Project Summary

The APEC economies have already possessed a great number of technologies, plans and models which apply to the Low-Carbon Model Town (LCMT), and create huge market at the same time. APEC Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode Study is aimed to study the technical scheme and commercial prospects of solar PV in agricultural applications and to put forward several best practices. This project will investigate the current situation of solar PV application in agriculture and select the most mature and the highest level of commercial mode. According to the different types of application demonstration project results and summarizing the successful experience and the replication scheme, arranging results communication and exchanging workshop. The deliverable achievement of this project will be a published research report.

Relevance

In June 2010 at the 9th APEC Ministerial Meeting, the APEC Low-Carbon Model Town (LCMT) Project was put forward, and Yujiapu CBD was determined to be the first APEC LCMT project. In June 2012, the 10th APEC Ministerial Meeting was held in St. Petersburg, discussed and reached broad consensus on the progress made in recent years for LCMT Project. 

Solar PV application in agriculture is one of the major directions for the future development of green agriculture. It is a perfect case of combination of renewable energy technology and agricultural technology. Besides, it can also solve the problem of agricultural mechanization and mitigate the power shortages in the developing and underdeveloped areas.

The project falls under the Energy Efficiency and Low-Carbon Measures sub-fund. Because of the project involves study of renewable energy supply for agricultural planting applications and low-carbon agricultural development.

Objectives

1) To create a framework between solar PV technology scheme and feasible commercial pattern for agriculture applications;

2) To develop recommendations in various solar PV agricultural application demonstration projects, and provide promotion suggestions for economies of different economic development levels; and

3) To provide technology and business model supporting the agricultural development in the developing and underdeveloped regions

Alignment

The 2014 APEC meeting of Energy ministers called on all members to experience the concept, technology, development and construction of LCMT. At the same time, continue to promote RE technological innovation, reduce the cost and enhance the competition and sustainable of RE in the energy market. This project will support the most of existing APEC LCMT research outcome and best practices, to put together valuable information, experiences and lessons learned, sorted out and summarized on time.

The mission of the EGNRET is to facilitate the improvement of utilizations of new and renewable energy technologies in the APEC region. This project will promote the combination between the application of Solar PV technology and agricultural industry.

TILF/ASF Justification

Most of APEC member economies are feasible to develop PV as one of important clean energy resources. Solar PV system, with its characteristics of easy for installation and flexible in size, will provide innovative application mode for the different agricultural areas. Especially the combination of solar PV and greenhouses in urban areas and the solar PV ponds, PV pump and other products in rural areas, has a good economic contributions. Besides, in some developing economies, lots of PV projects are also built in rural areas to solve the power shortage problem in the process of agricultural planting.

The project overseer will welcome and invite experts and representative from all APEC developing economies to participate the research process, and attend APEC Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode Study Workshop.

The APEC Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode Study report, together with other research results, will be shared with all APEC developing economies for free, to help them to estimate better solution of agricultural modernization and to lower the cost in the process of economic development.

Beneficiaries and Outputs

Outputs: The outputs of this project will include 4 parts:

1) PV Agriculture Project Best practices: This project team members will carry out on site investigation to solar PV greenhouses, solar PV pump, animal husbandry solar PV project, solar PV ponds and other solar PV agricultural project in low carbon model town, to summarize the latest technology trends, application status and best practice of PV agriculture project as well as the PV agricultural policy.

2) PV Agriculture Policy Recommendation: The project team member will carry out series of investigation on practical situation of the renewable technical application status in Agriculture sector. According to the investigation feedback and actual situation, get the latest information of all kinds of problems and difficulties encountered in the process of solar PV agricultural application. The investigation feedback will be incorporated into the monitoring and evaluation of this project as key index to measure the achievements of the study. Compared with the current policy frame of solar PV power generation and agricultural development, put forward the policy suggestions on optimizing the solar PV agricultural applications (such as: feed in tariff, investment subsidies, technology incentives and etc.) and create a better business model for the solar PV agricultural applications.

3) PV Agriculture Project Workshop: The APEC Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode Study Workshop will be hosted in Beijing and representatives from all APEC member economies will be invited to share the agricultural applications, best practices, the development of technology and business model innovation, financial model and policy frame innovation research.

4)PV Agriculture Project Report: This project report will summarize the latest development of research, product, solution and policy  of different PV agriculture system; analysis best practices, advantage and weakness of different  system in different area and environment; and introduce the Solar PV Agricultural System Application Model.

This report will be widely delivered via internet within and outside of APEC region, to improve the communication and cooperation in Solar PV and Agriculture system.

Outcomes: The Participants (government officials, agriculture project owners, financing institutes) of this project will learn more technology insight and market operation methodology about the combination of solar PV and agricultural project, get familiar with the technical characteristics, advantages and disadvantages, finance modeling, supporting regulation frame and other aspects regarding to the applications of  solar PV greenhouses, solar PV pump, animal husbandry solar PV project, solar PV ponds and other solar PV agricultural projects.

Both in APEC developed economics and developing economics, the policy makers can accumulate experiences to develop more effective policies to provide support for the solar technology application in agriculture sector. So that the agriculture PV project will become a better solution of electric power supply in agriculture sector and accelerate its modernization progress.

The solar PV project developers will realize the advantages and profit patterns of agriculture PV project so that they can establish increasing numbers of solar PV agricultural application projects. The low carbon model town managers can obtain a better practical case and innovative application demonstrations of combination of modern planting and clean energy.

The owner of greenhouse and other agriculture facilities will deeply understand the foundation and benefits of solar PV technology and use it to solve the power supply shortage, reduce costs and improve the security of agriculture power supply.

The financial practitioners will recognize new investment opportunities and business models, besides, they can also develop more financial innovation products base on the solar PV agricultural application project, by combination of the project income from both agriculture operation and power generations.

All the efforts of this project will promote the solar PV agricultural application which transfer from the pilot project to large-scale applications and push forward solar PV power become an affordable electricity supply in agriculture sector. And the combination of solar PV technology and agricultural technology provides an innovative project model and a better application model for Low Carbon Model Town in the future, because such model can improve the fundamental economic and basic living conditions in developing and under development economies, also with the features of environmental friendly and carbon emission conservation.

Research report will be available for free over the internet. And the report will propose different types of solar PV agricultural application in the best business model and policy support mode. At the same time, PO will release the research results to policy makers and managers of low carbon model town through a variety of channels. In order to influences the policy makers and enhance the supportive policies for solar PV agricultural application.

Beneficiaries: The beneficiaries of this project including:

a) The agricultural stakeholders and energy end users in LCMT which including the owner, designer, operator, technical workers and investors of the greenhouses, pond, farm and most type of the electricity involved agriculture facilities. The solar PV power will help them to replace expensive diesel power generation with carbon emission or the power grid infrastructure with heavy investment and potential negative impact to the local environment. And eventually, provide flexibility and sustainable low carbon energy supply to the agricultural stake holders in LCMT.

b) LCMT developers which including the industrial and project planners, equipment makers, construction company and investors, to improve the industrial planning and secure the energy supply, especially to tackle the power shortage issue for the agricultural industry.

c) Government officials, policy makers and researchers/analysts, to establish a better demonstration model for Solar PV applications in agriculture, provide the reference information for policy development and research. It will help them to understand the characteristics of PV agricultural projects so they could design the most suitable supporting policies.

Dissemination

PublicationThe research results of this project will be released in form of research reports The electronic version will be published on the APEC website and other low carbon, urbanization, energy, agriculture related websites, such as EWG official website, EGNRET website, which are free to be browsed and downloaded. PO will try to keep in touch with the different website owner to publish the project reports.

Target audienceThe target audience of APEC Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode Study includes government officials of APEC as well as non-APEC economies, developers of low carbon towns, design and planning companies, finance service organizations, agricultural companies and solar PV manufacturers, consulting companies and some researchers of low carbon town issues.

There is no intention to sell outputs arising from this project.

Gender

In the field of low carbon towns, solar PV and agriculture, there are already many female experts, scholars and practitioners, this project will hire capable female experts who have good research capabilities to design and research the issues, to attend the conferences and write the reports together. The gender factor does not play a role as a critical factor of selecting researchers. Males and females have equal opportunities to join in research works.

When we invite experts to attend workshop and other activities, we also ensure that there are a certain percentage of female experts and participants. This project will never refuse the participation of females in the research and activities because of the gender factor.

The APEC Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode Study project will provide lots of work opportunities during research process, especially in the section of data analysis and other paper work.

The solar PV application in agriculture is very simple, convenient, easy maintenance and suitable for females in management and operation. So it can close the gap between male farmers and female farmers of agricultural technologies.

Work Plan

Since most of the agriculture stakeholders in the LCMT scheme, especially in China, have very limited information on the advantages and construction, operation process of solar PV application projects, while the unstable and insufficient of power supply is jeopardising the spread of modern agriculture facilities, or even threatening the normal living conditions in some especial areas, i.e. there are thousands of mothers in the rural areas in China and India cannot obtain clean water supply to support their daily washing and cooking demand, the report as the project result, will be simple and  demonstrative enough for local governors and agriculture stake holders, so that they can solve the above issues by installing solar PV application projects and equipment i.e. solar pump, solar rooftop, solar greenhouses, etc.

Related outputs for that particular step: 

1) Stage one: Starter meeting, July 2015: The PO will organize working groups to collect different typical solution’s development and application information. Then PO will organize a starter meeting attended by all the project team members, to work out detail working plan and task allocation.

In the starter meeting, the project research team will discuss the work plan, the task division and organization of project team, as well as time schedule in order to define clear the tasks of researchers as well as the content and time schedule of the research.

Project team will fulfil the meeting planning and preparation, to invite experts to attend the meeting and make suggestions for the research ideas, methods and working plans of the project. Then the project team will make improvements according to these suggestions.

2) Stage two: On site investigation, August ~ October 2015: The working groups will go to different typical Solar PV application in agricultural project location for specific on site investigation, especially for the potential risks and problems regarding to system planning, designing, construction, product supply, operation, regular check, maintenance, economical efficiency, as well as advantages and weakness, etc.

The project overseer will discuss with each working group leader to make sure they could carry out on site investigation concerning typical projects and their outcomes could support the project purpose as a whole package. The project overseer will recommend four working groups to carry out on site investigation to following four different projects:

Group A: Solar PV greenhouses
Group B: Solar PV pump
Group C: Animal husbandry solar PV project
Group D: Solar PV ponds and other solar PV agricultural project

3) Stage three: Model development and Report drafting, November 2015~ March 2016: Desk research and on site investigation outputs will be put together into the draft report. While a specific workshop will be held to discuss the suggestions and results of study.

The Solar Photovoltaic Agricultural Development Mode will focus on three parts analysis:

(a) Demand Analysis: to calculate and evaluate current power demand in agriculture and in future according to existing statistics data and investigation, which is very import to fix the long term solar PV agricultural application system capacity goal and periodical target of its capacity construction.

(b) Technical Analysis: to provide different technical choices according to the resources, demand, investment capacity, environmental and legal requirements, etc, and sort out the best solar PV agricultural application system solution for a specific area or project.

(c) Economic Analysis: to analysis and optimize the solar PV agricultural application system solution in the whole life cycling, from feasibility study, system design, equipment and product, construction, maintenance and recycling, etc.

While a workshop will be hosted to discuss the problems and research results. The PO plans to invite about 150-200 representatives to attend the workshop which covers all of APEC economic. The participants of the workshop will be no less than 40% female.

4) Stage four: Final report, April ~ June 2016: The PO will collect different comments from experts and representatives from different APEC member economies. And then complete the final report and share the outputs of this project.

With the help of APEC channels and activities as well as the internet, we can promote the final research report.

Risks

Risk 1 - Various requirement and demand to solar PV agricultural project: Different APEC member economies and different stakeholders might have various requirement and demand to solar PV agricultural project. This project will select different application project and best practices which covering the urban and rural application project, from small size to big size, from developing area to developed area, to cover both developed and developing member economies’ requirement.

Risk 2 - Collection of faults, mistake information for reference: Way to collect faults, mistakes and disasters information, and to provide such information to all APEC member economies for references: as most of such information is very sensitive, the related stakeholders, including project developer, manufacturer and EPC companies, might be reluctant to release such information to the public. However, it is very valuable and critical for whole APEC member economies to learn from each other, especially from those existing faults, mistakes and disasters, to avoid repeating these in future and to protect the safety of human being life, treasure and environment. The PO has long career on solar PV research and huge resources with the cluster. The PO’s resources, professional background and social network will help the research team get first hand real information of those faults, mistakes and disasters.

Risk 3 - Risk of quick applicability of the research results: In APEC economies, different cases of low carbon model towns have different development models, concepts and directions because of the respective social, cultural environment, basis of economical development and values, which has impact on the quick applicability of the research results in APEC economies. The project outputs will help different APEC economies learn the experiences of Low Carbon Model Town Solar Photovoltaic Agricultural Development Mode in other economies and build up their own development models under certain external circumstances.

Monitoring and Evaluation

This project will be monitored and measured according to following aspects:

a) The specifications listed in the contractor agreement

b) Recommendations and proposals from on-site investigation and best practices collected by on-site investigation

c) Number and professionalism of the participants invited to the workshop, and quality of the discussions during the workshop

d) Opinions and suggestions from experts and final report cited and forwarded times

e) Project schedule control and the use of time and money

All the activities for the workshop, contractor, experts and research, women have equal rights and opportunities to participate in it.

Linkages

The deliverable achievement of this project will be a published research report. And this project will collect and analysis the typical Solar PV application in agricultural project and information from different APEC member economies and non-APEC economies. The final report will be released at SNEC 2016. And the report will be shared with the member of CNECC and CREIA in 2016. 

This project builds on previous LCMT project phase 1 (Yujiapu, China) and phase 2 (Samui Island, Thailand), as well as Best Practices in Energy Efficiency and Renewable Energy Technologies in the Industrial Sector in APEC Region (S EWG 19 11A) , APEC Low Carbon Model Town Capacity Building Development (LCMT-CBD)   (EWG 05 2013A), Study of APEC Low Carbon Model Town Development Index System and other research reports free published on the website of APEC EWG and EGNRET.

Sustainability

To carry forward the results and lessons: The project overseer will carefully select representatives from different solar PV and agriculture cluster to organize the research team.

At the kick-off meeting, the overseer will invite experts from planning, design, construction, operation, finance and other related stakeholder from solar PV, LCMT and agriculture to discuss the work plan and content of on-site investigation together, to well prepare on-site investigation plan and draft report framework.

Furthermore, in the research process, the project team will cooperate with experts and institutions from different APEC member economies in the field of solar PV and agriculture to make adequate discussions and exchanges.

The final report of this project will published through EWG and ENGRET website. And the project overseer will also make the most of his professional network to introduce the outcome within solar PV and agriculture cluster internationally.

After project completion: Together with many APEC member economies, now the Chinese government is conducting a great number of promotion activities of low carbon towns and calling for numerous construction cases of low carbon towns, for which the final report of this project can offer critical references and model cases, so that mature solar PV agricultural application and project will be applied to the constructions of APEC low carbon towns and will be continuously improved and updated.

The project research will create a cooperation platform of sustainable development of solar PV agricultural application, including project database, expert database, industry cluster platform etc. The outputs from this project will enlarge the number of solar PV agricultural project database with investment values, promote successful project experiences, strengthen the cooperation between economies and build the platform for the whole industry chain (including EPC, management and maintenance, finance and investment etc.) of solar PV agricultural application industry in APEC.

Measure the progress on the outcomes and impacts: The PO will maintain close contact and communication with the project participants (including government officials, financial practitioners, solar PV cluster and agricultural workers etc.) and deal with the problems that they meet in the development and construction of solar PV agricultural application project. What’s more the PO will coordinate the relevant practitioners from all sides to provide substantial help for the development of the project.

In addition, PO will also focus on the latest statistical data and policy rogress on the low carbon model town and solar PV agricultural application in APEC region for 2-3 years after the completion of this project. The statistical date includes the PV agricultural project scale, solar radiation status, power generation data, project returns of best commercial practices and policy subsidy effect monitoring, etc. And PO will provide this information for the project participants to help them keep up with the recent developments.

Project Overseers

The PO, Mr. Zhai Qian has multiple years of working experience for renewable energy application market with both international and private enterprises fasten connection and communications with government research institute and regulation makers. Deep understanding of market demands and obstacles for renewable energy technology implementation in different sectors includes residential, commercial, industrial and agricultural industries.

Researching area covers conventional power generation, emission reduction of GHG during energy activities, business model and technical utilization for distributed power generations, and most recently, the application of renewable energy technologies in agriculture sectors by several site visit and interview with both project owners and technical suppliers. With intention of promoting the low carbon agriculture activities by utilize solar PV, biomass and energy conservation technologies.

Professional skills in financial analysis, regulation interpretation, project implementation and statistics areas. Devote him to push forward the combination of capital, technology and government regulations to achieve sustainable and low carbon growth with developing and less developed economies.

Direct Labour

The Direct labour will arrange open tendering to select the most qualified bidder and contract with the bidder. The successful bidder will undertake the short-term clerical and the contractor tasks which including but not limited for on-site investigation (4 working group of solar PV greenhouses, solar PV pump, Animal husbandry solar PV project and solar PV ponds and other solar PV agricultural project), data collation, research and analysis, report drafting, workshop presentation and so on. It will take the successful bidder 1,000 hours for research to complete this work and meet the PO and APEC Secretariat's requirements and subject to APEC funding.

Considering the solar PV application in agriculture sector will be more effective especially in the developing regions with heavy agriculture component in total economics, also abundant solar radiation resources. It is more reasonable to allocate active participants with limited budgets in the East and Southeast Asia economies i.e. China, India, Pakistan, Sri Lanka, Vietnam, etc. The PO will address the most suitable targeting area for active participants according to the feedback of local contact.
