Project Summary

An infectious disease often breaks out in the Asia-Pacific region, and it harms achieving people’s health and wellbeing as well as sustainable development of economy, society and environment. Therefore, it is absolutely necessary to prevent and control emerging infectious disease, for which antibacterial products and materials play key roles by keeping our living environment clean and safe. Introduction of these products and materials helps MSMEs to differentiate their products by adding new value and enhance their market competitiveness in the modernizing societies. Final goal of this project is to disseminate antibacterial products and materials in the APEC region by modernized MSMEs. This project includes three seminars about antibacterial products and materials, trend of antibacterial market, and antibacterial evaluation test method based on an international standard, ISO 22196. Round-robin-test will be also conducted among participants to enhance their understandings and further improve their evaluation capacity of antibacterial products and materials.

Relevance

Keeping our living environment clean and sanitary is prerequisite for people’s health and wellbeing as well as sustainable development of economy, society and environment. However, infectious disease often breaks out in the Asia-Pacific region and it threats our living environment a lot. Therefore, it is necessary to prevent and control emerging infectious disease to keep our living environment clean, sanitary and safe, and to achieve sustainable developments. Antibacterial products and materials have effects which keep our living environment clean, sanitary and safe, and contribute to prevent expansion of infectious disease. .In addition, introduction of antibacterial processing technique contributes to modernize MSMEs in the APEC member economies by adding new values and functions to their commodity products. Therefore, this project will benefit whole APEC member economies through dissemination of antibacterial products and materials by modernized MEMEs in the region.

One of the main objectives of this project is to facilitate industrialization in APEC region through application of an international standard, ISO 22196, (Measurement of antibacterial activity on plastics and other non-porous surfaces). Therefore, this project directly supports “Standards, conformity assessment, technical regulations, regulatory cooperation, and regulatory coherence, including good regulatory practices” as indicated in Rank1 of the APEC Funding Criteria In addition, the antibacterial processing is a technique to introduce new function, and add value to the existing products being produced by MSMEs. Therefore, this project also supports “MSME Modernization and insertion in GVCs "as indicated in Rank1 of APEC Funding Criteria.

Objectives

Key objectives of this project are:

- To provide program participants with various information on antibacterial products and materials to facilitate their understandings

- To improve technical knowledge and skill of program participants (testing laboratories) for evaluation of antibacterial products and materials according to the international standard (ISO 22196); and,

- To facilitate introduction of antibacterial products and materials by MSMEs to disseminate reliable antibacterial products and materials in the APEC member economies.

This project is also aiming at establishing a worldwide antibacterial association (the World Federation of Antibacterial Industry) in the near future.

Alignment

This project clearly supports “The Healthy Asia Pacific 2020” and its Roadmap. This initiative encourages the APEC member economies to develop their capacity to address health-related issues and to strengthen skills for prevention and control of relevant disease. Through this project, Introduction of antibacterial products and materials by MSMEs will be facilitated and as a result, relevant disease will be prevented. In addition, this project reaffirms the Joint Ministerial Statement of 2015 APEC Ministerial Meeting which includes the following sentence. “We commit to support one another in building the necessary capacity to effectively prevent, detect, and respond to infectious disease threats. We welcome private sector contributions in some economies to infection prevention and control through initiatives”.

This project is aligned with the standards related activities being implemented by the Sub-Committee on Standards and Conformance (SCSC). Especially, this project supports one of the thematic priorities of the SCSC, which is “Strengthening Connectivity and Infrastructure Development”. In this priority, the following sentence is stated. “Developing initiatives to improve the capability and capacity of APEC economies in standards and conformance matters through - workshops and projects on building capacity and capability benchmarking and sharing of best practices to strengthen and promote standards and conformance infrastructure including targeting micro, small and medium enterprises (MSMEs)”.

TILF/ASF Justification

As mentioned above, one of the objectives of this project is to improve technical knowledge and skill of participants from testing laboratories or research institutes for evaluation of antibacterial products and materials based on the international standard (ISO 22196). Therefore, this project is relevant to “5. STANDARDS AND CONFORMANCE” in Part1, Section C of The Osaka Action Agenda and will contribute to its objectives, especially “e. promote cooperation for technical infrastructure development to facilitate broad participation in mutual recognition arrangements in both regulated and voluntary sectors.” Through capacity building of this project, we aim to facilitate trade as well as mutual recognition arrangement of antibacterial products in APEC region.

Beneficiaries and Outputs

Outputs: Three seminars will be held in this project. In the first and second seminar, we lecture about basic and general antibacterial matters and antibacterial evaluation test method The lecture of basic and general antibacterial matters is composed as below.

- Definition of antibacterial

- Effect of antibacterial product

- Market situation of the antibacterial products

- Kind, character, safety, how to choose of antibacterial agent

- Process of manufacture and quality control method of antibacterial products. 

On the other hand, the lecture of antibacterial evaluation test method is composed as below.

- Principle

- Operation method

- Factors which influence a result of evaluation test

-Instructions of ISO22196 (measurement of antibacterial activity). 

In addition, Round Robin Test by testing laboratories of participating economies will be planned after each seminar. Round Robin Test is a joint examination that a sponsor distributes the same sample to the plural testing institutions and clarify reliability of measurement method and measuring equipment including the ability of the gauger We distribute the same sample for this Round Robin Test and evaluate the performance of antibacterial samples base on ISO22196. Then, we analyse the Round Robin Test results from participating economies according to Annex B (Statistical method for proficiency testing) of ISO/IEC17043. The analysis of the results will be shared with participants and if there are any problems or differences of the results, we will explain the cause of them and demonstrate the evaluation test on the site of testing laboratories. 

In the third seminar, we will explain the final results of the Round Robin Test by the testing laboratories and provide trainings to enhance the capacity of evaluation test for antibacterial products. The report of the test results will be prepared and distributed. 

Outcomes: The economies who participated in the seminars will understand the value of the antibacterial products by knowing the basic acquaintance and information about the antibacterial products and will also know the importance of keeping our living environment  more clean and sanitary. Through this project, people in APEC economies will be more conscious of “hygiene” and antibacterial industries may be launch newly. As a result, antibacterial products and materials will be more popular and spread APEC-wide and this contributes to achieve people’s health and wellbeing as well as sustainable developments of economy, society and environment. 

To eliminate fake products from the market and spread antibacterial products soundly, it is absolutely necessary to evaluate the quality of antibacterial products based on ISO22196. However, the antibacterial evaluation test is very difficult because it takes a lot of time and requires handling bacteria. In addition, the variance of antibacterial activity is very large and the reproducibility is very low. In consideration of the difficulty of the antibacterial evaluation test, important technical points will be shared in the seminars to obtain a right test result in an antibacterial evaluation test.

Furthermore, the laboratories which participate in the Round Robin Test will understand the technical level of their evaluation test, clarify whether there is a problem in their test or not and also enhance the capacity of the test. 

Beneficiaries: Direct beneficiaries are the testing laboratories and the research institutes which engages in the duties in conjunction with the antibacterial products, because they can get detailed knowledge and experience on evaluation of antibacterial products and materials. 1st and 2nd seminar is particularly useful for the laboratory in companies which prepare antibacterial products or antibacterial agents, and particularly useful for the testing institution which assumes the inspection of the microbe specialized duties. Because the contents of the second seminar are almost same as the first, the second participant may be different from the first. 

The main contents of the third seminar are a result and consideration of RRT. Therefore, the participant of the third seminar will become a participant of two times of RRT. There is a difficult aspect as listed above for an antibacterial evaluation examination, but a participant learned by this seminar can get correct data As a result, the participant will be recognized as an expert. 

Participants who have experience of handling a microbe but have never handled antibacterial product and materials may learn new technique of antibacterial evaluation examination, because we will teach participant the basics of antibacterial examination through this seminar. 

Other beneficiaries are many private enterprises (MSMEs in particular). This project helps that they add a new function and new value to their product. Because products with antibacterial power are always cleaner than a product without antibacterial power, it is pleased by consumers. The field of use of the antibacterial product is very large, so the private enterprise of many fields may participate in antibacterial industry. The employee of a company that produce or sell antibacterial products and materials, and the staff of the research institute evaluating the antibacterial performance of an antibacterial product does not need the special qualification. And the sex does not matter, too. In this way, their competitiveness may gradually strengthen it in global market.

If, as a result of this project, antibacterial products spread in APEC member economies and antibacterial industry develops, the consumers (particularly people in relatively vulnerable position (i.e. woman, children and elderlies) would benefit from strengthened disease prevention mechanism supported by antibacterial product and materials.

Dissemination

Publications (Seminar Materials): For dissemination, the training materials will be provided in hard copy to the participants of the seminar and will also be available in electronic formats to all participants from APEC member economies. They will comply with the APEC Publication Guidelines as well as the APEC Logo Guidelines and Copyrights. 

Number of copies for the seminar materials: Each participant will receive a hard copy of the relevant documentation, and each APEC member economy will be able to access the documentation upon request. The seminar materials in electric formats will be stored in the website of SIAA. (http://www.kohkin.net/en_index.html). 

Education and the spread by the participant: We expect that participants stream down the contents and knowledge which they have learned through this project to their colleagues and relevant people and as a result, an antibacterial examination technology level will enhance. 

The report of the Round Robin Test result: The report of the Round Robin Test result will be prepared and distributed only to the participants.  Because the test result is the secret matter of the participated laboratories.

Sale of Output: The outputs arising from this project are not intended to be sold. The seminar materials will be available to all APEC members on the APEC website for free.

Gender

Many women work in antibacterial laboratory and the research organization which handles microbe in Japan, and there are many workplaces than a man with many ratios of the woman, too. For example, in one of the testing laboratories of SIAA members, approximately 70% workers are women. Therefore, active participation of women in this project is expected. In the medium and long term, through the dissemination of antibacterial products, antibacterial industries will be developed and, as a result, women participation in society will be facilitated.

But there is not difference between gender in production, sale and use of the antibacterial product.

Approach for Risk Management

At present, the recognition of the antibacterial products in APEC economies is low. Therefore,  we have possibilities having very little number of participation in this project.

We want to act for public information with this project for the laboratory of the economy via the administration and an industry group of each economy to increase the number of participation. 


Since “antibacterial” is a new topic, there is a risk that some participants may join with different interests and expectations toward the antibacterial seminars. Having such participants would be risk factors from managing the quality of the seminars.

Selecting participants who carry good understanding of the topic and expectation are highly important. In this regard, key APEC contacts involved in the screening process for selection of participants are necessary to have proper understanding of topic, objective and expected outputs of this project.

· Not all the participants/speakers have been confirmed.

· Not all seminars/training materials have been prepared and collected.

We will share the project information and cooperate with other WG or sub-fora of APEC through APEC Secretariat as well as other antibacterial associations such as CIAA and KIAA.

There may not be suitable facilities to handle bacteria in participating economies

Participants from laboratories which does not have suitable facilities to handle a microbe are welcomed to join the first and second seminar. It is useful for them to learn about an antibacterial product and the evaluation method through the seminars. However, the laboratory without facilities cannot participate in RRT. Instead, we can provide them with the appropriate information including structure and the specifications of the facility.

Monitoring and Evaluation

The indicator to monitor and evaluate the project is a result of survey which includes the number of participants in the seminars and the result of the Round-Robin Tests. The questionnaire will be prepared for the participant of the seminars and the Round Robin Test and then collect the answers of the questionnaire. The questionnaire will include questions regarding the contents of the seminars, degree of satisfaction and understanding. This questionnaire will clarify how well the participants understand antibacterial issues.

Key indicators which are based on the questionnaire are as follows;

- number of participant of  1st and 2nd seminar: 20 (each seminar)

- number of participating laboratory of Round Robin Test: 20 in total

- degree of satisfaction: more than 70% of the participants are satisfied with the project.

- degree of understanding: more than 70% of the participants understand ISO22196 and have the capacity of evaluation test based on ISO22196.

- percentage of female participants: It is expected that 30% of the participants will be female.

Linkages

This project would be also related to the Health Working Group (HWG) and Small and Medium Enterprises Working  Group (SMEWG). Therefore, the information of this project will be shared with HWG and SMEWG, and the comments and input from 2 WGs will be highly welcomed. Also we will circulate seminar and RRT information to 2 WGs to facilitate participation from them.

In addition, Chinese Industry of Association for Antimicrobial Material & Produces (CIAA) and Korea Industrial Technology Association for Antimicrobial Materials & Products (KIAA) will be invited to join this project to cooperate with each other. As host economies of the seminars , they will have key roles for the success of this project.

Sustainability

Final goal of this project is to achieve people’s health and wellbeing as well as sustainable development of APEC member economy, society and environment. Dissemination of antibacterial products and materials in the APEC region by modernized MSMEs is a key step for the final goal. The important point for the spread of antibacterial products and materials is that these quality and safety are reliable. We make an antibacterial standard and safety standard to be common in many APEC member economies, and want to circulate with the products complying to the standard. And an antibacterial product may purchase the consumers in peace if the mark indicating passing this general standard is displayed. The most important quality of the antibacterial product is antibacterial performance. The spread of ISO22196 which is a test method to evaluate antibacterial performance is definitely necessary to make a reliable antibacterial product widely available. Based on member economies’ needs, we may develop a project as phase 2.

In addition, antibacterial association which consists of Japan, China and Korea will begin the standardization activities on developing common certification mark and disseminating antibacterial products.

Project Overseers

Mr. Mitsuo MATSUMOTO will supervise and assess the project. He is director of Office for Economic Partnership for Standard and Conformity Assessment, Ministry of Economy, Trade and Industry (METI), JAPAN and has been involved in the standardization activity including the cooperation with National Standardization Bodies in foreign economies.

Mr. Yoshiaki FUJIMOTO, Executive Managing Director of Society of International sustaining growth for Antimicrobial Articles (SIAA) and Mr. Susumu HIRANUMA, Executive officer of SIAA will lead the project with cooperation with METI. Mr. FUJIMOTO works as a person in charge of the antibacterial business in a chemical maker for 5 years and works afterwards in SIAA from 2004. He participated as speaker in antibacterial Work shop held in Hanoi City, Vietnam in November 2012, which Ministry of Science & Technology, Vietnam and SIAA joined. Mr. HIRANUMA has been engaged in the sale of antibacterial agent for many years from 1984 and works in SIAA from 2014. Both of them have been engaged in international cooperation on antibacterial products and materials for a long time.
