Project Summary

Many APEC economies have experience establishing, maintaining, and improving public alert and early warning systems. This collective experience could provide valuable peer-to-peer learning opportunities for APEC economies in various stages of implementing and improving these systems. This project examines current public alert and warning systems and challenges and will culminate in the development of draft APEC guidelines and principles for public alert and warning.

The project will consist of two phases:

1) A survey of member economies’ current public alert and warning capabilities and challenges and an analytical report of findings. The survey and findings will be used to refine the scope and goals of later objectives.

2) A workshop to examine lessons learned and innovative practices in alert and warning. The output of the workshop will be the development of APEC guidelines and principles on alert and warning.

In the year following this project, the Project Overseers will continue to work with EPWG stakeholders to identify opportunities to promote and apply the new APEC guidelines and principles on alert and warning.

Relevance

This project seeks to address public alert and early warning challenges such as: getting alerts and warnings to at-risk communities, particularly in remote areas; communicating accessible, understandable, acceptable, and actionable alerts and warnings; building and sustaining public-private partnerships; governance and policy challenges associated with public alert & early warning; and regional data sharing. It is intended to benefit all APEC member economies, but especially developing member economies, by facilitating peer-to-peer learning among APEC member economies and culminating in the development and of APEC guidelines and principles. 

The Asia-Pacific region is widely regarded as disaster-prone, with an abundance of highly-susceptible communities. APEC members can be better prepared to face this reality by continuously improving their public alert and early warning capabilities. With its strong links to the emergency management communities across the member economies, the APEC Emergency Preparedness Working Group offers an ideal forum through which to share critical lessons learned on public alert and warning. 

The proposed project has a clear direct link to objectives under the Rank 1 Funding Criteria for 2015, promoting regional economic integration via free and open trade and investment, including (1) Building sustainable and resilient communities; and (2) Emergency preparedness and disaster management, including activities relating to the efficient movement of capital, goods, services and people. This project will also contribute to an objective under Rank 2 of the Funding Criteria: The project will promote science & technology and ICT approaches in disaster preparedness, risk reduction, response and post-disaster recovery, and cooperation in search and rescue.

Objectives

This project has two main objectives: 

1)  Strengthen public alert and early warning capacity through peer-to-peer learning.

2)  Identify APEC practices in public alert and early warning, with the aim of developing APEC-specific guidelines.

Alignment

This project supports and brings new focus to the APEC 2012 Leaders Declaration which stated “We encourage the cooperation of member economies to improve disaster preparedness, response and recovery through the development of ICTs and promotion of appropriate systems and technologies and welcome the discussion on supporting people affected by disasters and emergencies through enhanced and timely access to information about risks… we reaffirm the importance of enhancing preventative measures, emergency preparedness, disaster resiliency and fostering of scientific and technical cooperation among APEC economies,…We also support fostering public-private partnerships, establishing common standards for emergency early warning systems in cross-border transportation…” 

This project would also further cooperation of member economies in disaster preparedness, risk reduction, response and post-disaster recovery through increased data sharing and application of science and technologies, which is explicitly promoted in the APEC 2014 Leaders Declaration. 

This project aligns with four of the EPWG’s five priority areas: business and community resilience, public-private partnerships, disaster risk reduction, and cooperation and coordination with regional and international stakeholders. It further supports three priorities identified in the EPWG Strategic Plan 2013-2016:

1) enhance regional capacity on disaster risk reduction and emergency preparedness;

2) promote public‐private partnerships to develop joint disaster preparedness actions and build up disaster resilience; and

3) facilitate sharing of information, knowledge, expertise, best practices and experience learned from disasters. This project further responds to interest expressed in this topic during the APEC 8th Senior Disaster Management Officials Forum. The project is also aligned with the Sendai Disaster Reduction Framework, which has as one of its seven global targets to, “Substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to people by 2030.”

TILF/ASF Justification

Developing economies face different capacity issues with respect to public alert and warning, especially in remote areas and vulnerable communities. Higher poverty rates, challenges with logistics, and lower levels of formal education and technology require special consideration when planning public alert & warning systems. Many APEC economies, including both developed and developing economies, have experience navigating these concerns when building their public alert & warning capacity. Sharing these experiences could provide valuable peer-to-peer learning opportunities for APEC members at various stages of implementation and improvement of these systems. This project would create such opportunities for peer-to-peer learning on establishing and strengthening public alert early warning systems.

Beneficiaries and Outputs

Outputs: This project would have two main outputs during the course of implementation, and a third output that is anticipated for the following year as a result of the activities implemented under this project. 

The first output is a survey of member economies public alert and warning capabilities and challenges. The survey will aim to cover a range of issues, and could potentially include: infrastructure, planning, information dissemination to at-risk communities, creating a demand for public alert and warning information, policy and governance, public-private partnerships, regional data sharing, making alerts accessible, acceptable and actionable, and science and technology for alerts and warnings. Survey results will be summarized and reported in an analytical paper.

The second output will be a two to three-day workshop to examine the survey’s findings and discuss lessons learned. The workshop will help start building a network of practitioners in APEC on this topic.

The third major output will be the development of draft APEC guidelines and principles on public alert and warning. These draft guidelines and principles will be discussed over the course of 2017, after completion of this project, with the aim of receiving endorsement from the EPWG.

Outcomes: The major outcomes targeted by this project include: 

1) Creation of a network of practitioners in APEC to support peer-to-peer learning and develop human capital with respect to public alert and warning in the Asia-Pacific.

2) Through information exchange and the sharing of lessons learned on public alert and warning, improved capacity of APEC economies’ disaster management agencies.

3) Development of draft APEC-specific guidelines on public alert and warning systems. Implementation of the guidelines by members would lead to expansion of such systems to reach at-risk communities with accessible, understandable, acceptable and actionable alerts and warnings.

Beneficiaries: The survey will primarily target public alert and warning practitioners at a variety of levels, including national and regional emergency management agencies, and the private sector. These practitioners may be policy makers, operators, producers, technical experts or others with significant responsibilities or expertise in public alert and warning in their respective economies. The survey will also seek to incorporate public opinion, including the viewpoints of men and women, by targeting “grass-tops” community leaders and organizations.

The workshop will emphasize peer-to-peer learning through discussion of lessons observed from the survey, and discussion of participants’ experiences with public alert and warning. Direct participants in the workshop will include representatives from APEC members’ high-level emergency management agencies. Representatives should possess a level of responsibility such that they will be positioned to communicate lessons learned decision makers and stakeholders in their respective economies to help drive change. In addition, the Project Overseers will work with EPWG partners and conduct research to identify key private sector entities already involved in public alert & warning systems integration in APEC economies. Representatives from the identified private sector entities will be invited to participate in the workshop. The workshop will benefit the publics of each economy, who will gain from the potential for strengthened public alert and early warning capabilities and networks resulting from this project.

Other stakeholders who do not participate in the survey and/or workshop will be engaged by reading reports and through the aimed-for APEC guidelines on public alert and early warning. Stakeholders at all levels will be able to use the guidelines and lessons learned to increase their public alert and early warning capacity. This will benefit the public at large - especially at-risk groups - by making communities better prepared for disasters and more resilient.

Dissemination

The target audience for outputs includes policy makers, staff working in disaster management agencies, and relevant practitioners in public alert and early warning, including the private sector and experts involved in developing data standards and exchange protocols. To enhance cross-learning, the project overseers will also explore dissemination options to relevant APEC and external fora and organizations. 

The results of the survey and an analytical report of findings will be circulated electronically to the EPWG and discussed during the anticipated two to three-day workshop. The workshop will lay the groundwork for sustainable peer-to-peer learning by networking relevant practitioners from around the region. The aimed-for draft guidelines and principles on public alert and warning will also be disseminated through the EPWG, and will help APEC economies in building their internal capacity and resilience.  After endorsement by EPWG, deliverables from this project will also be shared with other relevant APEC fora and related organizations with significant potential for collaboration. These would include: the APEC Telecommunications and Information Working Group (TEL), the Policy Partnership on Science, Technology and Innovation (PPSTI), and the Transportation Working Group (TPTWG), which has a work stream dealing with supply chain resilience issues including information sharing. 

As appropriate, the Project Overseers will also work with the APEC Secretariat to explore opportunities to disseminate project outputs via traditional and social media channels. 

None of the outputs from this project are being produced for commercial gain; outputs will be openly shared with all APEC economies. All materials will be posted to the APEC Meeting Document Database and on the APEC EPWG website.

Gender

Public alert and early warning systems are an essential service that benefits both men and women in communities throughout the APEC region. This project will incorporate gender in three ways. First, the survey and analytic report will include questions about how men and women in APEC economies may access information in different ways. Advice on appropriate questions can be sought by representative from the Policy Partnership on Women and the Economy (PPWE). This will help to ensure that recommendations regarding public alert early warning systems benefit and are relevant for both men and women. Second, when disseminating the survey, “grass-tops” organizations that work with women will be sought and included among survey recipients. Third, when recruiting participants and speakers for the workshop, we will aim for a balance of male and female participants and speakers.

Work Plan

Phase 1: January 2016 – June 2016 - Conduct a survey of member economies current public alert and warning capabilities and challenges and produce an analytical report of findings. 

The project overseers, with contracting support, will design the survey, and will involve member economies to help identify an appropriate sample group.

The survey would aim to address the following topics, among others:

a)  Current public alert and warning infrastructure and capabilities.

b)  “The Last Mile,” getting alerts and warnings to at-risk communities, particularly in remote areas, and effective planning for disseminating information to the community level.

c) Communicating accessible, understandable, acceptable, and actionable alerts and warnings so people trust them and understand the actions they need to take in response.

d)  Governance issues with regard to policy, procedures, and criteria for use of systems.

e) Building and sustaining public-private partnerships for alerts and warnings.

f)  New technologies for alerts and warnings.

g) Regional data sharing to strengthen lead time and accuracy of alerts and warnings.

h) Gender-specific concerns for public alert & warning, including survey questions based on advice from the PPWE, as provided.

Output: Analytical report that will collate and analyze the survey results, and will provide a basis for discussion during ensuing workshop. 

Phase 2: June – December 2016 - Plan and implement workshop

This workshop will bring together practitioners in a two to three-day in-person event to examine the findings and lessons learned from the survey, hear from fellow practitioners and subject matter experts, and develop guidelines and principles that all APEC member economies can use to strengthen their public alert and early warning capacities.

Mitigation Strategy

Low survey response rate

The survey will be written as clearly and approachably as possible, with the goal of keeping to a minimum the amount of time required to complete it. Project overseers will contact EPWG Heads of Delegation from respective economies to seek community buy-in for the survey. The survey will be disseminated to a large number of practitioners in order to ensure the greatest number of responses.

Poor participation in workshops

The Project Overseers will actively engage with workshop hosts and technical experts in each of the APEC economies to identify speakers and participants for the workshop. The Project Overseers will contact Heads of Delegation from EPWG to enlist their support in securing speakers. Special effort will be made to invite women as speakers and participants, and to ensure the interests of developing and small economies as well as developed and larger ones are addressed. 

In addition, alternative participation methods such as videoconferencing will be explored. 

Poor quality of presentations so participants are not fully engaged

Project Overseers will require speakers to provide advance copies of their presentations and may recommend changes to fully engage the audience.

Principles and Guidelines resulting from the workshop not implemented

While it may be necessary to revise the principles and guidelines drafted during the workshop prior to their endorsement by EPWG, the Project Organizers are very committed to helping build capacity on this topic in APEC. With a multi-year commitment from USAID to support this effort through the US-ATAARI activity, we will be able to provide follow-up technical assistance to promote more continuity of work on this topic.

Developing economies do not adopt new PAW strategies due to resource or policy limitations

Ministerial and leader level commitment, sought at the appropriate juncture, will help developing economies drive change and overcome resource and policy constraints. Working with the APEC Secretariat to ensure follow-up through the APEC process could lead to identification of additional resources for capacity building in developing economies.

Timeframes for the delivery of outputs not met

The Project Overseers will set a timeframe for delivery of each of the project outputs and define milestones towards the completion of these outputs with specific dates associated. This will include points for follow-up on survey response to ensure that the survey process proceeds quickly, as well as milestones for developing the agenda, selecting speakers and soliciting nominees for the workshop.

Potential for budget overruns

The Project Overseers will abide by the requirements for eligible costs set out in the Guidebook on APEC Projects, which was also used for the estimation of the costs in the proposal budget. Further, the Project overseers will look for ways to minimize costs such as booking travel as far ahead of time as possible, and exploring multiple options for workshop venues to identify the most cost effective options that meet the needs for the event.

Monitoring and Evaluation

As part of this project, the Project Overseers will conduct a series of evaluation surveys with all workshop participants. The evaluations will measure participants’ knowledge before and after the workshop in areas of key competencies. In addition, the surveys will ask participants whether the topics covered in the workshop were relevant to the work on public alert & warning their economy is doing. In follow-up surveys, the target will be for at least 60% of participants to have applied the information learned successfully in their economy, and an additional 20% indicating that they have plans to do so. 

Other potential indicators include the following: 

1)  Number of survey responses and response ratio (>80% target).

2) Number of survey and workshop participants, including ratio of women to men.

3) Percentage of participants in project that indicate increased learning from participating in the survey and workshop (>60% target).

4)  Feedback from APEC member economies, Senior Officials, Ministers or Leaders.

Linkages

This project will explore opportunities for cross fora collaboration specifically with the TEL, TPTWG, and PPSTI to improve telecommunications and information infrastructure in the Asia-Pacific. Members of the other subfora will be consulted as the project develops, and will be invited to participate in sessions where appropriate. The Steering Committee on ECOTECH will be used as a vehicle to disseminate information about this project and reach out to other subfora for their involvement as appropriate, including through the sharing of information and research from related APEC projects.

Given the important role of the private sector in developing and deploying technologies relevant to public alert & warning, the APEC Business Advisory Council and private sector entities will be encouraged to contribute to this project by participating in the survey and workshop.

Sustainability

The APEC guidelines on public alert & warning developed during the workshop will continue to be discussed by APEC economies beyond the completion of this project. Specifically, EPWG endorsement of the principles will be sought in 2017. These guidelines and principles will foster ongoing learning and discussion through the EPWG and other relevant APEC fora and subfora. 

In addition, individual members will be able to use the guidelines to inform development of their respective public alert and warning systems. The guidelines would help inform individual and mutual efforts for capacity building into 2017 and beyond. 

This project is designed to support a sustainable dialogue on public alert early warning in APEC. Through the survey and especially the workshop, participants will identify ways to encourage peer-to-peer information sharing among emergency management practitioners. Networks and communication resources will extend beyond project completion and enable continuous learning on public alert and early warning (PAW) systems. This expert network will persist and be leveraged based largely on the commitment and initiative of individual members to tap that network. Such initiative could be stimulated by promoting PAW as a topic of discussion at subsequent APEC meetings and events, including the SDMOF. 

With a multi-year commitment from USAID to support this effort through the US-ATAARI activity, we will be able to provide follow-up technical assistance to promote more continuity of work on this topic. This technical assistance, where appropriate, could empower the envisioned capacity-building in relevant economies.
