Project Summary

In the context of significant industrial and population growth, increasing shortages of conventional energy and sharp fluctuation of price, renewable energy, including wind energy appears to be an efficient and sustainable alternative. Although wind is one of the faster growing types of renewable energy with many recognized advantages, it still is not widely used across the APEC region. The APEC Workshop on Facilitating the Development of Wind Energy aims to (i) identify  obstacles for a wide application of wind energy; (ii) exchange and discuss current strategies, policies and technologies in the APEC region which also creates a platform for member economies, especially developing ones to build up capacity for government officials in the process of policy making and implementation of wind energy projects; and (iii) explore further cooperation opportunities among APEC member economies, with the ultimate goal of ensuring energy security for the sake of APEC’s sustainable growth.

Relevance

As a result of significant increase in industrial and population growth in recent decades, there has been a big  increase in global demand for energy. Sources of nuclear energy, conventional energy such as oil, coal, natural gas, firewood, etc., have for long been a popular way to feed the world demand thanks to either its cheap price or easy usage, availability or all. However, energy crisis have been inevitably a part of modern world to as many economies and regions in the world, especially since 1970s due to the fact that these sources of energy are limited and fast depleted. Conventional energy, therefore, is increasingly no longer cheap, stable and sustainable as it used to be, which can adversely affect the global energy security and prosperity. Among those, renewable energy is on high agenda as a long – term, efficient alternative to the current situation.

In comparison to other kinds of energy, renewable energy, including wind energy is renewable, limitless, sustainable and environmental friendly. Though awareness of the importance and advantages of wind energy is raised, it is still difficult to produce wind energy on large scale and/or reduce the price. Firstly, wind energy features unstable source and is only feasible in some certain natural areas which have plenty of wind and spacious land, hence, it is not easily applicable widely. Secondly, it requires high and complicated technology to deploy wind energy on large scale. Thirdly, it is quite expensive because of high maintenance cost and limited use.

Given the advantages, disadvantages and strategic importance of wind energy in particular, (renewable energy in general), it is essential that governments take the leading roles to remove obstacles and facilitate the development of wind energy in the context of global and regional sharp energy shortages and enormous price fluctuation.

APEC is home to 21 member economies of diversified development levels but on fast growth in common. Reliable sources of energy remain important to all member economies for the sake of stability and prosperity. In addition, a number of APEC economies have enormous potential for wind energy, which deserves discussion and best practices sharing among all members. APEC, therefore, has the advantage of pioneering the exploration and development of renewable energy, in particular wind energy, thus contributing to the objective of green and sustainable growth in the APEC region.

Objectives

The APEC Workshop on Promoting the Development of Wind Energy aims to the following objectives:

·  Provide the opportunities for renewable energy experts, especially those in wind energy from APEC member economies, wind energy producers and investors (business sector) to share advantages, disadvantages, obstacles and recommendations on how to remove the obstacles and facilitate the development of wind energy. 

·  Create a platform for APEC member economies to discuss, exchange on experiences, current strategies, policies, regulations and technologies on wind energy facilitation and development. The Workshop will focus on capacity building for governments’ officials especially from developing economies who are directly or indirectly involved in the process of policy making and/or implementation of wind energy projects.

·  Explore potential cooperation opportunities among APEC member economies in developing wind energy.

Alignment

In 2011, the APEC Leader clearly states to promote green growth: “We are committed to advancing our shared green growth objectives.  We can and must address both the region’s economic and environmental challenges by speeding the transition toward a global low-carbon economy in a way that enhances energy security and creates new sources of economic growth and employment.” 

The APEC Leaders, once again, are committed to strengthening APEC Energy Security, clearly state in the 2012 Declaration: “Promote technology development and deployment of a low-emission energy supply including carbon capture, storage and use, and renewable energy sources such as bioenergy from sustainable biomass sources”  

Under the Energy Working Group (EWG) Workplan 2013, it is clearly stated that the EWG will push APEC member economies, in response to the APEC Leaders/Ministers/ SOM Priorities/ABAC recommendations, to pursue green growth in general and energy efficiency in particular. It is well clarified that “EWG members will continue encouraging new measures to improve energy efficiency that can cut APEC region’s dependence on oil and gas as well as reduce greenhouse emission from fossil fuels”.  Through identifying to help remove the obstacles, and sharing experiences and current work on facilitating the Wind Energy, as well as exploring further cooperation opportunities, the APEC Workshop on Facilitating the Development of Wind Energy would contribute directly to the commitments of APEC Leaders to “speed up the transition toward a low – carbon economy”, and “promote development and deployment of a low – emission energy supply” that “enhance energy security and create new sources of economic growth and employment”. It is also worth noting that through the development of wind energy – a renewable energy source, it will significantly contribute to the objectives of the EWG Workplan 2013 in a sense of remarkable reduction of dependence on traditional energy sources such as oil, gas, electricity, etc.

TILF/ASF Justification

The APEC Workshop on Promoting the Development of Wind Energy seeks APEC Support Fund (ASF).

The APEC Workshop on Promoting the Development of Wind Energy aims to create a platform for government officials, producers and investors, energy experts to share views and experiences in promoting the development of wind energy. This will bring about a great opportunity for stakeholders  and especially governments’ officials from developing economies who are directly or indirectly engaged in the policy making and/or implementation progress to be equipped with updated knowledge on wind energy promotion including but not limited to technology and strategies. This, in turn, will significantly contribute to addressing capacity needs of APEC developing economies in a sense that the knowledge and experience sharing gained at the Workshop would be helpful in the course of participants’ work. 

Additionally, the Workshop also directly addresses capacity needs of participants. Prior to the Workshop, the Organizing Committee will deliver a questionnaire to survey on expectations and needs on the Workshop of participants; based on that, the agenda will be designed and adjusted to fit the capacity needs.

Beneficiaries and Outputs

Output:

(i) A report will be produced following the Workshop as one of the outputs. This report will include an overview of wind energy development in the region especially from APEC developing economies; best practices in promoting wind energy; and capacity needs to promote wind energy in APEC member economies.

Furthermore, the Workshop will also provide opportunities for participants from both public and private sectors to present, exchange and discuss on their country’s experiences in promoting wind energy projects, which the Organizers will compile into brief case studies to circulate to participants. The organizers will work with the APEC member economies who have strong advantages and development in wind energy to do these brief case studies and present at the Workshop. It is not possible for APEC member economies to endorse any case study as a typical example of wind energy development or ready to adopt it as policy at once since it is worth bearing in mind that there is no one-fit-all recipe for all APEC diversified member economies. However, the Organizers will work closely with member economies to explore and focus on meaningful aspects of wind energy development such as Public – Private Partnership (PPP), etc. To take use of the case study and the Workshop’s outcome, these will be reported to the EGRNET as further food for thoughts at upcoming meetings. It is expected that EGRNET will be the right platform to facilitate a longer term plan for the development of wind energy. The case studies are attached to as the report’s annexes and remains an integral part of the report.

(ii) Following the Workshop, a network of participants is expected to remain a focal point and contribute to further cooperation among participants. The participants might want to discuss on how to expand the network, for example, expanding and updating this network, as a next step. The organizers will provide a room for participants to discuss on next step activities.

Beneficiaries:

(i) The most direct beneficiaries are participants of the Workshop. The Workshop targets at APEC governments’ officials who are directly or indirectly involved in the policy making, management and implementation of energy in general and wind energy in particular. They will have the opportunity to discuss, exchange and share information, strategies or promotion activities in promoting wind energy, which in turn, help individual economy gain a better understanding of wind energy development, hence, formulate their own adaptable strategies and enhance mutual cooperation among APEC member economies.

(ii)  Another main beneficiary of the Workshop is businesses, including producers and investors in wind energy. Their voice will significantly raise issues of the business’s concerns as well as needs for capacity and support, which helps portrait a complete picture of current development of wind energy.

To make sure to encourage the most suitable participants who are able to contribute actively and meaningfully to the Workshop, the Organizer will work to develop a set of criteria for eligible participants and have it officially pronounced in the General Information (GI) for public circulation. The set of criteria development will be consulted with APEC member economies for further comments before official approval.  

To ensure active participation and engagement during the Workshop, a session will be designed to give the platform for participants to share and discuss the experiences, best practices as well as recommendations on how to facilitate wind energy and/or build up capacity programs in response to the needs of participants from both the public and private sectors.

To ensure that the Workshop will benefit as many individuals as possible, the Workshop’s outcomes and materials will be uploaded to the APEC website and public to viewers to gain out-reaching impact.

Dissemination

The target audience of the Workshop will include government officials (including officials engaged in the policy making, management or implementation of renewable energy in general and wind energy projects in particular), experts, researchers and business people.

Hard copies will be provided to all the Workshop’s participants. Electronic publication will also be used to disseminate the Workshop’s documents widely.  APEC’s official website will be the main one to upload the documents. Other Vietnamese Ministries’ websites (e.g: Ministry of Industry and Trade) could also be used to disseminate the information with hyperlink to APEC website.

Gender

Gender issue is seriously taken into account by the project proponent. Women are involved in the development of this proposal and both men and women will get equal opportunity to participate in the project implementation including in the process of preparatory stage, consultation and direct labours, etc. In addition, to address gender concern and make sure that men and women are engaged efficiently in the Workshop, the evaluation form delivered at the end of the Workshop will include information on gender to aggregate for project assessment.

Women participants are also encouraged to actively participate in the Workshop when most efficient. Invitations will be sent through PPWE (Policy Partnership on Women and the Economy) to invite and draw their attention to the Workshop.  

Work Plan

May - June 2013: Submit the concept note to APEC for consideration and approval. Financial support for the project will be sought from the ASF and partly covered by Viet Nam.

22 Jul 2013: Submit to  APEC the full proposal for consideration and approval.

August 2013:  The PO will exchange with co-sponsoring economies on the content and the agenda to make sure that the Workshop will best address the core issues and concerns of economies, approved by EWG.

The Workshop Agenda will then be drafted by Viet Nam and circulated to other member economies (including co sponsoring economies) for comments.

The Workshop  will basically address, but not limited to the followings (await further comments and contributions from economies):

(i)  The overview of wind energy development in the APEC region; and

(ii)  Experience sharing and best practices in promoting wind energy, focusing on the perspectives of governments’ leading roles.

(iii)  Voice of producers and investors in wind energy projects with a view to identifying impediments and/or needs for support to promote wind energy in APEC member economies;

(iv)  Support from international organizations such as WB or ADB or international/regional environmental organizations in promoting wind energy is to be explored; 

(v)  Experience sharing on promoting wind energy by economies. Typical success examples as well as failures will be carefully shared and studied to draw lessons for the member economies.

Viet Nam will incorporate the comments and finalize the agenda to reflect all interests by stakeholders. The workshop location will be determined and finalized no later than end of August 2013.  

August - September 2013: Viet Nam and co-sponsoring economies will work with the Secretariat to invite speakers and participants from relevant APEC agencies and interested stakeholders. 

October – November 2013: Implementation of the 2-day workshop.

December 2013 – January 2014: Upon conclusion of the Workshop, event organizers will work with co-sponsors, speakers and other participants to draft a report to EGRNET and EWG.

Risks

One of the risks is to ensure a selection of good speakers in order to make the most of the Workshop. The speakers should be, but not limited to, authority officials to represent government; representatives from wind energy producers and investors to raise voice of business sector; academists, experts in renewable energy in general, wind energy in particular or from other relevant organizations, which aim to reflecting points of views from various perspectives. The Organizers will work closely with co-sponsoring economies to nominate and invite the most suitable speakers for the Workshop.

Another concern is to choose the right participants to the Workshop. To make sure that right participants are nominated to attend the Workshop, the Organizers will consult with co-sponsoring economies to set  general criteria for participants. Participants should be government officials who are directly or indirectly involved in the policy making, management or implementation; academists or economic experts who have good background and experiences in promoting wind energy. Business sectors are encouraged to attend the Workshop, especially representatives from wind energy producers and big investors. To ensure the results, invitations will be sent through different fora in APEC including EWG, ERGNET, SMEs, ABAC. For the host economy, the Workshop is open to business sector including producers, big investors, business associations; apart from officials from government and local authorities

Monitoring and Evaluation

Prior to the Workshop, the Organizers will briefly survey on the needs and expectations of participants. Based on that, the agenda, speakers’ presentations, and discussion will be adjusted accordingly to meet the expectations of participants, bearing in mind the core objectives of the Workshop.

At the end of the workshop, an evaluation form will be circulated to all participants to comment on the outcomes of the workshop, including how the Workshop meets the participants’ expectation. The organizing committee will compile all comments and reflect them into the final report, which will be submitted to EWG, ERGNET, IEG, SMEs, ABAC for consideration.

Linkages

Energy Working Group (EWG) and the Experts Groups on New and Renewable Energy Technologies (EGRNET within EWG) will take the leading role in creating a platform to promote renewable energy in general and wind energy in particular. To take the most advantage, the Organizing Committee will work and send invitations to other fora and working groups namely IEG, SMEs to make sure that the Workshop will benefit the right people. Additionally, ABAC will be consulted regarding speaker/participant nomination. International organizations such as Asian Development Bank (ADB) or World Bank (WB) would add much value to the Workshop’s objectives and the Organizing Committee will work with them to identify potential areas for further cooperation, in which avoidance of duplication will be seriously considered and seriously dealth with. In this light, the Organizers will work with such international organizations to make sure that those organizations’ previous and on-going work or outcomes will be shared with APEC participants in a selected and oriented manner; as well as their involvement and presentation will be tailor made based on the expectations of participants’ survey to add value to the Workshop.

It is also worth noting that given its strategic importance, advantages and disadvantages, renewable energy including wind energy has been on high agenda in APEC. However, not many activities undertaken by other organizations aim to creating a platform for APEC member economies to share experiences, best practices in promoting wind energy. And APEC herself is not yet devoted much to promoting wind energy until now.

Under the framework of APEC, renewable energy is of great importance as it attributes to the APEC Leaders’ Growth Strategy which aims to developing renewable energy and alternative energy sources for the sake of sustainable growth. In this light, many member economies namely Chinese Taipei, Russia and Thailand, etc., have proposed projects entitled “2013 APEC Workshop on Geothermal Technology”, “Prospects for  Marine Current Energy Generation in APEC region”, “Best Practices in Energy Efficiency and Renewable Energy Technologies in the Industrial sector in APEC region” respectively. Though many APEC member economies have great potentials on wind energy, it is not yet explored officially within APEC. It is believed that this newly proposed Workshop will kick off APEC works on wind energy development for a better sustainable growth.

As mentioned above, APEC is the best source of funding for this project because APEC persistently and strongly pursues sustainable growth through the APEC Leaders’ Growth Strategy, which specifies sustainable growth as “promotion of energy efficiency and Low Carbon technology, Development of renewable energy and alternative energy sources”. This project completely contributes to the course of development of renewable energy and alternative energy sources.

Sustainability

The knowledge gained from the Workshop would help APEC participants to get understanding of wind energy development, advantages and disadvantages, best practices and experiences in promoting wind energy in the APEC region, exploration of further cooperation among APEC member economies. This would contribute to enhancing participants’ understanding on current situation, hence, might enrich their expertise in the policy making, management, and implementation or doing business in wind energy area.

The Workshop’s participants will also be given room to discuss possible next steps that they plan to do after returning from the Workshop to realize the outcomes of the Workshop and apply to their individual economy’s circumstances. The discussion results on next steps will be detailed in the Completion Report.

To realize the sustainability of this Project, the Organizer will continue to raise this issue for further discussion on longer term planning under the EGRNET. As EGRNET is the very right place to push this forward, the Organizer will work with EGRNET to ensure that the group will continue to pursue next steps (as agreed following discussion within EGRNET) to make sure that this Project is not just one-off event. 

It is hard to assess the impact of the Workshop on quantity right after the Workshop ends, but certainly remains an important component to APEC capacity building activities and have a long lasting impact on the development of wind energy in the APEC region.

It is also expected to create a network among participants for further consultation and mutual cooperation between the economies. Further details and next step activities will be reported following the outcome of the Workshop.

Cost Efficiency

Aware that the conventional energy is being fast depleted, unstable and of high price fluctuation, which will lead to the economic recession and collapse, the global citizens have been increasingly aware of the importance of renewable energy including wind energy. The available, cheap and stable supply of wind energy will significantly contribute to remaining a robust impetus for sustainable growth not only in the APEC region but on global scale. Taking the leading roles in promoting wind energy development, especially focusing in capacity building through exchanging, discussing and sharing experiences and best practices, APEC bring about benefits not only to APEC individual economy but for the sake of the whole region cooperation and prosperity. The APEC Workshop on Promoting Wind Energy in APEC Member Economies directly addresses the concern.

In order to ensure cost efficiency, the majority of APEC funding will be used for covering the costs of the hosting, honorarium, per diem of experts and travel eligible participants. The host economy will make partial contribution to cover costs of short-term staff, secretariat, communication, photocopy, interpreter and part of costs relating to equipment.
