Project Summary

In an effort to expand on the lessons learned from the August 2015 Secure Travel workshop that we sponsored on the margins of SOM3 in Cebu, Philippines, we propose to hold a follow-on workshop this year that will explore in depth the mechanisms that exist to help mitigate the threat that foreign terrorist fighter (FTF) travel poses to the Asia-Pacific region while at the same time facilitating the flow of legitimate travel.  Building on APEC Leaders’ support for the CTWG’s capacity building activities on advance passenger information and other traveler risk reduction tools like passenger name records (API/PNR), this follow-on workshop would explore good practices for improving information-sharing about travelers both within and among APEC member economies.  It would also educate participants about how to use tools like API/PNR effectively through watchlisting, targeting, screening, and other techniques.
