendations and potentials of renewable energy development in the APEC region. These outputs will increase knowledge of promoting renewable energy development and reaching the goal of doubling renewable energy in the APEC region.

Alignment

This project aligns with APEC Leaders’ goal to double the use of renewable energy sources by 2030, and also meets the APEC green growth goal in support of energy-smart low-carbon communities, into APEC’s economic sustainable growth plans. A strategic roadmap will be developed toward doubling renewable energy goal, and a cooperative network will also be established among the APEC members which will lead to enhance the renewable energy development promptly in the APEC communities. 

The project supports the EWG Strategic Plan for 2014-2018 in helping the EWG to achieve key objectives, including: 1) Endeavoring to double the share of renewables in the APEC primary energy mix by 2030, and increasing the number and type of renewable energy projects; 2) Developing and deploying renewable energy technologies to support the United Nation’s goal of doubling the percent of renewables in the primary energy mix by 2030; 3) Support the development and commercialization of clean energy technologies so as to make them economically viable in a  wide range of applications and develop a set of sub target cost ranges for renewable energies. Therefore, this project will assist EWG in tracking progress toward the achievement in conjunction with the APEC efforts to support the United Nation’s goal of doubling the share of renewable energy in the world energy mix by 2030.

TILF/ASF Justification

This project will support the capacity building needs of APEC developing economies through planning the roadmap and outlining the pathway to increase renewable energy capacities and build a cooperative platform and network among APEC region. Since the main purpose of this project aims to develop strategies to increase renewable energy development in APEC region, APEC developing economies would get many benefits from increasing renewable energy capacities. For instance, it may stimulate economic growth and create more employments for developing economies. The developing strategies would include investigating the potential renewable energy development and make strategies, so it may be benefit some rural places which have no access to electricity and too little commercial energy to support development, but they have some potential to develop renewable energy. They would have on-grid electricity or generate electricity for themselves by planning and developing. APEC economies can benefit from green growth based on the mass development of renewable energy.

Beneficiaries and Outputs

Outputs: This project aims to develop strategies to increase renewable energy development in APEC region. The outputs of this project may include: 

1) Workshop: A workshop will deliver the outcome to experts who are from different economies to discuss best practices to fill the gap and receive the feedback and suggestions for further revised actions. Workshop participants will include the government officials, industry leaders, and academicians in the APEC economies. The workshop will be held in conjunction with an EGNRET meeting in 2017, and the PO will ensure that most representatives from APEC economies participate the workshop.

2) Roadmap: The research team will review external resources that provide global renewable energy data, policies and recommendations that are applicable to this study. A strategic roadmap toward doubling renewable energy goal will provide actions plans and cooperative framework among APEC economies, for it will be the guide to fill the gap to reach the goal of doubling renewable energy in the APEC region.

3) Network: The project would like to frame a cooperative network to exchange experience and cooperate among APEC economies. For instance, technical or economic cooperation in specific topics in renewable energy areas. It would be the important step to build a network for developing renewable energy among APEC region. The network would invite experts to workshop and cooperate with related organizations to share experience or data to develop the roadmap. Therefore, it could be a connection and strategic cooperation network in APEC region. Establishing a website to connect those partners and monitoring the progress of implementation in APEC region could be the further step to propose new project in the future. 

4) Project Report: The final project report will be produced highlighting the recommendations with suggested roadmap to develop renewable energy and reach the doubling goal. The main contents of this report will include research outcomes, policy recommendations, challenges, barriers and strategies toward the doubling renewable energy goal in the APEC region. 

Outcomes: The outcomes which are expected to achieve in the medium-term include:

1) APEC economies would be engaged through sponsoring the project and carrying out the survey in the economies by the consultant, and most of APEC economies would benefit significantly in the long term by developing renewable energy properly.

2) A strategic roadmap will be established toward doubling renewable energy goal, and it could outlines a set of initiatives aimed at accelerating the development of renewable energy projects in APEC region; furthermore, it  would produce policy recommendations to guide national policy directions and be the reference for policy making.

3) Estimating the renewable energy potential and evaluating how much capacities could be develop in APEC region would be a reliable reference for investor to evaluate investment, and it would stimulate renewable energy investments.

4) A final report will be published including research findings, policy recommendations and potentials of renewable energy development in the APEC region. These outputs will increase knowledge of promoting renewable energy development and reaching the goal of doubling renewable energy in the APEC region.

5) Conducting a workshop to share information and experiences, deliver the outcome, and discuss the practices to fill the gap to have suggestions from different experts. Furthermore, it could increase importance and understanding vision and strategies to reach the goal of doubling renewable energy in APEC region and collaborate to achieve it. 

Beneficiaries:

a) APEC economies will obtain the systematic information to understand how to fill the gap to reach the goal of doubling renewable energy.

b) The roadmap will be the guide to fill the gap to reach the goal of doubling renewable energy in the APEC region.

c) APEC economies can exchange experiences with other economies to develop policy actions to promote the renewable energy.

d) The workshop is the opportunity for participants to share their researches and experiences with policy makers, and the final report will be a reference for all APEC economies to follow in revising their goals to reach the doubling of renewable energy application.

e) APEC economies can benefit from green growth based on the mass development of renewable energy.

Dissemination

The target audiences of this project would be policy makers and private sectors, research institutions, universities and government entities in the APEC region, since the project outputs could act as a reference for all APEC economies to help revise their goals to reach the doubling of renewable energy application. 

The final project report is planned for dissemination publicly after review by EGNRET Representatives at EGNRET 49meeting, and reporting to EWG 54 meeting. The final version of the project report will be uploaded to the EGNRET’s website, and the APEC Project Database (PDB) website. The workshop presentation files will also be uploaded to the EGNRET’s workshop website for sharing with audiences who cannot attend the workshop. Notification will be delivered to through EGNRET’s mailing list including EWG and EGNRET members, and Economies’ energy agencies. 

The final project report will be produced highlighting the recommendations with suggested roadmap to develop renewable energy and reach the doubling goal. In addition, a renewable energy database among APEC region would be established to provide more researchers for doing further researches after the project is completed. The data may be collected from cooperating with EGEDA, APERC or other organizations.

Gender

The proposed project will pay attention on the equal rights for men and women gender equality with the equal rights, responsibilities and opportunities of women and men and girls and boys. Since the main purpose of the project is to promote renewable energy, reducing carbon dioxide emission, and protecting environment, most of work will encourage the participation of female experts and professions. The project workforce, workshop speakers, and attendance will be no less than one fifth of the total number. It is expected that more and more females will dedicate to renewable energy research and policy making such as renewable energy analyst, engineering, economist, or policy analyst. 

The ultimate target of this project is to promote the development and application of new energy and renewable energy, reducing carbon emission, facilitating environmental protection, achieving social and economic sustainable development. The proposed project will create more equal employment opportunities for females by getting women involved in the process of project development, increasing female social identity awareness, achieving the female self-development in technology and environmental protection. 

Furthermore, the strategies proposed by this project would be carefully designed in ways that benefit both women and men, promote women’s meaningful participation and representation in the energy sector, and develop a network that work on gender, rights and energy to engage in energy policy dialogue among APEC region.

Finally, this project will note a statement that “we encourage each economies to nominate female experts and speakers to attend the workshop” when the project send invitations to speakers. And the project will ensure to run by at least 50% female researchers to increase women’s participation.

This project could help to solve the problem which electricity is still a luxury for many rural women and men, and modern energy services are far from accessible, they could access electricity by renewable energy installed in rural area.

In addition, to cope with the situation that women have lower participation in the formal sector in many economies in the Asia-Pacific region. Female job opportunities in industry may increase, since this project will try to develop the renewable energy in APEC region.

Work Plan

The implementation of this project can be divided into 6 stages:

1) Dec 2016-Jan 2017 / Forming the Research Team: Develop RFP for consultant report, and form the research team;                             

2) Feb-Mar, 2017 / Data Collection: Collect the current renewable energy status in the APEC region and investigate all member economies’ renewable energy development targets and potentials. The data will collect from related organizations from external resources that provide global renewable energy data, policies and recommendations that are applicable to this study, and collecting the complete renewable energy data, policies by interview or surveys.

3) Apr-May, 2017 / Gap and Potential Evaluation: Analyze the gap to reach the goal and evaluating how many capacities and renewable energy development potentials could fill this gap.

4) Jun-Jul 2017 / Carrying out Interviews and the Workshop:  This project will the collect data, policies and investing capacities by interviews and cooperation with related database such as IRENA, APEC EGEDA etc., and draft the research result in a workshop to consultant with delegates of APEC economy.. Workshop participants will include government officials, industry leaders, and academics in the APEC economies. The draft of the research  result will be reviewed by the participants of the workshop.

5) Aug-Nov, 2017 / Conducting Research and Developing the Strategic Roadmap: Conduct research to develop a strategic roadmap including a cooperative network toward the goal of doubling renewable energy in the APEC region.

6) Dec, 2017 / Completing the Final Report:  A final report will be completed to provide research outcomes, policy recommendations, and renewable energy development roadmap toward the doubling renewable energy goal in the APEC region.

Risks

The project would propose strategies roadmap toward achieving renewable energy doubling goal, and it could be a guideline or policy recommendation for each economies. However, the risks would be that achieving the goal needs all member economies to dedicate to implement and mandate, but the different financial mechanisms, technology developments in the APEC region may be the risk for carrying out the project. To manage the risk, this project would establish a network among APEC economies to cooperate and exchange experiences. 

Besides, this project will evaluate each objective, output, outcome, dissemination action, gender expectation, measure of effectiveness, deliverable and event, and include these topics in a monitoring and evaluation matrix to ensure all aspects of project performance are monitored and evaluated.

In addition, another risk could be the difficulty to survey and evaluate the renewable energy development potential in all economies. To manage the risk, more reviews and data collection for APEC’s renewable energy development potential will be enhanced, and this project might consider analyzing it based on Geographic Information Systems (GIS) data and trying to apply a new methodology which can be further refined based on national and local situations and needs.

Monitoring and Evaluation

PO will submit project monitoring progress checking quarterly with experts, checking milestones based on workplan, accessing deliverable stage quality assessment, project implementation progress report, mid-term report, and final report. After the project is completed, the final project report will be sent to EGNRET Representatives for comments and suggestion. 

Several indicators are arranged to assess the project achievements including:

1) The number of APEC economies, the participating organizations and agencies, and the appropriateness of representation from each economy to participate in the workshop; 

2) The development of the strategic roadmap would be distributed at EGNRET meeting to receive the feedback for further revision; 

The content and quality of the draft report will be delivered at EGNRET 49 meeting to receive the feedback for follow-up actions. 

In addition, it is estimated that half of EGNRET Representatives are female, and they will participate in EGNRET to help EGNRET guide and implement the project. 

The workshop will be held with EGNRET meeting to increase the attendees, and it is usually 10 or even more economies to attend EGNRET meeting including Thailand, the Philippines, Chinese Taipei ,United States, and so on.

Furthermore, this workshop will invite experts from related organization and invite more than ten economies to recommend experts attending the workshop. In order to invite more experts to join the discussion and work together to achieve the goal, we will announce the workshop as soon as possible to schedule their time. In additional, we encourage experts or delegates who are from developing economies to attend the workshop, so we will also remind them the workshop could provide per diem and airfare for speakers and participants who are from developing economies.

About the survey, we will collecting the complete renewable energy data, policies by interview or surveys to all member economies, if it is necessary.

Linkages

This project will have linkages between EWG, EGEDA (Expert Group on Energy Data and Analysis), and APERC (Asia Pacific Energy Research Center) to enhance contributions for reaching the goals of doubling renewable energy. In addition, the project outputs will also be of interest to, and complement ongoing work of, IRENA (the International Renewable Energy Agency) and the UN’s “Sustainable Energy for All” (SE4All) initiative for doubling the share of renewables by 2030 in the world, as well as the work of other international organizations promoting the acceleration of renewable energy development and deployment internationally. Therefore, the cooperation with these groups/ organizations could be sharing the data and recourses, discussing about the detail of methodology and research result, learning techniques to develop a roadmap and exchanging opinions.

Sustainability

The project output will outline a number of policy recommendations aimed at achieving renewable energy target in the APEC Region. This will increase renewable energy capacity and enhance renewable energy trade, establish a platform to improve new and renewable energy, and investment network among APEC economies. Therefore, it would be a guideline and strategies to meet the APEC aspirational goal to double the share of renewables including in power generation by 2030 in APEC’s energy mix shown in 2014 APEC Leaders’ Declaration. 

Roadmap would identify gaps, needs, actions, sequence, timelines and frameworks, serve as a guide for beneficiaries to develop policy, programs. It also would provide recommendations leading to a strategy connecting vision to priorities to structures to objectives to programs to plans to priorities to actions to timelines to events to management to evaluations to reviews to research. In addition, workshop will initiate discussions, relationships, shared visions etc.

Project Overseers

The Project Overseers is Mr. Jin-Sheng Su, the Director of Energy Technology Division, Bureau of Energy, Ministry of Economic Affairs, Chinese Taipei. Mr. Su has expertise background in Electrical Engineering and International Studies. 

His work experiences includes responsibilities for the formulating renewable energy policies and renewable energy related regulations; promoting all types of renewable energy including the "Thousand Wind Turbines" and  the "Million Solar Rooftop PVs" projects; expanding  the R&D of new energy technologies  to support  the development of green energy industry; developing advanced energy technologies.
