Project Summary

Consistent with APEC 2014 Rank 1 Funding Criteria to promote services and connectivity, this project will hold a 2-day workshop in 2014 to promote the secure use of more inclusive new payments systems (NPS) while supporting ongoing APEC efforts to combat the financing of terrorism. This workshop will provide working-level financial crimes policy and operational representatives from APEC economies' legal, regulatory, investigative, enforcement, and prosecution units the opportunity to develop or reinforce capacities to promote the licit and transparent use of NPS and to effectively counter the illicit use of NPS, especially to finance terrorism. Participants will engage in a series of tabletop exercises around challenges with NPS. After the exercises, attendees will develop a list of challenges as well as regulatory and enforcement gaps, helping APEC to identify and plan follow-on capacity building in this area.  These efforts will support the secure and expanded use of NPS, bringing secure financial transaction options to more people across the APEC region.
